PCSO’s ‘Lucky Tres’ now operates in Oro By MARK FRANCISCO Reporter

ANOTHER three-digit game has invaded the city of Cagayan de Oro. LuckyTres or Peryahan ng Bayan of the Philippine Charity Sweepstakes Office (PCSO) has set afoot Cagayan de Oro City few days ago––and is set to conquer the underground world of illegal Swertres operating in Northern Mindanao. Unlike the Swertres draws of PCSO, which is held in Manila and whose results the illegal Swertres operators are copying, LuckyTres draws are held locally thus eliminating the possibility of being intercepted by illegal numbers See Lucky, page A7

Divers dismayed over the capture, death of sun fish

S

URIGAO City - Some local and foreign divers expressed dismay over the capture of a giant ocean sun fish on Oct. 14 in a barangay here, and said the fishermen who caught it should have set it free. “They could have let it loose not applied hooks and brought it ashore,” diver Paul Dumlao from Surigao City said. He said if he had known it right away he could have tried to rescue the giant fish and brought it back to deep water. Ayesha Laurente, another local diver cried foul upon learning that fishermen in Barangay Ipil caught a rare fish. “If it’s true that there are more sun fish out there, they should not get it because it’s a rare fish,” she said, adding she felt so bad seeing the hapless fish. “This can be a tourist attraction especially for

divers. I hope there are more around here and they don’t catch this rare fish,” she said. Laurente said she went to Bali, Indonesia last year just to see this kind of fish. “We paid that much just to see this kind of fish in Bali, Indonesia. [But] because it’s rare we failed to see it there.” Zati Orquina, another diver said he was so shocked when she learned that a sun fish had been caught. She said fisher folks should be told not to catch it because only a few of its kind is left. Gianni Grifoni, a Swiss national diver and marine biologist said he didn’t like what the fishermen did to the sun fish. Ricardo Dionaldo, one of the 10 fishermen who caught the said fish said they did not intend to get the fish whose sheer size amazed them.

“We didn’t know what kind of fish that was,” he told MindaNews, adding it looked weak when they saw it. He said it accidentally got into their net. Dionaldo said they were looking for a school of big eyed scad locally known as tamarong some 1000 meters from the shoreline of Ipil. He said if the local authorities allowed them to eat it, it would have been like a feast. “Everybody wanted to get a piece of it.” Bureau of Fisheries and Aquatic Resources officials said the ocean sun fish which was caught on Tuesday was 2.165 meters long and 1.322 meters high and weighed 600-800 kilos. It was buried a few hours after it was brought ashore Ambrosio Burimbao, another fisherman said that three years ago some fishermen in Barangay Mabua, a neighboring village, caught

a much bigger sun fish. The said fish was brought to Surigao Public Market but no one bought it because it was not common

Green architecture for all government buildings Lawmakers have filed a bill applying green architecture in the construction of future government buildings in the country. The Green Building Act may yet hasten the need for environmentally friendly architectural designs of government buildings. Green building uses one third energy than conventional buildings. It espouses the reduction of operation costs by increasing productivity and using less energy, water and other resources; improvement of public and occupant health due to improved indoor air quality, and decrease of waste, pollution and environmental decay according to the proponents of the measure. True, it is imperative to adopt policies that will condense the general adverse environmental impact of the built environment and will

consequently cut costs and save environmental resources. Rep. Karlo Alexei B. Nograles, another author of the bill, said the bill requires that all government buildings be set, designed, constructed, operated, maintained and retrofitted using environmentally responsible materials, sustainable architecture techniques and other green building practices for the purpose of reducing the building impacts on environment and human health. Indeed, it is timely that buildings must be eco-friendly because they are responsible for large amount of land use, energy and water consumption, air and atmosphere. Such fact runs counter to the very policy of the sustainable development and the Constitutional right of the people to a balanced and healthful

ecology. Under the bill, the government shall ensure that objective, accurate, comprehensive and updated information on green building policies and standards are available at all times not only to government institutions but also to the general public. All historic structures , however, are exempted from the requirements of this act. Nevertheless, the green building policy may still be adopted in the operation or maintenance practices, renovation and expansion of such structures provided that the historical integrity of the structure shall not be compromised. Let our architects apply applicable standards in planning, designing, constructing, operating or maintaining, renovating and expanding building projects and for

