CAGAYAN DE ORO CITY - The Department of Agriculture Regional Field Office 10 (DA-RFO 10) conducted a groundbreaking ceremony for the concreting of approach pavement and seed storage slope protection at the Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) in Dalwangan, Malaybalay City, Bukidnon. Said project costs a total of P2,547,321.29 covers the concreting of the approach pavement (25 meters by 4 meters) with canal lining towards the main sewerage system; and the construction of slope protection for the

seed storage at the agency’s research station. DA-RFO 10 Regional Agricultural Engineering Division (RAED) Chief Engr. Deliza T. Camaro said, the concreted slope protection will be constructed on one side of the storage building, that was built in a sloping area. The construction of the concreted slope protection will reinforce the stability of the building which is used to store tons of seeds and other agricultural inputs. The canal lining will also be covered with a 164-meter steel grating, which will serve as the walkway of the approach pavement. The estimated date of completion of the entire project is on November 5, this

ROCKINGHAM, North Carolina—After a prolonged convalescence/vacation, I’m somewhat back in the grind of things as far as writing (and maybe an occasional FB broadcasting) is concerned. I’m not ashamed to admit that I’m getting on in years just like anyone else and since the COVID-19 pandemic is still out there, I’ve got to be careful and exercise more. Anyway I hope most of you got vaccinated and didn’t contract the virus or its variants and that you’re making the most of your time indoors still keeping tabs with friends and the rest of the world online at the safety of your homes. The possibility of getting herd immunity in the Philippines particularly in

Cagayan de Oro City and Misamis Oriental isn’t remote as some people would like us to believe. One of the effects of this pandemic is the enforcement of travel restrictions to Filipinos going back home to the country of their birth. Their homecoming is an annual ritual they look forward to every year and that includes myself. No thanks to the pandemic, the reunions will have to be put on hold for now. In my case, I meet my friends of Tagoloan town, Misamis Oriental province online. But then there’s Alan Cagaanan and wife Alona who visited us on their way to visit their eldest son, an oncologist in New York. Alan is the elementary classmate of my younger

sister Betty, now a Kiwi citizen. His sister Myrna, a Sangguniang Bayan (municipal board) secretary of Tagoloan town is the classmate of my sister Laura. But the most telling is his Mama Tiay Gaga, who’s the best friend of my late nanay (mother) and they worked together at Del Monte. Tioy Paterno, his late dad, was also a good friend of my late tatay (father). So you can see the bond between us so the days before their expected arrival I was ecstatic along with my husband Ronnie who loved Tagoloan town. When the couple arrived See MEMORIES, page 11

Shades of PH politics THERE is now a frantic declaration of presidential wannabes as the October 8 deadline draws near. Despite the still rampaging threat of Covid-19, the shades of politics has become the menu of the day on digital platform. Indeed it will be a lot of fun on the campaign trail amid the turbulent pandemic. That said, PH politics has taken us to an exciting ride this early as we get nearer to next year’s national election. And to dispel the thinking of political doomsayers, it’s not Isko, Ping, Leny, Bongbong nor Pacman who will land in Macanang. It will be Inday Sara, like it nor not. It’s still a Duterte who will reign supreme in the next six years, and even

beyond. Take note of the deafening silence on the side of Sara’s camp in Davao. Team Inday Sara is cooking something big and will surprise everyone in the coming days. With due respect to the early declaration of fellow Mindanaoan Manny Pacquaio, his mantra of leading this nation is nothing but a product of a series of nightmares in the ring, latest of which was his defeat to a Cuban fighter. He has the same hollowed mindset with VP Leny. A weakling in governance to say it upfront. With that, the opposition is having sleepless nights where and what party will they affiliate and eventually campaign against the well-entrenched DU30 and company.

Pacquiao, who has already pronounced his plan to run for president, has explained that, what he said was kind of spliced, that’s why it became a hate segment among the third sex organizations in the country. “Na-edit kasi masyado yung statement ko na yun.

