CdO back to GCQ with heightened restrictions C

AGAYAN DE ORO – This city is back to the General Community Quarantine (GCQ) with heightened restrictions following a constant decrease in COVID-19 infections in the past two weeks.

The National InterAgency Task Force for the Management of Emerging Infectious Diseases through Presidential spokesperson Harry Roque said the GCQ status for Cagayan de Oro would cover the whole month of October. The new quarantine status came after Cagayan de Oro Mayor Oscar Moreno appealed to the IATF to scale

down the health protocols. Moreno said the number of COVID-19 cases has steadily decreased in September. “We saw the consistent continuing (reduction) of our average daily attack rate (ADAR) of COVID-19 cases from 27 percent in the first week of August to 8.75 percent in the last week of

CAMIGUIN — Targeting to alleviate child labor in the province, the Department of Labor and Employment (DOLE)-Camiguin turned over 16 individual livelihood projects to parents of child laborers from Sagay and Catarman towns. Through the DOLE Integrated Livelihood and Emergency Employment Programs (DILEEP), the projects, which amounted to P209,980 were given to the parents, September 17. The livelihood provided include the enhancement of

fish vending, hog raising, enhancement of fishing equipment, sari-sari store, and starter kits for carpentry projects. The DOLE livelihood assistance aims to enhance the parents’ capacity to raise their own children. Under the Guidelines of the DILEEP, beneficiaries should not allow their children to be engaged in child labor. The livelihood assistance provided can be in the form of Negokart, starter kits, or materials needed to start a livelihood undertaking. ZAMBOANGA CITY – A personnel of the Philippine Coast Guard was arrested the other day in a joint entrapment operation at a hotel here, officials said Tuesday. Brig. General Genaro Ylagan, Police Regional Office No.9 (PRO-9) director, identified the arrested suspect as Apprentice Seaman (ASN) Aldasher Anni. He was assigned at the Coast Guard Station Basih-Balan,

which is under the direct supevision of the Coast Guard District Bangsamoro Autonomous in Muslim Mindanao (BARMM). Ylagan said the suspect was arrested at a pension house around 4:37p.m. last Monday, along Veterans Avenue Extension, Barangay Sta. Maria, this city. Initial investigation disclosed that Anni’s arrest came after the PCG office received a complaint that he was reportedly extorting money from them. In a statement, the po-

lice chief said the suspect was demanding around Php85,000 for the fast release of the applicant’s medical and dental clearances, even without undergoing evaluation. PCG then conducted an investigation to the complaint received by the office regarding his modus operandi. After the complaint was confirmed positive, an entrapment operation was immediately planned which resulted in the arrest of the suspect. Recovered from the sus-

IPHO chief receives CSCBARMM’s Pag-asa award MARAWI CITY -- The chief of the Lanao del Sur Integrated Provincial Health Office (IPHO) emerged as one of the regional winners of the Pagasa Award of the Civil Service Commission in the Bangsamoro Autonomous Region in Muslim Mindanao (CSC-BARMM). Tagoloanon prof leads training of Mindanao youth peace builders ROCKINGHAM, North Carolina---While most nations still grapple with the COVID-19 pandemic elsewhere in the world, specifically in northern Mindanao, three young peace-builders organized a recent training activity on— what else--peace building. From the Facebook post of Dr. Primitivo Cabanes Ragandang III I learned that the training was organized and facilitated by Seeds for Mindanao Advocacy and Youth Leadership (SMAYL) and supported by the U.S. Mission to Asean. The U.S Mission supports young peace-builders in their efforts to develop their organizational sustainability or so I read from the post.

Dr. Ragandang, PHD, said there were 33 youth peace-builders of Mindanao who finished the short course to become the inaugural batch. The participants are 63 percent female from across Mindanao: Sulu, Basilan, Cotabato, Lanao, and Misamis Oriental. They applied for the training last May, then the SMAYL team selected 11 from the youth organisations. Each organization nominated three members, totaling 33 participants. This year the SMAYL launched a project geared towards empowering young peacebuilders. This leadership project is also seen to provide a venue to understand the Mindanao conflict.