retrofitting existing buildings. The measure provides for the creation of a Green Building National Board tasked in the planning, design, construction, operation or maintenance practices, renovation and expansion of government owned buildings and in the retrofitting of existing government buildings. It is also mandated to promote green building education to the public regarding the benefits of green building standards, monitor the issuance of “Green Building” certification by authorized accrediting body and maintain registry of “Green Building” accrediting bodies and government institutions, which it shall make available to the public. Let all everyone help in raising the awareness on the importance and benefits of green building standards.

(NOT) NECESSARY EXCUSES

Life doesn’t only consists of addition, subtraction, multiplication and division. Life has ups and downs and everyone tries to survive in his own clock-shell surrounded by a dangerous ocean. Life is stuffed with plenty of excuses, and we are sometimes unable to apologize and say a meaningful “sorry” at the right moment. Excuses don’t know the question of age. I still have two significant examples to share: The church was crowded. Confirmation. A woman came too late. Traffic jam. In need of help, the woman looked to the left and then to the right. It looked like

a young man liked to help her. He murmured, “Show up a bit, the LOLA likes to sit down”. The situation looked problem-free at that moment. But after taking first a deep breath, the LOLA realized the young man’s comment. She was just only 38 years “young”! With uneasiness she looked at the youngster, who started smiling at her. How old could he be? 14 or 15? A very big difference already to her age. Then suddenly, the young man realized his inappropriate remark and stuttered, “Sorry Madam, please excuse me!” Choked with emotions, I also listened to the story of my former editor col-

Excuses, because one is embarrassed or with a simple alibi can be found at every corner. Did you, my dear reader, count already, how many times you used the term “IF”? Just to mention this example: “If I could pass my German language exam with distinction, my partner would be very proud of me!” Sure, not only he, also me, as your German language professor in USEP - University of Southeastern Philippines, Institute of Languages. “If there would be a God, there wouldn’t be so much misery, poverty, and war on earth!” “If there wouldn’t be the

The definition of reverence can be found in the following: A feeling of profound awe and respect and often love or an act of showing respect. a parent it is easy to get caught up in society’s consumer trap. As toddler’s how much richer our children would be to instill in them great respect for others, a rich love for family members, care of nature, gentleness with animals, awe of insects and an awareness of the needs of others. That spirit of reverence will carry our children through years of service when riches come and go. So remember: the best way to teach respect is to be respectful. Tomorrow observe opportunities to model respect as you go through your day. Your child may be watching.

LOCAL residents under the second congressional district of Rep. Juliette Uy of Misamis Oriental continue to enjoy the needed basic services, healthcare, educational assistance, and infrastructure projects. Rep. Uy, who is serving her first term as representative of the second district of Misamis Oriental to the House of the Representatives, has just turned over P4 million worth of infrastructure projects. Despite her being neophyte, Rep. Uy was diligent in looking for more funds to ensure she can bring home more projects for the residents of the second congressional district in Misamis Oriental to enjoy. She did manage to implement various projects without relying to the defunct Priority Development Assistance Fund (PDAF) more popularly known as “pork barrel.” Without the pork barrel, she opted to continue her educational assistance; the holding of regular medical mission, livelihood trainings and assistance. She was also instrumental in widening and concreting of the Iligan-Cagayan de Oro-Butuan road network.

She has earlier turned over a multi-purpose building (covered court) worth P2 million to Barangay Jampason in Jasaan town in Misamis Oriental. Joining her during the ceremonial cutting of the ribbon are Barangay Councilor Elizabeth Lanzaderas, Association of the Barangay Council (ABC) President Charlito Eugenio, Municipal Councilor Rebecca Edos, Punong Barangay Emerlinda Agbong, Punong Barangay Roel Dael of Solana, also in Jasaan town, and Engr. Jimmy Ramos of the Department of Public Works and Highways (DPWH)-District Engineering Office. Rep. Uy also turned over another multi-purpose building (covered court) worth P2 million to Barangay Rizal in the town of Claveria, also in Misamis Oriental. The project was turned over to Rizal Punong Barangay Marina Gumaling and were witnessed by Claveria town Mayor Redentor Salvaleon, Vice Mayor Miraluna S. Abrogar, and the members of the Barangay Council of Rizal. The P4-million worth multi-purpose buildings were funded under the Rural Local Infrastructure Project (RLIP).

