Rodriguez asks P21.5-M funds from DOH to upgrade health centers in CdeO second district

CAGAYAN de Oro 2nd District Rep. Rufus Rodri guez attended the budget hearing of the Department of Health (DOH) headed by OIC Secretary Maria Rosario Vergeire last Sep tember 12 at the Nograles Hall, Batasan, Quezon City.

“The DOH officials and employees who were our dedicated medical front liners are our modern-day heroes,” Rodriguez stressed.

Marcos conducts aerial inspection over Karding-hit areas

MANILA – President Fer dinand “Bongbong” Marcos Jr. on Monday morning conducted an aerial inspec tion over areas affected by Typhoon Karding (interna tional name Noru) just after presiding over a situation briefing with top govern ment officials.

Marcos shared a short video clip of himself inside a chopper on his official Twitter account and an nounced in a press briefing at the National Disaster Risk Reduction and Manage ment Council (NDRRMC) headquarters in Quezon City his plan to conduct an aerial inspection.

He is flying over Bulacan, Nueva Ecija and Tarlac, ac cording to Malacañang.

“Now we are going to fly to see and to see -- talagang I wanted to see what the level of the water is. Tingnan natin (Let us see) how far we can go. Iba ‘yung nakikita mo na siya (It’s different when you can really see it),” he told reporters in a press briefing.

However, he said he would defer meeting with local government officials

until after they have con ducted response and relief operations.

“I will not land in any place because from my ex perience pagka nasa local

government ka lalo na just after the typhoon, marami silang trabaho. ‘Pag bumaba ako, kailangan nila akong i-welcome, kailangan ‘yung pulis sa akin, kailangan

kukunin ko ‘yung mga sa sakyan nila. Eh ang dami nilang kailangang gawin so makakaistorbo lang ako (if you go right there just after the typhoon, they have

lots of work. If I land, they would need to welcome me, they would need to deploy police, deploy cars. There’s so much work and I would just disturb them),” he said.

“Then time will come, I’ll go and talk to them and see what else they need after, the immediate emergency support,” he added.

Currently, Marcos said both national and local governments are prioritiz ing the airlifting of food materials, food packs, and water to Quezon province’s Polillo Islands, which was affected by the typhoon’s eyewall with fierce and tor rential rain.

The Department of Social Welfare and Development (DSWD) will be distribut ing assistance to individuals in crisis situations (AICS) after delivering their basic needs, he said.

“So the whole range of assistance is prepared, is ready to go. But right now, having cash is really not very useful for them. So unahin natin ‘yung mga (So we will prioritize their) immediate needs nila and then when the time comes na magaga mit na nila ‘yung AICS, ibibigay natin sa kanila (that they can use them, we will give it to them),” he said.

LGU execs’ part in illegal Masungi businesses under scrutiny

MANILA – Aside from cops, Interior Secretary Benja min Abalos Jr. ordered the Philippine National Police (PNP) to look into the pos sible involvement of local government unit (LGU) officials in businesses being

operated within the Masungi Georeserve in Baras, Rizal.

The directive came amid reports that active and re tired officers of the PNP and LGU officials allegedly operate resorts and com mercial establishments at the conservation area.

Prevention and Control Measures in School during COVID-19

Sadly, outbreaks of CO VID-19 do occasionally occur in educational settings. How ever, international research has demonstrated, at least for early variations, that when schools employ a variety of preventative measures, the COVID-19 virus can spread in schools at a rate that is comparable to or lower than that of the general public. Re garding face masks, different schools have different policies.

The COVID-19 virus can be controlled inside by using the most protective face mask that you’ll wear frequently, fits well, and is pleasant.

It is especially crucial to preserve educational facilities and children. It is important to take precautions to stop the possible spread of COVID-19 in educational settings, but it is also important to avoid stigmatizing students and staff who may have been exposed to the virus. It’s critical to keep in mind that COVID-19 makes no distinctions based on ge ography, ethnicity, disability status, age, or gender. All

students should continue to find educational environments to be friendly, respectful, inclusive, and encouraging.

Schools can take precau tions to limit disturbance and safeguard students and staff from discrimination while preventing the entry and spread of COVID-19 by students and staff who may have been exposed to the virus.

