No expired vaccines in Davao Region: DOH XI DAVAO CITY -- The Department of Health XI clarified in a virtual presser earlier today that there were no recorded expired vaccines in the region. Chief of the DOH XI Epidemiology and Surveillance Unit Dr. Rachel Pasion said that vaccine wastage recorded in the region are not expired vaccines but vaccines which were found to have broken vials, black particles, and considered manufacture defects. “It’s important that vaccinators should really be trained on handling the vaccination process. Nagkakaproblema tayo kapag hindi na-train ang ating mga vaccinators (We experience problems when our vaccinators are not trained),” Dr. Pasion said. The D OH XI a ls o claimed that they have reminded the LGUs to immediately use the vaccines which are near their expiry date. The DOH XI data as of August 30 showed that there are 1,301,807 vaccines allocated region-wide for the first dose. About 66 percent or 868,567 vaccines were utilized. Of the 1,097,563 allocated vaccines for the second dose, about 44 percent or 488,732 were utilized. The Janssen vaccine allocation was at 148,850. More than 95 percent of such allocation was already utilized. Dr. Pasion announced that herd immunity may

only be reached if 70 percent of the eligible population are fully vaccinated. She said there are still 2,456,529 individuals who need to be vaccinated inorder to get herd immunity. More than the masterlisted healthcare workers were fully vaccinated. For the A2 or the senior citizens 169,292 got their first dose while 158,447 got their second dose. A total of 372,142 senior citizens are listed in the said category. The DOH XI said that improving the utilization rate of vaccination should be done in other priority groups such as persons with comorbidities, frontline workers, and the indigent communities. Pasion bared that the delivery of vaccines to the region and to the province and municipalities will be based on the utilization rate. The more and the faster the LGU can vaccinate individuals, the faster the replenishment of vaccine supplies is. To augment the lack of medical doctors, nurses, and other personnel in the vaccination site in the provinces, the DOH XI has formed a committee to bring in personnel from the region to the areas needing them. “We will also be hiring personnel to address this concern and speed up the vaccination,” Dr. Pasion added. and the health risks of Covid-19 especially for the vulnerable sectors, since misleading information about the pandemic and the vaccines have been rampant. “We initiated an intensified information campaign on Covid-19 vaccination. And we are bringing this to all areas including those in far-flung communities in partnership with our BHERTs, BHW, and our Rural Health Unit employees in the municipalities, cities, and the whole province,” Cane told NBN host, Communications Secretary Martin Andanar. Cane admitted that there are still some of his constituents who are hesitant of the vaccines but he clarified that according to DOH, the vaccines will help protect

the people from experiencing severe symptoms of Covid-19 once they are fully vaccinated. He said majority of the residents believe in the benefits of the jab. “We are doing all of these because the majority of our people in our province believe that the vaccine is a huge help for those who are vulnerable to Covid-19,” he added. He also advised Agusanons to register for the vaccine. “My advice to our constituents here in Agusan del Sur, if you have not yet registered, please visit the nearest health center and register for the vaccine,” he said, adding that he is fully vaccinated against the See BEGINS, page 10

AMID this Covid-19 pandemic, now upgraded into Delta variant, doomsayers are on the run — spreading lies and deceptions via digital platform. Their hard-boiled fake news well-crafted to fire up their level of stupidity and callousness are never-ending in search for their personal egomania and political greed. Most recent of whom are these classic paid hacks salivating like hungry vultures searching on their preys, acting like frustrated warriors in a sci-fi movie. They are making it appear that the country is in complete chaos, in total

disarray and needs a surgical solution by calling a “fight, if necessary” mantra on National Heroes Day. Such was another motherhood statement —a sweeping declaration from a trying hard group of spin doctors in their desire to improve their client’s public image. To foment a division and further sidestepping responsibility for the coronavirus pandemic will drain us no end and to nowhere. That said, the penchant of finding fault in the way we confront the pandemic is basically useless and unproductive semantics at this stage of fear and uncertainty.

