CAMP EVANGELISTA, Cagayan de Oro City: Exactly 316 captured and surrendered firearms of the communist New People’s Army (NPA) were “demilitarized” so they could not be used anymore, the military said Thursday. “Demilitarization” is the destruction of firearms by “cutting” its parts using a circular saw, whereby all firearm parts shall be rendered ineffective for use as a component or a complete firearm. DAVAO CITY — The Holy Cross of Davao College (HCDC) has expressed its support for the government’s Philippine Identification System (PhilSys). In a post on October 20, the HCDC called on students to register for PhilSys and get their national ID or Philippine ID (PhilID). “School has started again! And as students, you can make the best out of the school year by registering with the Philippine Identification System (PhilSys) and getting your PhilID! Want to know how?” the HCDC post read. Warehouse full of imported onions raided by Customs in Cag. de Oro By GERRY LEE GORIT Correspondent

CAGAYAN DE ORO CITY – After confiscating around P6 million worth of imported red onions from China, the Bureau of Customs in Cagayan de Oro has once again seized another batch of the agricultural product in a warehouse in Barangay Puntod recently.

Oliver Valiente, head of the Customs Intelligence and Investigation Service or CIIS, said the raid yielded about P5 million worth of red onions believed also to be from China. The raid was carried out on Oct. 22 based on the letter of authority issued by Customs Commissioner Rey Leonardo Guerrero.

The letter of authority has the same power as the search warrant and that it can be implemented anywhere in the country. Valiente said they can invoke the letter of authority in the conduct of raid in stores and warehouses to make sure that proper taxes are paid in the import of products.

PANABO CITY, Davao del Norte - The Department of Education in Panabo, this city, condemned the bad and unethical behavior of one of its school principals in harassing and threatening to stab a delivery man with a scissor. This after the alleged unethical behavior of Celestino Revamonte, Jr. went viral on the internet. Mr Revamonte is the principal of Narciso Galapin Elementary School. Revamonte, the DepEd said in a statement, is now under investigation by its own disciplining committee as the delivery man, Bluemar Bayarcal asked the help of the institution on the Residents clean up graves at Bolonsiri public cemetery. R10 police vaccination now at 98 percent By MARK FRANCISCO

THE vaccination of police officers in Northern Mindanao has now reached 98 percent. This was reported on Wednesday by P/Lt. Col. Michelle Olaivar, the information officer of Police Regional Office 10 during the weekly Meet the Press at the Cagayan de Oro Press Club. Olaivar highlighted the importance of police officers to get vaccinated as they are one of the most vulnerable sectors in their daily operations. “We are in the frontlines of arresting suspects who come from various backgrounds. And in the course

of an arrest, we encounter suspects who happen to be Covid-positive,” Olaivar said, adding that police officers who are in the operation are automatically tested for coronavirus as a preventative measure. “In this situation, we can say that it is really important for police officers to be vaccinated,” she continued. Another situation where police officers are vulnerable to the pandemic is the conduct of roadside checkpoints here in Cagayan de Oro City which is still under heightened restriction status, albeit already on a general community quarantine level. “We encounter lain-lain

P33-M evac center completed in Gingoog City By NEF LUCZON

C A G AYA N D E O R O CITY - Construction of a PHP33-million evacuation center in Barangay Daan Lungsod, Gingoog City, Misamis Oriental has been completed, according to the Department of Public Works and Highways (DPWH) 10 (Northern Mindanao). In a statement on Thursday, the DPWH-10 said the Barangay Daan Lungsod Evacuation Center formed part of the Duterte administration’s “Build, Build, Build” program in the area. “The new center has a standard covered court design with gender-sensitive and persons with disability (PWDs) accessibility to ensure the safety and inclusivity of all citizens in the area,” the DPWH-10 said. With a fully furnished kitchen, mess hall, reception, storage, breastfeeding room, conjugal room, admin office, record room, electrical room, and a stage and play area. The center aims to not only provide a safe space in times of disaster to the people but also serve as a suitable area for citizens to stay in. The DPWH-10 said the center was strategically positioned to provide a safe space specifically for communities near the riverbank. The new facility can

