US remains PH’s ‘partner, ally, friend,’ Marcos tells Biden
By RUTH ABBEY GITA-CARLOS MANILA – President Fer dinand “Bongbong” Marcos Jr. on Thursday assured US President Joe Biden that the Philippines remains a “partner, ally, and friend” of the United States.

Marcos made the assur ance during his bilateral meeting with Biden at the Intercontinental Hotel in New York City.
“We are your partners, we are your allies, we are your friends. And in like fashion, we have always considered the United States our partner, our ally and our friend,” Marcos, who is in the US for a working visit, told Biden.
“The relationship, the 100-plus-year-old relation ship between the Philippines and the US continues to evolve as we face the chal lenges of this new century and the events that we have
PUV operators may now request new fare matrix: LTFRB

MANILA – The Land Trans portation Franchising and Regulatory Board (LTFRB) on Thursday called on op erators of public utility ve hicles (PUV) to request an updated fare matrix at a nearby LTFRB office as a new fare hike takes effect Oct. 3.
In a Facebook post, the LTFRB said posting a fare matrix inside PUVs is re quired as part of the fare increase order.
Before visiting an LTFRB office, PUV operators must secure their latest OR/CR (Official Receipt/Certificate of Registration) from the Land Transportation Office, a franchise verification, a copy of their Provisional Authority (PA) for those without a Certificate of Public Convenience (CPC), and an official receipt of payment.
“Bukas ang tanggapan ng LTFRB upang tumang gap ng mga request ng Fare Matrix/Guide mula Lunes hanggang Sabado (LTFRB offices are open to receive requests for fare matrix/ guide from Monday to Sat

Once at an LTFRB of fice, PUV operators may proceed to window 13 or 14 for payment assessment, pay the fee at the cashier to receive their official re ceipt of payment, proceed to window 12 to submit their documentary requirements, and wait for up to two days before securing their fare
matrix/guide at Window 11.
While PUV operators may receive their copy of the new fare matrix, the fare increase will only be effective beginning Oct. 3.
“Hindi pinahihintulutan ang mga PUV driver na magtaas ng singil habang hindi pa epektibo ang fare increase (PUV drivers are
not allowed to ask for the new fare while the fare in crease is not yet in effect),” it said.
It reminded PUV opera tors and drivers to follow the regulations and policies stated in their PA, CPC, and Joint Administrative Order 2014-01.

Expert urges public to help stop climate change in own small way
By MA. CRISTINA ARAYATAMANILA -- The public can help mitigate the im pact of climate change in their own simple way, an expert from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Thursday.
“To our compatriots, we could help in our own little way to mitigate the effects of climate change. Among the ways is to con serve energy and practice energy efficiency,” PAGASA Climate Change Data chief Rosalina de Guzman said in a public briefing.
They can do simple things such as conserving water and using mass trans port, de Guzman added.
“As simple as not throw ing the garbage around, and recycling, (they) are necessary,” she said.

Based on the bureau’s projections, the country’s temperature would increase by 4°C at the end of the 21st century. Tropical cyclones’
intensity is also forecast to increase.
“Based on our projection, the intensity of tropical cyclones would increase in the future. The sea level would also rise,” de Guzman continued.
She said the public needs to actively participate in climate change programs in their communities.
De Guzman also urged local government units to invest in renewable energies. She said PAGASA is enhancing its early warning system.
“We are adding radars to enhance the warning system and improve the weather forecast. We are building a total of one regional flood forecasting centers in dif ferent areas of the country,” she said.
De Guzman said PA GASA has received USD10 million from the Green Climate Fund, which will be used for impact-based fore casting and multi-hazard

Losing faith?
WHAT causes loss of faith?
Faith, like love, is an ele ment that bonds together relationships. And we lose faith like we lose love — for many reasons. Loss comes from misunderstandings, personality conflicts, tragic circumstances, ill treatment and our own ignorance, to name a few.
The root of unbelief is that on their own, people don’t want to believe that the Christian message is true. And any claims that other reasons are what lie at the root of unbelief are forms of self-delusion.
should also believe in our parents - or much better, in our whole family including the black sheep, which can be found everywhere.
We should believe in our friends, even though it seems to become very difficult many times.
Please remember, my dear readers: without faith will we reach the rock bot tom. Don’t say, it’s a likely story.