Ruffy Magbanua

Further, a knee-jerk comment will not in anyway add something beneficial, nor any good, and to overlay the negativity further makes us sick down the drain. And to counterpunch at this point the issues on Covid-19 responses is nothing but a mere media hype. It’s nothing but whine and pure rant. No more, no less. (ruffy44_ph2000@ yahoo.com)

Kim’s Dream Embodied Spirits

Debunk Consumerism and Materialism

WE are all embodied spirits, more spirit than body having been created in the image and likeness of God. This is a truism that must be the basis of our existence so that the development of the spirit must be the priority rather than be enslaved to the whims and caprices of the body. It is sad to note that the present development paradigm indulges so much on unbridled materialism and consumerism which does not only run counter to the essence of our very own spirituality but can be likened to the workings of an auto-immune disease syndrome (AIDS), where no less than the body’s defense mechanisms are attacking vital organs. We decimate

our forests, pollute our rivers and bays; we produce food yet contaminate our water table following costly agricultural technologies tied up to the heavy use of toxic chemicals; modern living adopting lifestyle that what makes of a throwaway-society – all done in the name of development. That kind of development can only be described as ruthless and futureless which has made the impossible now possible, which is the end of life on earth. Biodiversity embracing the billions of life forms has tremendously decreased as these life forms which have evolved on earth for billions of years are now extinct. As the earth warms and the oceans rise, we are

Orlan R. Ravanera

now confronted on how to feed, clothe and house the exponentially growing earthlings that will reach the 9.3 billion mark in 2050. If our way of making a living is killing Mother Earth because it is just all about how to respond to bodily needs, that kind of mindset has totally disregarded man’s spirituality. In fact, the growth-at-allcost development strategy is rooted on the brutal, jungle-like philosophy of the “survival of the fittest”, “fittest” being the most aggressive, the strongest – all but physical qualities. This world is not just See DEBUNK, page 11

Hints and Traces

Beware of demonic assaults

THAT gospel episode where a demoniac approached Christ who was at that time preaching in the synagogue, asking him, “What have you to do with us, Jesus of Nazareth? Have you come to destroy us? I know who you are, the Holy One of God!” clearly shows us that devils exist, but they can do no harm before the power of Christ. (cfr. Lk 4,31-37) We should therefore not be too alarmed about this possibility of demonic possessions, cases of which seem to be increasing these days. But neither should we just sit pretty before this possibility. We have to be most wary of it, especially when we happen to enjoy a lot of privileges, power, fame, etc., that, unless referred to God and to our duty to love everyone, can only spoil us and make us vulnerable to the devil’s

tricks. We should never take the devils for granted. They are always around, ever scheming and plotting against us in many, many ways, and often in a manner that is so subtle that we may not even notice him. As St. Peter would put in his first letter: “Your adversary, the devil, prowls around like a roaring lion seeking someone to devour.” (5,8) We should never consider the devils as a myth, or as some kind of literary device only to highlight a point in the drama of our life. They are as real as you and me. Our problem is that we think lightly or, worse, falsely of them. And so we become completely unprepared to deal with their antics. But in spite of that unfortunate fact of life, we should remember that the devils cannot do anything

Roy Cimagala

against us unless allowed by God. And if allowed, it is because God in his mysterious providence can always draw a greater good from any evil the devils may cause in us. Just the same, we should always be guarded against them, especially when we happen to enjoy a lot of privileges in life. That’s because these privileges, like some power we may wield, if not referred to God and to our duty to love everyone, irrespective of how they are, can only spoil us and make us vulnerable to the antics of the devils. These privileges have to be handled most See ASSAULTS, page 11