The Depar tment of Health (DOH) 11 said the vaccine shipment arrived at the Davao International Airport via Philippine Airlines flight PR1811 at 07:15 a.m. and were immediately brought to the DOH-11 storage facility. THE Department of Agrarian Reform (DAR) in the province of Sultan Kudarat has turned-over various Information Technology (IT) equipment to five (5) agrarian reform beneficiaries’ organizations (ARBOs) as a means of providing interventions on agri-enterprise development to address poverty, boost beneficiaries’ income, and improve their quality of life. DAR Sultan Kudarat provincial agrarian reform program officer Mary Jane Aguilar said the IT equipment was provided under the microfinance subcomponent of the DAR – the

Italian Assistance to Agrarian Reform Community Development Support Project (IARCDSP). MANILA – Department of Trade and Industry (DTI) Secretary Ramon Lopez said the agency is considering increasing the allowed operation capacity of businesses in areas that will be under Alert Level 4 next month. This, as the pilot week of the alert level system in Metro Manila has been a “good start” and “safe”, Lopez said in an interview with CNN Philippines Wednesday. “We consider bringing operation capacity up from 10 percent to 20 percent because it is deemed safe, and customers are highly complying (with the protocols). It makes sense to give a little more support on this protocol,” he said in mixed English and Filipino. CEBU Pacific (PSE: CEB) will increase its flights in October to tourism havens Siargao, Boracay, and Bohol as the country’s leading airline push for domestic travel recovery, following the easing of quarantine restrictions. In October, the airline will expand its flights to Siargao from five times to six times weekly; raise its frequencies to Boracay from four to five times daily; and bump up flights to Bohol from nine to 10 times weekly. “We believe reopening domestic travel and the promotion of responsible

MANILA – As the Malampaya natural gas field is drying up, Mindanao might have the indigenous energy resources to energize the country. In a webinar of Davao International Conference 2021 Thursday, PNOC Exploration Corp. (PNOC EC) vice president for upstream operation Jaime Bacud said Mindanao is rich in indigenous resources that can

support the country’s energy requirement. Bacud said Mindanao alone has three sedimentary basins waiting for exploration for oil and gas resources. These basins include Agusan, Cotabato, and the Sulu Sea. “We still think that there is natural gas potential for these areas, and it could be where we could find the next Malampaya,” Bacud

added. The Malampaya gas field, which supplies around 30 percent of Luzon’s power requirement, is the country’s lone natural gas source. As the government issued a moratorium on new coal projects, Bacud said oil and gas exploration, particularly in Mindanao, could help in the government’s goal to achieve energy independence. AN ORDINANCE PROHIBITING SWILL FEEDING AND THE ENTRY INTO THE PROVINCE OF MISAMIS OCCIDENTAL, FOR TRADING OR WHATSOEVER PURPOSE OF ANY LIVE PIGS, BOAR SEMEN, PORK, PORK PRODUCTS, AND BY-PRODUCTS ORIGINATING FROM, MANUFACTURED, AND/OR PROCESSED IN AREAS AFFECTED WITH AFRICAN SWINE FEVER AND OTHER AREAS AS MAY BE DECLARED BY THE PROVINCIAL GOVERNOR, UPON RECOMMENDATION BY THE PROVINCIAL VETERINARY OFFICE OR THE PROVINCIAL ANIMAL DISEASE TASK FORCE, OR THE DEPARTMENT OF AGRICULTURE Sponsored by the Committee on Food and Agriculture

Be it ORDAINED by the Sangguniang Panlalawigan in Session:

SECTION 1. TITLE. This Ordinance shall otherwise be known as, “The African Swine Fever Ordinance of Misamis Occidental”. SECTION 2. SCOPE OF APPLICATION. This Ordinance shall apply to the African Swine Fever (ASF) and all matters stemming from its effects, as well as the implementation of measures to prevent/contain its spread in the Province of Misamis Occidental.

SECTION 3. DEFINITION OF TERMS.

ASF – African Swine Fever Boar Semen – a suspension of sperm cells and secretions collected from the boar (male pig) reproductive tract, including the accessory glands, can be fresh or frozen and/or processed; By-Products – products harvested or manufactured from livestock other than muscle meat. They are materials from animals that people do not consume; Cooked Products – meat / pork that undergo thermal processing intended for human consumption; DA – Department of Agriculture; Entry – shall mean the carrying, transporting, shipment, distribution, storing, trading, marketing, and sale; Food Waste –refers to food appropriate for human consumption being discarded, whether or not after it is kept beyond its expiry date or left to spoil that can be a combination of meat and other products; Frozen Products – meat products that has been subjected to rapid freezing and is kept frozen until used or before cooking; Live Pigs – any domesticated or wild pigs/swine/hog of any age that is being transported live; Originating From – shall mean manufactured and/or processed from the affected areas covered by the prohibition, but has been transshipped, loaded or stored therein; Pasalubong – any food given to a friend or relative by a person who has returned from a trip or arrived for a visit; Pork – a kind of meat obtained from slaughtered pig; Pork Products – refers to meat from pigs that is semi-processed or fully-processed, cooked or uncooked that may include, but not limited to, chorizo, longaniza, ham, chicharon, sausage, siomai, burger patty, hotdogs, and pork hopia; Private Transportation Vehicle – any type of vehicle, whether motorized or unmotorized, used for personal or individual use of transportation which are not available for use by the general public; Processed Pork Products – pork products that have been modified in order to either improve their taste or extend their shelf life, such us salting, curing, fermentation, smoking, may include, but not limited to, bacon, ham, sausage and corned beef; Public Transportation Vehicle – any type of vehicle, whether motorized or unmotorized, such as bus, jeepney, van, motorized tricycle, padyak or sikad-sikad that operate at regular times on fixed routes and are used by public; Swill - a mixture of liquid and solid food, such as table scraps, fed to animals, especially pigs; Swill Feeding – the act of feeding food scraps or food waste to pigs; Uncooked Products – any products other than processed raw or fresh which have not been subjected to cooking.

