Full operation of Misor airport seen with 2014 budget

Applicants warned on bogus job hiring CAGAYAN de Oro City–– The Department of Labor and Employment, Regional Office 10 (DOLE-10) warned the public against bogus employment hiring.

The warning was issued

by DOLE-10 after confirming reports that a company has been hiring applicants in the city and collecting payments for uniforms amounting to P1,500 and P1,800 for medical fees.

This practice of collection is tantamount to illegal recruitment under the Labor Code of the Philippines, [Article 34 (b)], which prohibits a company to charge or accept, directly or indirectly, any amount greater than that specified in the schedule of allowable fees prescribed by the Secretary of Labor.

The regional labor department is thus advising the public not to be enticed by this modus operandi.

They are also advised to seek the assistance of the local DOLE Office in their locality or jurisdiction.

CAGAYAN de Oro City––Twenty-seven 20-footer container vans of imported rice have been seized by the Bureau of Customs in Northern Mindanao following the discovery of over-quantity as against the declared contents.

Acting customs district collector Atty. Ruby Claudia M. Alameda issued the warrant of seizure and detention after a spot check revealed that each container van had 520 bags of rice as against the declared quantity of 400.

Alameda said the shipment came from Thailand and was consigned to the Malingas Multi-Purpose Cooperative.

She said it arrived at the Mindanao Container Terminal Port in Tagoloan, Misamis Oriental, last December 20 on board M/V Sandigan Voy. No. 1324.

40 families displaced by ‘Sendong’ in Oro evacuated due to landslide threat

AGAYAN de Oro City–– Mona Baring and her children fled to the relocation site in Barangay Calaanan this city right after their house in Cala-cala, Barangay Tibasak was swept by typhoon Sendong on December 16, 2011.

Baring thought that the

worst was over, but disaster seems to follow her and 39 other families living in a row of bunkhouses at the relocation site in Barangay Calaanan City.

The Mines and Geosciences Bureau (MGB), an agency under the Department of Environment and Natural Resources (DENR), has, in fact, recommended to the city government the immediate evacuation of the 40 families or 200 persons living in the bunkhouses by the mountain for fear it would collapse.

Rex Monsanto, MGB Region 10 director, said their personnel found the

mountain “is ready to slip” after the three weeks of rain triggered by tropical depression “Agaton.”

“We have recommended the immediate evacuation of the residents. The mountain is in danger of slipping if more rains will come,” Monsanto said.

Teddy Sabugaa, head of the Cagayan de Oro Social Welfare Department, said the local government heeded the DENR-MGB recommendation and has evacuated the families to a nearby school.

He said the city government has sent a team of engineers to the reloca-

tion site and found that the warning from DENR-MGB was true.

“We are now studying where we can relocate the affected families. We are hoping there are still available houses for typhoon Sendong victims,“ Sabugaa said.

Baring said most of the families relocated at the bunkhouses in November 2012 after spending almost a year living in tents after typhoon Sendong devastated Cagayan de Oro in December 2011.

TEACHING: A satisfying Experience

I am a woman with an essence. I was created in the image of God as stewardess in His creation. I was perfectly made in His likeness, yet doing out so imperfectly because no human being can be perfect as God. However, I am trying my best to do the right things and follow the commandments of God. I came to earth with a purpose - that is to serve Him better through serving my fellow citizens and my family.

And by doing well my job in the school everyday with teaching and non- teaching loads.

At present, I enjoyed teaching little children in our place. I felt fulfilled watching them learning and applying all the things I thought. It gave me self-satisfaction at the end of the day when pupils learned something good from my lessons. But I know, I could have not done this without God’s help. So, I praised and gave Him thanks always. Being a teacher is not easy but with much perseverance, hard work and dedication, everything went fine. And all of these were done because of love. For me, love means sacrifice. So, I have to work hard and give much effort in molding the youths. I am a teacher with great dignity and full of values - respectful, courteous, honest and hospitable. I love

my job because it gives me joy, satisfaction and security.