MANILA, Philippines (August 17, 2021) – The Bank Marketing Association of the Philippines (BMAP), as the leading marketing and communication association in the banking industry, is launching the #FightFraudTogether information campaign to increase consumer awareness and vigilance against cybercrime and fraud. The global pandemic spurred increased online usage and spending which also gave rise to cybercrimes and fraud cases involving various ways of scamming such as phishing, smishing, SMS

scam, ransomware among others as consumers shift to digital transactions. Cyber criminals have evolved and reinvented scams in online shopping, payments and transactions that are becoming more complex and harder to detect. A social media savvy population makes the country vulnerable to cyber-attacks and fraud incidents. The Bangko Sentral ng Pilipinas (BSP) received around 20,000 consumer concerns in 2020, of which 13% are reports of unauthorized and fraudulent transactions related to de-

posits, credit cards, e-money services and remittances. The Anti-Money Laundering Council (AMLC) also reported that from March to August last year, fraud cases and unauthorized transactions made up almost 50% of suspicious transaction reports by covered institutions. BMAP calls for the public to always be vigilant, practice due diligence and to not be complacent when it comes to cybersecurity. Fighting fraud is a shared responsibility among financial institutions, customers, regulators and industry

associations. “By working together, Banks can create greater awareness so more Filipinos can learn how to protect themselves. Everyone has a role to play in Fighting Fraud. By showing a united front, the Banks are sending the message that cybercrime and fraud is a serious issue.” says BMAP President Mike Villa-Real. BMAP recognizes that a major attack could shake the banking industry’s stability. Perpetrators can be more sophisticated, wellfunded and organized. To

SECRETARY ANDANAR: PEACE AND ORDER AT HAND WITH CREATION OF BANGSAMORO REGION MANILA - The administration has attained various notable achievements in terms of ensuring peace and order in the country and part of this is the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Presidential Communication Operations Office (PCOO) Secretary Martin Andanar said on Friday. He cited this as one of the legacies of President Rodrigo Roa Duterte in terms of attaining lasting peace in Mindanao. “Ilang administrasyon yan na ipinaglaban pero ngayon lang sa panahon ni Presidente Duterte naging batas [Many administrations have pushed for it, but it was only now during the term

of President Duterte that it became a law],” he said. Through Republic Act 11054 or the ‘Bangsamoro Organic Law, the Muslim community in Mindanao was given the autonomy to pursue its political, economic, social, and cultural development in its indicated jurisdiction. The legislation culminates the peace agreement between the government and the Moro Islamic Liberation Front (MILF) that spanned for 17 years since its talks started in 1997. Apart from this, the administration’s anti-criminality, and anti-illegal drugs campaigns have pushed back the number of crimes reported across the country. According to Secretary

Andanar, the crime volume in the country during the administration of President Duterte dropped by at least 64 percent. Along with this, more than P50 billion worth of illegal drugs have been seized; more than 700 drug dens have been dismantled; and more than 1.2 million drug dependents have voluntarily surrendered themselves to be rehabilitated, to date. “Mas panatag na ang loob ng ating mga kababayan na maglakad pauwi dahil [sila] ay kumbinsido na hindi sila mabibiktima ng krimen. Mayroon na pong law and order [Our countrymen are more at ease, that they can walk home knowing they will not be victims of crime. There is law and

order],” he said as he went on to mention other initiatives which defanged modus operandi in airports, such as the tanim-bala extortion scheme and the so-called

SECRETARY ANDANAR: GOVERNMENT’S BUILD, BUILD, BUILD, PROGRAM SAVED PH ECONOMY AMID PANDEMIC MANILA - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Tuesday said that the implementation of various projects under the Duterte administration’s Build, Build, Build Program help save the country’s economy as the pandemic persists. In an interview, Secretary Andanar mentioned some of the projects being implemented in provinces, to ensure that the bid for further development is spread across the country. These include infrastructure built and underway in Region 2 such as the upgraded airport projects in Tuguegarao Airport, Palanan Airport, Basco Airport, and Cauayan Airport; farm-to-market roads, and access roads. “Itong lahat pong ito ay bahagi po ng Duterte Legacy. Ang Build, Build, Build ni Presidente ay isang pinakamahalgang cornerstone ng bansa. We are hovering almost 5% infrastructure spending compared to an average of 2% nitong mga nakaraang administrasyon [These are all part of the

