“We are not employing trolls”- PCOO • backs penalizing fake news perpetrators

MANILA - The Presidential Communications Operations Office (PCOO) on Thursday told legislators that they do not employ “trolls” to churn out fake news to the public, contrary to allegations made by critics. “The PCOO and the Duterte administration have no policy to spread fake news and false information to the public through employing social media trolls and fake accounts or

through any other means,” Secretary Andanar said during the Senate finance subcommittee hearing on the PCOO’s proposed 2022 budget. “We will never use it as a tool to discredit our critics in order to consolidate power, as our critics have gravely alleged us of doing without any evidence,” he added. The Commission on Audit (COA) said that the PCOO spent over P70.6

million for the salaries of contractual hires, to which the agency responded that these hires were needed in order to intensify information dissemination amid the COVID-19 pandemic. The PCOO submitted on June 7, 2021 the justification for the hiring of 375 Contract of Service (COS) personnel for the year 2020. Secretary Andanar said that the majority of these COS personnel are See TROLLS, page 11

Pacquiao-Quiboloy “word war” looms By JOEL CALAMBA ESCOL Managing Editor

SARANGANI PROVINCE - The “word-war” between Pastors Apollo Quiboloy and Manny Pacquiao continue in the airwaves, with the Pacman using the mainstream and social media, while Pastor Quiboloy in his own television network SMNI. This week, after returning from his fight abroad against Yordenis Ugas, Pacquiao filed P100 million libel and cyber cases against Quiboloy, founder of the Kingdom of Jesus Christ. Pacman filed charges in court against Quiboloy who reportedly questioned the boxer’s alleged misuse of the P3.5 billion fund for the Sarangani Sports Training Center. (SSTC) Pacquiao said in his 13page complaint filed before the Makati Prosecutor’s Office that Pastor Quiboloy should pay and be held accountable for allegedly ‘using his power and influence’ in spreading fake news and false information that besmirch the reputation of the fighting senator. lawyer, Marie Dinah Tolentino, said they are still studying their options on how to counter the Pacman libel cases filed against Pastor Quiboloy. But the evangelist’s lawyer who also acted as a spokesperson suspected Pacquiao’s filing of cases as mere election propaganda to gain media mileage, since election is coming in May 2022. “We can only surmise, that is our supposition considering it’s September and

the election is next year. As of the present, we cannot say yet as we are studying our options very carefully,” said the evangelist’s spokesperson and lawyer during a press conference Tuesday. It was learned that Pastor Apollo Quiboloy has yet to receive a copy of the complaint, but assured the public they will respond as soon as they receive the copy. “We maintain that every citizen has the right to inquire, to hear, to speak,

and make commentaries about the actions of public officials. Pastor Quiboloy merely exercised that right in a properly respectful manner. In fact, he never made an accusation against the good senator but only floated the question regarding that matter on behalf of the people who wanted answers,” Quiboloy’s lawyer said. Vultures

DURING this period of pandemic that has put our country in so much disarray as millions are getting sick, thousands have died, many are hungry, millions have lost their jobs, money which could have been used to liberate our people from the shackle of joblessness, hunger and poverty, has shamelessly been allegedly pocketed for self-aggrandizement by a cabal of vested interest. No less than Sen. Imee Marcos in a recent interview by Karen Davila has categorically stated that some Sixty-Three Billion Pesos had been corrupted, reinforced by the statement of Sen. Manny Pacquiao that such is a pre-meditated corruption and confirmed by Sen. Panfilo Lacson stating that “that should be a cause of so much alarm by the Filipino people.” Funds, by the billions of pesos, which could have been used to support the frontliners to fight the pandemic, to provide medicine and medical services to millions of the pandemic victims, many of whom are dying because they cannot be admitted to hospitals which are already in full capacity, to feed the hungry, to create jobs and to advance the welfare of the poor and

the oppressed, have instead incredibly increased the wealth of corrupt officials, at the expense of those they have sworn to serve – the poor and the vulnerable. Such gargantuan allocations could have gone a long way in making life better for our people in a country that has been consigned all these years in dire poverty while all other countries in Asia have left us behind. Still, the stark realities of poverty prevail over the life of 3 out 4 Filipinos living in the rural areas where malnutrition is rampant. Pity the increasing number of pupils going to dilapidated classrooms or without the benefit of books and information technology or computers for on-line attendance to classes. Government Health Centers are without adequate medicine, much needed farm-to-market roads remains the culprit why our farmers are under the mercy of the local compradors, insufficient farming capital that ties up the farmers to the oppressive usury system and the alarming ecological disasters hanging like “Sword of Damocles,” in a country that has lost its ecological integrity and security. These are some of the