I am a dedicated, committed and service-oriented individual. I performed my duties religiously and diligently. I am a hero in my own little ways. I love being a teacher!

I am a mother, not only to my kids but also to all children in school and in the community. I disciplined. I mentored. I nourished them with much love and care. I loved, I cared my pupils.

Before, I found life so boring and complicated with all the pains hardships, sufferings and heartaches. But now, I realized that life is so easy and simple if we have love in our hearts and if we will make God as the center in our lives. Everything I do, I offer it to the Lord, all for the greater honor and glory of Him and because of my great love for my family. And now I will say to my self “Courage and go on!” I am brave and strong to face all the challenges that life may bring especially in the field of teaching.

Finally, I am what I am.

I am unique. I have distinct characteristics. No one can change me of what I believed is right and true. I am a dreamer. I dreamt big because I want to soar higher than an eagle. And I love teaching because it gave me a satisfying experience.

She said they are planning to construct evacuation facilities that would protect people from being exposed to the elements as part of their disaster risk mitigation program.

Espere cited as challenge the attitude of the people to disregard warnings to evacuate “because flooding has become a normal occurrence in the city.”

She said they usually issue warnings to the barangay units to evacuate their constituents, especially when the situation is on Alert 3 level.

BUTUAN City––The death toll from the flooding here in the last two weeks has risen to seven from four despite the efforts of the local government unit and other government agencies to step up their evacuation and rescue operations at the height of the calamity.

Gracia Espere, officer-incharge of the City Disaster Risk Reduction Management Office (CDRRMO), said that fresh reports from the barangays confirmed the additional number of fatalities due to the floods.

“Out of the seven reported deaths, three were from drowning, three from hypothermia and one from electrocution,” she said.

Espere added they are still searching for four individuals who were reported missing at the height of tropical depression “Agaton.”

BUTUAN City––At least 70,680 people have been displaced by rain-induced floods in 83 of this city’s 86 barangays and the extent of the inundated areas and number of evacuees have prompted Mayor Ferdinand M. Amante to appeal for the victims’ assistance.

Dianah Generalao of the city’s public information office said most of the affected residents were moved to 75 evacuation centers.

OCD-Caraga Regional Director Liza R. Mazo said this city’s search and rescue team in cooperation with the Philippine Army’s 401st and 402nd Brigade, Philippine Navy and National Police was in continuing rescue operation in Barangays Mahogany, Mahay, Baan Riverside, Banza and Buhangin.

Mayor Ferdinand M. Amante, Jr. announced Tuesday at around 4 pm, work resumption in all public and private offices. Suspension of classes at all levels in public and private institutions remains until further notice, he said.

The common barriers to effective classroom interaction THE TEACHER AS PERSON

Learning depends on how one absorbs the information and how it was delivered to him. It is much the same on a theory on communication where sharing of message would be successful after the receiver received and understood the message.

In a classroom situation, learning is highly dependent on how intently the student listens to his professor and how the professor delivers the lesson, as well.

According to a website of Skills You Need, an online portal that discussed on developing human skills, there are various barriers of effective communication. These are commonly observed to listeners which include school settings.

Using of jargons can be problem for successful communication between students and teacher. Jar-

gons are technical terms that are rarely used in everyday conversation. Listeners may find these unfamiliar or vague, preventing them to understand sentences or statements mentioned in the discussion. Thus, it is very important for a teacher to define particular terms before proceeding to her lesson proper.

Emotional barriers and taboos are also barriers. In this kind, a student find it difficult to express his emotions and personal opinions in front of everyone in the class. These barriers can be observed mostly during recitals. The main reason is due to tense and stage fright filling the person.

Taboos can also cause the same worry. In here, a student felt that he is avoided to speak about a topic because there are limitations.

The lack of attention can also be a barrier to successful listening. In this kind of barrier, a student may lost his interest for the lesson, or he may find the speaker to be irrelevant.

Another is the differences in perception and viewpoint. In the classroom setting, a misunderstanding may arise between the teacher and student because of differences or clash of opinions. In another words, what a teacher believes as right may not be favorable to the student or vice versa.