Role of school administrators in this crisis By ARMANDO DIANG CABAHUG Administrative Assistant III

OUR leadership and profession are tested during crisis. Yet we are not developed to quit but to continue to make an impact to the future generation in every way possible, to be able to have a chance to teach despite the pandemic is such an honor. We are still touching lives and shaping our students, virtually. What a privilege to still continue the legacy that has been passed unto us by our teachers, even virtually. This requires schools to consider alternative modalities for education delivery that would cater to the needs of our learners. School leaders were challenged to respond and addresses the needs of the learners in de-

pastillas scheme. The government has reported significant strides in terms of its anti-insurgency bid in conflict-affected areas in the countryside through

livering quality education despite this difficulties and be ready to make transition to new ways of leadership as mandated by the Department of Education (DepEd). New normal leadership is being exemplified by the so-called new normal leaders through capacitating themselves through their sound/ effective decision making. Instructional leaders and head teachers understand what they need to know, what to prepare and what actions to do in designing a realistic strategic plan for flexible learning for schools. COVID-19 pandemic is indeed a litmus challenge for the Department of Education.

Home Discipline VS Learning During Pandemic By EDWIN O. MAMBA

Discipline is the practice of training people to obey rules or a code of behavior, using punishment to correct disobedience. To children, it may not be friendly but it has a lot of positive benefits. In Filipino setting this definition is absolutely correct. Imposing discipline among children is one of our primary concerns as parents or adults. We believe that for our children to become good individuals, they should know how to control their own behavior, thoughts, and emotions and respect others especially the elders and authorities and to always show people good no matter what it cost – disobeying means punishment! Discipline creates habits, habits make routines, and routines become who you are in day to day basis. It provides people with rules to live their lives efficiently and effectively. It is always been every parent’s PRIDE if their children are being praised for a good character in school or in the community. Is it right to impose discipline among children during pandemic? Well, as far as education is concerned, no parent for that matter will allow his child to disregard/ neglect his school activities and do nothing at all! Yes, students must be guided by parents in doing their school tasks at home especially

during this time, most children are hooked on online games. In reality, specifically on Modular learning, some students failed to comply their modules after a given period due to delay and being hooked on social media and online games – a challenge every parent must face! Parents’ guidance must come in and discipline must be taken seriously! Parents must set time and guidelines as to when to play online or do social media and when to do school works. There should be balance between children’s learning and other responsibilities. Such rules must be clearly explained, agreed and be followed religiously if not, then punishment follows. Aside from the teachers, it should be the parents’ guidance, and motivation that drive students to learn. The school on the other hand, is doing its best to deliver learning in the easiest way students can. If this effort will not be given value at home, then, I don’t think education during pandemic is possible. Home discipline if properly imposed with purpose, compassion, guidance and love will always make learners perform their tasks responsively without forcing themselves. It gives them a happy heart and a strong conviction to fully equip themselves!

As we remain under the threat of the COVID-19 pandemic, let’s remember the great sacrifice of our modern day heroes, our frontliners and economic workers who risk their lives for our safety, protection, and recovery from this global health crisis. May all of us be inspired by the sacrifices of our national heroes and our modern day heroes into having a purpose, serving others, and bringing positive changes to ourselves and all FiIipinos for our collective progress as a nation. We wish everyone a meaningful National Heroes’ Day celebration.

stay cybersafe, BMAP shares some tips to help protect the banking public against scamming attempts from fraudsters. 1. Always check the legitimacy of the message or email you receive. Look at the email address, not just the sender. Double check the contact details, official website, and social media accounts of the sender. Ignore and report suspicious links that require private information. 2. Protect sensitive information. Always be vigilant when dealing with your information online. Fraudsters trick their target victims into giving per-

sonal information. Do not share your One-Time Pin (OTP), account and credit card numbers, card CVV/ CVC and expiry date, online banking log-in details for your bank accounts. Banks will never ask for these details. Do not overshare personal information on social media to avoid compromising personal identity. 3. Do not panic. Fraudsters use scare tactics to pressure target victims. When you receive an email or SMS that threatens or asks you to do something with urgency, stay calm and do not feel obligated to act on the request. Report the incident to your bank immediately. 4. Be cautious. Stay alert when making online pay-

