Guillermo Eleazar batted for strict cleanliness in all police command posts in the country to showcase the police integrity as public servants. The Chief PNP left for Manila Sumday afternoon after a weeklong visit on all police regional sub commands in Northern Mindanao. PROSPERIDAD, Agusan del Sur -The Upland Sustainable Agri-forestry Development (USAD) Convergence Program, the centerpiece program of the provincial government to uplift the lives of impoverished farmers in the upland villages, was picked as one of the Top 10 Outstanding Local Governance Programs in the country. The Galing Pook Awards 2021 picked Agusan del Sur as top 10 for its local governance’s best practices in helping farmers in the hinterland areas become more productive in a sustainable way with proper technology interventions and for them to nurture these partnership as stakeholders for development. USAD was the brainchild of

former governor and now District 2 Rep. Adolph Edward Plaza in 2013 in the aftermath of Typhoon Pablo a year earlier where most residents in the upland farming communities were heavily devastated. The affected farmers who are mostly living in the poverty line were given farm inputs and proper technology while on their part they have to commit as “farmer-enrollees” to nurture their farms to become productive. Gov. CAGAYAN DE ORO CITY: A couple was hacked to death by unknown assailant in a farm house in Sagaran, a farflung village in the municipal town of Bukidnon, the police said Saturday. The couple identified as Dennis de los Reyes Morata, 40, and lived-in partner Josephine Samuel Ramos, 53, suffered multiple fatal hacked wounds on different parts of their bodies resulting to their death. Luz Librada, the niece of Josephine Ramos, told the police that the bodies of her aunt Josephine and her partner were accidentally found Friday morning by a boy sent by a neighbor

to ask for some “salt.” “The nearest neighbor in the farm was far that one could not even hear the yelling for help should an emergency takes place in one of the neighbors in the area,” Librado said. On Friday, the neighbor sent a boy to the couple’s house to ask salt, but ran away to tell his parents who immediately reported the incident to the police about the dead couple in the house. Lumbia NHS conducts Reading Inventory By BRENDA P. GALARPE

Lumbia National High School made a program implementation review which was the Distant Reading Inventory of all learners as initiated by the school’s Reading Coordinator, Ms. Lucille Tura. Planning and preparation were disseminated to all teachers as facilitated by language teachers. This incurred right after memorandum was sent to the field, to conduct a reading inventory. The efficacy of the program was anchored on the 10-item mechanism which was posted at the school’s face book account for everybody’s knowledge. This is for them to read and familiarize said item, making sure that the delivery thru virtual is perfect. The assessment started last June 6, 2021 and lasted for two weeks to give ample time to the teachers so with the learners. After the rigorous reading activity, was the consolidation, thereafter was the submission at the division office. Though the activity was quite a challenge for the teachers because of unstable internet connection and other internet issues but they found it fun and fulfilling. They made it through video call and phone calls during their Work From Home mode. Usually teachers did the activity early in the morning because the signal is strong without the presence

Common best practices of the school during the conduct of the reading inventory were the following: concise mechanism for the conduct of Distant Reading Inventory for all teachers, the deadline for the submission was done ahead of the deadline which was 3 days, everybody worked for the activity to succeed, and as part of the exigency of the service teachers volunteered to conduct the reading inventory of the class.

THE Ministry of Environment, Natural Resources and Energy (MENRE) in Lanao del Sur sounded alarm bells yesterday on the continuing timber poaching and dumping of household wastes in Lake Lanao and its watershed. Along this line, provincial environment and natural resources and energy officer Asmarie Labao is initiating a massive communication, education and public awareness campaign focusing on six municipalities surrounding the lake. In an exclusive interview, Labao said his office has received reports of rampant timber poaching in the municipalities of Maguing, Bubong, Madamba, Marogong and Butig. “Timber poaching may be minor compared to illegal logging but accumulated, it will destroy the watershed,” he said. This is our source of hydropower, irrigation and fishing as livelihood,” Labao said. With a surface area of 340 square kilometers, Lake Lanao is the largest in Mindanao. Its watershed - especially the Butig Mountains and Mt. Piagayungan - is home to 27 species of trees and various bird fauna. In the meantime, Labao is focusing on the mapping of forest protection plans at the municipal level to be integrated in their respective comprehensive land use plan.

STUDIES show the ability to tolerate alone time has been linked to increased happiness, better life satisfaction, and improved stress management. People who enjoy alone time experience less depression. Short-term tips to get you started to avoid comparing yourself to others are easy to be said: Take a step back from social media. ... Take a phone break. ... Carve out time to let your mind wander. ... Take yourself on a date. ... Get physical. ... Spend time with nature. ... Lean into the perks of being alone. I can be a reluctant socialiser. I’m sometimes secretly pleased when social plans are called off. I get restless a few hours into a hangout. Maybe, I’ll not be invited any more. Or not so often... . I even once went on a free 10-day silent meditation retreat – not for the meditation, but for the silence. So I can relate to author Anneli Rufus, who recounted in Party of One: The Loners’ Manifesto: “When parents on TV shows punished their kids by ordering them to go to their rooms,