Orlan R. Ravanera

problems which could have been addressed if only democracy has been used to advance the interest of the people and not of the privileged few who cannot moderate their greed. Outrageous!!! Like vultures feeding upon the flesh of the poor who are prisoners of hunger and poverty all these years. Poverty dehumanizes as it strips a human person of his/her dignity. Our budget should be used as that countervailing measure to bring back that dignity that could have been a beacon of life and hope amidst the darkness of poverty and despair. In the final analysis, it is the poor who bears the brunt of horrible corruption by these vultures who cannot moderate their greed. If the sacred act of regaining back the lost dignity has been trampled upon, replaced by diabolic and horrible greed, then such dastardly act should be a subject of our freedom of speech to decry, or more appropriately “freedom of See VULTURES, page 11

Have my say

Breaking Point

I got my first breaking point as a German expatriate in the Philippines as a result of culture shocks. This was a long time ago and very much different from today’s situation. Meanwhile I have been living here smooth and sound for several years. Time changed. We all continue to suffer from the previous pandemic and the restrictions in our daily lives. Many friends, colleagues and neighbors I talked with are reaching the breaking point. They are experiencing mood changes. Indeed, the emotional effects of stress can have a serious impact on your day-to-day mood and mental health. Firstly, you may find that you’re feeling more irritated or pessimistic than usual. This mood change can then begin to affect your motivation to work, socialise with your loved ones or complete the things on your to-do list. If left unchecked, these feelings can threaten to completely overwhelm you, leaving you feeling apathetic, depressed, frustrated, panicky or trapped. Many are having trouble sleeping. If you’re going through a stressful period in your life, you may have noticed just how difficult it can be to maintain a regular sleeping pattern. For instance, you may find it hard

to fall or stay asleep at night. You may also have trouble getting up in the morning. A lack of proper sleep can leave you exhausted during the day which often leads to increased caffeine consumption which further exacerbates the issue. If left unmanaged, you may start feeling like you never have the energy for anything and soon reach an emotional breaking point. A lot of people around me can’t seem to focus or concentrate properly. If you’re battling to concentrate, keep focused or remember certain things, this is a good indication that you’re feeling the effects of anxiety. These changes in thinking and memory (also known as “brain fog”) can occur when you’re trying to manage several stressful situations at once, which can make you confused and forgetful. These situations may include demanding jobs or emotionally-taxing tasks. Unregulated emotional exhaustion can really impact your attention, executive functioning (organising and planning), and memory. A lot of people are expressing difficulty with personal relationships. You’ll often notice emotional exhaustion from prolonged stress manifesting in your relationship and your capacity to connect with your

Klaus Doring

family on a meaningful emotional level. You may find yourself picking fights over small things, feeling angry at or unsatisfied with your partner or being overly judgemental. Tension in your close relationships can cause you to feel anxious, detached, and withdrawn which can make it difficult to ask for emotional support when you need it or be there for those you love. A low self-esteem is being reported a lot these days. If lately you’ve found your mind overwhelmed with negative thoughts, you’ve probably also noticed their impact on how you view yourself. Perhaps you’re feeling more cynical and hopeless than usual? Or maybe you’ve lacked confidence in situations where you would normally speak up. At times, you may even have found yourself wondering if what you’re doing even matters anymore. It is important to recognise these changes. If left unchecked, these feelings may progress into symptoms of depression. To stay in balance you See POINT, page 11

