Who Will the Trees and Birds Vote For?

THE forests, rivers, agricultural lands, bays and all those that form the ecosystems will all outlast us for we are just transient occupants of Gaia, our mother earth. Each passing generation has the absolute responsibility therefore to nurture and enrich these life-support systems which are only ours to protect for those who will come after us. It behooves upon all of us to use these God-given resources in such a manner as not to jeopardize the ability of the coming generations to provide for their own needs. I am afraid that we have miserably failed in standing up to that responsibility as God’s stewards of His creation. Worse, we have violated the 8th Commandment, “Thou shalt not steal,” as we have robbed the future of their inheritance. Indeed, as the ancient saying goes, “We did not inherit the earth from our parents but we owe these to our children, but at the rate that we have exploited our resources, we have robbed the future of their inheritance.” Not only are we guilty of massive stealing from the future generations but also of widespread massacre. The Philippines has housed tremendous biological wealth, very rich in flora and fauna which are endemic in a tropical country like ours. Mr. Larry Heaney an environmentalist from California who explored Mt. Kitanglad for three months four decades ago was amazed to find in that forest eco-system alone a number of flora and fauna greater in number compared to those found in the whole

continent of North America. It is indeed amazing that we have in our country more than 8,000 species of flowering plants while the United States can only boost of not more than five hundred. In fact, until now we are still discovering varieties of orchids and species of birds. Our biological wealth does not end at the shorelines. Our waters surrounding the Archipelago constitute the center of the center of marine life on earth, based on the findings of the UN FAO study of Drs. Kent Carpenter and Victor Springer. Just lately, a new kind of sea shell was recently discovered in our waters which have been found out to be a cure against cancer. Indeed, the Philippines was once an Eden. Unlike Adam and Eve who were thrown out from paradise, we have lost Eden on our own doing. From 17 million hectares of dipterocarp forest a century ago, we barely have half a million now. All of our biodiversity which has evolved for millions of years is almost gone – we have massacred them in just a “wink of an eye” this century. By denuding our forest, we have killed our rivers as some 40 major rivers in the country are now biologically dead. We have also silted our bays as billions and billions of tons of top soil are carried by the rivers to the sea which in turn are seriously destroying the mangroves and coral reefs which are the habitats of marine life. So, where have all our forest gone? Gone to loggers everyone. From 1971 to 1988, the loggers have

har vested 3.88-million hectares of virgin forests. In the period 1988-1994 alone, the forestry sector lost a total of P104 billion worth of old and secondary growth forest, according to Philippine Assets Account. The logging industry despite amassing forty-eight billion dollars (Asian Development Bank Report) from 1970-1988, in the same period, it had only contributed from 0.5%-1.3% to the total Government Revenue. Today, the fury of nature is upon us. We must now take heed of that ecological warning: heal the blighted land back to life or perish! As we are now in the frenzied pace of choosing those who will rule us, I am just wondering that if the eco-systems, which have also the right to life, were given the right of suffrage, who will they elect? No one! Who among the crop of candidates have passionately fight for mother earth? Who among them have dared to stand to stop logging? To stop hydraulic and unsustainable mining operations? To stop illegal fishing? To stop industries which have treated the bays as their waste pits? To stop the use of toxic chemicals in farming which have polluted our watersheds and harmed the health of the consumers? Their respective track records can clearly speak for themselves. A ridiculous fact

A mistaken belief accompanies us each and every second of our life. Incorrect decisions and wrong doings are part of our daily life. It is almost a ridiculous fact that man wants to know certain truths about mundane things. But really, he seems least interested in even mundane truths as can be read many times in our daily newspapers or online for example. There seem to be too many rash judgments, and the readers absorb these and make these their own. A fatal attraction! This is sometimes referred to as journalistic mentality wherein accusations are generously made without proof. Evolution started this trend, when scientists stated for example that man evolved from the apes - without proof. The only proof they had was the missing link, and, if I am not mistaken, it’s still a missing proof until now.