I was confused. I loved my room. Being there behind a locked door was a treat. To me a punishment was being ordered to play Yahtzee with my cousin Louis.” Several years ago in one of my write-ups, I wrote about loneliness or in other words splendid isolation. Asocial tendencies like these are often far from ideal. Abundant research shows the harms of social isolation, considered a serious public health problem in countries that have rapidly ageing populations (though talk of a ‘loneliness epidemic’ may be overblown). In the UK, the Royal College of General Practitioners says that loneliness has the same risk level for premature death as diabetes. Strong social connections are important for cognitive functioning, motor function and a smoothly running immune system. This is especially clear from cases of extreme social isolation. Examples of people kept in captivity, children kept isolated in abusive orphanages, and prisoners kept in solitary confinement all show how prolonged solitude can lead to hallucinations and other forms of mental instability. But these are severe and involuntary cases of alone-

ness. For those of us who just prefer plenty of alone time, emerging research suggests some good news: there are upsides to being reclusive – for both our work lives and our emotional well-being. Social anxiety is the single most common psychological problem according to innumerable survey results worldwide. The Magnificent, gorgeous and excellent isolation, resulting from being nervous when meeting people is really the opposite. The state of being isolated reminds me of being in a hospital with an infectious disease. Does the project of giving a speech or going to a social gathering give you the willies? Relax, there are always ways and solutions to help you but teaching you “never to be nervous again”. I have always been the most silent pupil in elementary and high school. THE One Mindanao Energy Cooperative is so happy to know the stoppage of the operation of coal-fired powered plants in Mindanao as bannered by Business Week Mindanao recently stating that, “the Department of Finance (DOF) wants to stop burning of coal in Mindanao. As stated, “Finance Secretary Carlos Dominguez III said that the government will retire all coal fired power plants in Mindanao.” Wow, so amazing! Such has been the primary advocacy of the One Mindanao Energy Cooperative since 2010 when that Mindanao-wide cooperative was organized initiated by no less than Mr. Pete Ilagan of NASECORE and former Congressman Glicerio “Tatay Boy” Tan together with passionate cooperatives and supported by no less than former DOE Secretary Jericho Petilla and the late Congressman Ray Umali. I remember those days when we were going around Mindanao, conducting Power Summits and cooperatives came by the thousands to support the cooperative advocacy to debunk coalfired power plants and to own and manage the Agus Pulangi Hydro Power Complex. And rightfully so. They

asked, why must Mindanawons suffer power shortages when the island oozes with watersheds that can generate enough hydro-electric power for the people? They contented that the reason for these shortages is that the existing hydro generation plans have not been well maintained, thus, not optimized. Because of this, six coal fired powered plants were then being established in different regions of Mindanao which were already banned in other countries as coal burning powered plants are making people sick and shortening their lives – thousands of them. But no one was listening then, thus, we contemplated on having mass actions. “Burning coal is leading cause of smog, acid rain and global warming,” the Union of Concerned Scientists said. That “in an average year, a typical coal plant generates 3,700,000 tons of carbon dioxide, the primary human cause of climate change – as much carbon dioxides as cutting down 161 million of trees; 10,000 tons of sulfur dioxide which causes acid rain that damages forest, lakes and building, and forms small airborne particles that can penetrate deep into lungs;

and 500 tons of small airborne particles which can cause chronic bronchitis, aggravated asthma and premature death; and so many toxic chemicals such as 225 pound arsenic which will cause cancer.” Well, that is what a typical coal plant can do, typical meaning just around 100 megawatts. BUTUAN CITY – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar is advocating for the enactment into law of the Media Workers’ Welfare Act. In a meeting with members of the Surigao City media on Sunday, Andanar said the bill is still waiting for the Senate’s approval. “Please help us promote the Media Welfare’s Act to be put into law as this will benefit the media industry,” Andanar said. The House of Representatives’ version (House Bill 8140) was approved in January. It aims to ensure that media workers shall, at the minimum, be paid the wages, allowances, and benefits provided by law. Media workers shall also be covered by the Social Security System, Home Development Mutual (Pag-IBIG) Fund, and Philippine Health Insurance Corporation upon employment; provided with additional insurance coverage, including a death benefit of PHP200,000, disability benefit of PHP200,000, and medical insurance benefit of PHP100,000; and guaranteed security of tenure after the probationary period of six months of continuous work. Earlier this month, the National Press Club of the Philippines also asked the Senate to act on the pending proposal. “I cannot do this alone. I stand here as a representative of Malacañang and we can only do so much to have this bill passed,” Andanar said. By stating “I promise to pay, jointly and severally”, he agreed to be sought out and be demanded payment of the entire obligation.

