THE Commission on Elections (Comelec) on Tuesday urged aspirants for national positions not to wait for the last day of the filing of certificates of candidacy (COCs) set on October 8. Comelec Commissioner Antonio Kho said he is hoping that those who are looking to be elected in national positions such as president, vice president,

senators, and party-list representatives to file their COCs and certificates of nomination and acceptance (CONAs) on Wednesday and Thursday. “I’d like to convince those who are planning to file their COC, you have tomorrow, Wednesday, and Thursday. Let us not pack the last day of filing on Friday. We all know that our practice or tradition or culture, we, Fili-

pinos usually arrive at the last time, the last minute,” Kho said in a press briefing during the fifth day of the filing of COCs for national posts at the Sofitel Harbor Garden Tent in Pasay City. Kho said filing ahead of the deadline has its own benefits. “What if you come here and lacking your requirements or your COC is wrong or the supporting docu-

PSA cites value of statistics in pandemic response

MARAWI CITY, Lanao del Sur -- An official of the Philippine Statistics Authority (PSA) underscored on Monday, October 4, the importance of statistics in the response and recovery efforts of the government amid the coronavirus disease 2019 (Covid-19) pandemic. In his message during the virtual kick-off of the 32nd National Statistics Month (NSM) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), National Statistician and Civil Registrar General Usec. Dennis Mapa said statistics is vital in crafting effective policies and recovery strategies to cushion the socio-economic impact of the Covid-19. “Our decision-makers also use statistics as a baMunicipality of Balingasag Misamis Oriental TEAM UNITY. SENATOR Ping Lacson has officially filed his certificate of candidacy for president in the upcoming 2022 elections. He was joined by vice presidential running mate, Senate President Tito Sotto. This move officially debunks fake news that has been circulating in provinces, saying that Lacson and Sotto are backing out of the national elections. To this, Lacson replies, “Laban kung laban, hindi susuko!” In his speech at Sofitel Manila earlier today, Lacson reiterated his main battle cry, “Ang tama ay ipaglaban, See FILES, page 11

City to ink pact with Ayala Foundation, OIC for P4P Project

THE city government of Cagayan de Oro will collaborate with the Ayala Foundation Inc. (AFI) and the Oro Integrated Cooperative (OIC) for the implementation of the Planting for Productivity (P4P) Project in the city. This, after the 19th City Council during its regular session presided over by Vice Mayor Raineir Joaquin V. Uy authorized City Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the parties for the purpose. In his letter to the legislative body, Mayor Moreno said that the project is empowering to the marginalized sectors since it will equip the intended beneficiaries with the ability to raise crops in their own household. He said it will contribute

to food production and at the same time earn income, which enhances the city’s poverty alleviation program. Under the MOA, AFI shall identify, mobilize and engage stakeholders/partners that can contribute to the successful delivery of the project components as can be seen in the project concept; source private funding and act as the lead implementer and fund manager of the project, ensuring that the project costs are kept within budget, among others. On the other hand, the OIC, together with the City Agriculture Office (CAO), City Social Welfare and Development Office (CSWD), City Local Environment and Natural Resources Office (CLENRO) and City Improvement Division (CID) See INK, page 10

Col. Michel Anayron, 4ID assistant commander, said when election season draws near, normally a strategic conference between the Army and police takes place to identify areas that need security support. “We usually divide areas

where the PNP (Philippine National Police) and AFP (Armed Forces of the Philippines) establish their presence. There will be areas led by the police, which will be supported by the Army (vice versa),” he said. Anayron said Maj. Gen. Romeo S. Brawner Jr., 4ID commander, has instructed Army field units in its area of responsibility to organize task forces to address the security concerns of the upcoming polls. Meanwhile, Manuel Orduña, director of the Nation-

al Intelligence Coordinating Agency -10, said President Rodrigo Duterte has issued a stern warning against political warlords, including the communist New People’s Army (NPA) with regards to election-related violence. “The President wants a fair and honest election; groups like NPA who tend to meddle during elections (in the hinterland communities) are included, and should they continue (to cause disorder), they are warned to face the full force of the law,” he said. Let Us Launch a Cooperative Revolution