To look for proofs is a mental activity, which is no longer a common thing nowadays, because it takes really time, effort and is too serious to think about. Yet in Christian education, thinking right is very important. That’s why Philosophy is important in Christian life. To avoid error in thinking, the rules of right reasoning must be studied and mastered. Is it really totally neglected in today’s modern education? Thinking is actually an enjoyable activity but when one is pressured to get a good job for one’s sustenance, then the other more mundane becomes attractive. After all, great thinkers often do not get (good?) jobs... . Spiritual writers like the British Samuel Taylor Coleridge (1772-1834) noticed that mankind had stopped thinking even two centuries ago. Wow. That

was during his age. Man probably stopped thinking even earlier. He has ceased many times to search for the truth. It’s easier to listen to gossip and believe in it. What a sign of weak minds! Too often we are blind to the truth. As a consequence, we easily believe in lies; we only have to like it. I am a teacher. I completed my degree on year 1987, passed the licensure examination on year 1988, and started teaching on year 1989. Every day was a good walk to my school, arriving at my classroom with my pupils waiting gracefully on their desk, facing the board with a pair of board eraser and white chalk. Classes were fun, full of loud noises that are exciting and sometimes bothersome, and oftentimes very quiet. Students have different strengths, weaknesses, interests, and talents that are mostly uncovered inside the four walls of our classroom, and I was there to help them with those. Years passed and I have witnessed how technology innovated. Keypad phones are less preferred over android phones, bulky computers be-

Not until I woke up with the news that the mode of learning should adjust with the new normal. How can all of these be even possible? Everything became electronic. System applications are in need, and I do not even know how to install them, and for the first time I appreciated my techie children, even up to the petty things like subscribing on an educational YouTube channel. when a paper jams or on an unscheduled power interruption. During the night, I would often think about my students and their parents. Some of the students I have seen in person, and some I did not. Are thEY learning fine? Do they also have a hard time as much as I do? Do their parents teach them the way they should be taught? Am I doing a good job to furnish their learning needs? Day by day living the new normal, I appreciated how the technology has somewhat made our lives expedient. I have to admit that technology languages are not as easy as it is to absorb considering my age, but I am thankful enough to have the opportunity diving into it. I am a teacher, and I am currently on one of the most challenging position on my profession. I am a teacher, and during this pandemic, I am more of a learner.

Road projects begin in 3 insurgency-free Bukidnon villages By NEF LUCZON

CAGAYAN DE ORO CITY – Three villages in Malitbog, Bukidnon will soon have paved roads and livelihood projects under the Local Government Support Fund–Support to Barangay Development Program (LGSF-SBDP). Kiabo, San Luis, and Siloo are among the 71 SBDP beneficiaries and will receive PHP20 million each.

The Philippine Army’s 58th Infantry Battalion (58IB), a partner of the project, said in a statement on Sunday that three local access roads with a projected length of 1.3 kilometers each will be constructed. Lt. Col. Ricky Canatoy, commanding officer of the 58IB, said the LGSF-SBDP complements the fight against communist terrorist groups (CTGs).

“Insurgency is about governance. Who governs best, wins the war. The commitment of the local government units, national and local government agencies, and other stakeholders is crucial in the intensification of sustaining this program. And I am positive this project will be a success, with the help and cooperation from the residents,” he stated.

Mayor Osmundo dela Rosa said that in order to thrive in the countryside, the communities need decent roads as most of his constituents are farmers. “Having paved roads is crucial because it helps them to access their farm outputs. The company conducts biodiversity assessments periodically to determine the types of species on these project sites and their vulnerability status. Since 2018, AC Energy has invested in habitat protection and restoration programs, with over ₱48 million allocated on initiatives that aim to create a positive impact on biodiversity. Since AC Energy’s reforestation initiatives began in 2014, the company has planted close to 450,000 seedlings, including endemic and fruit-bearing trees. In Ilocos Norte, the company’s 700-hectare Conservation Estate has become a critical wildlife habitat in the Northern Luzon region, now home to 117 species, 33 of which are endemic, and four are classified as vulnerable. The forest protection program also features livelihood programs complemented through seedling production and agroforestry. Long-term sustainability programs anchored on excellent environmental management and biodiversity protection and social programs aim to improve lives within its host communities. Meanwhile, to help reduce the environmental impact in its construction sites and host communities, AC Energy developed a program to use its resources sustainably and eliminate waste by reusing or recycling collected waste while also creating income and livelihood for the community. In the Alaminos and Palauig construction sites, a total of 32,540 kg of plastic from solar panel packaging were upcycled into eco-bricks, which were then used as construction materials for the plant facilities. The renewable energy developments of AC Energy are living examples of the company’s efforts to create shared value in the communities where it operates — ensuring renewable energy supply while strengthening community vitality. As AC Energy moves closer to its 5,000-MW goal by 2025, the company is also committed to zero coal by 2030, as announced in March of 2020. THR refers to a public health strategy that aims to mitigate harm caused by a product like cigarette by using less harmful alternatives such as smoke-free vapor products and heated tobacco products (HTPs). An example of HTPs is IQOS, which heats without burning tobacco-filled sticks wrapped in paper called HEETS to release a water-based aerosol. Unlike cigarettes, it does not burn tobacco and produces no smoke and no ash. The device and heat sticks were made available last year for adults 21 years old and above in the pilot area of Metro Manila. The online store IQOS.com now also covers delivery of the device and heat sticks to key areas in Minadanao including Davao City, General Santos City, Palomok, Cagayan de Oro City, Opol, El Salvador, Tagoloan and Villanueva in Misamis Oriental. Key findings of the paper show that the failure to adopt THR policies negatively affects public health and disproportionately targets those in low- to middle-income countries. Nearly 8 million people die from tobacco-related use each year, and 80 percent of the more than 1 billion tobacco smokers are from developing countries. A keynote speaker, Dato’ Sri Idris Jala, a former Malaysian official and one of the leading experts in innovation processing in Asia, said THR offers Asian countries an opportunity to reduce smoking rate. He said countries like Malaysia are not expected to meet their targets to reduce smoking rate with the current restrictions and taxation policies. On the other hand, the use of electronic nicotine delivery system or vapes and HTPs had promising results—with 60 percent to 70 percent of

