Solons agree to suspend implementation of ‘Imem’

The resolution is recommendatory in nature and will be submitted to the Department of Energy. On motion of Rep. Edgardo Masongsong (1-Care Partylist), the members of the Committee on Energy chaired by Rep. Reynaldo V. Umali (2nd District, Oriental Mindoro) have recommended the use of embedded power sources to sustain the power needs of the Island. Prior to the passing of the resolution, consumers lament over the non-viability solution from the DOE on the Mindanao power crisis, unless the said department listens to Mindanao consumers who in unison said that the IMEM is not working at all. Mindanao Coalition of Power Consumers (MCPC) President David A. Tauli said IMEM is a failure, even as he belied the DOE that

it has 300 MW of embedded power sourced coming through the IMEM. Engr. Tauli said there is only one registrant since the IMEM started operation that can only offer 14 MW while Mindanao needs more than 200 MW of electricity for its consumers, and DOE is not presenting any solution outside of IMEM. Tauli said the proposed solutions to the power situation in Mindanao have been laid down during the 2010 power summit, which includes the bringing in of power barges and repair and rehabilitation of Pulangi power plant. But, Engr. Tauli said PSALM has not acted on it. Rep. Rufus Rodriguez (2nd District, CDO) hit DOE for its alleged “easygo-lucky” attitude over the Mindanao power situation. Rep. Rodriguez scores Energy Sec. Jericho Petilla

for allegedly telling Mindanaoans to either “take it or leave it” on the matter of what IMEM can offer. Rep. Rodriguez said: “The government is not like that. The government must provide alternatives. Hindi yung sasabihan ka na bahala kayo sa buhay niyo. That is not the way.” Rodriguez said there should be alternative, and the alternative is not “blackout.” Association of Mindanao Rural Electric Cooperatives President Sergio Dagooc suggested during the hearing that DOE should allow cooperatives to undertake bilateral contracts with embedded power sources. The committee will also hold similar public hearing in Marawi City today (March 7) on matters directly and principally relating to the exploration, development, utilization or conservation of energy resources, and entities involved in energy or power generation, transmission, distribution and supply. At least, 15 congressmen attended the Cagayan de Oro hearing, most of them are Mindanaoans. The hearing is an initiative of Committee Vice Chair Vicente F. Belmonte (Iligan) with Reps. Maximo R. Rodriguez, Jr. (ABAMIN

Party List) and Edgardo Masongsong (1-CARE Party List) acting on the instance of the Mindanao Coalition of Power Consumers (MCPC). Aside from MCPC’s Engr. Tauli, position papers/ recommendations were also submitted by AMRECO, the Cagayan de Oro Electric Power and Lights Co., the Institute of Power Sector Economics (IPSEc); Iligan Light & Power Inc. (ILPIDU of Iligan City)and that of Konsmanteng Kagayanon, Inc. headed by Rene Michael Baños. Among the salient findings of the MCPC for the initial month operation of the IMEM covering the Dec. 3- 25, 2013 are: (a) The total energy sold to the IMEM by embedded generators was zero; (b) The total energy that IMEM Customers offered to buy from the IMEM was less than one percent of the total energy consumed by Mindanao consumers in the initial month of operation of the IMEM. (c) The three “final” Billing Statements sent by the PEMC to IMEM consumers had very large variances in the billed quantities and amounts, indicative of a systemic or fundamental error in the metering and billing process rather than merely wrong metering data, which was claimed by the Philippine Electricity Market Corp. (PEMC) for issuing more than one final billing statement to IMEM customers. The conclusion to be drawn from each of the three facts, as well as from all three taken together, is that there is no rational ground for the PEMC to demand payment by IMEM Customers for power supply from the IMEM in the initial month of operation of the IMEM. Notwithstanding the absence of rational ground for the Billing Statements issued to IMEM Customers by the PEMC, a few distribution utilities opted to pay the Billing Statements from the PEMC, including CEPALCO, SUKELCO, See SUSPEND, page 15

The peak load demand of the cooperative is 88MW. He said aside from Mapalad, Zamcelco gets its power supply from the Power Sector and Liabilities Management (PSALM) and Therma Marine Incorporated, which allot 37MW and 18MW, respectively. Meanwhile, Sahi said they have requested the ERC to issue them a provisional authority to enable