A friend of mine started talking with me and men tioned the good old days. Yes, those were the days my friend! Well, we all know: times have changed. More natural disasters, more wars, more people all over the world who are losing their faith.
To be or not to be. Sein oder nicht sein. Shake speare. To say it clearly: without faith, we’re really nothing.

The German poet Johann Christoph Friedrich von Schiller (1759-1815) has mentioned in his drama “Maria Stuart”: “Even the word might be dead, but faith keeps it alive!” Chapter I of Second Thessalonians gives encouragement to all Christians, who were undergoing persecution for or because of their faith. Yes, faith is really not ev erybody’s thing, or “not everyone has faith”.
So, let’s even continue believing in our govern ments or the institution church. Faith means also a belief specially in a revealed religion. Faith is trust or reliance. Faith is indeed a pledged word. Yes, I know.
Faithful love is loyal, reliable, exact and honorable love. Faithful love means even to love your enemy.
Allow me to close this column with a Chinese prov erb: “People without faith in themselves cannot or will never survive!” - Worth to think about it!

Faith is a tantamount to convincing and conviction.

NO less than the amazing President of the Rotary Club of East Cagayan de Oro Ms. Jean S. Ong, will be meeting the champion of the Indigenous Peoples and the Maranaos, Sultan Abdul Amoran who is half-Higa onon, half-Maranao, now stationed in Sitio Kibulag, Lantud, Talakag, Bukidnon. The very charismatic and popular Sultan was formerly the Brigade Comander of the MILF North Eastern Mindanao Front with some 5 division commanders and some 1,400 former MILF combatants under his command.in Camp Darul, Arkam, Maging, Lanao del Sur. The brave warrior now heads some 14 tribal groups in Mindanao in organizing the IPs into cooperatives. He is the elected Chairman of the IGPANADAYUG SA ABAGA TA BAYUG AG RICULTURAL COOPERA TIVE (Protect Mindamora Falls in Bayug Cooperative).
The cooperative was organized a year or so ago to harness the collective power of the Indigenous Peoples to protect the en vironment especially the Mindamora Falls which is the most beautiful water falls in the country. The 3-storey waterfalls is so amazing, continuosly flow ing against the backdrop of radiating trees and flowers with birds including eagles hovering above as if dancing to the wonderful “music” of falling waters. Indeed,
the beauty of nature is the reflection of the Creator (MAGBABAYA), thus, all IPs in Mindanao where ever they are, be they in Davao or in Caraga, have to face Mindamora Falls every time they pray or conduct rituals.
When a corporation dared to transform the Falls into a hydro-power plant, the Indigenous Peoples wrote the President not to allow sacrificing nature to the altar of greed and profit, categori cally stating that they are willing to sacrifice their lives to protect God’s vanishing creation.
Yes, Indeed, they are correct firmly believing that the highest form of worship is to protect God’s vanishing creation.
Regaining back the lost ecological integrity can be done through massive tree planting of the hundreds of thousands of denuded areas which were massively denuded through non-stop illegal logging for five decades by six logging companies. In fact, one inch of ran fall in the 200 thousand hectares denuded areas means one-
meter flood water high upon reaching the 200-hectare urban center of Cagayan de Oro. Ten-inch high rainfall means ten-meter high flood waters which occurred on December 17, 2011 when SENDONG Typhoon hit the cities of Cagayan de Oro and Iligan killing some3,000 people and rendering 11,000 homeless. No way shall we allow this to happen again.
Thus, President Ms. Jean Ong is scheduled to meet the IP leasers headed by Sultan Abdul Amoran to trail-blaze massive tree planting. Also included in the meeting agenda is not only on regaining back the lost ecological integrity but on how the Indigenous People achieve food sufficiency and the liberating path to liberate the poor IPs from extreme poverty.
Indeed, these brave MILF warriors have ceased fire to exemplify the term, “Trans formative Cooperative for People, Planet, Prosper ity and Peace!” They have waged a new war that has many moves against climate change, against hunger and poverty and to draw those in the margins into the mainstream of development processes but carries one col lective spirit by harnessing the collective power of the Inidgenous Peoples. It is in this light that the Rotary