Physical disabilities such as hearing problems or speech difficulties would also be a problem in a conversation. The teacher, in this situation, would not be successful in delivering his lesson because the student cannot hear it properly or perhaps, the student cannot understand him due to his

speech difficulties.

Physical barriers including misunderstanding of non-verbal communication are another common barrier to an effective communication in the classroom.

These will appear when the student failed to see the non-verbal cues such as gestures, posture and general body language which make lesson delivery less effective.

Learning is not just sharing the lessons but also on how the teacher presented and shared, and as well on how critically students have absorbed these lessons.

Afterall, successful learning, in order to be realized, sender and receiver should be participative. In addition, detecting common problems and giving careful measures are helpful ways in improving teacher-student interaction.

Manuto E/S offers a Wider Avenue for Learning

This School year Manuto E/S teachers spearheaded by our young and ever untiring school head - Dr. Dennis C. Caballes, are having a great time and effort to provide a place for the pupils to learn more on how to read, to read with comprehension and to fire out their imagination through reading story books, playing games, watching films and listening to radios. All these things could be done in our library and mini audio/visual room.

It has several books donated UNICEF. There are different kinds of dic-

tionaries, encyclopedia atlases, maps, and several laboratory materials for experiments use. From simple to complicated books for Filipino, Math, Science, EPP and English subjects - you could find it there. It has a TV set with DVD player and amplifier, 4 cassette tape recorders, scrabbles, chess boards, puzzled games and many more.

Pupils are encouraged to read with much vigor and lock at the books as treasures full of wonders.

They are instructed not to hang on anywhere after

taking their lunch but use their vacant time in the library instead. Inattentive, noisy and secured pupils are now easy to control if we will bring them in the library and mini-audio visual room because they can do a lot of activities inside. They can sit comfortably on long benches with long tables donated by the graduates batch 2007-2008.

Let’s face it. Teachers are facing several problems in their classrooms. We can’t deny that the greatest and worst problem is hand down non-readers!

But Manuto E/ S teachers have now an easy time to give remedial instructions to non-readers. They can bring their class hours and during noon break. This room can help minimize the number of non-readers and gradually eradicate them. As of now, pupils are enjoying inside our library and mini-audio/ visual room and they can even go out and smell the bewitching aroma of flowers in our peace park (they’re adjacent to each other) while reading or just lie down and enjoy reading with the sweet air.

DepEd features Filipino traits in K+12 report cards

THE Department of Education (DepEd) has started implementing this school year the inclusion of at least 14 traits of Filipinos in the Progress Report Card or Form 138E of kindergarten pupils.

The purpose of this progress report card is to further enhance the p u p i l ’s a c h i e v e m e n t monitoring system as per Standards of Learning Competencies for the Five-Year Old Filipino Children, which is one of the major thrusts of the K plus 12 program.

Two lawmakers have proposed the creation of the Mindanao Railways Corporation that will serve as the instrumentality of the government in providing a railroad and transportation system for the whole island of Mindanao.

Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Maximo Rodriguez Jr. (Party-list, Abante Mindanao) said the proposed MRC as embodied in House Bill 3055 shall own or operate railroads, tramways and other kinds of land transportation, vessels and pipelines, for the purpose of transporting for consideration, passengers, mails and property between any point in Mindanao.

“The creation of the Mindanao Railways Corporation will hasten the development of the island,” Rodriguez said.

Rodriguez cited the experience of Japan, Canada, the United States and most of Europe, which shows that their railroad networks have sped up the national development.

“The influx of people into areas previously unsettled and the easy availability of goods needed for civilized life means higher productivity of the land,” Rodriguez stressed.

Rodriguez underscored that a railroad network crisscrossing Mindanao will considerably shorten the distance between Zamboanga and Cagayan de Oro or Davao and Cagayan de Oro. “This will, in turn, mean a shortening of the travel time of the people and of the goods whose end destination is the Visayas or Luzon or beyond our northern shores or vice versa,” Rodriguez said.