SECTION 4. PROHIBITED ACTS. The following acts shall be prohibited: Entry into the Province of Misamis Occidental, for trading or whatsoever purpose of any live pigs, boar semen, pork, pork products, processed pork products, and by-products, including pasalubong with pork as an ingredient, originating from, manufactured, and/or processed in areas affected with ASF and other areas as may be declared by the Provincial Governor of this Province, upon recommendation by the Provincial Veterinary Office or the Provincial Animal Disease Task Force, or the Department of Agriculture. Entry into the Province of live pigs, boar semen,pork, pork products, processed pork products, and by-products originating from, manufactured, and/or processed in areas identified as free zone/dark green zone, and other areas not declared as ASF infected, through public or private transportation vehicle without the necessary permits/documents mandated under Executive Order No. 28, s. of 2021 and other subsequent issuances of this Province. Using, selling, and displaying of imported frozen pork from identified infected areas in restaurants, hotels, wet markets, groceries, supermarkets, and other similar establishments; Ordinance No. 35-21 page Three (3) Selling or giving out of food wastes/swill by hotel, eateries, restaurants, resorts, and the like; Swill feeding; SECTION 5. The Provincial Animal Disease Task Force shall take the lead in the implementation and enforcement of this Ordinance and other ASF prevention and control measures issued by this Province, and is empowered: To apprehend any violator and/or seize any prohibited item/s during the conduct of inspection of incoming hog transport carriers, refrigerated/ closed/container/wing vans or vehicles of similar nature in ports and checkpoints, and cargoes containing pork and pork products entering the Province via sea craft or aircraft; To pursue, whenever necessary, continuous inspection and apprehension of suspected prohibited items in cargo carriers, storage facilities, supermarkets, wet markets and similar establishments within the Province; SECTION 6. PROVINCIAL VETERINARY OFFICE. The Provincial Veterinary Office shall provide support in the enforcement and implementation of the provisions and intent of this Ordinance, in coordination with the local government units and concerned regulatory agencies and industry holders.

SECTION 7. PENALTIES AND FINES. 7.1. All cargoes or shipments of live pigs, boar semen, pork, pork products, and processed pork products that have already entered the Province before the effectivity of this Ordinance that failed the documentation requirements, and are being sold/and or distributed in the Province of Misamis Occidental shall be immediately shipped back by the concerned person or business entity to their supplier not later than one (1) week from the date of effectivity of this Ordinance, otherwise, the aforementioned products shall be confiscated and shall be destroyed or disposed of accordingly. 7.2. Upon the effectivity of this Ordinance, any person in violation of Section 4 hereof shall be penalized accordingly: 7.2.1 First Offense -a fine of PhP3,000.00. The items shall be seized and shall immediately thereafter be disposed of by incineration or burying in accordance with Republic Act No. 9003, otherwise known as the “Ecological Solid Waste Management Act of 2000” and Presidential Decree No. 856, otherwise known as the “Code on Sanitation of the Philippines” and other pertinent laws, rules, and regulations and issuances. The items confiscated shall be disposed of in landfill or in area/s identified by the respective local government unit. 7.2.2 Second Offense -a fine of PhP4,000.00 or imprisonment of one (1) day to one (1) month, or both, at the discretion of the Court. The items shall be seized and shall immediately thereafter be disposed of by incineration or burying in accordance with Republic Act No. 9003, otherwise known as the “Ecological Solid Waste Management Act of 2000” and Presidential Decree No. 856, otherwise known as the “Code on Sanitation of the Philippines” and other pertinent laws, rules, and regulations and issuance. The items confiscated shall be disposed of in landfill or in area/s identified by the respective local government unit. 7.3. The penalty of one degree higher shall be imposed to any person shipping or transporting undeclared, mis-declared, unlabeled, or mislabeled items or packages to conceal live pigs, boar semen, pork, pork products, processed pork products and by-products to the Province in violation hereof.