Zamcelco to purchase 7MW from the Bukidnon-based Crystal Sugar Company. Sahi said the rotational blackouts per feeder will be further reduced to two

LORAN, Misamis Occidental – Minister Counsellor Layton Pike of the Department of Foreign Affairs and Trade (DFAT) of the Government of AustraliaAustralian Aid Program visited the Province of Misamis Occidental on Tuesday, March 4, 2014, to review the Provincial Road Management Facility (PRMF) Program implementation and, at the same time, for the inauguration and turn-over of the P40 Million 6.2-kilometer Maular-Monterico Road Rehabilitation Project. Joined by PRMF countr y staff, Mr. Graham Jones and Mr. Tom Townsel, DFAT-AusAid Program Minister Counsellor Pike was met by Governor Hermie M. Ramiro who personally welcomed him to the province. Together with other PRMF Misamis Occidental project coordinators and staff, provincial department heads and members of the Sangguniang Panlalawigan, led by Vice Governor Aurora Virginia Almonte, were also present to receive the dignitaries.

Bandits abduct teacher in Patikul

A M B OA N GA CITY - A teacher was seized Wednesday by Abu Sayyaf rebels in the southern Philippine town of Patikul, officials said.

Officials said Alrashid Jahang was travelling on a motorcycle in the village of Taglibi when intercepted by Abu Sayyaf gunmen led by Aljini Mundoc alias Ninok Sapari. Mundoc was also linked to the kidnapping last year of two Muslim sisters Linda and Nadjoua Bansil - who are both filmmakers - in Patikul town. The sisters were with members of the Sulu Sultanate when Mundoc seized the duo while doing a documentary of Muslim coffee farmers in the area. Sapari was implicated too to the 2012 kidnapping of a health worker Rosalyn Kiram, 54, also in Patikul town. There was no immediate statement from the town mayor Kabir Hayudini about the series of kidnappings in his area. Just recently, police said

Police said the victims – two children and a teenager – were in a car driven by Saddam Amlih, 24, on their way to Notre Dame School when a jeep used by the gunmen blocked their path on General Arolas Street in the village of Alat and forcibly took them. The mayor of Jolo, Hussin Amin, also did not give any statement about the latest abduction. ZAMBOANGA CITY – Mayor Ma. Isabelle Climaco-Salazar said the rehabilitation efforts in the city are now in full swing. Speaking to the media, Mayor Climaco-Salazar announced, “The Z3R (Zamboanga City Roadmap to Recovery and Reconstruction) Plan is well on its way and that preparations for implementation are on full gear.” Climaco-Salazar said the Z3R team met last February 9 with the National Inter-Agenc y C ouncil with Department of Public Works and Highways Secretary Rogelio Singson and National Housing Authority General Manager Chito Cruz to expedite the rebuilding of infrastructure and shelters for the thousands of internally displaced persons (IDPs) “Secretary Singson has given the local government

authority to enter into lease of property agreements to hasten the construction of temporary shelters or houses,” the lady chief executive said. According to ClimacoSalazar, there are now 4 transitory sites for the evacuees, while another one is due for completion on March 8 that will house 90 families. As for the budget for rehabilitation, ClimacoSalazar revealed that a total of P2.5-B was already downloaded to NHA for the shelter and infra projects. “What is taking time is, the legal issues concerning the purchase of lots for temporary and permanent houses have to be resolved”, she said. Philippines captures Sayyaf man linked to kidnappings of 3 US citizens, 17 Filipinos BASILAN – Philippine law enforcement and intelligence agencies have arrested Wednesday a member of the notorious Abu Sayyaf group implicated in the 2001 kidnapping of three US citizens and 17 other Filipino holiday makers in the posh Dos Palmas resort in Palawan province. Chief Inspector Ariel Huesca, a regional police spokesman, said Kudairik Abdulla alias Abu Saad, was arrested in hide hideout on Lampinigan Island off Basilan province.