TUBOD, Lanao del Norte
- The Department of Agri culture (DA) through the Corn program and Bureau of Fisheries and Aquatic Resources (BFAR) distrib uted P1.851-million worth of fuel discount cards under the Fuel Discount for Farmers and Fisherfolk (FDFF) program to 617 qualified corn farmers and fishers of Lanao del Norte province to cushion the effect of escalating fuel prices in ensuring food security.
DA-Northern Mind anao (DA-10) Regional Executive Director Milo D. delos Reyes assured the farmers and fishers of the department’s produc tion support, especially in terms of providing fuel subsidy to enable them to continue operating their farm machineries used in corn production from land preparation to postharvest activities as well as motorized boats for fishing operations.
Recipients consisted of 241 corn farmers and 376 fishers from the towns of Baroy, Sultan Naga Dima

poro, Salvador, Kauswagan, Tubod, and Lala.
Each discount card was loaded with Php3,000.00, where farmers and fishers can purchase diesel or gaso line from any Department
of Energy (DOE)-accredited gasoline stations.
FDFF beneficiaries must be registered in the Registry System for Basic Sectors in Agriculture (RSBSA), and included in the Farmers and
Fisherfolk Registry System (FFRS) or registered under FishR, and own agricultural and fishery machinery with proof of ownership.
Previously, only corn farmers and fishers are
eligible to receive the fuel discount vouchers under DA’s FDFF, but as per DA Memorandum Circular 32, DA now is increasing its recipients’ portfolio.
“The coverage of the

fuel discount shall be expanded to include all agricultural commodi ties. The program will therefore cover all farm machinery with attached proof of ownership that is being used for crop production as well as mo torized banca for fishing operations,” BFAR Pro vincial Fishery Officer for Lanao del Norte Noel M. Saldajeno explained.
Meolina G. Yorong, one of the recipients from the municipality of Sultan Naga Dimaporo, expressed that despite challenges on fuel price hikes and soaring prices of fertilizers, DA still found a way to assist and em power them as producers of food.
The FDFF Program created through Special Provision No. 20 of the General Appropriations Act of 2022, is imple mented in partnership with the Development Bank of the Philippines, Universal Storefront Ser vices, Corp., DOE, and local government units, among others. # (JCAnito)

AC Energy leads the charge towards a sustainable future with SAP
MANILA, Philippines — September 21, 2022 — The call for concerted efforts to ensure a sustainable fu ture continues to gener ate significant strides as people and organizations become more aware of its importance. Nowadays, for instance, more and more companies are joining the sustainability movement, heeding the call to embrace net zero.
According to the Unit ed Nations (UN), net-zero means cutting greenhouse gas emissions to as close to zero as possible by trans forming how companies produce, consume and do business. On its website, UN also noted that over 1,200 companies had put science-based targets in line with this movement, plus other nations, cities, insti tutions, and organizations, pledging to take rigorous, immediate action to halve global emissions by 2030.
ACEN is among the companies that commit to achieving net-zero green house gas emissions by 2050, pushing toward a sustainable future. ACEN is the listed energy platform of the Ayala Group, with ~4,000 MW of attributable capacity in the Philippines, Vietnam, Indo nesia, India, and Australia. The company’s renewable capacity share is at 87 per cent, which is among the highest in the region. Most recently, ACEN announced its new corporate vision and strategy, targeting 20 GW
of attributable renewables capacity by 2030.
ACEN’s environmental role is built on three foun dations–climate change, biodiversity, and resource efficiency. But the company knew that its green journey should start from within the enterprise and by ensuring that necessary technology and tools are available to improve their processes. That is why ACEN aims to lead the charge in the renewables revolution and towards adopting technol ogy.
“Without a digital busi
ness platform, running a day-to-day business can be challenging. Entities were set up differently, so teams needed more effort to col laborate. When people and processes are misaligned, work often must be redone, leading to wasted time, ef fort, energy, and materials,” said ACEN Executive Direc tor and Head of Commercial Operations & Information Technology, Miguel de Jesus. With the goal of address ing this concern, ACEN implemented SAP S/4HANA on Azure with the aim to creating a unified digital
business platform cover ing finance, procurement, inventory, and asset main tenance across multiple entities.
SAP S/4HANA helped enable the company to have visibility across its entities. This is crucial since ACEN teams must collaborate to formulate and execute stra tegic ways to increase solar and wind plant capacities while reducing inefficien cies and waste.

