Water supply, tourism focus of LDN mayoral bet By JESSIE MUNGCAL and MARK FRANCISCO

IMPROVING the water supply and tourism potentials of the sleepy yet peaceful municipality of Matungao in Lanao del Norte will be the focus of mayoral candidate Aman Lanto Micawayan should he win. In an interview, Micawayan said that four out of the 12 barangays in Matungao do not have ample water supply. “Nahihirapan ang mga tao. Ewan ko ba’t hindi nila na-improve sa current administration na to,” Micawayan said. Micawayan comes from a business background and as such knows how the economy of a fifth class municipality like Matungao must be run. Micawayan also bewailed the fact that even though Matungao is centers Iligan City and the municipalities of Linamon, Balo-is and Pantao Ragat, it doesn’t have its own flagship tourism spot. “Maganda ang klima dito and merong mga falls na wala pa na-explore, we can develop them ‘pag ako ang uupo as mayor,” he

SECRETARY ANDANAR: SUPPORT THE GOVERNMENT IN ADDRESSING ENVIRONMENTAL CONCERNS SURIGAO CITY – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Sunday asked the public to support the government’s move to focus more on environmental issues, as these have serious implications to human health. Secretary Andanar joined the Australian Embassy in commemorating the Battle of Surigao Strait through a tree planting activity at the proposed Multi-Species Marine Hatchery site in Barangay Looc. This is also part of the Philippines-Australia Friendship Caravan in celebration of the 75th anniversary of the diplomatic ties between Australia and the Philippines. The Battle of Surigao Strait, joined by both Filipino and Australian armies, was one of the historical events that helped turn the tides against the Japanese

occupation in the Philippines during World War II, bringing liberation to the country from foreign oppression. “It is a pleasure to once again be able to visit Surigao City and to join you as we mark another year of friendship,” Secretary Andanar, who is also an Australia Global Alumnus, said in his message. “The trees that we plant here are dedicated to emphasizing our respective responsibility to having better and meaningful ties among our allies and stakeholders, in the same way, we need to strengthen environmental protection as our economy continues to recover from the ill effects of the pandemic,” he added. He said that conducting environmental campaigns such as tree planting not only strengthens the community but also provides

awareness of the vital role of the environment in developing the country. He stressed that address-

LACSON-SOTTO TANDEM READIES TWO-PRONGED SOLUTION TO DEAL WITH PANDEMIC A two-pronged strategy centering on health and the economy will highlight the response of Sen. Panfilo “Ping” M. Lacson and Senate President Vicente “Tito” C. Sotto III to the Covid pandemic and its lingering effects, should they win in the May 2022 general elections. Lacson said this on Tuesday even as he stressed vaccination will be the first step to all these, as the efforts to reopen our economy cannot take place without achieving herd immunity first. “ The pandemic has brought two big problems, to our health and our economy. Vaccination is the Number One solution because in other countries, economies will reopen if the vaccination rate is high. So that is what we need to focus on,” he said in an interview on DZRH radio. “ Our authorities may have taken many missteps at first, but hopefully there is still time to correct the situation,” he added. Lacson is running for President under Partido Reporma, while Sotto is running for Vice President under the Nationalist

People’s Coalition. Lacson said he and Sotto are now in the process of consulting health experts to find alternatives to lockdowns that have crippled the economy but failed to stop or even slow down the spread of Covid. On the other hand, Lacson said he and Sotto are studying ways to reopen the economy, including improving our competitiveness and offering incentives to attract foreign investors. He said they have to factor in the high costs of power and labor while implementing the digitalization of our economy and the interoperability of agencies in the bureaucracy. “We are consulting with economists and experts in various fields,” he said. “We have been left behind. Other countries have digitalized their economies where their national and local government units have interoperability,” he added. Lacson also reiterated it is time to put more resources into research and development to improve our competitiveness, “in this day and age of modern information technology.”