“His arrest is covered by a warrant in relation to the Dos Palmas kidnapping,” he said. He said Abdulla is the brother of an Abu Sayyaf terrorist Bong Abdulla who was killed along with over a dozen others during a botched jail break in a police detention facility in Bicutan in Taguig City in 2005. Huesca said Abdulla, who is married to a niece of Abu Sayyaf leader Radulan Sahiron, is being interrogated by authorities. Ab-

dulla’s father, Nasirun, is a close associate of another notorious terror leader Khair Mundos, who is long wanted by the US. Mundos, who has links with the al-Qaeda, was arrested in 2004 in Mindanao, but escaped from his detention center in Kidapawan City in 2007. Washington has offered $500,000 reward for his capture. Abdulla is being linked to the kidnapping of California man Guillermo Sobero and Kansas missionary couple Martin and Gracia Burnham and the Filipinos. The Abu Sayyaf beheaded Sobero in Basilan a month after the kidnapping while Martin Burnham was shot and killed

DE N R- Z a m b o Peninsula targets to plant 24,416 trees PAGADIAN CITY, Zamboanga del Sur -- The Department of Environment and Natural Resources (DENR) through the National Greening Program (NGP) is set to plant 24,416 trees this year here in the Zamboanga Peninsula. DENR’s Forest Management Services Regional Technical Director Carlito Tuballa said Wednesday that they originally targeted to plant 19,159 trees but it was increased to 24,416 trees in line with this year’s concept of the NGP to alleviate the livelihood of the farmers by incorporating into the program the planting of high-value crops (HVC). Davao del Sur spearheads condemnation of NPA landmines

IGOS CITY, Davao del Sur – The provincial government of Davao del Sur led the condemnation rally against the use of landmines of the New People’s Army (NPA) on Wednesday morning at Digos City.

The condemnation rally dubbed as the Ecumenical Prayer for Peace was participated by about two thousand peace advocates from the local government units, academe, religious sector, non-government organizations, Indigenous Peoples, Muslim community security and the youth sector. It started with a Peace Rally at the Fying A Shell Station and ended at the Rizal Park, Digos City, wherein a short program took place. The activity aimed to generate social pressure to the Communist Party of the Philippines (CPP) – New People’s Army – National Democratic Front (NDF) to stop or dissuade the opposing forces particularly the NPA as supported by a progressive front of deceived masses from using illegal explosives such as landmines. Davao del Sur Board Member Atty Lanie Gabutero discussed to the peace advocates the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHRIHL) and

Mayor Joseph Peñas of Digos City similarly called for the total ban of landmines used by the NPA, stressing these are violations of Human Rights and International Humanitarian Law. He also called for unity in attaining peace in the province. The peace advocates then signed a Manifesto of Commitment condemning the barbaric use of landmines by the NPA and voluntarily commit themselves to the call and preservation of the gains of peace and other advocacies in attaining a just and lasting peace and

in advancing the measures aimed at prohibiting the use of landmines. “I, together with the people of Davao del Sur, call for a total ban of the use of landmines by the NPA. The NPA should not make the civilians the object of their attack. I, therefore, call on the NPA to stop their atrocities and give peace a chance in Davao del Sur,” said Governor Claude Bautista. The peace advocates lighted their candles as Ustadz Tantuas, representing the Muslim community, and Bishop Guillermo Afable of the Diocese of Digos delivered the ecumenical prayers for peace. They both requested for divine guidance for all volunteers and all families who undergo any tragedy. DAVAO CIT Y-A new group of treasure hunters trooped to Marapangi, Toril amids reports that part of the much ballyhooed Yamashita treasure were buried along with the wealth of a landed Japanese national who left Davao when the broke out. Focused of the recent hunt is a tunnel that has a very narrow vertical entrance of about 10 feet deep. This leads to an equally narrow horizontal tunnel of about 50 meters deep. One of the members of the team that is now exploring the tunnel said that one has to crawl the distance of 50 meters to get to an oval dome of about 4.5 feet height and five meters wide. Three tunnel branch out from the dome: one north bound, one westward and the towards Davao Gulf. The tunnels measure about 3 feet side and 4feet high. Bill expanding coverage of Journalists’ right to refuse to reveal sources of information An Act amending R.A. No. 53, as amended, otherwise known as ‘An Act to exempt the Publisher, Editor, or Reporter of any Publication from revealing the source of published news or information obtained in confidence’ by including within its coverage journalists from broadcast, news agencies and internet publications. If it becomes a law, it would increase the value of the freedom information bill. The House Committee on Public Information has endorsed plenary passage of the proposed bill expanding the coverage on journalists’ right to refuse to reveal the source of a news report obtained in confidence. The proposed law authored principally by Reps. Raul V. del Mar (1st District, Cebu City), Rufus Rodriguez (2nd District, Cagayan de Oro City) and Maximo Rodriguez (Abante Mind anao), and Harlin Abayon (1st District, Northern Samar) expands the right of journalists to refuse to reveal sources of information on