In addition, from the usual 12 days of standard financial statements comple tion, ACEN was able to fin
ish it in a week. There was a notable decrease in the error rate for audit adjust ments from eight percent to less than five percent. And within one year, ACEN successfully utilized SAP S/4 HANA in 15 entities.
“Having SAP helps us to focus on our long-term goal: Net-zero greenhouse gas emissions by 2050. As we commit to net zero, we are confident that the way
we run our business will also have sustainability at its core: efficient internal processes, alignment to wards business objectives, scalability, and expansion. Moreover, through automa tion and digitalization, we incorporate sustainability practices, including reduc ing waste of time, effort, and materials,” said Hannie Tucay, ACEN Vice President for Finance.
According to Delaware Managed Services and IT Consulting Inc., imple mentation partner ACEN established an impactful work for its shareholders, employees, and society. The company embarked on a greenfield implementation of S/4HANA for the Finan cials, Materials Manage ment, and Plant Mainte nance modules. Phase 1 was focused on establishing a golden template. Phase 2 was a template rollout to 11 entities, focusing on renewable solar and wind plants. From 2022 onwards, 25 more companies will follow suit.
ACEN has been able to embark on its mission to achieve efficiency in dayto-day operations with streamlined processes on a digital platform. This mis sion includes improving cor porate governance, reducing

Fare hike in NorMin’s public transport begins Oct. 3
By NEF LUCZONCAGAYAN DE ORO CITY --