IN his book, “An Urgent Call for a Cooperative Revolution,” then Chairman of the Cooperative Development Authority, Roberto Pagdanganan said that, “If a few elite will continue to have much too much and the many who are poor will continue to have much too little, we will find our country in a condition horrible even to contemplate.” Indeed, we are now in a condition horrible even to contemplate as the pandemic has put the country in so much disarray. But the pandemic is just the “tip of the iceberg.” The real culprit is the highly skewed societal order where the economy is controlled by a few oligarchs and where economic power begets political power. MALAPIT NA PO ANG ELEKSYON KUNG SAAN ITONG MGA TUMATAKBO AY MANANALO PAG MAY PERA. As usual, elections will open-up floodgates of financial support to these politicians to protect oligarchical interest. The Philippines is oozing with ecological resources but people are poor because they are powerless to have access and control over their resources

and utilities. Who controls? Who decides? Who profits? Only a few elites in cohort with power-that-be! No doubt, poverty breeds conflict; it is the best recruiter of terrorists. Thus, by all means, poverty must be met head-on with all determination if the country has to survive, a nation that has been described in a recent study by World Bank as “seems to be in the brink of economic disaster.” Like a sinking ship, people are jumping on board in droves so as to find decent jobs in foreign lands. While they have abandoned the sinking ship, yet, wonder of all wonders, they are the ones keeping the ship afloat by their twenty billion dollars or so remittances every year. While we have no qualms in that, we have to understand that in the long term, the destiny of this country should not depend on these remittances but on the decision of those who remained to reverse the trend of economic difficulties. Reversing the poverty trend is easier said than done. This means making the people productive; this means, finding jobs for those

Orlan R. Ravanera

who have none; this means having food security and ecological integrity, this means, uprooting the root causes of why we are poor. However, before we can solve the problem, we must first know why there is such a problem in the first place. Why is there so much poverty in a country oozing with so much ecological resources? Why all the regions in Mindanao are suffering from high poverty gap ratios than the rest of the country notwithstanding the fact that that this second biggest island is the country’s “food basket” and where two-thirds of the country’s exports are coming from? How can we mobilize whatever we have to stop our accelerating drive toward economic disaster against the backdrop of rising prices? Before we know the answers, we must first ask the questions, so to speak. In my sorties around the region talking to farmers, fisherfolks, women, workers, the youth, the indigenous See REVOLUTION, page 11

Hints and Traces

Revisiting Christian poverty

THE Memorial of St. Francis Assisi (October 4) reminds us of the strategic role of poverty and detachment from earthly good in pursuing true Christian charity. And the gospel of that day reinforces this crucial theme in Christian life. It’s about the rich young man who wanted to know from Christ how to inherit eternal life. (cfr. Lk 10,25-37) We cannot overemphasize the strategic relevance of this virtue. With all the glut of material and temporal things and amenities now on us, we need to be more conscious and adept in living and developing this virtue of detachment. I don’t think we can afford to be casual about this concern anymore. The worldly things are now so attractive, so tempting and so riveting that if we are not careful, there’s no way but be swept away by its rampaging worldly laws and impulses. In fact, at one time, Christ compares the great difficulty involved in resisting the allure of worldly things in a very graphic way: “It is easier for a camel to pass through the eye of a needle than for a rich man to enter into the kingdom of God.” (Mk 10,25) This virtue has the pri-

mary purpose of emptying our mind and heart of anything that can compete or, worse, replace the love for God and for others which is proper to all of us. It’s not about running away from worldly things, much less, of hating the goods of the earth and our temporal affairs, but of knowing how to handle them, so as not to compromise the fundamental law of love that should rule us. To repeat, it is not just a matter of emptying ourselves but rather of filling ourselves with what is proper to us. In short, we practice detachment to acquire and enhance the attachment proper for us as God’s image and likeness and as God’s children. C h r i s t m any t i m e s praised this particular virtue, referring to it in one of the beatitudes as being “poor in spirit.” Also, in that episode where a rich young man asked Christ how he could enter heaven, the answer was, after following the commandments which the young man said he was doing, to sell all he had, and to give to the poor and to come, follow Christ. (cfr Mk 10,21) It’s quite clear that a requirement for entering heaven is detachment from

Roy Cimagala

earthly things. This should be clear to all of us, and should guide us in the way we use the things of the world. These things should lead us to God and to others, not isolate us, building up our own world and destiny. So the detachment our Lord is asking of us actually does not mean that we hate our life, our parents and others, and the things of this world. Rather it is a detachment that asks of us to have rectitude of intention, that everything that we do be for the glory of God. St. Paul in his first letter to the Corinthians said as much: “Therefore, whether you eat or drink, or whatsoever else you do, do all to the glory of God.” (10,31) We should not be afraid to go through the required sacrifices and self-denial, since these can only lead us to the joy and peace meant for us. We need to do better than have a shallow and narrow view of our earthly life, a knee-jerk reaction to things Email: roycimagala@ gmail.com

DSWD XI prepares for shelter assistance distribution to Davao del Sur quake victims been working with the local government units for the master list of beneficiaries and the necessary arrangements for the program implementation, considering the restrictions imposed due to the ongoing COVID-19 pandemic. DSWD XI intends to implement the program and finish the same before the end of calendar year 2021. Aside from Davao Region, CARED will also be implemented in Region XII.