news published. Presently, Republic Act No. 53 or “The Sotto Law” has been the journalist’s privilege statute which ensures he can refuse to reveal the source of a confidential news report or information except when the court or a Committee of Congress finds that the revelation is demanded by the security of the State. This law seeks to protect the identity of sources of a confidential news information, otherwise data for news or commentary may be lost and the objective of the press to check and balance and expose wrongdoing in the government is impeded. The proposed law expands the coverage for protection of broadcast journalists, news agencies and internet publications which are otherwise not covered by the Sotto Law. Protection extends to the publisher, station manager and/or manager, bureau chief, editor, news editor, writer or reporter, correspondents, opinion columnists or commentators,

cartoonists, photographers, or any practitioner involved in the gathering, writing, editing of and commenting on the news. The proposed law was presented because the current privilege applies only to the publisher, editor, columnist or duly accredited reporter of any newspaper, magazine or periodical of general circulation. The Sotto law is silent about journalists from broadcast stations, news or wire agencies, and internet newspapers, magazines and other publication. It is an omission that must be filled, an anomaly that must be corrected according to the proponents. The journalists envisioned by the Sotto Law cannot be confined to print practitioners thus the necessity to amend it thru the new Act which fortunately has passed committee hearing. Many thanks to the proponents. However, these are very elementary since freedom of the press which is enshrined in our constitution simply speaks about the whole thing.

Pregnant with admissions Would Cristina Ponce Enrile have admitted before national television that is beamed in several countries abroad that her husband is an incorrigible womanizer if Sen. Juan Ponce Enrile stands accused of adultery and not just plunder? In an interview with GMA News TV’s Solita “Winnie” Monsod, Mrs. Enrile admitted the ups and downs of her marriage to the senator in the 56 years that they have been married. She counted 38 different women that got involved with the senator during that period. But she was quick to say that it was these 38 women who offered themselves to her husband and not the other way around. But it was the reported dalliance Enrile had with his erstwhile chief of staff, lawyer Lucila “Gigi” Reyes that made Mrs. Enrile decide to abandon the conjugal home. She said she went to the United States to seek divorce from the man she loves. Her reason for opting to put an end to her marriage with her husband was because his relationship with Reyes lasted for years while the rest were only for a short period. This is the first time that Mrs. Enrile faced the camera to tell all and sundry what went on with her marriage to Sen. Enrile. The cliché of the interview, however, was when Mrs. Enrile came to the defense of her womanizer husband by categorically stating that he may not be perfect as a husband for being a womanizer but she

Jinggoy Estrada and Ramon “Bong” Revilla Jr. want the public to believe them, all that they have to do is present the documentary and testimonial evidence that will debunk without any iota of doubt that they never coursed their pork barrel through the numerous foundations owned by Napoles. This is not hard to do if they have the records showing that their respective pork barrel funds were never coursed through any of the Napoles foundations. But it seems that they don’t have the records that is why until now all that they could do is deny, deny and deny the testimonies of whistle-

blowers and government witnesses that are backed up with documentary evidence. Correct me if I am wrong, but I still have to hear Enrile, Estrada and Revilla present before any government body or even to the public such documents that’ll debunk government claims against them. As of this writing, the government has already forwarded to the Ombudsman literally truckloads of documentary evidence to support its charges against the three senators, Napoles and a host of others. Until now, however, all those charged by the government with plunder of the P10 billion pork barrel fund still could not present even just a piece of document proving beyond doubt that their pork fund was coursed through other agencies or foundations other than those that are identified with Napoles. This failure on the part of the accused is very telling. Telling because this just goes to show they have nothing in their possession to prove their innocence while the government has truckloads of evidence to prove they are guilty. It is said that to charge anybody is easy but to prove the charges is a tall order. Why? Because there is something lacking in all these economic thrusts. Our government leaders and their economic teams do not seem to realize that poverty is not just a matter of economics but also of spirituality. Either our leaders are simply and plainly ignorant of the connection between spirituality and economic growth, or that they are aware of it but are