The fare increase for various public utility vehicles (PUVs) in the Northern Mindanao Region will start on Octo ber 3, the regional Land Transportation Franchis ing and Regulatory Board (LTFRB-10) said Thursday.
In an interview, LT FRB-10 chief Amenodin
Guro said an increase of PHP1 on both traditional and modern jeepneys and an additional PHP5 on taxis’ flag-down rates is set to be implemented.
That means that at least in this city, the new fare rate for old public jeepneys will be PHP12; modern jeepneys, PHP14; modernized PUVs run by transport coopera
tives, between PHP25 to PHP30, depending on the distances.
The current base rate of taxis is PHP40, with an additional PHP13.50 per kilometer and PHP2 per minute traveled.
Public buses will also see a fare increase, Guro said, adding that this will be
The purpose of the study was to determine if the teacher’s home visit program indicate positive be havioral and academic outcomes to grade-10 students showing low performance in their Araling Panlipunan subject. Understand ing Araling Panlipunan is one of the problems that our students are facing especially now in this distant learning modality. Even during the face to face classes, many students needs more time and techniques to understand Araling Panlipunan, how much more now that they have to learn it on their own. The absence of the teacher in the child’s learn ing in this modular learning modality worsen the negative effect to their understanding towards Araling Panlipunan subject. The researcher come up to an intervention to aid the
students to understand Araling Panlipunan better, with the help of the subject teacher the re searcher implemented the home visitation program to the bottom five students of grade 10 Araling Panlipunan. The study sought to answer the following questions:
(1) What is the respondent’s academic performance in Araling Panlipunan in the first quarter?
(2) what are the problems en countered by the respondents in the distance learning delivery modality? (3) What intervention plan was designed to address the problems of students towards understanding Araling Panli punan? (4) How many of the respondents showed a positive change in their performance in Araling Panlipunan at the end of the second quarter?
Study findings indicate posi
tive behavioral achievement outcomes to the grade 10 Araling Panlipunan student who received a home visit. There is an increase of not less than 4 points to their second quarter grades compared to the respondent’s grade on the first quarter.
Home visits have a large influence on the academic achievement of students and the relationship between teachers and students. The results of the study indicate that home visits and family engagement have positive impacts on students’ academic achievements and attitudes in today’s distance learning modality. The results of the study are applicable broadly in education and can assist teacher’s in improving the academic performance of their students.
The Effect of Teachers Quality in the Academic Perfor mance of Students
It’s already more than a month when the school year started to open. It is also a month of adjustment period between the students and teachers in a face-to-face learning of modality. As a teacher, we are very much excited as well as the feeling of students to go back again to school set up. Teacher had already prepared the classroom, with the handwashing facility, alcohol, reminders about to wear facemask all the time, and other health protocol inside the school and classroom. Moreover, teachers have a long endurance just to fulfill the need of students when they go back to school. The teachers always choose for the goodness of all, preparing the lessons for the week with the instructional materials and
ANNABEL Q. YAMBAstrategies to be used in lessons that would make the students enjoyed and internalized the topics. By this process it can be simplified as a meaningful interaction between the teachers and students.
Teaching is a noble profes sion and as a teacher are always a blessing to the society, playing a crucial role in molding a learner towards achieving a goal, makes the learner interest in the subject and make it a life choice and it may gain the heart of the learners and impart their lives positively. A good quality of a teacher is a paramount to groom the learners in mastering the subject matter. Therefore, the quality of educa tion is depending on the teachers as affected in the performance of their students. Teacher’s quality
is not enough, teachers establish a rapport relationship with the students, teachers’ mastery of subject matter and teacher’s teaching method are the teacher’s characteristic that would be a great help for the academic performance of the students. Aside of these, personality traits of the teacher such as initiative, foresight, patience, respect, sympathy, flexibility, firmness, honesty, intellectual curiosity, and keenness are the quality required for effective learning. With the teachers-students relationship are associated with students’ intrinsic motivation, genuine interest in learning, students would easily understand the lessons and promote intrinsic motivation and genuinely enjoy the learning process.
Schools should value all students’ and teachers’ signifi cant experience and provide equipment and amenities for a conducive teaching-learning process. Schools must assure that students and teachers needs are addressed and that they are satisfied with what the school is providing. In a healthy learning process, students and learners are acknowledged and guided to imparting knowledge, skills, and meaningful experiences to students.
As an elementary school teacher, I prepare my students for the next stage in their educational path, which is the secondary education. I want them to have meaningful and engaging learning experiences that can foster their interest in learning and promote
wisdom, knowledge, and vital skills that are useful in their everyday lives. In addition, I will teach my students how to learn by preparing active, hands-on, and engaging activities that are relevant to their lives and experiences. This will help them become active and interested in the learning pro cess that will help them better understand concepts, real-life skills and experiences. I promote Practical learning, which is a form of education in which learners learn by doing. My philosophy of teaching was greatly influenced by the American philosopher John Dewey, who thoroughly explained that students must interact with their environment and play an active role in the subject matter to learn and experience reality in life. I firmly believe that learning
occurs when a student is deeply engaged in the process, makes a personal connection with the information taught, and applies his/her knowledge. In my lessons, I let my students learn thru hands on, engaging and participative in their lesson so they will actualize and experience learning by doing, an assurance that learning and skills will be instilled with their minds forever and will become a life skill. Aside from practical experience, I let my students be involved in my lessons by doing collaborative concept mapping, which is a great way to share their ideas and learning and also develop camaraderie and social skills. This gives them a meaningful and active learning experience that can be applied in real-life situations. PHILOSOPHY

I have been a teacher for about ten years. However, I never imagined that my super power would be teaching. Not until the pandemic overwhelmed me with insecurity and uncer tainty. Our voyage was difficult. As a teacher, I was plagued with worry and uncertainty when the epidemic struck and DepEd reopened classes in the midst of COVID-19. Can I manage this? I pondered, “Other than printing modules, what more can I do for my students?” They are still in the second grade, so learning independently at home is a significant struggle for them. I desired to assist them further.
Teaching online is signifi cantly different and more difficult than face-to-face instruction. Overall, online schooling makes it more difficult for kids to study because their typical educational environment is largely gone. The task is entirely their responsi bility, and they are expected to behave as if they are still in class. Therefore, I engaged in extensive preparations and
I’m pleased that I accepted the task. I handled 40 to 50 stu dents online, with their parents and extended family listening in; I was prone to criticism; will I be able to withstand this? I prayed and said, “Lord, my job is my calling from You, so please cover me with your wisdom.”
The Lord has been very good to me, since I have indeed survived. Now that face-to-face sessions have resumed, I feel more prepared than ever. Now that I am a more empowered educator, I am prepared to provide my students with the greatest education possible. No more uncertainties, no more dread. I had established myself as an overcomer.

