Sleepless nights and unfulfilled dreams

VERY often - sometimes too often! - the thought is back! If we wake up in the morning (or even many times in the middle of the night), the thought is back. Sometimes, the thought will not let us sleep. The “act of thinking”. the “reflection”, the “opinion” or the “serious consideration”, no matter how we describe it - our memory and conscience is always with us as a permanent companion. Especially in times of this pandemic, some people struggle to get to sleep no matter how tired they are. Others wake up in the middle of the night and lie awake for hours, anxiously watching the clock. Yes, we brood over unsettled problems. Sometimes we bear unfair treatments, arrogance, ignorance, incompetent know-it-allbetters, and unbearable oddballs, who inexorable love to make our life a hell while living themselves a disorderly life. We would not like to be distracted, but we’re toying with some good ideas how we could throw overboard all that “human garbage”. What will come next is a matter of conjecture. Of course, we’ve got my ideas, but we’re not mind

readers. Too many trains of thought make us thoughtless and absent-minded especially in difficult and important daily life situations. Does waiting and/or sleeping solve our problems? Or is it just again in time? Our life’s central idea should not be that while waiting, time solves all our problems. Thoughts should intensify, condense and deepen plans followed by actions. It’s good and helpful to carry thoughts in us all the time. Incomprehensible, or better unfinished and un-matured thoughts, no matter whether positive or negative, should be slept on, before tiredness outstrips us with supersonic speed. Sometimes we feel that our thoughts and ideas can’t be fulfilled with life. Where the heart is willing, it will find a thousand ways; but where the heart is weak, it will find a thousand excuses. If doubts begin to take roots, we should rouse from pink-tinted idealism or wear down and annihilate nightmares and erase and wipe out such thoughts and ideas. If our thoughts are good and have the chance to be fulfilled in action, especially if “the other side” is

Klaus Doring

prepared and willing to step on to such a bridge of life, we might get support and words of encouragement. And, if not? No action? Maybe it is God’s will to keep and protect us from a careless, rash, disadvantageous and uneasy action. Every new day gives us new inexhaustible possibilities to survive, to bear trials and to start a new beginning. We overlook and fail to notice many chances to lie through our sluggishness and laziness while thinking and dreaming of unequaled and unfulfilled ideas. Long time ago,Pope John XXIII said, “ Consult not your fears but your hopes and your dreams. Think not about your frustrations, but about your unfulfilled potential. Concern yourself not with what you tried and failed in, but with what it is still possible for you to do”. +++ Email: doringklaus@ gmail.com or follow me on Facebook, LinkedIn or Twitter or visit www.germanexpatinthephilippines.blogspot. com or www.klausdoringsclassicalmusic.blogspot.com.

Kim’s Dream Choosing Pharmally Speaks of Horrible Social Injustice

So Nauseatic, Worthy of Our “Freedom of Spit!” THE outpourings of information on the use of billions of pesos to buy personnel protective equipment (PPEs) i.e., masks, shields, etc. have zeroed-in on the issues of overpricing and alleged corruption through pre-meditated plunder and is now causing so much alarm nation-wide. Well, at the height of the pandemic that has caused so much joblessness reaching millions, hunger and poverty that saw more than two million Filipinos pitifully afflicted and more than 36,000 of our countrymen dead many of whom did not get the much needed assistance as the country’s health centers and hospitals do not have adequate medicine, equipment and space for the increasing number of day-to-day patients, it is so outrageous even to contemplate how the much needed funds reaching billions of pesos may have been pocketed to enrich corrupt officials who cannot moderate their greed at the expense of the poor and vulnerable. What bothers the Filipinos so much is not only on the issue of alleged corruption but on the choice

of Pharmally, a very young Chinese corporation just registered a year or so ago, that has only P625,000 capital. Such choice has put in clear categorical term the truism that our county is just a “dumping ground” of finished products from foreign countries and just source of cheap raw materials following an extractive economy. Look at our malls – more than 90% sold there are coming from other countries. Indeed, when you buy products from other countries, you are supporting the economy and job-generation of those countries where the products are coming from. Don’t you know that during the pre-pandemic period, some 6,000 Filipinos are going abroad every day, leaving their respective families behind to work in foreign lands? Don’t you know that the owner of these malls is one of the wealthiest families in the world, just for selling foreign products, i.e. selling a Lipitor pill at P85 pesos which is only bought in New Delhi, India at 35 centavos per pill or selling a bag of fertilizer i.e. Ammonium Sulfate at P1,000 per bag here in Mindanao

