Bambi Emano and Gingoog City Vice Mayor Peter Unabia led the PaDayon Pilipino’s filing of certificate of candidacy for political aspirants of Misamis Oriental last Tuesday (Oct. 5). Suan airs request of market vendors for tax amnesty COUNCILOR Lordan Suan on Monday aired the request of some vendors at Cogon Public Market for amnesty on the payment of delinquencies and penalties on their “sukay” and business permits. In his special report, the councilor presented the letter of some market vendors who cited that the pandemic has greatly affected their livelihood. The vendors said their daily income is just enough or sometimes even not enough for their subsistence. MAGUINDANAO - A famous Sangguniang Bayan member of Datu Piang, this province, died before she could go to the Commission on Elections to file her candidacy as Vice mayor. The police identified the victim as Sangguniang Bayan member Bai Diana Mantawil Mokalid, 67, popularly known as “Tita ng Bayan.” Initial police investigation disclosed that she collapsed while on her way to the house of Mayor Victor Samama to

attend an assembly before their party will go to the Comelec office to file their respective certificates of candidacy (COC). SB member Mokalid, according to witnesses, collapsed around 11:00am while on her way to the mayor’s office. She was immediately rushed to a hospital by partymates but she died along the way. The time that she collapsed was recorded on video, it was learned. Mo-

kalid, along with other candidates and supporters were walking heading to the mayor’s residence when she fell and collapsed. Mokalid’s supporters were even chanting “Tita, Tita’’ while they all paraded around town before reaching the mayor’s residence, it was learned. “Relatives and supporters rushed her to nearby Midsayap hospital but expired along the way,”

DOST Lanao del Norte Initiates Establishment of Dairy Processing Facility in Iligan City ILIGAN CITY, Lanao del Norte – DOST Lanao del Norte, in partnership with LGU Iligan City has recently provided Science and Technology assistance to local small scale dairy farmers in Brgy. Abuno, Iligan City through the Community Empowerment Thru Science and Technology (CEST) Program in support for the establishment of dairy processing facility of Maayong Magbalantay Inc. (SMMI). Before DOST’s intervention, the organization rely on hand milking – a process that is time consuming and contradicting to principles of food safety. The S&T assistance from DOST Lanao del Norte includes the provision of following value-adding technology: (1) stainless steel tables and sink, (2) portable milking machine, and (3) milk pasteurizer. The provision of these equipment will not only enhance the efficiency and rate of production of fresh milk, but also answer the issue on food safety. In addition, one of the project’s objectives is to improve the packaging of the bottled fresh milk that adheres to FDA standards.

With improved process, enhanced product quality and packaging, the organization is expected to earn an additional income of PHP 55,000.00 on its first year of full operation and to employ at least 3 locals to manage the daily operation. An increasing income is projected for succeeding years as they aim to strengthen their existing partnership with Chamber of Commerce and Industry Foundation of Iligan City (CCIFI) and other organizations in the Lanao del Norte. S entro sa Maayong Magbalantay, Inc. (SMMI) is a non-profit organization with 30 active members based in a far flung Brgy of Iligan City, Brgy. Abuno. SMMI started its ministry in 2003 with the disadvantaged women and children in the urban poor communities of Saray, Iligan City. From then on, the organization evolved and facilitated the realization of the urban poor’s longtime dream of owning a home of their own. SMMI was able to acquire an 11-hectare agricultural land in Brgy. Abuno; four (4) of which had been utilized for the housing and the remain-

ing 7 hectares are for agricultural development by growing high value crops like coffee and cacao, bamboo, and for livestock raising particularly the nine (9) crossbreed buffaloes intended for dairy production. SMMI has been producing its bottled fresh milk, Buff Krema, in small scale. The group aims to upscale its dairy processing facility with technologies. SMMI expressed their gratitude for supporting the realization of the organization’s dream, Dairy Processing Facility. DOST Lanao del Norte-SRS II/ CEST Coordinator Gerrylou Sweet M. Pia said, “We are grateful for the partnership we have with Iligan City Agricultural Office and SMMI. As this project progresses and succeeds, the activities can provide stable source of income for the families in the area since they are the befitting people to run the operations in the farm. “In this world there are only two tragedies,” said Oscar Wilde. “one is not getting what one wants, and the other is getting it.” This paradoxical proverb has often proved true. Many people think that if they only had more money they would be happy. Howard Hughes was the world’s richest man when he was only 45 years old. Twenty years later, at sixty five, he still had all his money but was probably the world’s most miserable man. He had retreated from society, living in small dark rooms in different hotels and keeping all the sun out. He was dirty , his beard grew down to his waist, and his hair fell down his back. His fingernails were two inches long. His

huge body had shrunk to nothing. In today’s pandemic times many people are also asking themselves about the meaning of life. I don’t need to go into that any further here. Everyone knows. Everyone may experience it themselves or find it in their families and surroundings. Yes, the pandemic is far from over, even if there are the first openings and loosenings here and there. “What is the point of life?” people are asking. You work hard, and many times someone else gets the credit. You struggle to be good, and evil people take advantage of you. You are in a great situation and accumulate money, and it just goes to spoiled fellow