This is aside from bringing down corruption, which Lacson said can be done by imposing a single standard of governance - and more importantly, leadership by example. Me anw h i l e, L a c s on reiterated that should he become President in 2022, he will appoint key government officials based not so much on their background but on their qualification for the job, competence and integrity. “In appointing people to handle matters like health and the economy, you cannot base your choice on the person’s background. You have to look at the person’s qualification and competence for the job, along with his or her integrity,” he said. He also said that while the war on illegal drugs will continue, it will follow the holistic formula of Sotto, where authorities will concentrate not only on law enforcement but also on drug abuse prevention. “Senate President Sotto is right. We cannot solve this through law enforcement alone. Our approach against illegal drugs should be holistic,” he said.

ing environmental concerns is a whole-of-nation approach where every Filipino can be a part of. “The activity we have here is a gentle reminder for us to invest and reconnect with nature and consider its hefty benefits alongside our development,” he said. “These trees will soon grow and provide shade and oxygen for us–a symbol of

our dependency on mother nature, giving us a glimpse into how much better our lives could be if we lived in harmony with it. May this be a reminder of our commitment to provide a sustainable future for our next generations,” he added. This is the second time this year that the PCOO and the Australian Embassy partnered for a tree plant-

ing activity for the same commemoration. The first was at the Arroceros Forest Park in Manila last May 22. The said activity is also part of the initiative of the Australia Global Alumni network to plant 750 trees across the country in celebration of 75 years of diplomatic relations between Australia and the Philippines.

The focus must be on issues and platforms

COMELEC should indeed safeguard the sanctity of the electoral process, not only on trivial matters such as on various prohibitions, i.e. vote-buying/vote selling, coercion, conspiracy to bribe voters, etc. but on glaring truism that Philippine elections subsist on business- managed electoral system in which the most heavily funded candidate almost always wins. Every day, there are outpourings of advertisements on TV promoting candidates, focusing on personalities, rhetorical style, body languages and the like. Ads on TV do not provide information; rather, they provide illusion and imagery. In the Philippine context, elections are just becoming a “big circus” and social change has been so elusive especially to those who have dreamt and struggled for it. Fourteen years of Martial Law and two-people powered revolutions have not made a dent in the societal set-up. True, there were “changing of the guards” but the tentacles of greed that rendered the country dry of natural wealth and consigned many to live in

hunger and poverty have remained as formidable as ever. My contention is that unless the people are awakened and conscienticized on social, economic, and ecological realities, social change can never be had and the conduct of elections is just an exercise in futility. Social transformation can hardly be had in a highly skewed societal order where only a few oligarchs are in control of the economy and out of their gargantuan rakings support politicians to uphold the oligarchical interest. Such has put in clear categorical term the truism that economic power begets political power and vice versa. Let notice be served to one and all that social transformation should emanate not just from participating in elections but in the increasing social awareness that will prod the conscienticized to act to shape a society based on social justice, inclusive growth, equity and sustainable development. The “changing of the guards” may not make a significant difference unless well entrenched flawed societal

Orlan R. Ravanera

structures are changed. The question is, will the next leaders have the political will to reform a quasi-feudal society and to replace the neo-liberal economic paradigm that has sacrificed our people and our resource-base to the altar of greed and profit, with an alternative development model that is pro-people and pro-environment? We all know that our country is facing an alarming ecological crisis that unless soon averted will lead to our accelerating drive towards ecological disasters as our natural resources are already seriously depleted. Based on the UN-Risk Disaster Index, the Philippines is the 4th worse hit country in the world by climate change. Of the 17 million hectares of dipterocarp forest a century and half ago, we only have less than a million hectares. The six logging companies that have massively logged our forest had violated all the forestry laws in connivance with law enforcers. Don’t you know there are See ISSUES, page 11