Club of East Cagayan de Oro has offered its assistance. President Jean S. Ong is so passionate even to mobilize her own resources for peace to finally reign in the land of the brave and the freeMindanao.

What is even mora amaz ing is when the Rotary Club througjh the amazing lead ership of Ms. Jean Ong can make their IPs’ land productive, it will coun ter hunger and poverty especially the children[‘s malnutrition. Based on the data of the Food and Nutrition Institute, 85% of the Filipino children are malnou8rished, especially the IP children. Ms. Jean Ong’s kindness will tackle the root of malnutrition problem by strengthening the family’s capacity to pro vide for their food needs.
President Ong’s analysis is correct. The Indigenous Peoples are not the problem. On the contrary, they are the solution to the problem of ecological disaster, hunger and poverty. If only we can make their land productive which are just lying idle. Worse, we should not al low the massive “AGAW LUPA, AGAW TUBIG” of the IPs’ ancestral domain and be converted into mas sive plantations through corporate greed to satisfy the consumerist needs of the people in advanced countries while we cannot even satisfy basic strapless for our hungry people such as rice and milk The time has come to empower the IPs for ecological integrity and food security. Thank you President Jean Ong for your love and kindness to the poor and oppressed IPs. To you, our firm salute and warm embrace for hearing the cry of the poor and of the earth – all for God’s greater glory!.

Management : Control Strategy
MYLAH DEE G. MALICAY
Administrative Officer II Division Office, Misamis Oriental Management is merely another word for control or administration.

Office management is the process of managing an office to enable the accomplishment of a specific goal. All types of career are conducted in our contemporary culture by a group of persons who are sufficiently knowledgeable in their respective industries.
However, a group of people must be led and governed by a leader or an authority if they are working for a shared goal. The management is in charge of this. Management is a leadership or control strategy used in an office to coordinate the work of others in a team to complete a task.
When the office is effectively man aged and organized, this is feasible. So to say, a group of individuals perform office duties in order to provide services to the organization and achieve a common goal. The management must set up the work
place so as to accomplish the goals.
The management’s job is to plan, direct, and oversee all office employee actions in order to achieve a shared objective. Because of this, people management has evolved into a specialist field in the modern period.
Understanding what administra tion, management, and organization represent is crucial before moving on to the following issue. Sheldon encapsulates them as follows:
“Management proper is the function in industry concerned in the execution of policy, within the limits set up by the administration and the employment of the organization for the particular objects set before it.”

“Organization is the process of so combining the work which indi viduals or groups have to perform with the faculties necessary for its execution that the duties, so framed, provide the best channels for the efficient, systematic, and positive
and co-ordinate application of the available effort.
Thus “Determination of policy and co-ordination (Administration), the execution of policy and employ ment of organization (Management) and the combination of the work of individuals or groups with the facul ties necessary for its execution”.
Lastly, according to Schulze, “Administration is the force which lays down the object for which an organization and its management are to strive and the broad policies under which they are to operate. Management is the force which leads guides and directs an orga nization in the accomplishment of a predetermined object. Organization is the combination of the necessary human beings, materials, tools, equipment, working space and appurtenances, brought together in systematic and effective correla tion, to accomplish some desired object.”***

The counsel for the Man gacop family refused to give a comment on the motion to dismiss, saying they could not discuss the “merits of the case since it is already filed in the court.”
On September 21, Judge Estrelita S. Tolentino-Rojas of the Regional Trial Court voluntarily inhibited herself from handling the case to avoid “any perception of bias and partiality” on her part, as Pepino is represented by a counsel who is affiliated with the Tolentino Law Of fice, a law firm founded by her father.
A complaint for the crime of murder was filed before the City Prosecution Office on July 4.
However, the prosecu tor’s office released a joint resolution last July 19, finding probable cause to indict Pepino for the lesser bailable offense of homi cide, not murder, as pieces of evidence submitted by investigating authorities failed to establish treachery and evident premeditation, circumstances which would have qualified the crime as murder.
The indictment for the crime of homicide allowed Pepino to post bail for a to