ments to a bank, biller or merchant. Make sure the website is secured. Look for security-enabled web addresses that start with “https://.” A closed lock or padlock also indicates that the website is secure. 5. Create and use a strong password for all your accounts, and preferably set a different password for each account. Should a fraudster obtain any of your passwords, at least only one account will be compromised. Activate account notification if available. Some banks have notification alert tools where they send text messages or email notifications after each transaction. 6. If your bank account or credit card gets compro-

mised. Report the incident immediately to your bank, request for account or card deactivation or blocking, and file an investigation of unauthorized transactions. 7. When in doubt, report. To report any fraud attempt or incident, call the Customer Service Hotline or Fraud Department Hotline of your bank, the NBI Cybercrime Division or Anti-Fraud Division at 0961-734-9450 and (632) 85238231-38, or the Bangko Sentral ng Pilipinas (BSP) Consumer Protection Department at (632) 8708 7087. BMAP assures the public that consumer safety and security are paramount and utmost priority of its member banks. Financial institutions are investing

heavily in measures to increase security of their online infrastructure and to ensure that their cybersecurity defense remain robust. Banks also regularly review and update policies and procedures to prevent and block cybersecurity threats and fraud attempts in the online and digital economy. The #FightFraudTogether campaign of BMAP with its member banks will start with a two- month campaign sharing information about the common and most recent modus operandi of bank-related crimes across all banking channels. Through this campaign, BMAP recognizes that fighting fraud is a shared responsibility among institutions, customers, regulators and associations.

panahon ng pandemya dahil sa Build, Build, Build [That’s the reason why the Duterte Administration is called the Golden Age of Infrastructure because we invested so much on this. More than 6 million jobs created because of this. Actually the Build, Build, Build helped save our economy during the pandemic],” he added. The country is now experiencing massive expansion in infrastructure unseen since the time of former President Ferdinand Marcos, which helped transform its economy and maintained the Philippines’ title as one of Asia’s rising tigers. In terms of road enhancement and development, Secretary Andanar said that the Department of Public Works and Highways (DPWH) has reported the completion of more than 29,000 road projects, including widening and rehabilitation. At least 671 infrastructure projects under the Department of Transportation are already complete. These include the 451 building and rehabilitation projects for the country’s seaports and 214 airport projects. Secretary Andanar also cited that more than 150,000 classrooms were built and rehabilitated in the past five years of the administration.

THEY are running out of money, running out of time, and running away. Diego Loyzaga and Christian Bables are BEKIS ON THE RUN, in this muchawaited comedy-drama movie by award-winning director Joel Lamangan coming on VIVAMAX this September. Andres (Diego Loyzaga) and his gay brother Donald (Christian Bables) try to rob a construction site, but things get complicated, leaving them no choice but to run. They get the sympathy of many, especially the gay community, when Nanay Pacing (Lou Veloso), the reason behind their theft act, goes viral on social media when she shares about her medical condition and how the brothers want to help her get the money for her operation. Diego Loyzaga and C h r i s t i an B abl e s are joined by Kylie Verzosa, who plays Adriana, Andres’s partner, and Sean De Guzman as Martin, Donald’s ex-boyfriend. Sean has worked with Direk Joel Lamangan in “Anak ng Macho Dancer” and is already used to doing sexy scenes on screen. And it is only Direk Joel Lamangan who convinced Christian, who’s used to

portraying gay roles, to do a bed scene and torrid kissing scene with his partner Sean. Aside from being a comedy-drama film, BEKIS ON THE RUN will also tackle corruption and least-talked topics such as gay men in the military. Coming from Direk Joel Lamangan, there is undoubtedly a lot to look forward to in the movie. So stop running, stay at home and watch BEKIS ON THE RUN on September 17, exclusively streaming on VIVAMAX. Vivamax is available at web.vivamax.net. This approach has been successful in convincing communist rebels to give up the armed struggle as there are readily available programs and projects that will help them reintegrate into their communities. under the Bangsamoro Islamic Freedom Fighters (BIFF) command have returned to the fold of the law yesterday (August 30). Colonel Pedro Balisi, commander of the Army’s 1st Mechanized Infantry Brigade (1MIBde) told reporters that the rebels have surrendered at their headquarters in Barangay Kamasi, Ampatuan, this province.