Have my say

The Foremost Horse in a Team

ARE you a guide, a commander or a conductor? Are you a leader, who knows how to play the first card in the team? Do you know how to direct, to persuade or to precede? The classic succession “horse race” pits two or three senior executives against each other in a battle over performance — the winner becoming the next chief executive officer. Some executives and governance observers are uncomfortable with the horse race approach — which we define as an overt competition for the CEO role among several recognized candidates within an established time frame — out of concern about the potential impact that such a high stakes contest may have on an organization. Nevertheless, the horse race undeniably has been successful in helping many admired companies choose their next leader. I found a very nice quotation shared by Dr. John C. Maxwell, the leading authority on leadership, who says, “A leader is one who knows the way, goes the way and shows the way!” “Nearly all men can withstand adversity. If you truly want to test a man’s character, give him power”, already stressed

Abraham Lincoln. Character is what you are doing in the dark. By the way, nowadays, I wouldn’t only mention “men” alone when it comes to leadership. There are innumerable women holding their own. Remember and look around: in the past and at present one can observe someone at any corner offering us to lead our way. Politicians compete for our vote of confidence. Athletes and entertainers show us their pictures of success. A lot of different religious leaders pledge, promise and bind in flock gatherings. Well, what are some of the traits that a great leader must have or develop character? Is character really enough? How about integrity? Are you, my dear reader, a leader? Is what you are saying AND DOING, the same? Are your followers wholeheartedly convinced of your integrity? Albert Einstein, one of my favorite idols, had said, “Whoever is careless with the truth in small matters cannot be trusted with the important matters!” Leaders in politics, leaders in clergy, leaders in business - many have been lacking this specific trait in the past, because, after all, what they said is

Klaus Doring

not what they did. A leader is someone with character, integrity, discipline, and the ability to influence others in a positive way. A leader must be able to motivate his or her people around, rather than manipulate them or run away in times of difficult decisions... ! Albert Einstein claimed that he had no special abilities, only persistence. But that was enough to develop the General Relativity Theory. I learned from my Philippine mentor and book author (German-Philippine Relations), the late Monsignor Professor Dr. Hermogenes E. Bacareza already during the 1980’s: “It’s important to become your own best friend. Be your own coach. Take to your inner self as if you were talking to another person you care deeply about. And, pray!” +++ Comments, suggestions, questions? PIKIT, North Cotabato – Police here arrested on Tuesday afternoon a woman who posed as an agent of the Philippine Drug Enforcement Agency (PDEA) while roaming around town. In an interview by reporters Wednesday, Maj. Maxim Peralta, the municipal police

INFORMATION and Technology - Business Processing Management (IT-BPM) firms may now apply for safety seal certification at the Department of Labor and Employment (DOLE), the government’s inter-agency program that affirms an establishment’s compliance to the minimum health standards, announced recently. The call for IT-BPM to be ‘safety-certified’ came after the heads of the Safety Seal Interagency Committee, particularly the DOLE, Department of Health (DOH), Department of Interior and Local Government (DILG), Department of Tourism (DOT), and the Department of Trade and Industry (DTI), signed the “Supplemental Guidelines Relative to the Implementing Guidelines of the Safety Seal Certification Program.” The Safety Seal confirms the establishments’ compliance with the minimum public health standards set by the government. Labor Secretary Silvestre Bello III earlier commended the business process outsourcing industry for keeping the economy afloat at the height of the coronavirus disease (COVID-19) pandemic. “Our IT-BPM firms were able to continue doing business due to the digital nature of their work. Hence, employment generation remained high in the industry,” the labor secretary explained. To support the industry amid COVID-19, DOLE also pushed for the inclusion of IT-BPM firms employing special working arrangements (recognized under existing DOLE guidelines) in the list of businesses eligible to receive government incentives under the Corporate Recover and Tax Incentives for Enterprises Law. Such incentives include reduced income tax, as well as exemptions on value-added tax and other duty incentives. Publication Notice R.A. 10172