smokers trying them eventually quitting smoking. “There is a lot of research that showed that if you combust a particular cigarette, about 10,000 harmful chemicals are emitted, but if you use a heated tobacco product, 90 percent of those harmful chemicals are eliminated. So, there is a lot of other research that show that you can look for alternatives that are less harmful. So therefore, we need to examine very closely, a less harmful strategy and approach going forward,” he said. He said while other countries continue to embrace the idealist or black-andwhite approach, others have become more successful in reducing smoking rates through the pragmatist approach. “These countries simply take the approach that if you don’t smoke, don’t start. If you smoke, stop. But if you can’t stop, shift to a less harmful alternative product. This is called a pragmatist approach,” he said. “So you can see clearly, if you adopt a less harmful approach, a more pragmatist approach to it, you will see much greater success at doing it,” said Jala. “The harm reduction strategy is a very good example of how to reduce tobacco prevalence. Secondly, you need to have differentiated regulations for the less harmful alternatives to smoking, which is called non-combustible nicotine products. So if we take this approach, I am convinced that we will follow the path of Japan, New Zealand, and also the UK,” he said, referring to countries that support the use of less harmful alternatives to combustible cigarettes. The white paper cites the international best practices for tobacco policy, including three principles: 1) change should be incentivized through rewards, not restrictions like tariffs and taxes; 2) policy should focus on decreasing usage of harmful, combustible products like cigars and cigarettes rather than less harmful products like heated tobacco and electronic cigarettes; and 3) efforts to decrease tobacco usage should nurture innovation to develop safer, better products than before and propel consumer choice. When the Ministry of Finance imposed a maximum excise tax rate of 57 percent on e-cigarettes, this resulted in increased use of cigarettes among the youth. The paper concludes that tobacco-induced taxes disproportionally affect those of lower socioeconomic status and taxes increase activity in the black market. In Malaysia, for example, black market sales of tobacco products increased from 24 percent in 2008 to 65 percent in 2019, making the country the world’s largest black market for tobacco in terms of prevalence. “The illicit trade of cigarettes is dangerous given these products are likely to be of bad quality and can hurt or even kill consumers. Likewise, sales of illicit and counterfeit products benefit criminal syndicate groups,” it says. Meanwhile, the Philippines has implemented differential excise taxes between tobacco products and e-cigarettes. Taxes on 20-pack cigarettes will increase by P5 each year until 2023, while the tax levy on heated tobacco will only increase by P2.50 a year. “This policy is in line with the harm-reduction framework,” the paper says. The paper recognizes Japan as the leader for former smokers switching to tobacco alternatives, with 25 percent of the nation’s market doing so. This rate is attributed to differential excise taxes between cigarettes and heated tobacco products. In S outh Korea, ecigarettes use is declining because the government treats electronic cigarettes like conventional cigarettes. E-cigarette usage fell from 4.7 percent in 2011 to 4 percent in 2015 as a result of the heavy taxation policies on quit aids. “Other countries in East Asia and ASEAN have not adhered to the international best practices approach.