men and women. You seek pleasure, but it turns sour on you. And everyone - rich or poor, good or evil, meets the same end. We all die. I found Ecclesiastes in my bible. A book for our time. Ecclesiastes strikes a responsive chord. No century has seen so much progress, and yet such despair. What is the purpose of life anyway? Is there any ultimate meaning? High time for Klarex to run for CDO mayor ROCKINGHAM, North Carolina—As I write this, on Friday this week (Oct. 8 ) marks the deadline of the filing of candidacies by the Commission on Elections (Comelec). Some notable names in the national scene already filed, some are waiting for their ‘dramatic entrance’ and so on. It’s about the timing of course; the last day ensures the element of drama and suspense, ingredients which the mainstream press and their intended audience, the public, lap up ravenously. Even with the COVID-19 pandemic the filing of candidacies will be a festive occasion and it is one of the few precious touchstones of a democracy as vibrant and fragile as the Philippines and as such is worth celebrating

albeit this time with health protocols firmly in place. But as sharp eyed political pundits would always remind us, there’s still the last minute substitution rule so let’s keep our eyes on the board shall we? Under Batas Pambansa Bilang 881 or the Omnibus Election Code, substitution for candidate dates is allowed on November for three reasons--death, withdrawal or disqualification. Meaning, for instance in Cagayan de Oro, after October 8 until November 15, we are still not sure who will end up as the actual candidates in the 2022 elections. of Cagayan de Oro City. Under the circumstances, he doesn’t need to wait for the November substitution. He has sufficient time to think why he wants to be the mayor of the political, economic and education center of Misamis Oriental province. Again, substitution is allowed under the law and this enables political parties to adjust and gain advantage over their rivals by choosing the candidates they deem to have strong voter support. Ramped up vax drive to spur PH economy By JOANN VILLANUEVA

MANILA – An economist of Asean+3 Macroeconomic Research Office (AMRO) forecasts a recovery of the Philippine economy starting this year given the stepping up of the government’s vaccination program. In a virtual briefing on Thursday, AMRO chief economist Dr. Hoe Ee Khor said they slashed their 2021 growth forecast for the Philippines to 4.3 percent from 6.9 percent set last March due partly to the rise in the number of coronavirus disease 2019 (Covid-19) infections. The AMRO also reduced its 2022 growth forecast for the domestic economy from 7.8 percent to 6.7 percent. Amidst the lower growth projections for the two-year period, Khor said what is important is that the government has ramped up its vaccination drive against Covid-19. He cited authorities’ target to inoculate around 80 percent of the population by the first quarter of next year. “And that, I think, is going to be very important and good for the Philippines because the Philippines, unlike many of the countries in the region, is very much

DBP approves P40-billion infra loans

STATE-owned Development Bank of the Philippines (DBP) has approved P39.5-billion in loans under its flagship credit program that aims to address funding gaps in infrastructure development in the country, a top official said. DBP President and Chief Executive Officer Emmanuel G. Herbosa said that from January to June this year, a total of 440 borrowers have already availed of funding support under the bank’s Infrastructure Contractors Support (ICONS) program which was first rolled-out in 2017. “DBP has sharpened its focus on the infrastructure build-up program of the National Government to provide further impetus to the country’s economic rebound,” Herbosa said. “As the country’s premiere development financing institution, DBP continues to assist contractors in meeting the growing demand for meaningful public infrastructure projects.” DBP is the fifth largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy – infrastructure and logistics; micro, small and medium

MANILA – Globe Telecom Inc. (Globe) on Thursday said there is no “malice or intent to violate” the mobile number portability (MNP) law after the delayed MNP implementation of GOMO, a mobile service provider operated by the company. In a statement, Globe said the MNP service for GOMO will start on October 12, noting that the delay was caused by “birth pains” following the launch of the MNP service on Sept. 30. “Birth pains are to be expected with the new service. This is especially true in our case because of our multiple brands that have multiple functionalities which are differentiated from our core brands,” the Globe statement read. It noted that the MNP for its core brands—Globe Prepaid, Postpaid, Platinum, and TM—are up and running. The statement was in response to Smart Communications Inc.’s (Smart) complaint to the National Telecommunications Commission (NTC) for GOMO’s

failure to take part in the MNP’s launch. In a letter submitted to the NTC, Smart regulatory affairs manager lawyer Kenneth Regañon criticized GOMO’s failure to implement MNP and urged the regulatory body to investigate the incident. “Even the President of the Philippines cannot stop the law from being implemented. How then can a unilateral act of one covered by the law, delay implementation?” the letter read. Globe said it has yet to receive a copy of Smart’s complaint to the NTC and said “all issues and wins” of the MNP are being discussed by Telecommunications Connectivity, Inc. In case the offer will be dropped by a representative, an Authorization Letter signed by the buyer and photocopy of valid ID of the buyer with contact number shall be presented upon registration. The authorization shall only be limited to the dropping of sealed offer.