“The governance of the congresswoman is not partisan, but service to the people,” said Villanueva town Mayor Julio Uy, the husband of Rep. Uy.

AMBOANGA City – Abu Sayyaf militants have freed two German hostages late Friday after receiving ransoms in Patikul, Sulu. The hostages - Stefan Viktor Okonek, 71, and Henrike Diesen, 55, were recovered by policemen near a checkpoint in Patikul town in Sulu province and were immediately whisked by the military to a camp in Jolo town. Military sources said the hostages would be brought to Zamboanga City before flying to Manila where they would be handed to Philippine and German officials. Aboo Rami, an Abu Sayyaf spokesman, has told a radio station that ransoms were paid for the safe release of the Germans, but he did not elaborate. The militants have originally demanded P250 million ransoms in exchange for the hostages

and for Germany to cease all support to US coalition campaign against ISIS which is fighting for Islamic caliphate. The German yachters were intercepted at sea by the Abu Sayyaf on April 25 while heading to Sabah in Malaysia from a holiday in the Philippines. The release of the Germans came hours after Philippine security forces have launched an operation in an effort to capture Abu Sayyaf militants holding foreign hostages in Sulu. The Abu Sayyaf had threatened to kill the hostages if the military launches a combat operation against the notorious group tied to Jemaah Islamiya and alQaeda. Arab or Indonesian militants are also among the Filipino militants guarding the hostages. Officials said police and military, armed with arrest warrants, are presently intensifying law enforcement

ao Command said police and military authorities are ready and willing to shift from law enforcement operations to tactical options should the Special Action Committee of Sulu come up with a resolution that would allow security forces to advance with their operations. “The Western Mindanao Command continues to support the PNP’s law enforcement operations under the guidance of the Special Actions Committee in Sulu,” said Lieutenant General Rustico Guerrero, head of the Western Mindanao Command. He said the ongoing joint police and military operations cover the implementation of warrants of arrest, search and seizure, and other law enforcement activities against the members of the Abu Sayyaf group. The Philippine military has deployed K9 units in Sulu to help ground troops search for at least 7 foreigners being held by the Abu Sayyaf.

Marine Captain Maria Rowena Muyuela, a spokeswoman for Western Mindanao Command, said: “The K9 teams will help track down the Abu Sayyaf as military troops continue to pursue the bandits in their hiding places. Intensified law enforcement operations in coordination with the local government and the police are ongoing to facilitate rescue of kidnap victims and expedite the arrest of Abu Sayyafs in the province.” Another Abu Sayyaf faction also threatened to kill Malaysian fish breeder Chan Sai Chuin, 32, who was kidnapped along with a Filipino worker on June 16 this year from a fish farm in the town of Kunak in Tawau District. in Sabah that killed another policeman. The militants are demanding 5 million ringgits (P68.3 million) The Abu Sayyaf is also holding a 64-year old Japanese treasure hunter Katayama Mamaito, who was kidnapped from Pangutaran Island in July 2010; and two European wildlife photographers Ewold Horn, 52, from Holland; and Lorenzo Vinciguerre, 47, from Switzerland, who were taken captive in the coastal village of Parangan in Panglima Sugala town in the southern Tawi-Tawi province in 2012. The 1st Infantry Division has sent two battalions of soldiers in Sulu to help in the operation, said Brigadier General Gerardo Barrientos, Jr. He said the new unit is “equally capable of addressing various threats and emergencies.” This was on top of 100 Special Forces soldiers from Zamboanga City that were sent to Sulu on October 8 to help other units fight the Abu Sayyaf. The Abu Sayyaf group, formed by Ustadz Abdurajak Abubakar Janjalani in 1992, continues to recruit members to fight the government in their attempt to set up a strict Islamic state in Mindanao. The group now has hundreds of members in the Muslim autonomous region. The military has failed to stop the growing influence and violent campaigns of the militant group tied to al-Qaeda and Jemaah Islamiya mainly because it did not sustain the combat operations needed to wipe out the Abu Sayyaf in the restive region. Much of the military’s huge budget goes to combat operations and its modernization program.