Aside from economic measures, Secretary Bello also reiterated that recovery efforts must cover occupational safety and health (OSH) to effectively restart the economy. “If we want to further enhance our economic growth and recovery, we must also assure our workers that they are healthy and safe in their respective workplaces,” he said, highlighting the importance of applying for Safety Seal certification. Firms are required to assign OSH officers who will be in charge of enforcing public health standards in their areas under the safety certification program. “Our safety officers play a key role in boosting the overall economic productivity of our firms. When workers are assured of their safety and health at their respective workplaces, work quality and productivity are also enhanced,” Bello III pointed out. Designated safety officers who have not yet undergone the required OSH training may avail it for free at DOLE or any DOLE-accredited training organizations. Since January 2021, the labor department has waived the fees of the mandatory occupational health and safety training in workplaces to ease the burden of the pandemic-stricken micro, small, and medium enterprises sector. “This is also a form of assistance to our MSMEs being hardest hit by the restrictions due to the pandemic,” the DOLE chief earlier stated. In addition to IT-BPM companies, DOLE also issues the Safety Seal for manufacturing, construction, utilities, information and communication, and warehousing companies. You may visit DOLE’s Safety Seal Certification microsite (https://bwc.dole. gov.ph/safetyseal) to know more about the program. CPSD

CAGAYAN DE ORO CITY -- Pag-IBIG Fund has made its cash loans more affordable by lengthening its payment term to three years, its top officials announced, September 9. Secretary Eduardo D. del Rosario, Chairman of the Department of Human Settlements and Urban Development (DHSUD) and the 11-member Pag-IBIG Fund Board of Trustees said during these difficult times, Pag-IBIG continues to improve its programs to respond to the needs of its members. Also known as Short-Term Loans (STL), the MPL and CL serve as affordable and readily accessible sources of funds for its members.

Pandemic spurs realty buying

All about school management

By LESLIE M. PADERANGA Baikingon Elementary School

By KRISTINE M. OMAAN Bugo Central School

THE lockdowns imposed since the pandemic erupted last year have boosted interest in home ownership among young Filipinos but they mostly seek housing options with environment-friendly features. Around 78 percent of the buyers are millennials. Many of them are working in BPOs. They’re working usually in the night. Apart from just being interested in housing, these young people want sustainable housing options. Before the pandemic, they didn’t invest in houses. They invest in their cars, gadgets and all that but because of the pandemic, that all changed. They are working fro home

so they started really thinking. So I think they’re now showing what is important for them and they believe in climate change and that shows in their buying history. This surge in interest in home ownership started during the hard lockdown of March 2020 when many young people got stuck in their homes with their parents. After that, there have been so many inquiries. Young people including those who are still single are now starting to think early about housing. EVERY school needs to have systems that help create the conditions for staff and students to work effectively together. After all, everyone – students and teachers alike – appreciate smooth processes. And they will learn to appreciate them even more if these processes are simple and goals are laid out clear. School systems provide and effectively communicate ground rules for everyone, including campus visitors. They ensure a measure of consistency in approach and action across the measure of consistency in approach and action across the school. Every principal must have an annual calendar. Learning To Be Mentally Fit in This Pandemic Times GRACE C. DUBRIA- T-3 Tablon Elementary School

Working in this trying time needs more effort and energy. As teacher in the public school, we need to keep abreast of what we call “changes” in the new normal. Everything keeps on changing, schedules of work, mode of delivering ser vices, manner in reporting, etc. Those things use-up all our time and efforts which really make us all stressed-out. However, teachers are competent and dedicated enough to adopt changes in educational system. We have the urge to keep our torch burning because this is what we all meant to be. That is why even how weary we are, we continue to be teachers no matter what and how. To keep yourself on the go without being stressedout physically, emotionally and mentally, one needs to be carefree sometimes especially when dealing with challenges we can encounter in our daily routine in school and even at home. Learning to be mentally-fit is sometimes what we need to consider every now and then. Preparing modules, tending to different reports, dealing with parents of different walks of life can really make us all stressedout. Those make us weary and worn-out. Learn to deal with your own problems positively.Positivity takes away all what stressed you most. the brighter perspective in life. Go out sometimes with your family and take fresh air. Being outside your comfort shell can relieve your stress. Laugh and smile all the time. Smiling and laughing are common stress relievers. They make your facial muscles and nerves move the way they should be. Eat good and healthy foods. Do not limit eating to what you can prepare only due to hectic schedules at work. Find time to talk to someone you can trust. Sharing your problem to someone you can rely on is a good stress reliever. Take time to break during snacks, coffee time or lunch time. Having coffee break can make your day relaxing. Go on Zumba with few close friends or if not have your own time to stretch your muscles. Simple stretching at home is a good exercise. But most of all do not kill yourself. Work can always be there. They can wait until we can finish them but your life is so short enough to be weary. Love yourself, love your life because we just live once and it can not be restored again. Learning to be mentally fit during this challenging time is our responsible, not the responsibility of other people so be mentally-healthy so you can enjoy your life for a longer time with all the people you love and cherish.