Rodriguez emphasized that the country must benefit from the experience of other lands whose

railway systems up to today provide people and goods the cheapest and fastest way of moving in volume overland.

Under the measure, the Corporation shall also have the powers to own and/or operate powerhouses, hotels, restaurants, terminals, warehouses, timber concessions, coal mines, iron and other mineral properties and manufacture rolling stocks, equipment, tools and other appliances and construct and operate in connection with its railroad lines, toll viaducts, toll tunnels and the like.

The Corporation shall have an authorized capital of P1,000,000,000 for its initial operation divided into P10,000,000 shares at par value share of P100, which shall be fully subscribed by the government.

It shall be exempted from payment of all taxes of every name and nature, municipal, city, provincial or national. A continuing annual appropriation of P200,000,000 shall be appropriated from any funds in the National Treasury.

It is winter in Europe.

Winter, that means it is very tugnaw, not like 21 degrees Celsius, what is tugnaw for you, but already quite init for us, but more like 0 degrees Celsius. Or less. It can be minus 10 in January. You have cold feet and hands, even when wearing gloves and thick shoes, your nose is red and frozen and your breath comes out your mouth turning into smoke.

The worst of all, however, is the lack of sun, the dark days. People are grumpy and depressed, the streets and bars are mostly empty on weekdays. If I tell this to my Pinoy friends, sitting together in our shorts and enjoying a cold San Mig’ or a Tanduay Ice, they look at me and laugh.

We would love to see and feel the snow, to experience winter and to be wrapped in the cold. You always exaggerate, we know you.

Snow is like in the Christmas movies, a Disney experience, it is fun and cozy.... And I in my turn watch them, sitting in the shadow near the seaside, joking, eating and drinking.

-oooIS INTERNET TRANSL AT ION WOR K F OR REAL? Will someone please tell me if a company offering translation jobs for Filipinos involving English materials (like commercials, emails, books and even movie scripts) purportedly coming from United States is legitimate and is not merely a scam?

I mean, the salaries being dangled for the translation work is quite fantastic, and the terms are just so simple any Filipino with a knowledge of even the most basic of English can seem to qualify, but there is one big hitch that may need verification and clarification. What is this hitch? Well, the company is asking that the prospective Filipino translators should pay it US$34.00, or roughly P1,700.00, allegedly for processing fee.

Many Filipinos will not mind paying these amounts for a job like this but, there is no way of verifying whether the company is real, and

whether the translation jobs and the dizzying offers of compensation---allegedly up to US500.00 (or P25,000.00) for only a threehour work per day---really exist. Supposing the company is not real, the jobs and the salaries are non-existent, the prospective Filipinos would have already lost P1,700.00?

Pinoys abused in Malaysia?

News reports revealed that many Overseas Filipino Workers in Malaysia have been tortured, maltreated, abused, raped while others have died due to continued physical harassments.

In connection therewith, the department of foreign affairs had instructed the Philippine Embassy in that country to verify reports and to extend the necessary assistance to the victims of this crackdown initiated by the Malaysian police.

Many of these incidents took place in Sabah giving us the impression that some of the victims are undocumented or part of those who declared Sabah as their property.

A victim’s wife reported that her husband was not an illegal immigrant and has been there for a long time but was one of those who suffered from the hands of the Malaysian police.

Further reports had disclosed too that some of our women had been raped by the Malaysian authorities and one of them died for continued abuses.

Any of these news reports are certainly unacceptable and deserved to be investigated before we act to turn the table upside down.

I supposed this is the effect of the acts of our brother Filipinos who entered Sabah some months ago and declared the island as theirs. This must have irked the Malaysian government thus its police employed abuses and See ABUSED, page 11

Police arrest lady drug courier in Zamboanga del Sur

AGADIAN CITY, Zamboanga del Sur - The police have intercepted a shipment of shabu and arrested the suspected drug courier Friday evening in the municipality of Molave, this province.

Arrested was Mailynjean Victoria alias MayMay, 22, an alleged Ozamis City-based drug courier, according to Provincial police director Senior Supt.