Most conversations on educational technology over the course of the last year have centered on issues of the access to it that students need to participate in their courses. Equity is more than just access. Students’ variable experiences with technology and their ability to fully use it to get the most out of their learning matters as well. We found that educational technology self-efficacy is the most important correlate of all other facets of their learning during the pandemic. Students who reported greater educational technology self efficacy tare

also significantly more likely to say that educational technology enhanced their learning experiences throughout the year that they learned effectively online. Meanwhile, students who reported struggling with how to use educational technology in their online courses are also significantly more likely to comment that using it felt invasive . Those students are much less likely to report that educational technology improved their learning across the academic year. Undoubtedly, it is a learner-centric doctrine reaffirming that the student is the main stakeholder and it is the bound duty of teachers to create an ecosystem that responds to the dreams and aspirations of the learners.

to become a journalist. I am still one. And, I am teaching in Davao in the University of Southeastern Philippines, as some of you might know already. During college times and while writing my first articles, I learned from my first boss, a daily news publisher, to avoid being nervous while meeting people. I was always prepared. Preparation for any communicating situation is a must. I have been invited to many parties and gatherings. I always asked for the guest list. I scanned all the newspapers and browsed the net. One key benefit is improved creativity. Gregory Feist, who focuses on the psychology of creativity at California’s San Jose State University, has defined creativity as thinking or activity with two key elements: originality and usefulness. He has found that personality traits commonly associated with creativity are openness (receptiveness to new thoughts and experiences), self-efficacy (confidence), and autonomy (independence) – which may include “a lack of concern for social norms” and “a preference for being alone”. In fact, Feist’s research on both artists and scientists shows that one of the most prominent features of creative folks is their lesser interest in socialising. One reason for this is that such people are likely to spend sustained time alone working on their craft. Plus, Feist says, many artists “are trying to make sense of their internal world and a lot of internal personal experiences that they’re trying to give expression to and meaning to through their art.” Solitude allows for the reflection and observation necessary for that creative process. A recent vindication of these ideas came from University at Buffalo psychologist Julie Bowker, who researches social withdrawal. Social withdrawal usually is categorised into three types: shyness caused by fear or anxiety; avoidance, from a dislike of socialising; and unsociability, from a preference for solitude. There is gender and cultural variation, of course. For instance, some research suggests that unsociable children in China have more interpersonal and academic problems than unsociable kids in the West. Bowker says that these differences are narrowing as the world becomes more globalized. Still, it turns out that solitude is important for more than creativity. Since ancient times, meanwhile, people have been aware of a link between isolation and mental focus. After all, cultures with traditions of religious hermits believe that solitude is important for enlightenment. Recent research has given us a better understanding of why. One benefit of unsociability is the brain’s state of active mental rest, which goes hand-in-hand with the stillness of being alone. When another person is present, your brain can’t help but pay some attention. This can be a positive distraction. But it’s still a distraction. Daydreaming in the absence of such distractions activates the brain’s default-mode network. Among other functions, this network helps to consolidate memory and understand others’ emotions. Giving free rein to a wandering mind not only helps with focus in the long term but strengthens

your sense of both yourself and others. Paradoxically, therefore, periods of solitude actually help when it comes time to socialise once more. And the occasional absence of focus ultimately helps concentration in the long run. I learned, if your personality tends toward un-sociability, you shouldn’t feel the need to change. Of course, that comes with caveats. But as long as you have regular social contact, you are choosing solitude rather than being forced into it, you have at least a few good friends and your solitude is good for your wellbeing or productivity, there’s no point agonizing over how to fit a square personality into a round hole. So feel free to de-clutter your social calendar. It was our contention then that Electricity should not be owned and controlled by a few elites as such is a means to life and must be owned and managed by the people themselves. Yes, the cooperatives in Mindanao had collectively served notice then strongly opposing the putting-up of coal fired power plants. As a countervailing measure, hydro-power plants must be maintained and optimized to cater to the increasing needs of power. Yes, they had collectively harnessed their collective power through the One Mindanao Energy Cooperative as they are financially capable as their combined assets total more than one hundred billion pesos. But more than that, they are capable of protecting the watersheds from which the power comes from. In those power summits, I introduced the participants to then Hon. Secretary of Department of Energy, Sec. Petilla, underscoring that many participants came from the cooperatives of the Indigenous Peoples who are living in the forest ecosystem which is considered the “invisible water dam.” The cooperatives had given the assurance that they will do de-silting of the dams that are already silted. That’s the advantage of cooperativizing these hydro power plants. Perhaps, the government should now listen to the essence of sustainability, social justice and equity offered by the cooperatives in owning and managing electricity, both the generation and distribution aspects. That is the very essence of cooperativism which has now come of age against the backdrop of climate change and so much disarray, poverty and hunger caused by the pandemic. Again, thank you Sec. SURIGAO CITY - Police operatives of Surigao City Police Station (SCPS) arrested on Saturday a suspect in carnapping, the police authorities reported. Colonel Noel Espinoza, Surigao del Norte Police Provincial Office director, identified the suspect as Vincent Maria Palxo Yu, 29, and resident of Nova Tierra, Lanang in Davao City, but originally from Mandaue, Cebu City. “The suspect took one unit of pick-up owned by a 32-year-old businessman from Davao City on Oct. 21, 2021,” Espinoza said in a statement. Based on initial investigation, the victim reported the incident to the police station in Davao City, as well as to the Regional Highway Patrol group in the Davao Region.