THE Department of Social Welfare and Development (DSWD XI) is now preparing for the distribution of emergency shelter assistance to a total of 36,270 beneficiaries affected by the series of earthquakes that hit Davao del Sur in 2019. Under the Comprehensive Aid to Repair of Earthquake Damage (CARED) program, 6,930 owners of totally damaged houses will be receiving cash assistance amounting to P30,000.00 or a total of P207.9 million; while 29,430 owners of partially damaged houses will be receiving an amount of P10,000.00 or a total of P293.4 million. Aside from the cash assistance, beneficiaries will also be given temporary employment through the cash-for-work modality. The

owners of totally damaged houses will be employed for ten (10) days, while those who had partially damaged houses will be employed for five (5) days with a daily rate of P297.00. Currently, the Department is in the social preparation stage, where it has

MORE than 1,500 families struggling to get decent housing in Payatas, Quezon City will now have the opportunity to own the land they have been living in for over four decades after the Land Bank of the Philippines (LANDBANK) agreed to sell its property at a lower price. The state-owned Bank recently sold to the Quezon City Government its 96,169-square-meter property covering 157 parcels of land in Barangay Payatas in the amount of P209 million or P48 million less than the original offer of P257 million, paving the way for the urban dwellers to acquire land security tenure. “LANDBANK is proud to be instrumental in fulfilling the dreams of 1,500 families in Payatas to finally own the land they have been occupying for the past forty years. As a universal bank with a social mandate, we are committed to supporting our local government partners in providing affordable housing and other basic necessities

to their constituents,” said LANDBANK President and CEO Cecilia C. Borromeo. The City Government will implement a direct sale program to award the land, wherein families will pay for the area they are occupying at P3,000 per square meter. “Malaki po ang pasasalamat namin sa LANDBANK dahil you agreed to enter into negotiations with the City Government para maibigay po sa tao ang matagal na nilang tinitirahang mga lupa,” said Quezon City Mayor Ma. Josefina “Joy” G. Belmonte during a ceremonial awarding of the Deed of Conditional Sale by LANDBANK to the Quezon City Government last 25 September 2021. Alongside extending loans to the agriculture sector, LANDBANK’s efforts toward national development involve extending support to the socioeconomic programs of local government partners, aimed at enhancing the quality of life of their constituents and promoting sustainable and inclusive growth.

Artificial reefs protecting, redefining Duka Bay By JOHN ANGELO GUNDRAN

NEW coral reefs established in barren coastal areas in Duka Bay in Medina, Misamis Oriental have not only protected the area’s marine environment but has also brought forth other benefits to the community. The artificial starfish-like reef has not only helped address ecological issues but also helped ensure economic feasibility and brought about social benefits. The transplanted coral reef area has become one of the tourist attractions of the Duka Bay Resort with the influx of local and foreign tourists generating revenue exceeding the expense of the

trial coral transplantation project. Fishing communities that originally were responsible for the massive coral reef destruction are now beginning to shift away from fishery exploitation to the more lucrative yet less harmful tourism in Medina. “Tungod sa ilang gibuhat, [reef transplantation] nagka-daghan ang mga ga-visit para mag boating and fish feeding didto sa kung asa nila gipa mutang, [the artificial coral reefs] (What they did resulted in increased visitors to do boating and fish feeding in areas where they put See REEFS, page 9

THREE policemen charged in the death of a foreign national drug suspect in Siargao Island last year have been directed to file their counter-affidavits by October 25. gao District Hospital after a buy-bust operation that started at around 1:50 a.m. in Barangay 3, General Luna town, Surigao del Norte, led to the encounter. An avid surfer, he owned establishments on the island where he lived for two years. Seized from the suspect, identified by the police as a high-value target, were 10 grams of cocaine and an automatic pistol. The operation was led by the Surigao del Norte Police Provincial Office, 1302 Police Mobile Company, and the Philippine Drug Enforcement Agency. In a statement after the incident, Caraga police di-

rector, Brig. Gen. Joselito Esquivel Jr., said Lapuente engaged police officers in a shootout. “Lapuente discerned that he was dealing with law enforcers and fired at them,” Esquivel stated. Delgado told the media in a text message that the cases filed by the National Bureau of Investigation against the three members of the Siargao Island Municipal Police Station on September 17 were assigned to a prosecution panel three days later. The Spanish government, through the Office of the Consulate General of Spain in Manila, sought action on the case. (PNA)