Orlan R. Ravanera

which was only bought at Ukraine at P50 per bag? Pity the poor farmers who bear the brunt of such an unfair marketing system as many of these foreign products pass at least five marketing layer before reaching the Filipino consumers. Please remember that buying is like casting a vote. If your vote is for a wrong leader whose vision of the future is only up to the next election, then you are voting to put a society in disarray. But voting is not just done during elections or in choosing who should lead us; in fact, you cast your vote every time you buy as you choose from different economic alternatives, i.e. local vs. foreign. Buying between local or foreign products, the latter is winning in all fronts as exemplified by the choosing of Pharmally. The truth is, when you buy products from other countries, you are supporting the labor force and the economy of those countries where the products are coming from. Buying Filipino products means job generation and See PHARMALLY, page 11

PRES. DUTERTE’S POLITICAL WILL LED TO SUCCESSFUL BORACAY REHAB – AKLAN GOVERNOR MANILA – President Rodrigo Roa Duterte’s political will is the key factor why the national government has successfully rehabilitated Boracay island in 2018 within six months, Aklan Governor Florencio Miraflores said on Thursday, September 16. The veteran Aklanon politician emphasized that the administration of Pres. Duterte led the historic rehabilitation of the island and created the first Boracay Inter-Agency Task Force (BIATF) to maintain the picturesque beauty of the island as the country’s top tourist destination. “Matagal na ako rito sa serbisyo Secretary Martin sa probinsya ng Aklan, marami na ring administrasyon ang dumaan pero ito lang ang masasabi ko - it was only President Duterte nagkaroon ng political will na

ayusin ang isla ng Boracay. [I have been here for a long time in the service, Secretary Martin, in the province of Aklan, many administrations have passed but this is all I can say - it was only President Duterte who had the political will to fix the island of Boracay.],” he said. During the interview with Presidential Communications Secretary Martin M. Andanar on Network Briefing News, Gov. Miraflores also shared that the President extended the validity of BIATF until June 2022 which is a good move to help tourism in the island to recover from the challenges brought by the pandemic. “Ma la k i ang aming pasasalamat kay President Rodrigo Roa Duterte na kung saan ay inextend niya iyong term ng Boracay InterAgency Task Force. Ito ay

at na-minimize ang casualties ng COVID-19 [We are thankful that it is Presidente Duterte, who won for the presidency because he has political will and experience in leadership for more than

20 years. And also because of his courage and genuine concern for all, we are able to manage the pandemic and minimize the casualties of COVID-19],” Secretary Andanar said.

MANILA – The City Government of Gingoog recognized the swift action of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) in giving enough vaccines to boost the city’s vaccination drive. During the Network Briefing News today, September 15, Presidential Communications Secretary Martin M. Andanar asked Mayor Erick Cañosa about their vaccination efforts as the city is under the General Community Quarantine with heightened restrictions from September 16 to 30, 2021 as approved by the IATF. “We are ver y much thankful po sa IATF na binigyan po tayo ng maraming bakuna dito sa Gingoog City. [We are very much thankful to the IATF for giving us many vaccines here in Gingoog City],” he said. This comes after the city faced a surge in COVID-19 cases in June following a community transmission of the virus, but the city government strengthened its vaccination information campaign emphasizing its importance in preventing

any severe complications caused by the virus. Increased Vaccination Rate In accordance with their information dissemination campaign, the City Council along with the City Health Office and vaccination team joined forces to educate and inform the people as they went to different barangays in the city. According to him, the vaccination rate of the city has increased a bit with the help of their medical frontliners. “We set ourselves as role models po kasama si Vice Mayor at members of the City Council, nagpabakuna na po tayo noong inapprove po ng IATF na puwede na pong magpabakuna ang local chief executives para makita po nung iba. [We set ourselves as role models along with the Vice Mayor and the members of the City Council as we were vaccinated when the IATF approved the vaccination of local chief executives for others to see],” he said. The City Council is also eyeing the opening of the Gingoog City Diagnostic Laboratories in November