Instructing pupils to of ten wash their hands with soap and water for at least 20 seconds or use an alcoholbased hand sanitizer with at least 60% alcohol should be a priority for schools and parents. When coughing or sneezing, children should cover their mouths and noses with an elbow or a tissue. Children should also refrain from touching their mouths, noses, and eyes. Children can be trained to continue wash ing their hands until they have twice sang the entirety of “Happy Birthday” in order to ensure full handwashing (about 20 seconds).

“Elected officials of the government and police of ficers are bound by their mandate to protect the en vironment. They should lead a good example to our fellow citizens and be part of the solution, not the other way around. Tayo dapat ang nangagalaga sa Masungi, hindi ang sumisira dito (We should be the one taking care of Masungi, not destroying it),” Abalos said in a statement on Sunday.

He visited the protected area on Friday along with PNP and Department of Environment and Natural Resources officials.

“We are here not to serve our interests and gain prof its. We are here to serve the people,” Abalos added.

Abalos said he expects

Morality in education

Education without morals is like a ship without a compass, merely wandering nowhere (Martin Luther King)

THE quote above reminds us of the importance of morali ty in education sector. World public may have noted that more and more the digital society has developed, more and more the human be ings behaviors come up in various degrees. It can start from the world between one country and another in a global scale, with their own ways in propaganda. In the national scale, we believe that people have noticed blatantly some discrepan cies in every nation.

moral spiritual culture. This is the first basis as stated firmly based on the evi dence scientifically. When any human beings have not yet established their moral spiritual culture, they can wander away without direc tion. Even, they cannot get their worldview. They will not acquire good relation ship among the nations.

All of the problems deal ing with moral can lead to the educators to ponder again and again. Moral education cannot be un derestimated. It has very positive function for human both health and working performance. A study by Khashimova et al., (2021) found that educating the moral to the students in education can build their world view. More interest ingly, it can also increase their academic performance.

The reason why moral education can develop the nations’ world view is sig nificantly proved. It is ar gued that when a society wants to develop evolution ary, the first demand is to have constant perfection of

Not only do human be ings get nothing with their understanding based on their world view, they can not either develop their potential in their academic performance. This is for especially the students in education sectors. Schools then should enhance moral education so that, altogether, the world public can be mutually in a good relation ship.

A world view can make people have more under standing. This can lead to the nation recognize universal values. Though there is universality with out uniformity (Cassaniti & Menon, 2017) as cited by Krettenauer (2021). We can design any curriculum with the subjects related to moral education. Morality has a good impact both on individual spiritual health and academic performance.

When people do collabo ration and interaction, they build universal features that are morality. It is explained that moral has to do with

A hospitality house for CDO hospitals

ROCKINGHAM, North Carolina—If I’m rich I would build a place across a hospital or near a hospital where a patient’s family who came from out of town can stay during his/her confine ment.

Back in the day when I still lived in Cagayan de Oro City I saw a lot of out-of-town families of pa tients confined in Northern Mindanao Medical Center (NMMC) who came from towns or provinces outside of the city.

They slept with their belongings on chairs, cots or beside hospital corridors. I can tell it’s hard for them maybe to clean themselves or even use the bathroom.

Lucky are those whose patients are confined in bigger rooms since they can sleep on those long sofas that can double as beds and they can share the bathroom with the patient.

It’s tougher when watch ers still wait in line for their patients to be admitted. I was reminded of what I saw back then when doctors operated on my husband Ronnie to drain the fluid on his brain last week.

The operation was done

at Atrium Main in Charlotte and since we live in Rocking ham which is roughly two hours drive to Charlotte, we decided to stay at Hospital ity House of Charlotte.

The Hospitality House of Charlotte is across Atrium Health Main and is meant to service the out-of-town families of Atrium patients. Families spend $50 a day at the Hospitality House to eat, sleep and shower and they can bring their own food with them.

I Googled some informa tion about the facility and learned that the Mecklen burg Medical Alliance and Endowment identified as urgent the need to provide temporary lodging for outof-town families of patients in local hospitals.