cutting of trees in areas which are one thousand meters above sea level or with topography that has more than 50% gradient. The finest of tree species such as Narra, Red Lauan, Mahogany, etc. should have not been cut as provided by forestry laws. The two hundred thousand hectares Mt. Kalatungan-Mt. Kitanglad Ranges should have not been logged as they belong to those prohibited categories. But these loggers were so powerful. One even became mayor, congressman and governor. Don’t you know that one shipment of logs alone would earn a logger 360 million pesos, money that they have used to buy votes or to bribe law enforcers? Of the 13 major bays in the country, 10 are already biologically dead; of the 25 major rivers, 15 are polluted or have dried-up already because of massive siltation due to illegal mining operations. How do you stop illegal mining activities in the uplands of Cagayan de Oro? Well, in 2013, Sulog, a coalition of environmentalist groups, was able to secure a Writ of Kalikasan, from the Court of Appeals. I as Presiding Officer then of Task Force Kinaiyahan together with Law Enforcers conducted law enforcement operations and was so shocked to arrest illegal miners who were all Chinese. In their mining campsite, we saw armaments (AK-47 & Armalites) and hand grenades. We in fact had arrested three Chinese miners who to our surprise were released a month later. Why? May kapit pala. In fact, these Chinese miners were accompanied by an elected official back to China. Ganyan ba ang iboboto ninyo? Foreign debt problem which has reached more than eight (8) trillion pesos further aggravates environmental degradation. Debt servicing alone eats up a significant portion of our national budget. In our frenzy to pay our debt, we relentlessly exploit our natural resources, i.e., cash exports depending heavily on polluting pesticides and fertilizers, commercial fishing destroying our coral reefs and mine tailings polluting our rivers and bays. The Rice Tariffication Law that has buried the 5 million rice farmers to so much hunger and poverty as we allowed cheaply organically produced rice to enter our country must be looked upon meticulously. The author of that law got the highest votes as Senator last election. Kasi tinatago sa atin ang katotohanan and through misinformation by the mainstream media. With this simple analysis and truism, now please tell me, who among the crop of candidates vying for this or that position, have the political will to effect social transformation for us Filipinos to regain back our ecological integrity, food security and make life better for our poor but struggling people?

The facility will complement the vegetable, fruits, and other high-value crops production areas of Bukidnon and Lanao del Norte, including other regions with the presence of a good road network. This August, DA-10 through Regional Executive Director Carlene C. Collado provided the LGU with a P4.28 million refrigerated van as a component of the facility, which could reduce postharvest losses in the delivery of farmers’ produce. Talakag Mayor Vergito O. Factura said, “the government will always support us but we need to exert efforts and participate by continuously planting high-value crops, especially with the presence of the food terminal.” Talakag is one of the municipalities of the province of Bukidnon, which is considered as a vegetable basket of Northern Mindanao. It has been producing high-value crops like carrots, white potato, cabbage, broccoli, cauliflower, lettuce, and coffee with a potential production area of around 11,000 hectares. In a statement, Dr. Roy Ferrer, Assistant Secretary of Health for Visayas and Mindanao, said Moderna and Pfizer have an emergency use authorization (EUA) for the A3 pediatric population aged 12 to 17. Children under A3 are those with underlying medical comorbidities and at risk of severe Covid-19. These children have been identified to have medical complexities, genetic conditions, neurologic conditions, metabolic or endocrine diseases, cardiovascular diseases, obesity, HIV (human immunodeficiency virus), or tuberculosis. “We assure everyone that vaccines are safe and effective. We encourage parents and children with co-morbidities to get vaccinated,” Ferrer said. In this city, vaccination for the Pediatric A3 group