Now, what must we do to receive all of God’s blessings, protection and guidance? Jesus Christ, our God and Savior says we should seek Him first, live according to His commands, and all the things we need shall come to us (Matthew 6:33). MALAYBALAY City––Three owlets rescued from a grassland fire on Monday in a village here have been turned over to the local office of the Department of Environment and Natural Resources Office (DENR), an official said. Acting Community Environment and Natural Resources Of-

ficer Vergilino Alima said Romeo Villanosa, Delfin Mahusay, and Nonoy Landasan, all from Sitio Panamucan in Barangay San Jose turned the birds over on the same day. He said they welcomed the act as a response to their call on World Wildlife Day on March 3 to turn over to government wildlife that they may catch in their areas. He said in a statement that the

three owlets will be taken care of before they will be released back to the wild. Forester Jessica Mandajoyan, caretaker at the CENRO’s Protected Area Wildlife Management Services said the owlets are of the Philippine Grass Owl species, which are commonly found in grasslands with scattered patches of trees. Mandajoyan clarified that the

therefore, private lands within the purview of Section 68 of PD 705, as amended. Thus the cutting of trees within MSU Naawan premises is also covered or governed by Section 68 of said decree. Moreover, the cutting specifically of Narra and other premium hardwood trees requires special permit under DENR (Department of Environment and Natural Resources) Adm. Order No. 78, S. of 1987 and DENR Memo Circular No.22, S. of 1990. And under DENR Memorandum Order dated February 5, 2013, the cutting of Narra needs to be approved by the DENR Central Office, particularly by the Office of the Undersecretary for field Operations, There are two distinct and separate offenses punished under Section 68, of PD 705, as amended, to wit: (1) Cutting, gathering, collecting and removing timber or forest products from any forest land, or timber from alienable or disposable public land, or from private land without any authorization; and (2) Possession of timber or other forest products without legal documents required under existing forest laws and regulations. The offenders and/or persons liable and subject to arrest with warrant or in instances without warrant, with respect to prohibited acts above are the following: the cutter, gatherer, collector, receiver, and the possessor,

or in the case of a corporation, the officer or officers who appear to be responsible to the commission of the offense. All tools and equipment used in committing the offense shall be confiscated and seized and forfeited in favor of the government. The offenses committed under RA 3571 and PD 705, as amended, are malum prohibitum offenses, that is, crimes committed in violation of statutory or regulatory laws. Hence, criminal intent is not an essential element in the offense. In other words, those who cut the trees or keep and possess the timbers without authority or legal documents committed a criminal act punishable under the existing laws regardless of the motive or purpose it was pursued. So such argument that the trees were cut in order to give way to the construction of a school building, or to fabricate chairs and tables for the school will not justify the act or mitigate the effect of the crime. The violation of RA 3571 is punishable by prison correctional in its minimum period to prison mayor in its minimum period. The violation of Section 68, PD 705, as amended, is punishable as qualified thief under article 310 in relation to Article 309 of the Revised Penal Code and whose penalty may range from a few months to as long as 20 years of imprisonment depending on the total worth or value of the stolen goods. For instance, in a case involving 111 board feet of lumber and logs