And I want a facility like that in Cagayan de Oro City or in any towns which has a hospital to house out-of-town families. But it’s probably more real istic in Cagayan de Oro City since it’s the medical hub of northern Mindanao and it houses a lot of public and private hospitals compared to other local governments in Region 10.

Given that situation, I propose to Cagayan de

those universal features. When any nation within a country have this universal value, the nation can b live healthily and academically well established. In turn, when any country through out the globe can do his, world fairness and peace can be created.

As suggested by Gavin et al., (2020), to make individ uals healthy in their minds, we can do it by working col laboratively. They said that by working collaboratively, we can positively impact population mental health in the months and years ahead. In order to be able to work collaboratively, people need understanding one another. They will be skillfully able to work collaboratively when they have understanding among themselves. This can be induced by provid ing educational institution with moral education and the curriculum related to it.

Above all, as the quote by Martin Luther King, morality can lead all the nations to live purposely. With morality, the nations won’t wander away without

Oro City Hall under May or Rolando ‘Klarex’ Uy’s administration or to the management of private and public hospitals (NMMC or the JR Borja General Hospital) to put up their hospitality houses nearby for the convenience and comfort of the families of their out-of-town patients.

If the hospitality house/s are built by the city govern ment, then its accommoda tions and services should be either free of charge or charge minimal, socialized fees at maybe P100, P50 or lower per day. It should house preferably only outof-town families of patients.

And it goes without say ing that this facility should be accessible to all. It can be built in the hospital annex or holding area or someplace near the hospital. As far as I can recall, there are few if any such facilities in the Philippines. There are inns and hotels but they charge commercial rates and not everyone can afford it.

Unvaccinated Deped Personnel and Learners’ Rights

What will happen to unvac cinated DepEd Personnel and learners? The “ no discrimination” policy is the essence in this year’s Health and Safety Protocols in the light of the COVID 19 pandemic is giving equal treatment to all DepEd personnel and learners regardless of their vaccination status. This protects the right to continue to work for those teachers or personnel who did not avail on the free vaccina tion of the Department of Health. The right to security of tenure as embodied in government service is a privilege and the due process clause is still enjoyed before be ing relieve from service , this will also give all learners the right to education the right or access to education in whatever endeavor.

This after the Department of Education released and issued DepEd Order no. 39 s 2022 an updated guidance for teaching and non-teaching personnel and learners regarding COVID-19 vaccination and testing, minimum public health standards, efforts to promote vac

cination and handling attendance records of personnel effected by matters related t0 COVID 19. It is the primary duty of the State to protect the health and life, for the general welfare of the people but education must continue, because education teaches us life, educa tion is life-changing. Therefore, there must be no discrimination or classification as to personnel and learners in taking part of the educational process. In the inter est of public health, all public and private basic education schools and learning centers are dutybound to exercise due diligence and take precautionary measures to minimize exposure to risks with COVID-19 and support government efforts to contain the spread of the virus. Teachers are duty bound to observe due diligence to minimize the COVID 91 exposure by being observant and by being a model in schools to stop spreading or to prevent covid 19 exposure to our clientele, personnel, our students and parents.

President Ferdinand Mar cos Jr. ‘s goal of improving the country’s agriculture sector.

The agency encouraged the graduates to apply

what they had learned in their farming activi ties, as TESDA hopes to see their products on the market soon. (JAKA/PIA10/Misamis Oriental )

Re-Thinking Teaching and Learning Strategies in New Generation

We need to adapt our teaching and learning meth ods for each new generation of pupils. Unfortunately, the most of us were probably not adequately prepared for the pupils we teach today during our pre-service schooling. Some of our experiences may have relied so heavily on the theory that when we entered the classroom, we were unsure of how to effectively fulfill the needs of the kids. It could be time to reexamine our teaching strategies if we’re not providing for the needs of our students.

In light of generational shifts, it is important to evaluate our methods and determine what works and what doesn’t in order to provide students with the best possible learning environment.

We must first define 21stcentury learning before we can discuss the instructional methods that a 21st-century teacher should employ. The phrase “21st-century learn ing” has been used to describe a set of skills that students must master, including critical thinking, problem-solving, and digital literacy. According

to others, it is the capacity for teamwork, communication, and the display of abilities that will eventually aid students in finding their way in the future. The concept of 21stcentury learning is debatable and open to interpretation. What we can say, however, is that modern educators must employ instructional tech niques to provide kids the traits and abilities they will need to survive in this rapidly evolving technology environ ment. The only way that we can do that is by having our own 21st-century characteristics and skills.