Duterte legacy caravan features DA’s Enhanced Kadiwa program KIBAWE, BUKIDNON, September 11 – The Department of Agriculture – Northern Mindanao (DA-10) on Saturday highlighted the strides under its Enhanced Kadiwa Inclusive Food Supply Chain Program since the agency was helmed by Agriculture Secretary William D. Dar under President Duterte’s administration. The Presidential Communications Operations Office (PCO O) spearheaded the Duterte legacy caravan held in Kibawe, Bukidnon tourism center, underscores the changes brought about by the government thru featuring stories of beneficiaries to cement the legacies of the national and local governments for the Filipinos. “Isinulong niya yung mga batas, polisiya at programa nga mapakikinabangan ng bawat Pilipino, hindi lang ang Pilipino ngayon, kon di ang susunod pang mga henerasyon,” PCOO Assistant Secretary for Global Media and Public Affairs, Jusan Vincent L. Arcena remarked. The info campaign fo-

cused on the three main pillars of the administration – poverty alleviation, infrastructure development, and peace and order. Larry E. Paraluman, Agribusiness and Marketing Assistance Division chief, representing Regional Executive Director Carlene C. Collado of DA10 bared, that the Kadiwa ni Ani at Kita has turned into one of the key programs of the department. Paraluman noted, that it has provided a direct link between farmers and consumers in gaining access to fresh, quality, nutritious and affordable agricultural and other food products. While the Kadiwa started even before the pandemic, he shared, that it has gained much ground with movement restrictions triggered by COVID-19. In partnership with farmer’s cooperatives and associations (FCAs), local government units (LGUs), national government agencies, non-governmental organizations, and the private sector, last year, he reported, that the region has generated almost P35

million in gross sales, and about P14 million from January to August of this year, benefiting around 7,000 consumers. “In 2020, DA has created the Enhanced Kadiwa ni Ani at Kita Financial Grant Assistance program to enhance the capacities of farmers and fishers, [including LGUs and state universities and colleges

(SUCs)] to sustainably operate their Kadiwa activities in the different parts of Region 10,” the AMAD chief accounted. For the town of Kibawe alone, the agri department has granted P150,000 each to the Laswimba, Labuagon, West Kibawe and Marapangi multipu r p o s e c o op e r at i v e s (MPCs) intended for their

additional capital, while Marapangi MPC has been accorded with an added P1.25 million for their hauling vehicle. “MCDC of Kibawe is very grateful that four of our cooperatives are among the beneficiaries of the Enhanced Kadiwa financial grant assistance. Now, we have funds to buy the palay harvest of farmer-members

from the different cooperatives, where we mill and sell them back to farmers and other consumers at reasonable prices,” said Haidi M. Taray, the chairperson of the Municipal Cooperative Development Council of Kibawe. She added that through said approach, they can also protect the farmers from going to traders and selling their harvest to them at dictated prices, especially during harvest season. O verall, DA-10 has allocated the amount of P14.35 million, benefiting 9 FCAs, LGUs and SUCs under the regular program; while a total of P42.35 million worth of enhanced Kadiwa projects have been implemented, benefiting 8 FCAs, LGUs and SUCs under the Bayanihan 1 and 2. Also in attendance is the officials and staff of LGU Kibawe headed by Mayor Reynaldo S. Ang Rabanes and Vice-Mayor Raymundo A. Batao, Jr., residents, and other government heads and staff. # (JLO)

PRRD’s political will led to successful rehab of Boracay, says Aklan governor MANILA – President Rodrigo Roa Duterte’s political will is the key factor why the national government has successfully rehabilitated Boracay island in 2018 within six months, Aklan Governor Florencio Miraflores said on Thursday, September 16. The veteran Aklanon politician emphasized that the administration of Pres. Duterte led the historic rehabilitation of the island and created the first Boracay Inter-Agency Task Force (BIATF) to maintain the picturesque beauty of the island as the country’s top tourist destination. “Matagal na ako rito sa serbisyo Secretary Martin sa probinsya ng Aklan, marami na ring administrasyon ang dumaan pero ito lang ang masasabi ko - it was only President Duterte nagkaroon ng political will na ayusin ang isla ng Boracay. [I have been here for a long time in the service, Secretary Martin, in the province of Aklan, many administrations have passed but this is all I can say - it was only President Duterte who had the political will to fix the island of Boracay.],” he said. During the interview with Presidential Communications Secretary Martin