LANDBANK-funded oxygen-generating plants breathe hope to provincial hospitals THE Land Bank of the Philippines (LANDBANK) has approved a P94.5-million term loan for the construction of the first governmentowned oxygen-generating plant in the Province of Sorsogon. In partnership with the Provincial Government of Sorsogon under the leadership of Gov. Francis Joseph G. Escudero, LANDBANK will finance the purchase and installation of the oxygen-generating facility to be stationed at the Sorsogon Provincial Hospital. This will help increase the supply of medical oxygen to all nine (9) government hospitals in the province and benefit its more than 800,000 residents, as well as those from other neighboring provinces. The establishment of this

facility is part of the local government’s COVID-19 mitigation efforts, particularly now with the rising demand for medical oxygen caused by the recent surge in infections. The plant will also help lower the costs for tank refilling from P490 per tank to only P157. At present, the province sources medical oxygen from only one supplier in Camarines Sur. The P94.5-million financing for the oxygen plant—which is expected to be completed in early 2022—forms part of LANDBANK’s intensified support to LGUs nationwide in providing basic health services, especially amid the ongoing pandemic. “LANDBANK remains committed to serving the nation at the frontlines

from page 2 program implemented under my administration, Macaayong said The first day of distribution is for undergraduate students in the main campus and those students who are residing outside Lanao del Sur , a separate mode of distribution and schedule will be posted for their guidance. Macaayong said. Meantime, MSU Executive Vice President Rasid M. Paca stressed that the university is the first among state universities and colleges to have been given a fund for such program, other universities have requested but ,we are the first university to received fund for this ICT Modernization project. Our distribution scheduled of these laptops has been slowdown due the health protocols imposed by the National InterAgency Task Force were strictly observed and imposed to our students by requiring them

wear face mask, face shield and observe social distancing, Paca stressed. In fact students are required to come to the distribution venue only during the date and time indicated in their respective cluster, Paca added. Earlier, Dir Ronald Silvosa, the Executive Director of MSU Modernization Plan, with MSU System President Habib W. Macaayong introduced the Php 5 billion-worth ICT Modernization Program covering four phases which will give advantages to the institutions facilities, staff and students, and some other neighboring municipalities in the same region, Paca stressed. COVID-19 Pandemic: Its Impact to Some of the Traditional Filipino Values By ZENAIDA S. CAŃOSA Teacher I Manolo Fortich NHS

Filipino people are bonded together by common values being applied in our daily lives that are first taught at home, but what happened now during the emergence of the pandemic? Are we still practicing those values? The pandemic brings both positive and negative impact during the strict implementation of the health protocols, lockdown and social distancing just to slow the spread of the disease. This social distancing greatly affects the practice of these values like “pagmano” often referred to as “bless” in English is sometimes observed due to physical distancing as well as pakikisama” since everyone is encourage/d to stay at home and avoid gatherings

together with neighbors and even relatives. On the other hand, the spirit of “bayanihan” remains intact even if they face their own personal challenges. Many people turned to social media to find ways to help like donation drives. Strong family ties also strengthened during this time where family members have more quality time together. They share spiritual faith that provides opportunity for building relationships and for dealing with difficult situations. The role of parents in molding their children’s values and character is very crucial, thus in order to preserve these traditional values, they should start and continue to teach them at home.

SCHOOL-BASED FEEDING PROGRAM CONTINUES IN THE TIME OF PANDEMIC By JEANINA L. NADUMA Teacher III Balingasag Central School

The School-based Feeding Program showed tremendous effect of the learners’ learning performance for the past years during face-to-face classes. It enabled the learners increased nutritional health status and become normal. The attendance rate of the learners also increased with the implementation of the SBFP. It also helped poor families provide food for the children in school. The lunch of the recipients were cooked in the school and served hot and nutritious. However, during this pandemic the Department of Education did not stop of providing nutritious food for the learners, but in the form of nutripacks. Unlike before that lunch were cooked and served hot and nutritious to the children, this time the parents would cook the food nutripack for their children at home. The food nutripacks have several flavors cooked as porridge that would surely attract the appetite of the

children. The parents got their food nutripack provision in school so with the self-learning modules of the children. For those who failed to get their provision, the School-based Feeding Program incharge personally delivered at home of the recipients to ensure their continuity of the program. The SBFP is a six-month feeding program that would ensure to improve the health status of the learners who belong to wasted and severely wasted nutritional condition. It is proven that health condition of the learners will really affect the academic performance. It will also influence their attitude towards schooling. During the School Year 2020-2021, the implementation of School-based Feeding Program was apparently successful. In fact, Balingasag Central School was awarded the the Best Implementer in the Division of Misamis Oriental.

It was learned that the first arrested suspect was identified as Daniel Rajal, 24, and the second was Ajid Abdulah. Both the suspects were arrested this week, the report said. Over a million worth of illegal drugs were confiscated from the suspects in two separate operations, according to the PNP organization.