Aside from Ragandang, other prime movers at SMAYL are Dr. Mary Koren Witting Acuesa and Charl Mark Ane. They had been engaged in youth peacebuilding for over a decade. It is amazing and inspiring that the three young peacebuilders are from Mindanao who can relate and understand the conflict either from their personal experiences, sorrounding and perspective. ‘Our personal stories inspire us to help mitigate the Mindanao conflict. WHEN he was campaigning for US Presidency, a popular line stated then by candidate Bill Clinton won him the presidency when he said, “it’s the economy, stupid!” While other candidates zeroed-in on so many issues, candidate Clinton became the winning candidate because he brought to the fore essential issues on the economy. As our country is facing so much disarray due to Covid-19, but such is only “a tip of the iceberg.” That pandemic which began in China can be traced to the killings of bats or “paniki” to satisfy man’s appetite where the bats’ virus was transferred to the homo sapiens. That was also true to the HIV disease when human beings (Africans) began eating “chimpan-

zees” or monkeys, thus the monkeys’ virus infected the homo sapiens. Thus, in the same breath that we now say, “it is not Covid-19 but the environment, Stupid!” Please reflect that whatever be the form, all life is sacred as creation is a manifestation of the Creator, each one carrying a sense of divinity. Thus, every time you eat meat – be red or white – please reflect for a while that that meat came from a life form that once did breathe, having experienced in its own right pleasures and pains, exposed to the wonders of life, having felt the warmth of the sun, the coolness of the wind, the brightness of the moon and the stars at night, and finally, had to succumb to the pains of shedding blood as its throat

WHEN I was still a young boy, I was taught that there might be fairy creatures offering us three free wishes. We should be always so wise enough to think it over very well and select the best wishes for our very own. Sure, there will be always classic stupidities regarding fairy-wishes. We are all human beings and don’t belong to the fairy category. Your wish is my command! And, there is someone who wishes at first a strong health, and - sure, he or she receives it, because good fairies never hesitate. And now and then? Here he is, for example, the healthy man is like a boulder in the surf, but surrounded by a world of war, flames and

so-called military conflicts. But this man is still alive and as fit as a fiddler. Why should he wish for a strong health...? Well, maybe we have to formulate our wishes for something more improved. But what? Discretion is the better part of valor. Let’s try it like a fairy-tale and ask for wealth, riches and abundance. These are the one and only things on earth, right? With money we can travel around the globe, find friends, even in far away distances, and we can do charities. Well, and if we might become sick, maybe seriously sick, we must not worry. We can afford and finance the most affordable

In many fairy tales we can also find the one with unassuming manners, inconspicuous, poorly dressedup, a little bit silly, mostly disregarded and easily to be overlooked. Sealed proposals shall be received by the Committee on Disposition of Acquired Assets’ Secretariat at CAGAYAN DE ORO - HOUSING BUSINESS CENTER, starting 9:00 AM but not later than 12:00 NN on the scheduled date; the said proposals shall be opened immediately in the presence of the committee and attending bidders. Bidders are advised to submit their proposals only on the scheduled date of batch. No proposals shall be accepted by the committee earlier or later than the scheduled date.

The Bid Offer shall not be lower than the minimum bid set by the Fund.

Each bid proposal shall be accompanied by a BIDDER’S BOND either in CASH or MANAGER’S CHECK issued by any commercial bank, payable to Pag-IBIG FUND, for an amount equivalent to 10% of the BID PRICE. It shall likewise serve as the down payment of the winning bidder.

8.

For Bidders, whose bid bond is in the form of a MANAGER’S CHECK, are advised to adhere to the current Bangko Sentral ng Pilipinas’ (BSP) memorandum relative to the proper handling of checks: Do not staple, crumple, fold, bind or pin checks.

Payment of the remaining ninety percent (90%) bid offer balance may either be thru any of the following modes:

a. Cash – on which the approved purchase price shall be paid not later than thirty (30) calendar days from date of receipt of Notice of Award (NOA). b. Short Term Installment basis – on which payment shall be in equal monthly installment inclusive of 12% interest per annum and provided the chosen payment term shall not exceed twelve (12) months. c. Long Term Installment – payment shall be in the form of monthly amortization based on the approved loan term, which may be up to a maximum of thirty (30) years with the following considerations:

1. Loan approval and term shall be subject to eligibility requirements stipulated under the PagIBIG End-User Home Financing Program guidelines; 2. The amount shall be the bidder’s bid offer, net of the 10% downpayment; 3. In case the long term installment has been disapproved, the 10% bidder’s bond shall be forfeited in favor of the Fund. 4. The buyer shall be required to file his Long Term installment application and pay the following incidental expenses within thirty (30) calendar days from receipt of the Notice of Approval of Sale: a. Processing fee of Three Thousand Pesos (the P1,000.00 shall be paid on the auction day while the remaining P2,000.00 shall be paid upon submission of complete requirements); b. Equity, if applicable; c. One year advance insurance premiums (sales redemption insurance as well as fire and allied peril insurance); 5. In case the Bid Offer, net of the ten percent (10%) bid bond, is still higher than the appraisal value of the property, the amount in excess of the appraisal value shall be treated as equity. It shall be paid by the buyer within thirty (30) calendar days upon receipt of Notice of Loan Approval. 6. Original Borrowers who wish to participate on the Sealed Public Auction shall not be allowed to bid thru long term installment. They may only bid thru cash or short term installment basis.

