FARMERS from Misamis Oriental are starting to benefit from a facility left behind by tobacco giant Philip Morris Fortune Tobacco Corporation after they have ceased to operate here. It can be recalled that the seven-hectare tobacco processing plant owned by the company was turned over several months ago to the provincial government under a usufruct agreement as it has stopped serving its intended purpose. From a facility used solely to process tobacco, the state-of-the-art dryer located in the municipality of Claveria has been converted to process other produce such as white copra,

MANILA – The Food and Drug Administration reported that a third hospital has been granted a compassionate special permit (CSP) to use Ivermectin anti-parasitic drug for the treatment of the deadly virus coronavirus disease 2019 (Covid-19) FDA Director-General Eric Domingo, during the House committee hearing on good government and public accountability, said the facility received the permit and use the veterinary drug and treat their patients contracted with the deadly virus. MANILA - The latest appointee of the president is a muslim judge and currently the associate justice of the Court of Appeals. President Rodrigo Duterte appointed Japar Dimaampao, as the new Supreme Court Associate Justice.

25 villages in AgSur under lockdown due to rising Covid cases By CHRIS V. PANGANIBAN Contributing Editor

SAN FRANCISCO, Agusan del Sur -- At least 25 villages in four towns and a city of this province are placed under granular lockdown in the wake of rising cases of residents infected with the dreaded Covid-19. Local officials of the municipalities of Prosperidad, San Francisco, Rosario and Bunawan and the city of Bayugan have declared through executive orders of their respective mayors a granular lockdown in identified subcommunities (Puroks) where many households have Covid 19 positive cases. Food supplies were also distributed but local government units have different policies in selecting the recipients. In Prosperidad town, only 92 households with Covid positives in the five Puroks in Barangay Patin-ay under lockdown were given food assistance like 10 kilos of rice, a tray of egg, a whole dressed chicken, a kilo of fish, 6 cans of sardines, 6 pieces of noodles, half kilo of bihon and assorted vegetables that are good for 14 days. Only the head of family given a pass allowing him to go out to buy necessities for their daily needs and if he is already an elderly any able-bodied family member will take his place. DA, LGU Valencia break ground for P7.1-M seed storage facility VA L E N C I A C I T Y, BUKIDNON, September 9 - The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) led the groundbreaking ceremony, signaling the start of the construction of the seed storage facility at Nutriland Purok 1, in barangay Pinatilan, this city. The soon-to-rise storage facility, which costs P7.11 million has a total area of 320 square meters, with cold storage of 160 square meters and ambient of 160 square meters. Funded by DA’s Rice Program, it has a 99 ton-capacity for the cold storage of rice seeds, while 156 tons for the ambient. Particularly, cold storage is intended to prolong the shelf life and improve the quality of the seeds up to about two years. Valencia City Vice Mayor Policarpo P. Murillo noted, that the city

has 30,000 hectares of agricultural area, of which 11,000 hectares are devoted to rice production. He also expressed his heartfelt gratitude to DA-10 Regional Executive Carlene C. Collado for considering Valencia City as the recipient of the said project among other towns in Bukidnon province. In early April of this year, the department has also turned over one unit warehouse in Nutriland, which costs more than P4.3 million. I am old-fashioned. For many decades, I have loved collecting old magazine and newspaper clippings. Can you imagine what my two offices look like? Anyway, in a very old issue of PHILADELPHIA NEWS from 1999, then columnist Larry Fields confessed: “I lead a life of wine, women and song (by the way, a wonderful waltz of the Austrian Johann Strauss!) it’s cheaper than petrol, food and rent!” Is LOVE just an expression? Or love and marriage? Some marriages are made in heaven. You know some? I do. The best of the rest is just simply down-to-earth. Maybe also yours? I am blessed and happy to celebrate my 39th wedding anniversary very soon... . Maybe, my dear readers, you remember this, “Then the prince swept the lovely young maiden into his arms and carried her home to his castle. And they live happily ever after!” Indeed, they did. Meanwhile, I met several couples, who would say: happily never after! What I would like to see is an autonomous in home affairs study of all these titles of nobility bearers seven years after their happily-ever-after marriages. Or even earlier, because the so-called darned and tricky seventh marriage year could be even the first

one already. The truth is that life isn’t made up of the continual highs found in the initial stages of courtship. Of course, flirting is fun and a wide groove exists. But after a while our system needs a rest. Unanimously, we’re in the second stage sooner or later and our marriage life badly needs a new outside coating. All of a sudden, the partner prefers day and night watching all the sports channels, falls asleep while you’re revealing your innermost secrets and even forgets the anniversary for the first or even second time . Just bear in mind: You’ve won each other’s acceptance and sometimes even feel terribly gloomy. This acceptance shouldn’t be undervalued. Even we see a house that has to be cleaned, many other things have to be organized, and the partner, who looks as fatigued and bored as you feel. Logical question: “That’s it? That WAS it?” And suddenly, we experienced the third stage and learned why it’s worth the ups and downs. Maybe we men don’t mention any more, how incredible she looks, but we enjoy bleating and grousing at her spending innumerable hours putting her together. But then, suddenly, we men unload the garbage without being asked