LGBT (lesbian, gay, bisexual and transgender). They can celebrate and conduct activities in the barangay so we can achieve gender equality,” Tero said. Tero said they are motivated to implement more programs as they see the willingness of the youth to serve the village, like when they help in the distribution of cash aid or assistance. (PNA)

Colonel John Paul Baldomar, 6th Infantry Division spokesperson said that initial investigation revealed that a grenade was lobbed while people are focused on the game. The police official said a phone-triggered device may have been used by the terrorist group, who want to sow terror in Mindanao. No one has claimed responsibility for the attack but police investigators are still “facing a blank wall” as to the motive of blasting the municipal covered court, where many people were watching the game. Meanwhile, investigators are still trying to identify the names of the suspects at press time. No one has yet claimed responsibility for the cowardly attack perpetrated by lawless elements. - PNA

Current pandemic effect in education By RUSTY D. BARTOLATA Teacher III

IF the enrollment figures of last year are a basis, the Philippine education system will be expecting around 27 million students to enroll in the basic education system in the coming school year. With the community quarantines in effect and the still unclear future that the COVID-19 pandemic will bring, DepEd and our millions of learners are facing enormous challenges. Some do not even have computers or phones at all. As this is a reality that many schools, students and communities will face, DepEd proposes a combination of different learning modalities and will be using the blended learning approach. In-classroom study and individual study/online classroom work or Blended

Learning will allow students to learn at their own pace under guided modules. DepEd has launched on an online study platform called DepEd Commons (accessible to both private and public schools) to help students continue their lessons. It has also developed an ALS platform in partnership with Unicef and online tutorials for ALS teachers and students. However, the challenge of technology access still remains for public school students. Other factors such as home environment (conduciveness to learning), learner attitudes toward home learning and technology competence can affect learner outcomes and the effective use of Blended Learning. Learning at home also requires parent participation and support.

Administering a school By JULIE B. UNGAB Administrative Assistant III

SCHOOL administrative assistants with higher rank oversee the daily operations of schools. Their specific responsibilities differ between divisions but often, these administrators are an important link between students and the barangays where they are located. School administrative assistants advocate for the students within their communities and set goals and objectives to further children’s education. They usually have degrees in educational leadership or administration. Public and private school administration professionals supervise teachers, counselors, coaches, librarians and support staff. He or she can also be responsible for setting goals and objectives,

communicating with parents, students and residents of the barangay where they are located and preparing budgets. Some of their activities include survey of the school system, improvement of classroom teaching, in-service education of teachers, selecting and organizing materials for instruction, researching the problems of teaching, determining the desirable physical condition of teaching and performing semiadministrative duties. School-based management aims to enable schools to manage their operation and resources in an effective and accountable manner so as to raise the standards of learning and teaching and thus improve the students’ learning outcomes.

from page 6 to expectations for a lower current account (CA) surplus expectations of USD3.5 billion, down from USD10 billion earlier. He said the expected widening of trade in goods deficit is also a factor for the revision of the BOP outlook for both years. He said monetary authorities expect strong growth in goods exports at around 14 percent this year from 10 percent earlier. Relatively, goods imports are also seen to post faster growth of 20 percent from the 12 percent projection in the second quarter. “Both of which reflected stronger trade activities in the first half of 2021,” Abenoja said. However, both the services exports and imports are seen to post contractions this year at -2 percent and -4 percent, respectively. Projections for services exports were at 6 percent in the second quarter round of the BOP outlook review while it is 7 percent for services imports. Meanwhile, inflows from Overseas Filipino Workers (OFWs) are seen to post a stronger growth of 6 percent this year from the earlier projection of 4 percent. This change was primarily boosted by the 6.4 percent

growth of remittances in the first half of the year, which was, in turn, traced partly to sustained recovery of inflows from OFWs and the renewed demand for these workers as more countries recover from the pandemic. “The enhanced access to digital financial services could also facilitate remittances transfers and that could be reflected in our formal BOP numbers,” Abenoja said. The reduction in the BOP surplus outlook for this year was mirrored by that of the gross international reserves, which is now seen to be around USD114 billion from USD115 billion earlier. For next year, the GIR projection was also cut to USD115 billion from the earlier forecast of USD117 billion. CA is seen to post a USD1.4 billion deficit, a reversal from an earlier projection of USD6.7 billion surplus given the brighter prospects for trade. “Overall, we think that the 2021 BOP assessment takes on a more guarded view of global and domestic economic developments going into the remaining months of the year. While global growth prospects have been relatively been unchanged from earlier estimates we see that domestic growth prospects have been scaled down, with risks elevated in both the global and domestic economic spheres,” Abenoja added. Bichronous learning modality By THELMA DUMANGAS MAGSINO Master Teacher I Tablon Elementary School