As the times change, so too must our approach to education. The student must now take on the role of the exclusive source of informa tion instead of the teacher. A teacher’s new responsibility is to promote learning. In today’s educational environment, children study because they are accountable for them selves rather than because it is required of them. The 21st-century student must be the one who directs their own learning.

NorMin ABEs enhance capability on testing and evaluation of agri, fisheries machinery

MALAYBALAY CITY, Bukidnon - In efforts to further develop the tech nical capability of agricultural and biosystems engineers (ABEs), the Department of Agriculture through the Bureau of Agricultural and Fisheries Engineering (DA-BAFE) has con ducted a five-day refresher course training on testing and evaluation of agricultural and fisheries machinery in Northern Mindanao.

Held at the Northern Mindanao Agricultural Crops and Livestock Research Complex in Dalwangan, licensed ABEs from said region who would be part of the pool of Certified Test Engineers authorized to perform testing and evaluation on agricul tural and fisheries machinery have completed the Refresher Course on Testing and Evaluation of Agricultural and Fisheries Machinery.

Of whom, seventeen are ABEs from the local government units (LGUs) in Region 10 (provincial LGUs of Bukidnon, Misamis Oriental, Misamis Occidental, city LGUs of Valencia Malaybalay Gingoog, and Cagayan de Oro, and municipal LGU of Bonifacio, Misamis Occidental); and staff from DA-Regional Field Of fice 10 (DA-10) through the Regional Agricultural Engineering Division (RAED).

Meanwhile, serving as resource speakers were from UPLB-Agricultural Machinery Testing and Evaluation Center (AMTEC) and BAFE-SRED (Standards Regulation and Enforce ment Division).

In his remarks, NMACLRC chief Carmelito R. Lapoot stressed the crucial role of ABEs in modern

izing the agriculture sector and the importance of multi-year planning for farm mechanization and infrastructure projects, thus the necessity of enhancing capability of the participating ABEs to implement changes in improving the agricultural sector.

BAFE-SRED Chief Engr. Janice

Vargas tackled RA 10601, otherwise AFMech Law, to ensure the quality

and safety of locally manufactured or imported agri-fisheries machinery, and further elaborating the need for certifying test engineers, accredit ing of testing centers, and certifying agricultural and fisheries machinery.

An overview of DA Department Circular (DC) No. 4 (Accreditation Guidelines for Agricultural and Fisher ies Machinery Testing Center) and DC

No. 05 series of 2017 as amended by DC No. 10 series of 2018 (National Guidelines on Testing and Evaluation of Agricultural and Fisheries Machinery) were also presented.

Meanwhile, Engr. Romulo Euse bio of UPLB-AMTEC pointed out the significance of testing and evaluation in relation to agri-fisheries machinery standards. “Standards should be based

on the consolidated results of sci ence, technology and experience, and must be aimed at the promotion of optimum community benefits,” he said.

Still from UPLB-AMTEC, Engr. Elthon Turtor and Engr. Rhey Marc Albalos lectured on the Philippine National Standards/Philippine Agri cultural Engineering Standards (PNS/ PAES); operations, specifications and methods of test for corn mill, corn sheller, and disc harrow attached to four-wheel tractor; and preparation and interpretation of test reports.

On top of the lectures, the train ees underwent actual performance testing of machinery focusing on corn mill, corn sheller, and disc harrow attached to four-wheel trac tor at the same time were grouped for the preparation of test reports, the conduct of an open forum and presentation of test reports.

Further, an examination was administered for the certification of test engineers, wherein final grades will constitute 60% from their written exam and 40% from their practical examination.

Capping the activity, DA-RFO 10 Regional Technical Director Carlota S. Madriaga expressed her apprecia tion to the resource speakers from DA-BAFE and UPLB-AMTEC for their knowledge and expertise to enhance the capability of the mustered par ticipants to become Certified Test Engineers, while underscoring the importance of acceptance testing to ensure the quality and durability of any farm machinery procured by the government.#

He also had meetings with a number of business leaders from different US companies, who committed to being a part of the Philippines’ development and economic growth.