and purpose of the “Black Shadow Gang.” The “Black Shadow Gang” exists without a purpose. It is nothing but a scrap that teaches immorality and sexual permissiveness that would certainly lead the youth toward perdition, even in their formative an innocent years, said Tabor. “This should be stopped before it goes out of hand,” Tabor said, citing that while the constitution guarantees the right to freely organize, the law also has the right to stop or dismantle any organization. Under the principle of ‘parens patriae’, the state can interfere and take necessary action to put a stop or deny any organization from continuing and to file necessary action to deter it, Tabor said. He said that the bulk of the responsibility to put a stop to the “Black Shadow Gang” in public schools lies in the administrators of schools who could monitor and take concrete actions against the organization. The barangay officials where the schools are located should also do something about the “Black Shadow Gang” while the local law enforcers should look into the existence of the gang in and outside the school perimeter, Tabor said.

that the seminar is conducted to further elaborate to Rotarians the ideas about the contributions made inside Rotary Foundation. The Rotar y Foundation enables Rotarians to advance world understanding, goodwill and peace. This is done through funding humanitarian activities, from local service projects to global initiatives in terms of but not limited into improvement of health, support of education, and alleviation of poverty. “The Foundation is a vehicle of helping other people in other countries especially to those who are helpless than we are and to make difference in their lives,” she added. One contribution made is the annual giving that is also set to assist less fortunate people in other countries. Balandra also informed that most members do not know that 50% of their annual contributions will come back to them as District Designated Fund, another reason that this seminar is held. This is something that their administration is trying to target, because the district did not enjoy the DDF for the past years. Once acquired, DDF then could be used in foundation activities that the district chooses to support or participate into. The other half of the annual

HAPPY WIFE, HAPPY LIFE (Q & A) http://www.chinkeetan.com/ MY HUSBAND DOWNLOADS PHOTOS OF OTHER WOMEN “Hi sir chinkee, I just want to consult something about my husband. Although this problem is petty compared to the other wives out there; My husband is and always loyal to me. But there are some things that I can’t take anymore. He’s always downloading nude photos and pictures of celebrity that he really likes. I know for a fact that he will not cheat on me, but still downloading and watching those kinds of photos and videos gets me off sometimes. For the record, my husband treats me always like a princess. He cooks for me and he is very sweet. But seeing him doing that; hurts me a lot. So I told him that I don’t like what he is doing. But still he continues to download, watch, and even follow sexy celebrities. I don’t know what to do anymore. What do I need to do?” ANSWER: This is my two cents worth of opinion. Everything that happens on the outside is only a manifestation of what is happening in the inside. Your hubby has a deeper problem than downloading nude or sexy photos of women. issue to him, but being a life coach, we have been trained; if there is smoke, there is fire. It is not normal for a spouse to download photos and feed his eyes with other women. The bible says, “The eye is the lamp of the body. If your eyes are healthy, your whole body will be full of light. Matthew 6:22 Question: What if the eyes are unhealthy; the whole body will live in darkness? I may sound old- fashioned, but it is better to be safe than sorry. I have trained myself and my kids to protect themselves by closing their eyes if they see compromising scenes or images when they watch TV and movies. There is great danger if you expose yourself to unnecessary and unhealthy images. Here are the following things that you can consider doing in order to help your husband: COUNSELLING I really suggest that he needs to go through

immediate counselling in order to get help. He needs an outsider to help him with his blind spot. Believe me, I also have my own share, we all have blind spots. PEER PRESSURE Try to deliberately surround himself with the right company or influence. Peer pressure with the right group of people is good. Keep him around the company with goody people who can influence him to make the right decision and choose the right thing. ACCOUNTABILITY Once he is surrounded with the right people, encourage him to be accountable to a person whom he looks up to. I am so thankful and grateful that I have people around me who I am accountable to. They are the type of people who are not afraid to inform me that I have bad breath. We need people who can speak into our lives. PRAY Pray that he will be open for counselling and