The laboratory also established new coral reefs in barren coastal areas and previously established artificial reefs where hard and dead coral recruitments have not been satisfactory. “The large planting materials we harvest from our nurseries give us an exponentially growing source of corals which also enable the original source of the coral materials to regenerate,” Pelaez said. According to John Maxwell in his famous quote,” Leaders become great not because of their power but, because of their ability to empower others. This is really true today in this time of health emergency. A true leader fortunately resolved the different challenges experienced by helping and assisting others to be more productive and knowledgeable in the field and manage such challenges with confidence and focus on enhancing oneself to trainings in order to adopt possible changes in the way. Being a leader is in itself challenge. The challenges of leadership are really of three kinds: external, coming from people and situations; internal stemming from within the leader himself; and those arising from the nature of the leadership role. Every challenge is an opportunity. It’s a chance to learn about our self, improve skills and strengthen our emotional intelligence that’s so critical to effective leadership. But we should always think positive, be motivated and

being adaptive in connecting with the teams at all times. We should also make sure that appreciation was given to all the accomplishments done. Ensure that all plans are crafted that would address the need and worked collaboratively for the good of the all. We should also have a balance of the time effectively and productively. Staying motivated and maintaining worked focus would also help. And lastly, being proactive and creative leader to address the problem and looking opportunities that would motivate our people in the field. It is important that we are able manage all these challenges for the delivery of good health services. Leaders always have the vision of what can be achieved and then communicate this to others and evolve strategies for realizing the vision we have. If we can employ some strategies to address with the challenges that leadership brings, we are likely to be and effective and successful leader.

people and social innovators, these are the many questions raised. While we may have so many questions to answer, however, all these have led to only one answer, and that is, cooperativism! This is so because it is the common analysis that the root cause of the problem of poverty is the marginalization of the people to participate in development processes. Thus being the case, the only remedial measure is to capacitate the people to mobilize their collective energies and potentials so that they can be put in the mainstream of development. When people bind themselves together to craft their own destiny, the spirit of cooperativism exists. Such is now manifested in so many ways. In the coastal areas, the fisherfolk are joining hands to protect their delicate fishery resources, their means to life, against all forms of ecological degradations. They are now organized into cooperatives to protect, rehabilitate and conserve ecological wealth through coastal resource management In the uplands, the lumads are now the vanguards of their forest resources, advancing community-based resource management through their cooperatives. The farmers, who all these years have been abused by the fertilizer dealers, usurers and local traders, are standing up to the call of unshackling themselves from the oppressive grip of conventional agriculture to make their farming sustainable through their multipurpose cooperatives, be producer or marketing. The tenant-tillers are now claiming the dignity of owning the land they till, making their cooperatives the vehicle of agrarian reform. We can aptly claim that the wind of change now hovers over the land to rectify social flaws of so much inequities and poverty. People are now responding to the call, a clarion sound so loud to establish a society that is based on the time-honored principles of social justice, meaningful popular participation and sustainable development. It is a peaceful but active resistance to fight the rule of a few elite thereby democratizing wealth and power – that is what we call, A COOPERATIVE REVOLUTION. Join us!

Eleazar, meanwhile, said he has directed all police personnel to avoid posting campaign materials on their vehicles, police stations, and camps. Anticipating early campaigning by some political aspirants after the COCO filing period, Eleazar stressed that PNP personnel must remain apolitical. “Kaya muli ay pinapaalalahanan natin ang aming kapulisan na wala dapat nakadikit na mga ganitong uri ng early campaign materials sa mga sasakyan ng pulis, mga police stations at maging sa mga kampo (So again we remind our PNP personnel that these types of early campaign materials should not be pasted on police vehicles, police stations and even in camps). As a professional organization, the apolitical stand of the PNP is an absolute necessity. We intend to keep it that way,” he noted. (with reports from Lloyd Caliwan/ PNA)

Through statistics, he said, the public can keep track of the number of positive cases per day, the active and recovered cases, as well as the prices of commodities during the health crisis. The annual celebration of the NSM is pursuant to Presidential Proclamation No. 647 signed by then-President Corazon C. Aquino on September 20, 1990, declaring the month of October of every year as the National Statistics Month to promote, enhance, and instill awareness and appreciation on the importance and value of statistics to the different sectors of society. This year’s celebration is anchored on the theme “NSM@32: Revving up for Economic and Social Recovery Through EvidenceBased Policies.” (APB/PIA Lanao del Sur)