also be used for other recreational and communitybased activities on normal days. Flooding alert The completion of the center came following recent flooding incidents brought by heavy rains in several communities in the area. The Misamis Oriental Provincial Disaster Risk Reduction Management Offices (PDRRMOs), however, assured the public that despite the floods, no casualties have been recorded. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration heightened the heavy rainfall alert level to the “yellow” code on Wednesday afternoon and lifted it at 2 a.m. Thursday. PDRRMO officer-incharge Fernando Dy said in an interview that floodwater in Barangay Poblacion, Gitagum had reached a kneedeep level on Wednesday night but eventually receded hours later. “In Opol town, some residents of City Homes in (Barangay) Malanang gathered in the covered court. ROCKINGHAM, North Carolina--I don’t want to count anymore the friends and acquaintances that died due to Covid-19 or whose secondary cause of death was Covid-19 as well as those who died during this pandemic. I am reminded of their deaths as we commemorate All Souls’ Day this year. Those that died due to Covid-19 or those that died during the pandemic were robbed of a dignified burial and the presence of their friends and relatives as only immediate family members are allowed to visit. These are difficult times indeed. The few allowed to mourn are required to wear face masks and in the Philippines, specifically in Cagayan de Oro City, they

are given 10 minutes to visit the graves of their departed loved ones. But what if the graves are located far away and the visitors are elderly or are handicapped? Here in the US, booster shots of vaccines like Pfizer, Moderna or Johnson and Johnson are being fasttracked to enable Americans to resist the more virulent Delta variant. While resistance to vaccination remains due to political beliefs or disbelief, there is a growing public acceptance of vaccines as a means to fight Covid-19. Anyone who read or heard the objections of cops or other Americans to undergo vaccination would know that the resistance was fueled by government orders to require employees to show proof of vaccina-

tion until Nov. 1 on pain of termination from employment. ******** Cops in Chicago and New York object to this mandate not because they are against vaccination per se but it violates their right to choose. The vaccination of young adults are about to start. OF the country’s resources, be natural or financial, three questions must now be asked: Who profits? Who decides? Who controls? We can categorically answer that in the Philippines, it is never the people but only a few elites, the ruling class, the landlords, the TNCs, the cartels, the conglomerates, the monopolies and if I may add, the most recent – some corrupt officials who like vultures have sucked the country dry of much needed budget when the country is in so much disarray because of the pandemic, Poverty is rooted, not in the lack of

resources but in the powerlessness of people to have access and control over their resources which are fast slipping through their fingers. That’s what development experts say. That’s what the people perceive now in the light of massive corruption. Look at Mindanao, so rich yet so poor. While the island oozes with ecological resources, poverty is glaring in the life of the peasants who must till the land not their own. And if they do, they are victims to a mode of production and marketing system that they do not control. The farmers have been “robbed” of farming,

using seeds and technologies which are not within their control but by big agri-business corporations. Feel the pains of our indigenous people. The last word

THE last word is the best news of all. A happy ending after all? Really? We sense it at rare moments. We see the good, the beauty in new crops, in flowers, in sunshine, and even in rain. The last thunderstorm in Davao City scarred me a lot. Lightning, flood ... wow. This world may be full of pollution, war, crime, and hate. But inside us, all of us, linger remnants that remind us of what the world could be like - of what we could be like. The Old Testament prophets dreamed of “that day”, when creation would be made new. And those sensations, following a dismal monotone of predicted catastrophes, burst out of the last few chapters of Revelation. That perfect

world is not merely a dream. Yes, I am pretty sure, it will come true. I really enjoy reading Revelation again and again. Revelation shows us a new world at last. There will be no more tears then nor pain. Revelation ends on a note of great triumph. Somehow, out of all the bad news augured here, good news emerges -spectacular Good News. I remember my radio show hosting on a Good News Radio FM- station in Davao City more than 20 years ago. Yes, good news ... . To those who believe, Revelation becomes a book not of fear, but of hope. God will prevail. All will be made new. The Bible began, remember, back in Genesis,

Cebu Landmasters begins development of 100-ha. Metro Cebu technohub set for completion in 2025 LEADING developer in VisMin Cebu Landmasters, Inc. (CLI) broke ground on the 100-hectare Minglanilla Techno Business Park (Ming-Mori) reclamation in Minglanilla municipality in Metro Cebu. In a disclosure to the Philippine Stock Exchange (PSE), it revealed that following initial site preparations this quarter, civil construction works are scheduled to begin in Q1 2022, side-by-side with various infrastructure improvements surrounding and leading towards the site. Thus, the ambitious regional growth center will be completed by 2025, according to CLI, which has an 80% stake in Ming-Mori Development Corporation and the developer of the technohub. Ming-Mori is expected to generate more than 700,000 sqm. of saleable land area