M. Andanar on Network Briefing News, Gov. Miraflores also shared that the President extended the validity of BIATF until June 2022 which is a good move to help tourism in the island to recover from the challenges brought by the pandemic. “Ma la k i ang aming pasasalamat kay President Rodrigo Roa Duterte na kung saan ay inextend niya iyong term ng Boracay InterAgency Task Force. Ito ay ginawa o binuo ng ating mahal na Presidente para lang ma-rehabilitate ang isla ng Boracay. [We are very grateful to President Rodrigo Roa Duterte for extending his term of the Boracay Inter-Agency Task Force. It was made or built by our dear President just to rehabilitate the island of Boracay.],” he added. Much-improved Boracay As the country’s prime destination for islands and beaches, the national government acted on the emerging problems that the province has been facing for years such as floods, no proper sewerage system in business establishments, narrow roads, and others. “Noon nagkakaroon pa kami ng mga baha dito sa isang isla, kaya inayos

iyong ating drainage system, iyong ating sewerage treatment plant ay ginawa rin. Ni-require ang lahat ng mga establishment sa front beach na magkaroon ng sariling sewerage treatment plant. [Back then we were still having floods here on an island, so our drainage system was fixed, our sewerage treatment plant was built as well. All front beach establishments are required to have their own sewerage treatment plant.],” Gov. Miraflores said. For now, the island of Boracay is compliant with water quality assessed by the Department of Environment and Natural Resource. The 70-year-old governor also said that there are more floods in the island and

roads were widened as part of its rehabilitation program in 2018. “Boracay is now open for business iyong ating probinsya ay nagkaroon na ng general community quarantine status so we are allowed to receive visitors already. [Boracay is now open for business as our province is currently under general community quarantine status so we are allowed to receive visitors.],” he shared. Assistance to Tourism Workers Aside from the rehabilitation efforts, the Department of Labor and Employment and the Department of Social Welfare and Development also extended their assistance to tourism

workers of Boracay as the sector is one of the most hard-hit by the pandemic since last year. Meanwhile, the provincial government is regularly distributing food packs to affected workers in the island. “Malaki talaga ang epekto ng nangyayaring pandemic na ito sa aming main industry [which is] tourism. [This pandemic is really having a big impact on our main industry [which is] tourism.],” he admitted. When Sec. Andanar asked about his personal message to President Duterte, Governor Miraflores expressed his gratitude once more for the continued support of the national government to the Province of Aklan and

to the revival of the tourism industry in the island through the extension of the validity of BIATF until next year. “Buo ang aking pasasalamat kay President Rodrigo Roa Duterte sa kanyang pag-extend ng termino ng ating Boracay Inter-Agency Task Force, malaking bagay po ito sa ating probinsya at turismo na maayos natin at ma-protect natin ang ating environment ng isla ng Boracay. [I am fully grateful to President Rodrigo Roa Duterte for extending the term of our Boracay InterAgency Task Force, it is a big thing for our province and tourism that we can fix and protect our environment on the island of Boracay.],” he said.

THE Land Bank of the Philippines (LANDBANK) has teamed up with the Land Transportation Franchising and Regulatory Board (LTFRB) in the relaunch of the Service Contracting Program for public utility vehicle (PUV) operators to ensure quicker and more efficient disbursement of cash payments. With a Program fund of P3 billion, LANDBANK will facilitate the crediting of cash payments to eligible PUV operators through their existing LANDBANK accounts and other partner outlets via InstaPay or PESONet. Under the Program, qualified PUV operators will receive the payouts weekly while providing free rides to frontline healthcare work-

ers and Authorized Persons Outside Residence (APORs) to support their mobility requirements during the ongoing pandemic. In the virtual launch of the Service Contracting Program Phase 2 held on 10 September 2021, LANDBANK expressed its commitment to help provide PUV operators and drivers nationwide with sustainable livelihood amid reduced ridership resulting from Community Quarantine periods. “We welcome this collaboration under the Service Contracting Program Phase 2 to deliver prompt financial assistance to PUV operators nationwide towards ensuring the efficient, safe, and uninterrupted operations of public transportation under the new