Mother Earth (GAIA) has been sacrificed to the altar of greed and profit by the contemporaneous development paradigm called corporate globalization. In fact, humanity is now “two minutes before midnight” as we are now facing the 6th extinction but nothing is being done to counter climate change which is a crime against God, against humanity and against the Earth. Why?

The 19 Fossil Companies mostly Americans cannot moderate their greed. Out of the use of fossil fuels and coals, these companies are earning 19 trillion dollars annually or 10 million dollars every minute. A part of these massive raking goes to the mainstream media to continue their gospel of lies and disinformation, burying humanity deeply into consumerism and materialism. Wala pong nagigising! If you are the Creator, how will you awaken mankind? No other way but through this on-going pandemic! My contention is that unless man is awakened, the virus will continue. All the dear animals, plants, fish and what have you, have lived and giving their lives so that human beings may live to fulfill God’s mandate as God’s stewards, such truism has made life so meaningful, dramatic and worth living – All for God’s glory. Oh my God, that wasn’t the case. All of them have been sacrificed to the altar of greed and profit for

self-aggrandizement of a few powerful oligarchs to dominate the world making human beings just brutes and beasts in a world that has been characterized with so much unbridled materialism and consumerism. Life has ceased to be sacred but diabolical! Let the awakening process now begins. To quote Rabindranath Tagore: “Where the mind is without fear and the head is held high; where knowledge is free; where the world is not broken down by narrow domestic walls. In that Heaven of Freedom my Father, Let my people awake!” The awakening process has now begun because of the pandemic. The truth is, the time of the homo sapiens is now over. Once the pilot is completed, she said the local government expects similar rollout for children in other areas of the country. Architect Romolo Nati discusses the importance of Infrastructure for Economic Growth I

NFRASTRUCTURE was at the center of the discussions during a recently concluded virtual summit named “Roads, Bridges, and Tunnels”. Important speakers from the government and the private sector contributed to an overall exceptional event that followed up on the current state of the Build, Build, Build agenda and discussed the various bottlenecks and solutions for the slightly afflicted sector. The two-day summit was held on the 16th and 17th September 2021 and featured, among others, DPWH Secretary Mark Villar as well as Ms. Anna Mae Lamentillo, DPWH Build Build Build Committee Chairperson who discussed the progress of the construction projects of DPWH. The first day saw also Mr. Andres Pizarro, Sector leader, Transport, Infrastructure Development Region 1 Asia Infrastructure Investment Bank (AIIB) discuss the financing of infrastructure while companies like Fosroc Prime Star Global, Bentley, Michigan, Midas, and Phoenix Asphalt Philippines discussed the various applications of their products. The discussion panel that followed included Mr. Greg Smith, Managing Director, Global Programme Director, International Road Assessment Programme (iRAP), Ms. Gizelle Mae Lim, Manager - Capital Projects & Infrastructure, PwC Philippines, Mr. Simon Mannion, Senior Tunnel Manager Megawide, and Dr. Enrico C. Paringit, Executive Director, DOST-PCIEERD. On the second day, the topics were slightly more colorful with Sec. Berna Romulo-Puyat, Department of Tourism (DOT) who underlined the importance to work on the tourism infrastructure to strengthen the postpandemic recovery and make sure the Philippines can catch up with some of its neighboring peers. The most inspiring speaker on that second day was certainly Arch. Romolo Valentino Nati, Chairman & CEO of Italpinas Development Corporation (IDC) who explained the “Strategic Importance of Infrastructure for Economic Development and Inclusive Growth in the Philippines”. He made an important

During his presentation, he also asserted that infrastructure needs to consider sustainability and go beyond simple functionality. His

own passive green design features that are applied in both Miramonti Residences and Primavera City are a testimony on how natural features can be used to improve the resident’s living environment. To end the second day a very inspired group of panelists discussed Philippine Infrastructure Construction Opportunities and Challenges. Mr. Joey Radovan, Vice Chairman, JLL Philippines, Ar. During these times of uncertainty, it is important to see that infrastructure projects are carried forward as these will be the pillar for future growth. Events like these give hope not only to the related stakeholders but also to those local communities who are ultimately the beneficiaries of the planned projects.