earmarked for light industrial, commercial, residential and institutional uses, the components of a dynamic community. On the other hand, the remaining 300,000 sqm will be dedicated for roads and the generous green and open spaces. Titling of these properties will be done in phases starting in 2023, in time for Phase 1 building construction by 2024 and the anticipated strong post-pandemic economic recovery in VisMin. The masterplan created by Surbana Jurong Consultants from Singapore, which has projects in 30 countries, will foster this regional growth center with a fully integrated port facility. MB Opinion Requests on LGU Domestic Borrowings Increase in S1 2021 THE Bangko Sentral ng Pilipinas (BSP), in its continued commitment to transparency and good governance, releases summary information on the issuance of Monetary Board (MB) opinions to local government units (LGUs) on their proposed domestic borrowings. This summary provides the amount and

intended purpose of the proposed loans by LGUs as well as the dates of the MB opinion issuance. In the first semester (S1) of 2021, the BSP received 198 LGU requests for MB opinion on their proposed domestic borrowings with total proposed loan amount of P47.2 billion, higher by 23.8 percent than the

160 requests received in S2 2020, which amounted to P42.8 billion. By LGU type, the number of requests received in S1 2021 were disaggregated into 21 provinces (P13.0.billion), 18 cities (P15.0.billion), 157 municipalities (P19.1 billion), and two (2) barangays (P25.5.million). Meanwhile, a total of 184 MB opinions were issued on proposed LGU loans amounting to P44.8 billion in S1 2021, with details shown in the accom-

panying table. These MB opinion issuances include those that were rendered for 157 requests received in S1 2021 and those issued for 27 requests received in the previous year. The remaining 41 LGU requests for MB opinion received in S1 2021 will be processed upon submission of the complete set of requirements. The proposed loans of LGUs were largely intended for infrastructure projects, comprising 67.5 percent of the total pro-

posed loans. These infrastructure projects include the construction and/or improvement of government buildings, public markets, multi-purpose/convention/commercial buildings, farm-to-market and access roads, water system, health care facilities or hospitals, school buildings, sports complex or gymnasium, as well as public transport terminals, among others. Other proposed loans were intended for the acquisition of heavy equipment and

procurement of rescue and/ or service vehicles, accounting for 20.5 percent of the total proposed LGU loans. Meanwhile, 10.0 percent of the total proposed LGU loans were allocated for the acquisition of lots and site development for sanitary landfills, waste management or recovery facilities, as well as loan refinancing. Finally, the remaining 2.0 percent of the total proposed LGU loans were for the purpose of supporting the country’s

MANILA – President Rodrigo Duterte has signed a law postponing the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from May 2023 to May 2025. Republic Act (RA) 11593, which was inked by Duterte on Thursday, moves the date of the BARMM parliamentary and regional elections to May 2025, synchronized with the next mid-term elections. “The Commission on Elections, through the Bangsamoro Electoral Office, shall promulgate rules and regulations for the conduct of the elections, enforce and administer them pursuant to national laws, this Organic Law and the Bangsamoro Election Code,” the law read. During the extension of the transition period, the Bangsamoro Transition Authority (BTA) will continue to serve as the BARMM interim government. The President, however, may appoint the 80 new interim members of the BTA who will serve until June 30, 2025 or until the election of their successors, according to RA 11593. RA 11593, which was made public on Friday,

takes effect 15 days after its complete publication in the Official Gazette or at least one newspaper of general circulation. “If any of the provisions of this Act is held unconstitutional, provisions not affected shall remain valid and binding,” the law said. “All laws, decrees, and all other issuances or parts thereof, which are inconsistent with this Act, are hereby repealed, amended, or modified accordingly.” Several groups have called for the extension of the BTA’s term to give it more time to finish its task in restructuring the Bangsamoro government. The BTA, a provisional law-making body of the BARMM created through Bangsamoro Organic Law (BOL), is currently under a transition phase. Under the BOL, the transition period is only three years from 2019 with an election of new BARM officials also scheduled on May 9, 2022, coinciding with the local and national polls. BARMM officials have wanted to skip the scheduled 2022 elections for the region and move it to 2025 to complete transitional programs and projects for the constituents hampered by the coronavirus disease 2019 (Covid-19) pandemic. Bank Lending Grows by 2.7 Percent, Year-on-Year, in September

PRELIMINARY data show that outstanding loans of universal and commercial banks (U/KBs), net of reverse repurchase (RRP) placements with the BSP, rose by 2.7 percent yearon-year in September, faster than the 1.3-percent ex-

pansion in August. The observed increase in outstanding loans of U/KBs reflects the modest recovery in banks’ overall lending attitudes along with improved economic prospects owing to the gradual lifting of pandemic containment

measures. On a month-onmonth seasonally-adjusted basis, outstanding universal and commercial bank loans, net of RRPs, went up by 0.6 percent. Outstanding loans to residents, net of RRPs, grew by 3.2 percent in September