“Together, we will be work ing on addressing some of our key economic challenges, particularly once again climate change, food security, energy security, to name but a few,” he said.

The President also delivered a keynote address at the New York Stock Exchange and at the Philippine Economic Brief ing, which drew institutional investors, senior corporate executives, fund managers and entrepreneurs.

Big Changes Ahead for Education

Education is a social in strument that has grown to be an extremely important aspect of our lives. It has existed since the dawn of time, yet never having been given a name. It eventually underwent a great deal of alterations after being there throughout history. The majority were beneficial, while a few others were disliked and rejected by society.

The things that keep the world moving are knowledge and education. Teaching has the capacity to impact each learner through your personal experience. Teachers are to day’s and tomorrow’s leaders and heroes. By educating and inspiring young adults, they transform them. Every career has the potential to alter and influence the world. One stu dent at a time, teaching young adults is what transforms the world.

Two decades from now, I think teaching is going to be very different from what it is today. Everything from the location, to the instructors and even where one gath ers information is going to transform in some way or the other. However, I think a major

change in future education is going to be and is still hap pening through computers. These human driven devices seem to be taking over every aspect of edification. Students depend upon computers heav ily for assignments and notes in today’s world; a bit later into the future we might not even need any hard text to get information from.

Although higher postsecondary education systems appear to have a significant demand for computers, we are slowly starting to notice younger students getting ex posed to technology as well. Additionally, communication channels have moved toward online interactions rather than face-to-face interactions. It is no longer necessary for students to physically see their professors or teachers in order to communicate with them; instead, we can do so via email, chat services, or even the phone. This makes it more appropriate to interact not only when the set class times for teachers and students to do so, but also when it is more convenient for them to do so on their own schedule.

ties must follow the directive of President Ferdinand Marcos Jr. to preserve the environment and protect it against those who seek to exploit and destroy.

“Companies who exploit our natural resources must follow the law. We all have the responsibility to preserve this Earth, for we are but custodians, and we will pass on this great treasure to future

generations. There is no ques tion that the preservation of the environment is the preservation of life,” Marcos said in his inaugural State of the Nation Address in July.

He highlighted the same when he discussed climate change at the 77th United Nations General Assembly in New York last week.

“When future generations look back, let them not ask why we did

Abalos has ordered the PNP to establish a permanent encampment in the protected area to prevent infiltration of so-called claimants of Masungi and the protection of workers who claimed receiving threats.

The Masungi Georeserve Foun dation thanked Abalos and PNP chief Gen. Rodolfo Azurin Jr. for being “champions” who are “firmly on the side of environmental protection and the safety of its defenders.”

The PNP will implement sustained police presence at the Masungi Georeserve, Azurin said.

“If there is a need to put up a detachment po dito (here), maglalagay tayo ng permanent detachment dito (we will put up a permanent detachment here), ready to respond to any call of Ben Dumalya,” he said in a previous interview.

Dumalya is the president of the Masungi Georeserve Foundation.

The PNP earlier said it is look ing into the possible involvement of retired or active police officers in last weekend’s standoff at the Masungi Georeserve where armed men encamped and caches of weapons were discovered. (PNA)

The thing about the Phil ippines health care system is that we always talk about the patient but neglect the patient’s family. Aside from being the most immediate support system, the families have the most at stake in ensuring their loved ones’ recovery and shouldn’t they be taken cared of too?

The nearest establish ment I can think of that approximates that role in Cagayan de Oro City is the MASS-SPECC building that’s operated by a cooperative or non-government organiza tion (NGO) I think. Don’t ask me what MASS-SPECC meant probably you can Google it please.

On this point, I challenge Mayor Klarex to consider building a hospitality or lodging house near JR Borja General Hospital or NMMC and that challenge is also extended to private hospitals whose obligations should also cover their patient’s families. What do you think dear readers?

CWC bares dev’t plans to improve water system in Camiguin

By RECTHIE PACULBA CAMIGUIN (PIA)--Carry ing out its target to provide efficient, safe, and equitable distribution of potable water supply in the province, the Camiguin Water Company (CWC) shared its develop ment plans, September 25, at Sagay Gymnasium, here.