for it. Although no marriage is continually blissful - it can be pretty good most of the time. When we last through arguments, money worries, and kid’s problems or slowly but surely coming up mid-life crises, we should face reality that our relationship is not always a big day celebration. It’s because the fundamental reason for a marriage has outlasted the craziness of day-to-day living: we love each other. That’s MY idea of “Happily ever after, indeed!” Valentine’s Day is not around the corner. No guys, don’t worry! And by the way, this one and only day should not be a reason or a sad excuse to bring flowers for our partner and invite her to an amazing lunch or hotel overnight stay. That “Big Circus” Called Philippine Elections DO not be deceived by the forthcoming political exercise, that “big circus” called Philippine Elections that will see politicians doing gimmick of opening up the “floodgates” of their fund reservoir to finance campaign shows that would include movie stars and assembling their political machineries for massive propaganda and vote-buying. No problem! Such outpouring of funds is easily recovered once they are back in power. We must now discard all illusions that such exercise of suffrage will make a difference in effecting the much-needed social transformation. For those who have dreamt, struggled, sacrificed and even died for it, social change has been so elusive all these years despite 14 years of Martial Law and two-people powered revolutions. The ingredients, systems and structures breeding poverty, oppression, corruption, gross inequities and social injustices are still as formidable as ever. As the 2022 National Election is fast approaching, let us be reminded of the constitu-

tional declaration that in a democratic and republican State, “sovereignty resides with the people and all governmental powers emanate from them.” Historically, that declaration has just become rhetorical. Who controls? Who decides? Who benefits? Only a few liberalists oligarchs in cohort with powers-that-be! lion Indigenous Peoples (IPs). Understanding what happened to the IPs will provide us the root causes of poverty in this country and their empowerment is the liberation path of all Filipinos. Here is the IPs’ story. They were once the masters of the land that no one owned because private ownership is not their language based on the strong belief that no one can own land which outlast him. They asked, “How can you own something that will outlast you? You cannot own the land, the land will own you.” The ancestors passed on to them the use of the land in the spirit of Res Communis (no one owns but everyone uses). And rightfully so because just like forest, water and air, land is a means to life and must not be used for so much rakings by a few! MANILA – An economist has discounted a real estate bubble despite the increase in building permits issuance while the residential real estate price index (RREPI) declined. Citing Philippine Statistics Authority (PSA) data, ING Bank Manila senior economist Nicholas Mapa cited the pick-up in construction activities in the second quarter of 2021 compared to last year. “This reflects pent up permits as construction activity was finally allowed to resume in some parts and on a staggered and limited basis,” he said in a report Tuesday, noting the impact of the movement restrictions by the government to address the rise of coronavirus disease 2019 (Covid-19) infections since last year. The PSA reported Monday the total number of constructions rose by 114.1 percent year-on-year in the second quarter of this year. For one, residentialrelated constructions expanded by 102.8 percent, mostly contributed by those in areas outside the National Capital Region (NCR). Real estate constructions in the Cavite, Laguna, Batangas, Rizal, and Quezon (Calabarzon) registered the highest number with 9,773 or 25.5 percent of the total for the period. Mapa said the rise in residential unit construction in Region 4-A “mirrors the recent developments” noted in the Bangko Sentral ng Pilipinas’ RREPI report.

Citing the central bank report, he said the RREPI was still in negative “as the overall market was weighed down by the steep drop in condominium prices and prices in NCR in general.” Mapa said the same report also shows that housing prices outside NCR and for single-detached units have picked up, which is reflected in the permits data. “This trend suggests that the Philippines is also experiencing the global phenomenon of migration from the urban centers to the areas outside the city with Filipinos in search of more space. After being locked down in the city for more than a year, it’s no surprise that there is now a natural and healthy demand for property and homes outside the city,” he said. RREPI measures the average change in the prices of various housing unit types based on real estate loans extended by banks. It is used to gauge the real estate and credit market conditions in the domestic economy. Mapa said the trend of increased residentialrelated constructions in the provinces is expected to boost developments outside of the national capital “as the Philippines hopes to undergo some form of deurbanization.” However, despite the rise in building permits issuance, he said “signs of a real estate bubble have yet to manifest in a palpable manner.” See BUBBLE, page 10