Wed-Thu, October 27-28, 2021 will be held at the Southern Philippines Medical Center (SPMC), Metro Davao Medical and Research Center (MDMRC), and Amosup Seamen’s Hospital. Other hospitals in the region that will roll out the vaccines are the Davao del Sur Provincial Hospital, Davao Regional Medical Center in Davao del Norte, Davao De Oro Provincial Hospital, and Davao Oriental Provincial Medical Center. Meanwhile, Dr. Annabel Yumang, DOH-11 director, said parents worry less when their kids have been vaccinated. “We now include the pediatric population in the vaccination campaign because some of them are still at risk of Covid-19 complications. We hope to see parents and kids in vaccination sites,” she said. She also advised parents seeking to get their kids vaccinated to secure first a vaccination schedule with their hospital. “Upon confirmation, they need to bring the following on the day of vaccination: a medical certificate detailing the child’s comorbidity, valid (identification cards) of both the child and the parent or guardian, and any proof of filiation like the birth certificate,” Yumang said. She added that the vaccine recipient must also be accompanied by the parent or guardian at the vaccination site. Arlyne Sionsa, a mother of an asthmatic 13-yearold high school student, welcomed the recent development of the vaccine rollout. She said she has long been waiting for her son’s turn to get vaccinated against Covid-19. “We will avail of this program. It will not only protect my son but also others,” she told the Philippine News Agency in an

interview Tuesday. Sionsa assured that she will process all the needed requirements for his son to be ready for his October 29 schedule. (PNA)

Senatorial Bet Dra. Minguita Padilla Gets Ringing Endorsements from 3 Major Medical Groups PARTIDO Reporma senatorial candidate and public health spokesperson Dr. “Minguita” Padilla earned ringing endorsements from 3 large professional medical organizations in the Philippines for her pursuit to become a non-traditional lawmaker. The Philippine Academy of Ophthalmology, Inc. (PAO), the Philippine Cornea Society Inc. (PCSI) and the Philippine College of Surgeons (PCS) released public statements, expressing their support for the candidacy of Padilla. She is vying for a Senate seat to propose and oversea laws that would improve the healthcare sector. “As a healthcare professional who

has practiced both in government and private hospitals for 34 years, Dr. Padilla, with her grasp of universal healthcare is in a very good position to work towards meaningful reforms in our healthcare system,” the PAO Executive Council said. Meanwhile the Philippine Cornea Society Inc. detailed her invaluable contributions to the field of corneal surgery, as a founder of their organization and especially because of her pioneering work in establishing the national eye banking system that now has “numerous satellite voluntary cornea retrieval programs around the country, with the active participation of both private and government hospitals as meaningful partners in the giving of a second

chance at sight among charity and private patients who are blind due to corneal problems.” Members of the PCS,

meanwhile, cited her invaluable contributions to the Philippine medical industry and solid sevenpoint agenda in the interests of public health and good governance as reasons behind their decision to endorse Dr. Padilla in the 2022 senatorial elections. The national group of surgeons also indicated that her experience as head executive staff of the Philippine Health Insurance Corporation (PhilHealth) and adviser to the Department of Health (DOH) will work to her advantage as regards the implementation of the Universal Healthcare Law. “We enjoin doctors, healthcare workers and our countrymen to support Dra. Minguita Padilla in her candidacy for the Senate,” the PCS said. “Help us get this honest, focused, passionate person with the holy fear of God, integrity, knowledge and wisdom into the Senate for the health of our nation and our people”, the PCSI said in their impassioned endorsement. Dr. Minguita Padilla served as past president of the PAO and is the current president of the Association of Eye Banks in Asia (AEBA) on top of her other professional affiliations. Padilla thanked her fellow doctors for their strong encouragement on her “challenging quest” to enter politics.