In partnership with the Camiguin Integrated Water Service Cooperative (CI WASCO) and Barangay Waterworks, CWC targets to increase water service connections from 8,266 to 21,916 by 2051 as well as to improve water supply services, and establish reli ability of facilities and service continuity.

“Of the P651 million projected investment over 30 years, P277 million will be used up in the first 10 years,” CWC General Man ager Danvir Mark Farnazo said.

For his part, Gov. Xavier Jesus Romualdo extended his gratitude to CWC for its com mitment and effort to pursue better water system service to the people of Camiguin despite the existence of ob stacles. He further urged the officials to do their tasks and prioritize the improvement of the water system saying such will be beneficial to the future generation.

“Kung unsa ang atong gienjoy nga development, ila pong ma-enjoy ug mas labaw pa (Whatever development that we are currently enjoy ing, our future generation should also be able to enjoy and experience even more),” Romualdo said.

Water supply issues in Camiguin

Citing issues on water supply, Farnazo said only four barangays in Mambajao have abundant water supply while Barangay Benhaan and some parts of Barangay Magting are following a schedule. In Catarman, four barangays

Barangays with their own sources of water have unin terrupted water supply in Mahinog and 11 out of 13 barangays in the said town are under water supply strain.

Meanwhile, in Sagay, Farnazo said many house holds in the Poblacion area maintain two water meters to ensure access to water. In Guinsiliban, water supply to Maac, Cantaan and Cabuan are constrained.

“Unequal distribution of water supply to Caminguin gnons are due to disjointed and fragmented services offered by different water service providers,” Farnazo said, citing that what the province needs is a long term and sustainable approach based on a comprehensive masterplan.

They have also noticed unauthorized and unmetered connections, and rampant existence of ‘no faucet taps’ that further worsen unequal access to water among the residents of the island.

Moving towards sustain able water supply

From the said P651 mil lion investment of CWC, Farnazo said they are target ing to have 6,800 additional households with water sup ply through installation of a new distribution piping

CWC will also construct new water facilities for an additional 4.7 million liters per day of supply water, and recover 3 million liters per day of water losses.

On expansion of service coverage area, CWC aims to increase access to potable water at an average of 400 households or 1,800 residents per year.

MY TEACHING PHILOSOPHY

School should give students significant experience and equip them to be better human beings, and teachers must facilitate the cultivation of healthy thoughts and groom their cognitive abilities. With this, the learning process is very important in imparting knowledge, skills, and meaningful experiences to students.

As a secondary school teacher, I prepare my students for the next stage in their education path, which is tertiary education. I want them to have a meaningful and engag ing learning experience that can foster their interest in learning and promote wisdom, knowledge, and vital skills that would be helpful in their everyday lives. In addition, I will teach my students how to learn by preparing active, hands-on, and engaging activities that are relevant to their lives and experiences. This will help them to become active and interested in the learning process that promotes better understanding and real-life experience. Practical learning is a form of education in which learners learn by doing. My philosophy of teaching was greatly influenced by the American philoso pher John Dewey, who thoroughly explained that students must interact with their environment and play an active role in the subject matter to learn and experience reality in life.

I firmly believe that learning occurs when a student is deeply engaged in the process, makes a personal con nection with the information taught, and applies his/her knowledge. In my Technical Vocational Livelihood – Food Processing Subject, I let my students prepare processed food products and let them familiarize themselves with and explore the laboratory and do the preparation, processing, and cooking of products with my guidance. Peer evaluation of the output and sharing of experience during the planning and preparation of products will be implemented. Aside from practical experience, I let my students be involved in my lessons by doing collaborative concept mapping, which is a great way to share their ideas and learn ing and also develop camaraderie and social skills. This gives them a meaningful and active learning experience that can be applied in real-life situations.

Creating an inclusive, active, and meaningful learning environ ment promotes students’ learning and stimulates the development of compassionate, active, and openminded individuals, which enables them to learn more and experience reality in life. Teachers will facilitate and let students engage, be active and learn more. Learning by doing is a fun learning experience.