Visual merchandising VISUAL merchandising is the way you arrange the goods in your store to lure in more customers. But for me, visual merchandising is a concept not just limited to boutiques, retail shops, commercial malls and hotel lobbies. For a city to stand out not just in its own country but the whole world, one of the elements it needs is visual merchandising. Dubai has Burj Khalifa. Kuala Lumpur has Petronas. Chicago has Sears. Sydney has the Opera House. We have our own McArthur Hat Monument. But our level of popularity is way way far behind those of other cities mentioned. (In fact, even residents of the city here would nod in surprise, “Do we have such a landmark?”) It

is where marketing comes in. Promoting the city of Cagayan de Oro has been done since past administrations. But even if more shopping centers, condominiums, tourist attractions and a sound business climate are keeping on sprouting up, so do other cities in the country. For this reason also the wisdom of God said, `I will send to them prophets and apostles, and some of them they will kill and some they will persecute, so that the blood of all the prophets, shed since the foundation of the world, may be charged against this generation, from the blood of Abel to the blood of 18. I have gone riding a taxicab in the past whose interiors are adorned with artificial flowers. That was a nice thing to replicate. There are tons more innovative ways on how to make our city visually appealing. Of course, not all of us are artistic but it doesn’t need an artist to create a city with a vividly stunning tableau. I’m not talking about utopia either. But together, we can pool all our viewpoints and merge our ideas to become reality. It doesn’t have to be costly. There are many innovative ways on how to

ut of the 24 entries from 14 different countries, Xavier University reaped the

top honors at the Blue Responsibility Awards: Manufacturing for a Sustainable Terra Preta Sani-

tation System during the Puteri Pacific Hotel in Jo12th Global Conference hor Bahru, Malaysia on for Sustainable Manu- September 24. GCSM is an annual facturing (GCSM) at the colloquium designed for students, engineers, scientists and professors across the globe in pursuit of exchanging sustainable ideas to rejuvenate our environment and improve quality of life. The competition’s rationale included two main principles: (1) Sustainability is not only limited to the common concept of the Reduce, Reuse, Recycle (3Rs) which most developing countries have applied over the years. (2) Ongoing depletion of the Earth’s natural resources necessitates three more new concepts—Reprocessing, Redesigning, and Remanufacturing. These so-called 6Rs (Reduce, Reuse, Recycle, Reprocessing, Redesigning, and Remanufacturing) constitute a new environmental protocol in the manufacturing industry. Application of these sustainable concepts served as the major criterion at the Blue Responsibility competition, where the sanitation system design entries must be a reflection of the 6Rs.

XU, through the collaborative work of its two Research and Social Outreach (RSO) units— the School of Medicine’s Sustainable Sanitation (SuSan) Center and the College of Engineering’s Engineering Resource Center (ERC)—submitted the entry dubbed as “Terra Preta Sanitation System for Post-disaster Transitional Communities in the Philippines.” The said entry received the top award among the 7 finalists during the competition. Representing XU and the Philippines during the final presentation were Dr Gina S Itchon of the School of Medicine and SuSan director, and Engr Dexter S Lo, faculty of the College of Engineering and ERC director. XU was considered as “the game changer” of this design competition because its entry was not only manifested through a blueprint and theories but it has been used and proven effective in several evacuation communities after a number of disasters hit the country (Tropical Storm Sendong in 2011, the Bohol Earthquake and Super TyphoonYolanda in

2013). Backed with solid research, community experiences, assessment and remodeling, XU’s entry demonstrated the capacity of a developing country, such as the Philippines, to conceptualize and apply a multidisciplinary and collaborative solution to sanitation issues despite the limited resources. “Finally, we stand here today not just as scientists, but as persons echoing the cry for human dignity,” Engr Lo said in his message. In the field of community development, the ERC director underscored the Ignatian value of magis (beyond what is expected and going beyond excellence) and the theme of the bicentenary of the restoration of the Society of Jesus, “Go, set the world on fire.” “Every time we work in the community, especially with the poor and the powerless, it is our commitment, our mission—to forge a better life for our people, for a sustainable future, and for a truly blue planet!” XAVIER UNIVERSITY COMMUNICATIONS OFFICE