normal,” said LANDBANK President and CEO Cecilia C. Borromeo. During the virtual launch event, the LTFRB encouraged participants of the Program to open a LANDBANK account so they can quickly receive the payouts, as disbursement to other accounts will take longer due to additional processes. “We have encouraged and suggested na ‘yung lalahok dito sa Service Contracting Program ay kukuha at mag-oopen ng LANDBANK account para diretso na agad sa kanila, in real-time po ang pagbabayad,” said LTFRB Chairman Atty. Martin B. Delgra III. LANDBANK is committed to contribute to the National Government’s continuing efforts to advance the country’s

transportation sector and provide the riding public safe, secure, and convenient transport services in the new normal. Through the SPEED PUV (Special Package for Environment-Friendly and Efficiently-Driven Public Utility Vehicles) and the I-RESCUE for BUS Transport Lending Programs, LANDBANK supports the purchase of modern public utility jeepneys and buses by providing affordable financing to transport cooperatives and corporations. As of August 2021, the Bank has approved P2.32 billion in loans for the acquisition of 1,093 modern units under the SPEED PUV, while another P4 billion is being processed for 43 additional loan applications.

SECRETARY ANDANAR: NO OVERPRICING, NO CORRUPTION IN DOH PROCUREMENT MANILA - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Thursday reiterated that there was no fraudulent conduct in the government’s purchase of medical supplies in the most expeditious manner, as he cited the Commission on Audit’s clarification on flagging the Department of Health. During a hearing by the House Committee on Good Government and Public Accountability, COA Chairman Michael Aguinaldosaid that there was no incident of overpricing, but instead the flagging was due to inventory management through the transfer of funds, as it did not have a memorandum of agreement and supporting document such as the liquidation of pending pro-

He noted that the transaction was compliant with existing laws such as Republic Act (RA) 9184 or the Government Procurement Reform Act, Government Procurement Policy Board issuances (GPPB), and RA 11469 of Bayanihan to Heal As One Act. “There was no overpriced procurement because during the onset of the pandemic the prices of the PPEs such as facemask have risen following the law of supply and demand,” Secretary Andanar said. “Time was of the essence at kung hindi natin ginawa itong procurement ng medical supplies para sa ating mga medical frontliners, ay talagang magsu-suffer sila [Time was of the essence and had we

The PCOO chief noted that this malicious scheme of critics is no different from the accusation of fake news thrown against the legacy campaign of the PCOO. “The government is ready to answer allegations by the critics. spit” upon their faces. Many I heard would opt for the second option as such outrageous misdeed oozes with nausea. Student activists during those golden days of the “First Quarter Storm” in the ‘70s have been condemning “Bureaucratic Capitalism” as one of the basic economic power and vice versa; that power corrupts and that absolute power corrupts absolutely. Well, this rhetorical statement might have been interpreted as very radical during those days but beyond the rhetoric lies some truism that has been concretized by the Pharmally scandal, leaving us some lessons to ponder. First is the question on what is a government for? Isn’t one to serve the people based on the dictum that reverberated during those days, “Let not a single drop of rain go out to the sea without serving the people.” To make sure that “Bureaucratic Capitalism” will not just serve the privilege few, i.e., cartels, monopolies and conglomerates, then there must be people’s participation in all phases of national life. This is so because without people’s participation all

the outpourings of government assistance will be palliatives and cannot bring about development. People’s participation is the best guarantee of justice and sustainability. But people’s participation can only be had if the people are conscientized and to collectively advance their interest. Only then can we aptly say that indeed the Philippines is a republican and democratic state, and that “sovereignty resides with the people and all government powers emanates from them.” Wake-up all of you prisoners of hunger and poverty, let notice be served those resources are for everyone! Let us therefore harness our collective power to dismantle the structures and systems of social injustice and oppression that breed poverty. Instead, let us advance Social and Solidarity Economy (SSE) that uses money to enhance the well-being of the people and not to make more money for an elite few who have much too much. Please remember this “SALUS POPULI EST SUPREMA LEX (The welfare of the people is the supreme law). Stand and claim your own destiny because “the people united can never be defeated!!! With that strong unity oozing with courage to fight for what is right, what is true and what is just, no vulture can defeat us!