worth P20, 930.40 from a narra tree cut in a private lot, the offender was penalized by the court four (4) months and one (1) day of arresto mayor, as minimum, to three (3) years, four (4) months and twenty (20) days of prision correctional (Sarmiento Merida vs. People of the Philippine, GR No. 158182). In another case (Villarin & Latayada vs People of the Philippines, GR No. 175289), the possession without legal documents of 4326 board feet of timber valued at P108, 150.00, the second offense contemplated in Section 68, PD 705, as amended, caused a penalty to the offender of two (2) years, four (4) months, and one (1) day of prision correctional as minimum to sixteen (16) years, eight (8) months and one (1) day of reclusion temporal. Were the cuttings of premium hardwoods at MSU Naawan campus covered by permits issued by the DENR Secretary or his authorized representative? MSU Naawan has, accordingly, applied for said permits, but whether the applications were approved or granted by DENR is another matter. The application for special permit to cut trees, particularly protected hardwoods, inside public school grounds and in private land, is usually acted upon by DENR authorities only upon compliance of certain requisites, or upon submission among others of the following: 1. Vicinity map and sketch of the area where the trees to be cut are located

2. Inventory of the trees to be cut which covers a. Number and species b. Diameter and height of each tree and estimated volume of timber to be generated c. Estimate of total volume in board feet of cut lumbers/woods and their estimated value d. Utilization plan of the cut timbers 3. Infrastructure/physical development plan of the area where the trees are found 4. Building permit 5. Community consultation on the cutting of trees 6. Confirmatory assessment by DENR environmental officers of the site and the trees to be cut Once compliance is made, DENR may issue the permit to the requesting party often with certain conditions, like the possibility of saving some trees by moving the construction of the building a little away from premium trees, or by earth-balling and relocating the trees; the submission of a replanting plan for the replacement of the felled trees; fixing the schedule or timeframe of tree cutting; and the supervision of the cutting by the CENRO or other DENR environment officer. The permit has exclusive period and is not transferable. No cutting shall be started without the presence of the DENR supervising representative(s). The presence of a DENR officer is important to control the cutting because if the number of trees cut exceeds the number requested and the period of cutting goes beyond

the period permitted, the permit may be rendered null and void. Penalties may be imposed in accordance with existing laws and regulations. Now, has MSU Naawan management complied with all the requirements to warrant the issuance of a tree cutting permit in connection especially for the construction of a gymnasium or a Training and Student Activity Center on campus? Accordingly, the application for permit was submitted to DENR 10 sometime in late November or early December 2013. The cutting of trees on the other hand was commenced sometime in the middle of January 2014. Obviously, there was no material time to comply with the requirements in the issuance of a permit, so much so that the cutting involved 28 Narra trees which needed the approval of DENR Central office. By the mindless way it felled, bulldozed, uprooted and the careless manner it dumped the trees in a log site that was also cleared of some trees, a permit is apparently absent. We have not also read or heard of any public notice or announcement on scheduled consultations anent the cutting of trees with community stakeholders, particularly with the constituency of MSU Naawan campus who planted, nurtured and cared for the trees for years. And no DENR officer was ever around to supervise the cutting of the trees. But, was there really a permit as claimed (without showing) by the MSU Naawan Chancellor during an interview with ABS CBN on February

13, 2014? If the answer is affirmative, then MSU Naawan management has nothing to worry. It may instead put DENR 10 in hot water on the possibility of issuing a hanky-panky permit. If, on the other hand, the answer is negative then all concerned in MSU Naawan are in for big trouble. DENR is in the position of filing a case against the responsible persons in the proper court. (William R. Adan, Ph.D., was a research and extension worker, professor and the first chancellor of the Mindanao State University at Naawan, Misamis Oriental. He was a British Council fellow and trained in 1994 at Sheffield University, United Kingdom, on Participatory Planning and Environmentally Responsible Development. CNA Honors Gokongwei with Lifetime Achievement Award