The Department of Education is slowly recovering from the unprecedented health crisis brought by Covid-19 pandemic. Academic Institutions thought on how are we going to deliver educational instruction to the learners considering that Face to Face is not permitted and Modular Distance Learning have several unfavorable feedback from the parents. It was then that our principal, Dr. Marivic D. Labitad challenged the Special Program in the Arts of Agusan National High School headed by Teacher Mary Caress T. Galono to create Bichronous Classes. With the positive intention that it will surely help our learners, and with the confidence to the Agusan NHS teachers that we can deliver it, the Bichronous Online Learning Modality was implemented. It has one section per grade level with an average Class Size of 35 learners from grade 7 to 10. Bichronous Online Learning is the combination of both asynchronous and synchronous online learning, where learners can participate in anytime and anywhere during the asynchronous classes and in real-time activities for the synchronous sessions. It connects teachers and learners, and help them develop a more advanced mindset. It gains different perspectives and offers doors to new opportunities in learning. It likewise helps both teachers and learners develop skills that will prepare them well in their future endeavors. The pandemic has taught teachers to be more creative and innovative in adapting to this new normal and we started it by sharing our thoughts through orienting the parents of our dear learners. A series of virtual orientation was conducted from Grade 7 to 10. We realized that Online Platforms are quite challenging, but now, it’s very easy to manipulate and the exploration was fun. It’s just that in order for us to learn, we need to have strong determination, purpose, focus and a lot of patience. In this new normal, we realized that as teachers we need to adapt to these challenging times and 21st century teaching skills. The emergence of information and communication technologies and connectivity of internet improve learner’s opportunities to be proactive in learning despite the pandemic. The school made an investment to provide an E-Classroom with Internet Connection, Laptop for Bichonous Teachers, TV, lights, sound system, headsets, camera and other materials needed for Online Class. The parents and learners purchased gadgets and subscribed internet connectivity to support the continuation of their child’s schooling. The benefits of the rising vaccination in the US and other First World countries is cascading to less developed countries like the Philippines which are receiving more vaccines for their populations. But while the vaccination in other parts of the country are moving fast, Cagayan de Oro City is said to be experiencing a slowdown, no thanks to continued resistance and disbelief on the benefits of vaccination. The problem is exacerbated by the refusal of said unvaccinated people to comply with minimum public health standards. You think the videos of Americans defiantly entering restaurants, stores and other establishments sans face masks and getting up close and personal with facemask wearing clerks and attendants happen only in the US, but no it’s also happening in the Philippines. That said, Pinoys are more likely to make palusot (sneaking) than be confrontational on defying the nationwide health emergency mandate to comply with minimum public health protocols due to what I believe to be more widespread support to the government’s campaign and disdain to those caught violating said protocols. ******** In Cagayan de Oro City, the vaccination campaign somewhat slowed down from a high of over 5,000 vaccinations daily which is surprising after City Hall under Mayor Oscar Moreno’s administration added more vaccination venues in the city’s schools and even deployed a mobile vaccination setup to reach residents in the hinterland barangays. While it’s encouraging to see fewer COVID-19 cases and more notably, fewer deaths compared to the surges that occurred starting in April and reaching its highest in August, the war against the virus remained unfinished as Mayor Moreno would like to remind every now and then. In fact, City Hall is now facing unlikely pressure to open more businesses due

precisely to the declining cases. In this respect, Mayor Moreno thankfully has support from the general public to be cautious and prepared in the opening of more businesses. It wasn’t too difficult to secure public support for restricted commercial activities during the height of the surges even during the fiesta month of August when the city was placed under enhanced community quarantine (ECQ). But the end to 2021 is fast approaching and more business owners and especially displaced employees have grown weary of the quarantine restrictions and now want to return to work. Understandable sentiments of course but the risk of another Covid-19 surge with the unrestrained re-opening of more businesses. The risk will be reduced significantly if more people are vaccinated and the numbers are the evidence of this position. Bottomline, if Filipinos particularly Kagay-anons want to return to their old way of life prior to the pandemic, they must be vaccinated NOW not later or never. Only by being vaccinated can we prevent deaths, lingering illnesses caused by Covid-19 and experience faster recoveries as well as a safe and happy Christmas and New Year.