Ecaldre said the suspect was arrested at a checkpoint along Quezon Street, Ba-

rangay Madasigon, Molave, while she was on her way to deliver shabu coming from Ozamis City.

Chief Insp. Nurhassan Pailan, Molave police chief, said they immediately conducted mobile checkpoint after receiving an information that a lady drug courier

named Maria Evenia was aboard a passenger van from Ozamis on her way to deliver shabu in Molave town.

Pailan said the suspect later turned out to be Mailynjean Victoria instead of Maria Evenia.

Pailan said the suspect alighted from the van as the vehicle was approaching the checkpoint which prompted them to accost and inspect her shoulder bag that yielded 100 small sachets of shabu.

He said the 100 sachets of shabu was placed in a big

square-shape heat-sealed sachet wrapped with table napkin.

He said the suspect revealed during the investigation that the she was only ordered by certain Cathy Rubio to deliver the said package to a certain John Mark in the municipality of Molave.

He said charges for violation of Section 5 of Republic Act 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002 will be filed against the suspect.

Abu Sayyaf man captured in Zamboanga City ZAMBOANGA CITY – Security forces captured T hu r s d ay a m e mb e r of the notorious Abu Sayyaf group implicated in kidnappings in the southern Philippines, officials said.

O f f i c i a ls s ai d Ju n Akilan was tracked down in the village of Talabaan following a tip off from an informant. Akilan was allegedly visiting his family when soldiers and policemen captured him. A .45-caliber pistol was also recovered from Akilan.

The capture of Akilan coincided with the visit

of US Ambassador Philip Goldberg.

Akilan is being linked to the kidnappings of teachers in Zamboanga City and also traders in Basilan and Zamboanga Sibugay provinces.

It was not immediately known whether Akilan arrived in the village alone or with other kidnappers. The Abu Sayyaf, tied by the police and military to al-Qaeda and Jemaah Islamiya, is still holding several kidnapped victims in the southern region. (Mindanao Examiner)

Zamboanga student shot outside university ZAMBOANGA CITY – An unidentified gunman last Friday fatally shot a 19-year old student in a daring attack outside the Western Mindanao State University in Zamboanga City in southern Philippines. The victim, Carlo Angelo Canda, was rushed to the hospital after being shot in the head. His condition is still unknown. The gunman fled after the attack and it was not immediately known whether witnesses could identify the assailant.

No individual claimed responsibility for the attack and police said it is investigating the shooting of the engineering student.

Benjie Barredo, head of the city’s Business Permits and Licensing Office (BPLO), said the business tax collection from January 1 to 20 this year reached P66.898 million.

The collection for the same period last year was P62.112 million.

Barredo said that from January 1-20, they were also able to process 5,485 business permits including 349 new applications.

He said this is higher by 117 compared to the 5,368 business permits with 279 new applications processed for the first 20 days in January

of 2013.

Mayor Ma. Isabelle Climaco-Salazar issued Executive Order reforming the regulations for the processing of business permits and licenses.

The new process involves just three steps – submission of renewal application form at the BPLO, assessment and payment of taxes at the City Treasurer’s Office, and issuance of a temporary permit to operate (TPO) by the BPLO. Barredo said they have issued a total of 418 TPO from Jan. 1-20, the deadline for the renewal of business permits without surcharges and penalties.

The TPO specifies the requirements and clearances t hat a business operator needs to secure within 90 calendar days.

Non-compliance with the requirements within the specified period would mean the automatic revocation of the TPO and eventually the issuance of notice of closure and the actual closure of the establishment.

Barredo said EO 28 also provides that the mayor will issue the permit up on complet ion of all requirements and clearances after which the TPO shall be surrendered to the BPLO. (MindaNews)

ATI CITY, Davao Oriental - The effects of the low pressure area (LPA) and tropical depression (TD) Agaton is worse than typhoon Pablo, according to Governor Corazon Malanyaon

The governor said in typhoon Pablo, the sun has shined after two days since it struck, but in the LPA and TD Agaton, the rains continued for many days that resulted to huge debris, muddy roads, boulders everywhere, collapsed

bridges, and mounds of driftwood and felled timber swept by raging waters of the overflowing rivers in Davao Oriental.