usiness leader John Gokongwei, Jr has been conferred the 2014 Lifetime Achievement Luminary Award by Channel NewsAsia (CNA) for his contribution to the growth of Philippine industry and the Asian economy. Gokongwei is the first Filipino to receive that recognition from the Asian TV News channel. In ceremonies at the Fullerton Hotel in Singapore on February 25, the entrepreneurturned-industrialist and founder of one of the country’s largest conglomerates became the fourth recipient of the prestigious award given previously to business leaders from India, Thailand and Indonesia. During his dialogue with CNA’s Timothy Go, Gokongwei said that he never imagined he would one day be one of the wealthiest men in the country. “I knew I could make it in Cebu but I never thought I could make it in Manila,” he said. “Everything was done in accordance to what is right. It takes time and devotion… you rely on your family for help and if they’re a dedicated group, they will help you. And that’s what happened to me.” To businessmen, he gave this advice: “Do what is right… do it with honesty and vigor. Be creative – that’s important. Don’t follow what other people are doing.” The Lifetime Achievement Luminary Award honors a business person whose success serves as an inspiration to others and whose achievements are iconic to the success of the Asian region, according to CNA, the broadcasting arm of MediaCorp of Singapore. The awards ceremony, attended by some 250 guests that included business and industry leaders, coincided with the celebration of the 15th anniversary of the English language Asian TV news channel. Gokongwei took his first steps in entrepreneurship at age 15 in the family’s hometown in Cebu in the central Philippines where he engaged in a buy-and-sell operation using a bicycle.

From these humble beginnings, he grew his fortunes on hard work and frugality while taking calculated risks and embracing competition. Today, Gokongwei’s business empire includes JG Summit Holdings, Inc. (JGSHI), Robinsons Retail Holdings, Inc. (RRHI), Universal Robina Corporation (URC), Cebu Pacific Air (CEB) and Robinsons Land Corporation (RLC), with a combined market cap of over USD18 billion. The 87-year-old self-made billionaire now sits as Chairman Emeritus of JGSHI, the family’s flagship that was chosen by Forbes as among Asia’s Fab 50 best publicly-traded companies in 2011 and 2012. When he turned 80, Gokongwei donated half his shares in JGSHI to the Gokongwei Brothers Foundation (GBF), which in turn, has given significant endowments to various educational institutions in the Philippines. JG Summit has interests in food and beverage, real estate and hotel, airlines, banking, power, telecommunications, petrochemicals, retail and publishing. The conglomerate earned a net profit of P13.3 billion as of end-September 2013. The tycoon received a Master’s degree in Business Administration from the De La Salle University, Manila, an Honorary Doctorate degree in Humanities from the Ateneo de Manila University and an Honorary Doctorate degree in Science in Business and Enterprise Development from the University of San Carlos in Cebu. He also attended the Advanced Management Program at Harvard University in Boston, Massachusetts. His wealth and influence notwithstanding, Gokongwei said in one interview that he is proud of his family first and his business only second. He has five daughters and a son who are all involved in running their conglomerate. His son Lance is president and chief operating officer of JGSHI, while his brother James Go is the conglomerate’s chairman and chief executive officer.

SPI’s damaged turbine generating units remain off the grid, affecting Mindanao consumers CAGAYAN de Oro City -- STEAG State Power Inc. (SPI), a Mindanao coal-fired power plant in Villanueva, Misamis Oriental, remained of f the grid since the Mindanao-wide blackout on Feb. 27, failing to upload a total of 210 MW, affecting power consumers in some parts of Mindanao. Jerome S oldevilla, communications officer of SPI, said “Units 1 and 2 of STEAG State Power Inc. remain offline after sustaining damage to its turbine generating sets following the reported Mindanao grid systems disturbance on Thursday, 27 February 2014. Each unit has a net generating capacity of 105 MW.” S ol d e v i l l a s ai d SPI has yet to complete the on-going comprehensive inspection and assessment of the turbine generating sets and expects to comeup with a more definite schedule and time table for the actual repair and restoration works in the next few days. SPI power plant manager Dr. Carsten Evers said the repair of the units may last for several weeks or more. Based on the initial results

of the on-going inspection and comprehensive technical evaluation of the turbine units, SPI will need substantial amount of time to restore the units back on line. Dr. Evers said: “We understand and recognize the precarious and very vol at i l e p ower supply condition of Mindanao and we would like to assure all our stakeholders especially the power consumers that SPI is working round-theclock to restore the units back on line.” SPI has vowed to provide periodic updates on the progress and development of the restoration works and is working closely with the Department of Energy (DOE), the National Power Corporation (NPC) and other members of the energy sector of Mindanao in addressing the issue. S P I ’s p o w e r p l a n t is currently Mindanao’s biggest in terms of unit capacity. Since start of its commercial operations in November 2006, it has delivered more than 10B kWh of electricity to the Mindanao grid representing about a fifth of the island’s total electricity supply.