need to turn these behaviors around. The smallest changes make a difference, but pay attention to changes that aren’t so small, like getting enough sleep (without drugs), dealing with your anger and anxiety before they erupt, moving around during the day, making time to play, eating sensibly and simply being with yourself. Especially during the pandemic, I learned that prevention is the best medicine. Reaching your breaking point means that you’ve crossed into the red zone, from which it’s hard to return. You won’t get to your red zone if you apply the habits of self-care I’ve just listed. The choice is really yours. Medical research has abundantly validated that being in balance is the healthiest way to live. Spend the next two weeks getting back into balance. You’ll be amazed and pleased with the results. occupying highly technical positions in the creative and production field such as producers, photographers, videographers, video editors, drone operators, animators, graphic artists, multimedia artists, sound design editor, streaming operator, and radio production assistant, among others. “Due to the lack of plantilla positions and the fact that the current personnel complement is not capable of performing said duties and responsibilities, the PCOO hired contractual personnel to execute the needed tasks,” he added. At the height of the pandemic in 2020, the PCOO initiated various communications campaigns which focused on producing multimedia materials about the national government’s COVID-19 response, the National Deployment and Vaccination Plan for COVID-19, and many other priority programs and achievements of the Executive Branch. Special projects have also been undertaken by the agency by virtue of Memorandum Of Agreements with other government agencies which require the hiring of COS personnel, such as the Philippine Statistics Authority for the Philippine Identification System, and the National Housing Authority for the Balik Probinsya, Bagong Pag-asa Program. During the Senate hearing, Secretary Martin Andanar expressed his support for a policy seeking to penalize individuals who are found to engage in spreading malicious information. “It’s a good idea to enact something like that or go beyond it by penalizing those who spread fake news,” Secretary Andanar said as he agreed to submit a draft of the bill. This signifies the PCOO’s full commitment to providing accurate and timely information to the public even though it has been at the receiving end of accusations of being a breeding ground for social media trolls. PCOO also agreed to submit to the Senate finance subcommittee regarding the 1,479 COS workers that it has engaged, including that of its attached agencies. The PCOO proper currently has reduced its COS personnel to 330 personnel, after filling up recently-opened plantilla positions granted by

Mayor Sara has confirmed on September 9 that she is not interested in running for vice president in the upcoming 2022 elections. She clarified that the Duterte family has agreed that only one will run for the national post. However, she also expressed her gratitude to the trust and confidence of the Filipinos who wanted him to run and became her father’s successor. “That is true, we are united in wanting to see a bright future for our beloved Philippines. I extend my sincere gratitude to the approximately 700 parallel groups who are organizing for me to run for president,” the presidential daughter said. She added: “It is an honor that is priceless and not given to all politicians and I will never forget what you do for me. Hopefully, we will continue to help our countrymen even if not for the candidacy or the election.” - (PNA)

Her decision of not running was made final after President Duterte formally accepted his nomination as the official standard bearer for Vice presidential candidate of the ruling party, reportedly to ensure “continuity” of his plans to make the country progress and become great again as a nation. In a video message, the presidential daughter said: “We have a good agreement with President Duterte in our respective political careers. Let us give him our strongest support for his decision to run for Vice President.”

With the VaxCertPH, each vaccinated citizen is ensured that information gathered from the database are safe and secure. Every individual is also given convenience and direct access to the digital certification through the centralized portal. “But for those who do not have their computer device, or internet connectivity, we have also requested our LGUs to set up a VaxCertPH booth where individuals like them can go to and seek assistance from. Each DICT office also allocates at least one computer device intended for this purpose”, Engr. Gabriel said. For now, the DICT speeds up its capacity building assistance to the different LGUs as the latter upload vaccination records, performs guided generation of digital certificates for vaccinees who do not have internet access, computer, or smart devices. He emphasized the need for the LGUs to be careful in building the database of the vaccination program by providing the accurate information and details most especially those coming from the vaccinated individual. The LGUs are also tasked to validate and rectify record-related issues of the vaccinees as well as coordinate with contact centers to respond to inquiries.