“This scenario has resulted to difficulty in clearing operations since rains continued for days that

also caused delay in the distribution of relief goods,” Malanyaon said.

She said there were only two major bridges damaged by typhoon Pablo, while LPA and TD Agaton took five bridges to ruins in the province.

Due to the impact of the LPA and TD Agaton, about 183 barangays are isolated in the province, she said, adding that total value of crops damaged has yet to be evaluated by the provincial agriculture office.

Of the total 21 fatalities brought by said calamity, 12 were from Davao Oriental and 9 from Compostela Valley based on reports of the Regional Disaster Risk Reduction and Management Council (RDRRMC) furnished by the 10th Infantry

She however recognized the assurance of the Department of Public Works and National Highways (DPWH) to repair the bridges the soonest and so with the arrival of the members of the Presidential Bridge Team at the height of the calamity to look into the establishment of bailey bridges in lieu of the collapsed major bridges.

She also acknowledged the readiness and continued assistance extended by the Department of Social Welfare and Development (DSWD) in the relief distribution that comes from said agency and private donors.

Malanyaon also made special mention on the assistance of the military in the distribution of relief goods.

She said the military has been very consistent in their readiness to provide help in times of disasters hitting the province.

Most of all, Malanyaon reiterated her gratefulness to Davao City Mayor Rodrigo Duterte and the City Council for the P2 million cash assistance.

She said Davao City is the only local government that provided help to the province.

The governor has also appealed to the Department of Environment and Natural Resources (DENR) on how to dispose of the large cubic meters of felled trees in the affected barangays.

Malanyaon said that the timbers would reached about 500 cubic meters and if properly disposed of, could translate to billions of cash that could be a lot of help to the affected families and damaged infrastructure.

The cash that the felled timbers would bring could serve as start-up capital of the affected families for livelihood, she said.

Some of the timbers are about to rot which if not properly addressed would cause another problem in the communities particularly on health, she said.

Before everything else, I suggest our government should file a formal protest on this matter and let the Malaysian government

know our feelings towards these criminal acts committed by its police forces.

If their government cannot stop these harassments, it is possible the matter is sanctioned by them and their police forces are ordered to do such acts. This is alarming and we must act. Let us all unite our heart and minds and form a united stand to protect our citizens.

On top of this, our government should inform the United Nations on the matter before everything goes wrong.

Of course, we do not go to war for nothing but if our people are abused, raped and killed, we have to do something.

In their entire married life, Mrs. Adaza is so proud to say that it was bound with unity and love. Their marriage produced three “all-boy” kids who now have a family of their own. As a father, he is strict but very kind. These children gave them seven grandchildren.

His family is also very proud of him because of his integrity and honesty, being a lawyer. These are the values that were given importance to by Atty. Gerry when he was still alive.

According to Mrs. Adaza, her husband truly opposed corruption and never did this practice passed his husband’s mind. She also emphasized that Atty. Gerry

Aside from these, people also adore him for his generosity and kind-hearted. His wife added that Atty. Gerry has the eyes and heart for poor people.

Ever since in his young years, Atty. Gerry is already known for his leadership.

In his student days, he already showed his passion in leading. Leadership is one of the things that his wife learned from him. “He was born a leader,” she quoted, implying that it was in him that she learned to speak in public and deal with people.

He was her mentor. He prepared her for the tasks that he left.

Atty. Gerry is the President Emeritus of Divine Mercy Foundation of Mindanao Phils, Inc. The famous Divine Mercy Shrine was started and realized during his term. According to Mrs. Adaza, this Shrine located at Divine Mercy Hills, El Salvador City is considered as his husband’s biggest accomplishments.