MANILA – The local government of Moalboal in Cebu Province is doubling its efforts to convince more senior citizens to be vaccinated against the COVID-19 due to the prevalence of vaccine hesitancy in the town. During the Network Briefing News today, September 13, Presidential Communications Secretary Martin M. Andanar asked Moalboal, Cebu Mayor Paz ‘Ling-Ling’ Rozgonia about the vaccination rollout of the town as the Moalboal LGU is taking a hands-on approach in explaining to the elders the importance of COVID-19 vaccines to protect them from the virus. “Ang pinaka-challenge namin iyong mga tao nakikinig sa mga fake news na if magpapa-vaccine sila maging-zombie sila. [The biggest challenge we face is that our people are listening to fake news that if they get vaccinated, they will become zombies],” Mayor Rozgonia said. According to her, the town has registered almost 3,000 senior citizens, but only more than 500 of them have been vaccinated. This is a combined number for those who have had their first dose and second dose. She personally explained to the senior citizens of

LORETO, Agusan del Norte - The personnel of the Protected Area Management Office of the Agusan Marsh Wildlife Sanctuary (PAMO-AMWS) in Barangay Katipunan, Loreto town, this province, found and rescued Friday (Sept 11) three Philippine tarsiers (scientific name: Carlito syrichta). The PAMO-AMWS immediately responded after receiving reports regarding the presence of the tariers in Barangay Katipunan.

In a statement the PAMO-AMWS said: “We responded to a report about the discovery of three tarsiers near the settlement area in Barangay Katipunan.” It was the Bantay Danao volunteers that actually found the endangered tarsiers usually found in Visayas, particularly in Bohol province. The volunteers, report said, immediately turned over the tarsiers to the village chief in the area. “After conducting assessments, there were no signs of injuries observed. The tarsiers were found fit to be released back to the

As we lost our forest being the invisible water dam, some 15 or the 25 major rivers in the country are now dried-up, silted or polluted. Of the 13 major bays, 10 are already biologically dead. The massive destruction of the ecosystems has made the ecological people the poorest of the poor as the Philippines in the 3rd hardest hit country in the world by Climate Change based on the UN’s Disaster Risk Index. When they would stand for the cause of the environment, they would be killed like that of the case of Datu Sandigan (Fausto Orasan), the Chieftain of the Higaonon Tribe in Cagayan de Oro when on September of 2014, he was killed for his courage to stop illegal logging and illegal mining in the uplands of Cagayan de Oro. After foreign colonizers, new colonizers came in the form of corporate globalization bringing their version of a flawed lifestyle that is founded on the material pursuit of instant wealth and power. And everything was not the same again for the IPs and for all Filipinos – forever. The IPs woke-up to a new kind of reality of private ownership. Then suddenly, land titles came about, vesting land ownership to individuals or corporations where haciendals, ranches or big plantations sprouted. What happened to the IPs? They have become squatters in their own land as they have no papers to show in terms of ownership. Are the thousands to years of occupation conclusive proof of ownership? Not at all, as far as these neo-liberal capitalists are concerned. Thus, it came to pass that our people lost the forest and the land, the choicest of land. Where are they now? They are tilling the land as agricultural workers of these big plantations or pushed to marginalized hilly areas. It is shocking to know how oppressed the IPs are. Their ancestral domains have been illegally grabbed and transformed into plantations or ranches, in gross violation of their rights as embodied in the Indigenous Peoples’ Rights Act or IPRA Law. When they would countervail against these aggressions, they are being erased from the face of the earth. In fact, some 63 IP leaders have been killed in the last 5 years, including a pregnant woman and a 5-yr. old boy. When one is killed, he now rests with MAGBABAYA. In Tagbak, Talakag, Bukidnon, the Higaonon-Manobo-Talaandig Tribe (HIMATA) has narrated how their ancestral domain is being landgrabbed in cohort with local officials and agencies of government and when they would resist, they would be tagged as NPAs. In fact, one chieftain by the name of Datu Marquito Lugpao had been tied-up one whole evening in a nearby military camp for just being tagged as NPA by a barangay captain who is interested to grab his land. But the grabbing is not just limited to land. Datu Ben Anoos has narrated that sometime in 2005, the water spring oozing with continuous flow of clean water in from the watershed in their ancestral domain has been converted into a water system by the LGU but not a single centavo has been awarded to them in gross violation of the IPRA law. After spending some hundred of thousand of pesos in their legal struggle, no justice has been done, so they are giving-up their struggle for justice because there are those officials who cannot moderate their greed. The Filipinos especially the Indigenous Peoples should now be awakened to these painful socioeconomic environmental realities. So much power and privileges have been lodged to the politicians, giving way to so much corruption. You put power in the hands of the cartels, the conglomerates and the oligarchs, you give rise to a few elites in control of the economy. You put moral power in some institutions that cannot rectify social wrongs, then crimes, be against people and property proliferate. You put power in the hands of capitalists, you would get a highly stratified society where the poor becomes poorer and a few who are rich becomes richer.