7.4.

Any violation of this Ordinance committed by a juridical entity, duly organized in accordance with law, the president, board of directors or trustee, general manager, or such other officer in charge shall be held liable. In addition, the business permit and license to operate of the concerned entity shall be cancelled upon commission of the third offense.

7.5.

This Ordinance shall be without prejudice to the prosecution of the violator for offenses under national laws and/or issuances, insofar as applicable, subject to the violator’s constitutional rights.

7.6. In case of doubt on the subject item/s inspected, as to its content, or origin and/or validity of the documents presented, the veterinary inspector is authorized to have the said item/s shipped back by the owner/shipper at his/her/its expense. Otherwise, the same shall be seized and/or confiscated and disposed of accordingly by the implementing agency, instrumentality or office authorized in this Ordinance.

SECTION 8. APPROPRIATION. A reasonable amount is hereby allocated to defray expenses necessary to ensure the implementation and execution of this Ordinance. SECTION 9. SEPARABILITY CLAUSE. If any part or provision of this Ordinance is held invalid or unconstitutional, the other parts or provisions not affected thereby shall remain valid and effective.

SECTION 10. REPEALING CLAUSE. Any ordinance or provisions thereof inconsistent herewith is hereby modified, amended, or repealed.

SECTION 11. EFFECTIVITY. This Ordinance shall take effect 15 days after its publication in a newspaper of general circulation in the Province.

cellphone data, researchers have discovered what is known as an inverse square relation between the number of people in a given urban location and the distance they traveled to get there as well as how frequently they made the trip. It may seem intuitive that people visit nearby locations frequently and distant ones less so but the newly discovered relation puts the concept into

It accurately predicts for instance that the number of people coming from two kilometers away five times per week will be the same as the number coming from five kilometers twice a week. This is a super striking robust result. from Florida, I was transported to my childhood on looking at Alan’s face. Alan inherited the features of his late father and mother. But he also has a passing resemblance to ‘Iya Tering’, his maternal grandmother. We spent the night talking about Tagoloan River, fellow Tagoloanons abroad and those that stayed behind as well as the schools, teachers and public officials. Of course, we touched a little on local politics and we are in agreement that Tagoloan town should be a leader not only in the province or region but in fact should go global. Maybe he saw a ‘tapuri’ or grasshopper in our patio but he then told me that he missed the ‘aninipot’ and the ‘tapuri’ in Tagoloan town when they went home amid the pandemic last year. They hoped finally to settle down either in Tagoloan or in Cagayan de Oro City. This was welcomed by both sides of their families but they changed their mind after observing the traffic and drainage. Their reasons to leave should be on my next write-up. Trust me, the couple raised interesting points. But what happened to the grasshoppers is a clear red flag on Tagoloan town’s environment. Both Alan and Alona are chemical engineers who graduated at Xavier University in Cagayan de Oro City. Both were hired from the Philippine by foreign companies. Alan was with Nestle Philippines until his retirement. And I am proud of them and what they achieved here in the US. By the way Alona is a Pimentel from Barangay Nazareth, Cagayan de Oro City. So who says COVID-19 can stop people from reminiscing about the good old days in their lives. Since I live far away not, it’s up to the Tagoloanons to make it happen again. I am serious about my ‘comeback’ and there’s a lot to write.

AS farming has become not economically viable, many have already left farming not to mention that they are the number victims of climate change and protracted war. “Control their stomach and you control their mind,” former US Secretary of State Henry Kissenger once said. For the “havenots,” perhaps the state of poverty and hunger has made the people apathetic and passive to resolve social issues because they are so pre-occupied on where to get the next meal. For the “have-ones,” they too are busy on earthly-matters, bombarded by gospels of materialism and consumerism and in effect, producing a “throw-away” society. These dreadful social realities are exacerbated by patronage politics, making the people more socially dependent and powerless. We must also reckon with a development paradigm anchored on growth-at-all-cost development strategies that have degraded our ecological base and consigning many to live in the slum areas, digging garbage for left-overs. Social change must now be in the offing as time is of the essence. There are now some 110.5 million Filipinos whose basic needs must be met otherwise many will join those “jumping in droves” as if abandoning a “sinking ship” and leaving their families behind, to find jobs abroad. Will the forthcoming political exercises produce that much sought “transformational leader” so that social change can be had? I am afraid that is not possible, that is, if we seek an individual person to be that messiah. We very well know that the socio-economic problems besetting our country are deeply rooted in oppressive systems and structures aggravated by flawed political processes. History tells us that structural wrongs and injustices can only be rectified by the people themselves, governed by well meaning leaders whose dedication and commitment is beyond reproach. If there is one lesson that we should now learn, it is to put power where it rightfully belongs – to the people in a democratic and republican State , which is founded on time-honored and universal principles to democratize wealth and power. Yes, that leader is not a person but a set of ideals that must be pursued by our elected officials. Indeed, the road may be long and arduous, but we will get there because of the principles and the high ideals that we believe in. We are seeing the awakening process through conscientization that puts the people at the center of development processes who are increasingly in control of their resources and of crafting their own destiny. Democratization of wealth and power has been the path courageously taken that now threatens the lethal combination of elite power and greed. Unless we put power in its right place, that is, with the sovereign people not only politically but more so, economically, every change will just be palliative and cannot be the real solution. For indeed, the people united can never be defeated, even by poverty.