AS online learning becomes a more common model for education, schools and teachers must investigate the benefits of including both synchronous and asynchronous elements in online learning to maximize the benefits of both these environments. The arrival of Covid-19 has made online learning a common mode of instructional delivery in K-12 institutions in several countries across the world. Online learning involves the use of the Internet to access learning materials, to interact with the content, instruction and other students and to obtain support during the learning process in order to acquire knowledge, to construct per-

sonal meaning and to grow from the learning experience. While research into and adoption of online learing have increased, the blend of synchronous and asynchronous online learning potentially reduces some of the challenges of asynchronous online learning alone including a lack of immediacy, community, interaction and audiovisual communication. It is a phenomenon where students can participate in anytime, anywhere learning during the asynchronous parts of the lessons but then participate in real-time activities for the synchronous sessions. The time of the online learning blend varies by the course and the activities included in the course.

A FULFILLING TASK for BEING a TEACHER By: ELVIRA R. EDULAN Teacher 3 Jacinto Nemeño Integrated School Division of Ozamiz City

A teacher is not just merely teaching lessons in the four walls of the classroom, A teacher is also a nurse who cures wounded individuals when learners got a fight. A teacher as a police officer, who scolds naughty boys and girls. But what is the most fulfilling task? A teacher who is a mother of 40 individuals or above. Have you ever imagine how difficult to handle diverse individuals? Coming from different tribes, race, Having learners with different family backgrounds? How hard to figure it out, Handling people with varied likes and dislikes. But, of course! Only teacher can do the task with a smile. What a fulfilling task for being a teacher, When learners know how to read and write. Comprehension is a bonus and a plus To what a teacher is expecting, a little one does. Never forget to say “Thank You” to your teachers, Who really care as your real mothers.

supporting the livelihood of the poor and the oppressed At the time of pandemic when millions have become jobless as four million are unemployed and seven million under-employed, , the masses are now living in so much hunger and extreme poverty, tens of billions of pesos were used to buy PPEs and test kits from China. Sayang! Dapat pinili nila ang Filipino manufacturers – mura pa. Thousands of jobless Filipinos could have been re-employed. Indeed, buying foreign products is a great social injustice as these products are passing at least five marketing layers, benefitting rich middlemen at the expense of the poor Filipino consumers. Look at our poor farmers. They buy seeds, fertilizers, pesticides and herbicides from the compradors at a high price but their products are just bought at a low price. Imagine a corn farmer in Kibawe, Bukidnon, committing suicide last year DAHIL BAON NA SA UTANG. While he was producing a kilo of corn at P11.50 per kilo, yet corn last year was just being bought at P9 per kilo. Because cheap corn substitutes were allowed to enter our country as some legislators are in cohort with the oligarchs. That is so evident in so called Rice Tariffication when cheaply produced rice from other countries was allowed to enter at the expense of our rice farmers who are tied-up to conventional agriculture producing rice at P15 per kilo when other countries are just producing rice at P5 per kilo because they follow sustainable agriculture. Our study has shown that for every one peso decrease in the buying price, billions of pesos are lost from the farming communities. That’s the reason why 3 of 4 young farmers have already left farming, going to the urban centers to work as janitors, waiters or drivers, PAGMAGANDA – as dancers. Yes, our country is poor because we are consuming what we are not producing. That speaks well of a captive mind, an offshoot of the bombardment of the gospel of lies, wrong information and advertisements by the mainstream media that have become beholden to global corporations, i.e. “You want to look macho, smoke Marlboro;” “Add life? Drink Coca-Cola.” Yes, all lies! By choosing Pharmally, a great social injustice has been committed against the Filipino people – with or without corruption! With corruption? And billions at that?!!! If that be the case, that is so outrageous that should be the concern of every Filipino. If the sacred act of living a decent life by us Filipinos has been trampled upon, replaced by diabolic and horrible greed, then such dastardly act should be a subject of

Many I heard would opt for the second option as such corruption is so an outrageous misdeed oozing with nausea. Let us serve notice to one and all what the 1987 Constitution has declared: “The State shall advance Social Justice in all phases of Philippine life.” Choosing Pharmally is a great social injustice as such has deprived Filipinos of jobs and if the alleged corruption is true, that has deprived a struggling country of so much funds at the height of the pandemic where millions are hungry, sick and living in extreme poverty!