“They (surrenderers) made the right choice as they are fighting a futile cause,” Balisi said in an interview. The army official, however, did not identify the surrenderees for their safety while their surrender is still officially being processed especially on the benefits they can get from the government. Balisi said the group belongs to the BIFF-Burgos faction. They have turned over their arms during a fitting surrender ceremony, including an M16 rifle, two M14 rifles, two homemade .50 caliber sniper rifles, two .30 caliber sniper rifles, three rocket-propelled grenade launchers, two improvised explosive devices, explosives, and ammunition. Alias Sudan, one of those who surrendered to the government said they are tired of fighting in the mountains of Maguindanao, and they’ve been hiding ever since they joined the group, as government forces have been pursuing them. “We were further disappointed upon learning that we were duped as they promised to pay us a huge amount monthly (but) it never happened,” Sudan told PNA in a phone patch interview. It was learned that the 10 surrenderees are now undergoing custodial debriefing , while their livelihoods are being processed by the Shariff Saydona Mustapha town government. 150 “disgruntled” members of the BIFF have already surrendered since January, this year. - PNA

This included the government’s Malasakit Center which has already served more than 2 million indigent Filipinos seeking medical and financial assistance, since it was passed into law in 2019. The Malasakit Center is a one-stop-shop that helps poor and indigent patients through the support of government agencies that include the Department of Social Welfare and Development (DSWD), Philippine Health Insurance Corp. Secretary Andanar said that it is important that the PCOO takes part in informing the public about the accomplishments of the President through the roll out of the Duterte Legacy Communications Campaign. “It is important to report in order for the Filipino people to know whether the President has delivered his promises based on what he has said during the previous elections in 2016. Carlo Paalam: Leading by Example AUGUST 27, 2021 - Carlo Paalam returned to where it all started as he went back to his hometown of Cagayan de Oro following his success in the Tokyo Olympics. The 23-yearold boxer visited his hometown for the first time after capturing the silver medal in the men’s flyweight division of the Summer Games, and went to Italpinas Development Corporation’s Primavera Sales Office where he received his newest condominium unit from the company. “IDC is proud of Carlo’s

achievement, we are grateful to him for bringing honor to Cagayan de Oro. The company has also been a believer in the city’s sports program, especially for the youth,” said Arch. Romolo V. Nati, IDC Chairman & CEO. “His success comes at a particularly significant point in Philippine’s history when we are facing a pandemic, his fellow Filipinos struggling to find hope; his win at the Olympics inspires the country to believe and cope with today’s difficulties,” he added. Since 2018

Italpinas Development Corporation (IDC) has been an immense supporter of Mayor Moreno’s Amateur Boxing Program where Carlo Paalam molded his boxing skills. “Everything that is happening to me now is beyond my comprehension, I am beyond grateful to the Almighty for all the blessings that I am receiving. And to IDC, thank you for recognizing my hardships, and for supporting the boxing program of the local government where it all started for me. Without your support from the previous years, my

dream wouldn’t be a reality. Again, thank you IDC. “ said Olympic Silver Medalist Carlo Paalam. Cagayan de Oro is the second home of the Talakag, Bukidnon-born Paalam, where he was discovered and where he received his first training in boxing as a 10-year-old boy. Paalam is one of four Philippine medalists in the Tokyo Games, along =with gold medal winner Hidilyn Diaz and teammates Nesthy Petecio and Eumir Marcial, who bagged silver and bronze medals, respectively.