High profile stakeholders discuss investment hotspots outside Metro Manila at REIF 2021 WITH an incredible lineup of some of the most inspired speakers of the real estate industry, the Real Estate Investment Forum 2021 (REIF) staged its 4th edition of this yearly event. Hosted by the charming Ivyreene Calderon, or “Ice”, as she likes to be called, the event endured over 2 hours and was partnered by Lamudi Philippines and Realestatenews. ph. In fact, Kenneth Stern gave the audience insightful data about what is hot in the property searches right now and what trends can be seen in the listings of residential and commercial properties in Metro Manila and outside in the provinces. There truly seems to be a push away from the Metro City towards “greener pastures” and vacancies in both office space and residential condos in NCR have gone up. Rowena Natividad

from IWG talked about the changing landscape within the office segment and how businesses are trying to adapt to the disruption of the pandemic. She highlighted how there is a general search for smaller spaces and a surge to form smaller teams and use shared workspaces that allow employees to stay nearby their homes. Work from home and work near home seems to be the trend hereby. Her “15-minutes-city” concept explains this all wherein she idealizes the idea of living and working within a radius of 15 minutes either by foot or bicycle. Andy Manalac, Chairman of Havitas Developments and Founder of Realestatenews.ph, listed the locations that have been targeted by savvy investors around Metro Manila and identified areas like La Union, Clark, Tagaytay, Batangas, and Sto Tomas as some of the

hotspots of investment for escaping Metro citizen. With schools closed and the “work-from-home” arrangements, many have in fact chosen their second homes or leisure homes as their primary residence over the past 16 months. A refuge away from the Metro. Architect Romolo Nati in fact underlined how the same condo lifestyle can be enjoyed also in the nearby province like Sto Tomas where his company, Italpinas Development Corporation (IDC), is building a green mixed-use building right at the Sto Tomas exit of the South Luzon Expressway. Also, Architect Nati said how properties along the North/ South corridor have enormously gained in popularity in the case of Sto Tomas it takes only 40minutes to travel to Makati. ‘Miramonti Residences’ first phase is currently under construction and features 23

floors of a modern condo lifestyle with passive green design features. His legacy with sustainability was carried forward from his previous projects in Cagayan de Oro, Primavera Residences, and Primavera City, the latter in its 2nd phase of construction, and both popular landmarks of Uptown CDO. Miramonti Residences is the perfect example of living surrounded by green areas, away from the buzzing city but still be able to enjoy the lifestyle and the amenities of the city condos. Another speaker, Architect Cathy Saldana, a very popular figure within the architecture community in the Philippines, discussed the architectural role to adapt to these new trends. Open spaces and a sustainable approach with nature as the common denominator are being seen more and more especially in provincial areas. She has a big

bet on the Clark area for future investments as she can see infrastructure moving along with the expansion and development of this very interesting area driven by economic factors and a general push out of Metro Manila. The last speaker, ICCPI Vice President, and Real Estate Marketing expert, Lorens Ziller, talked about the great reset for real estate and how certain trends have dramatically been accelerated like the use of technology, the migration towards greener areas out of the Metro, and a more sustainable approach to real estate and community development. He noted that to attract investments the Philippines needs to be even more competitive compared to its neighboring peers and that it is not enough to focus on retirees as it is business that drives business. Therefore attracting

entrepreneurs and giving them the chance to own their companies and eventually, real estate will be the key to unlock great potential. Ultimately, he concluded, real estate marketing has transformed through technology and social media and has become more of branding with the project, the developer and it’s CEO at the center. That is why “Thought Leadership” has risen dramatically as a winning marketing tool for its clients not only in the Philippines. The event concluded with a short Q&A that offered the opportunity to several attendees to ask their questions.