9.

Acceptance of sealed offers shall be from 8:00am to 4:00pm starting October 25, 2021 until October 29, 2021. No offers shall be accepted after the said cut-off time and date.

10. The determination of winning offers shall be on November 3, 2021 at the 4th Floor Pag-IBIG Fund Building JR Borja Street Cagayan de Oro City.

11. The determination of winning offers shall be monitored by a representative from Commission on Audit (COA). Attendance of the buyer in the venue is only optional.

12. The buyer who has the HIGHEST OFFERED PRICE on a specific property shall be considered the winner.

13. In case there are identical offers constituting the highest offer on a specific property, the tie shall be resolved by toss coin. However, in case there are more than two (2) highest offerors, the tie shall be resolved through draw lots.

14. The result of the negotiated sale shall be released and posted in the Pag-IBIG Fund official website at www.pagibigfund.gov.ph on the following week after the scheduled date of determination of winning offers. Buyers are encourage to check the result on the said website.

15. Any notification sent by Pag-IBIG Fund through email or SMS shall be sufficient compliance to the notification requirement and presumed to be deemed received by the buyer. In this regard, the Buyer shall ensure that the contact number and email address indicated on the Offer to Purchase are active. The buyer shall inform Pag-IBIG Fund immediately on any changes on his/her contact number.

16. The winning buyer shall be required to pay a NON-REFUNDABLE RESERVATION FEE OF ONE THOUSAND PESOS (P1,000.00) (except for Bulk Sale) within five (5) working days from date of receipt of Notice of Award (NOA). If the mode of payment is through cash or short term installment, a downpayment of at least five percent (5%) of the net selling price shall be paid together with the reservation fee.

17. The winning buyers must abide by the terms and conditions of his chosen mode of payment:

a. Cash Payment – the balance on the net selling price shall be paid not later than thirty (30) calendar days from date of signing of Deed of Conditional Sale (DCS). b. Short-Term Installment – the balance on the net selling price shall be paid in equal monthly installments, provided that the chosen payment term shall not exceed twelve (12) months subject to an interest based on the Full Risk-Based Pricing Framework for three-year fixing period. For Bulk Sale, the applicable interest rate shall be based on the Fund’s Full Risk-Based Pricing Framework for Wholesale Loans. c. Long-Term Installment – payment shall be in the form of monthly amortization based on the approved term, which may be up to a maximum of thirty (30) years with the following considerations: c.1. This opportunity was denied him in the 2010 elections that was tarred and marred with election irregularities that to this day have not been disproven with absolute certainty by the political opposition. With both his experience as barangay (village) captain of the city’s biggest barangay, Carmen and his stint in Congress, Klarex Uy has what it takes to become Cagayan de Oro City’s next mayor after incumbent Mayor Oscar Moreno takes his shot at the gubernatorial post of Misamis Oriental province. Klarex Uy toiled through the process, starting as a barangay kagawad in Barangay Carmen until he was elected as barangay captain/ chairman. As their barangay chairman, Klarex Uy knew his constituents by name and what they need and want from their barangay which is public service. As I recounted so many times, Klarex Uy’s house in Barangay Carmen is open to all. The last time I visited Congressman Klarex which was last year 2020, his kitchen is open to visitors who are offered freshly brewed coffee and meals. Klarex Uy’s appeal and support from his constituents in Carmen cannot be denied regardless of how much dirt and bile thrown at him by detractors. His fiercest critics can only grudgingly acknowledge Klarex Uy’s strong political stock while pointing out at every chance they get that he was once one of the political lieutenants of a former long tenured occupant of City Hall whom Klarex ran against, only to be stopped by election irregularities which again his most vocal critics

belonging to said political opposition are aligned with to this day. What Klarex or Landoy to his wife Lorna (barangay captain of Carmen) have that any upcoming rivals don’t have now or ever will have is Klarex’s natural affinity and strong bond with the city’s masses. Klarex’s personality and character, his approachability if one can call it that, shows that he is one with the masses. Even in faraway Congress, Congressman Klarex Uy remains in close contact with his constituents in the city’s first district and even served the city’s second district. Klarex is definitely not the boisterous, scheming, credit-grabbing and character-maligning SOBs that populate the country’s local and national political landscape. Don’t mistake Klarex’s soft-spoken demeanor as weakness because as his political track record shows, he gets the job done and fulfills the promises he made to his constituents. Those traits and elements will serve Klarex Uy in good stead if and when he does get elected as Cagayan de Oro City mayor. That’s the kind of mayor Cagayan de Oro City needs and in Klarex Uy as Mayor Moreno said time and again, the city is in good hands.

Lacson: Bank Secrecy Law Protection Should Exclude All Gov’t October 7, 2021 - All public servants - from the clerk all the way to the President must be excluded from the “protection” of the Bank Secrecy Act, Sen.