He had been a President of Cagayan de Oro Association of Practicing Attorneys, Board of Director at Cagayan de Oro Water District, President of Integrated Bar of the Philippines (Misamis Oriental and Cagayan de Oro Chapter), President Emeritus of United Way of the Philippines and Charter President of Rotary Club of Bay Area (Cagayan de Oro City). In addition, he had been also a 1st Head Servant of Oasis of Love (Cagayan de Oro Chapter).

Atty. Gerry had been a Law Practitioner during the years 1969-2006 after he passed the Bar Exam on 1969. He graduated with his Bachelor of Laws in Siliman University and his college education at Manuel L. Quezon College in Manila. He took his high school and elementary education at Misamis Oriental Comprehensive High School and City Central School here in Cagayan de Oro City, respectively.

Atty. Gerry Adaza will be laid to rest at the Oro Gardens in Barangay Lumbia, this city. It would be held on the first Saturday of the second month, February 1, 2014.

Uy ordered the immediate evacuation of the 50 families affected in an effort to implement the “zero casualty” amid the heavy rains and the presence of sinkholes.

The affected residents were housed in the town’s gym where they were given the needed relief goods by Mayor Uy and his wife, second district Rep. Juliette Uy. The Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources Regional Office 10 has directed the village officials to supervise the mass evacuation to safer grounds of the affected residents, fearing the collapse of their houses due to the softening of the soil caused by continuous rains spawned by LPA and TD Agaton.

The MGB has declared the area as “danger zone” and is no longer safe as a residential area.

The local government of Villanueva under Mayor Uy is still trying to look for a relocation site for the affected families.

In the village of Lapasan, Cagayan de Oro City, residents also evacuated due to landslides that occurred Friday dawn.

The Department of Social Welfare and Development (DSWD) has immediate sent relief goods to residents of Upper Kulambog, Lapasan, who were affected by the landslides.

Meanwhile, the Department of Public Works and Highways has announced that the bailey bridge constructed parallel to the Napo bridge that collapsed January 13, 2014, due to the swelling of Napo river will be open on Saturday, January 25.

The bridge can accommodate vehicles weighing not more than 20 tons to pass through.

The 15-million-peso bailey bridge has been temporarily constructed to con-

nect the towns of Linamon and Kauswagan, a major road network connecting the rest of Lanao towns and to, as far as, the Zamboanga tip via the Misamis-Mukas route, by sea, or Pagadian, by land.

“As a legislator, I have done my part by making sure that from the P45.46 billion DOTC budget for 2014, P278.72 million will be allocated to the Laguindingan International Airport Development Project,” she said, adding “it is now available and up to the DOTC to fast track the implementation.”

She added: “Last year, we were made to understand that the navigational aids will arrive no later than May 2014. With the allocation in the national budget, the DOTC can now hit that target, if not earlier. The ball is now in their court.”

Special forces augment fourth Infantry Division

AGAYAN de Oro City––Half of the 1st Special Forces Battalion, Special Forces Regiment (SFR), composed of 200 troops, arrived Thursday afternoon in Cagayan de Oro City to augment the Philippine Army’s 4th Infantry Division headquartered at Camp Evangelista here.

Brig. Gen. Gerardo F. Barrientos, 4ID assistant division commander, welcomed the additional troops in ceremony held at the headquarters of the Tactical Operations Group-10 in Lumbia where the troops arrived aboard two C-130

planes.

“It is one big opportunity for the 4ID to welcome you here and supervise our paramilitary forces,” Barrientos said, noting that the SFR’s initial assignment would be to ensure smooth transition of the 23rd Infan-

Capt. Christian Uy, spokesman for the 4ID, said the SFR is an elite Philippine Army unit “trained in unconventional warfare

operations and information support affairs.”

Uy said the members of the SFR are also “highly trained in the art of peace and security development.”

ACTION is being taken in response to complaints received by the City Council committee on education chaired by Councilor Adrian Barba, regarding pisonet, internet cafes and other amusement places operating within the city without permit and those that are within the 200 linear meter location prohibition near schools in Cagayan de Oro City.

The Regulatory Complaint Board (RCB) furnished the committee with its resolution requesting all barangay councils through the Association of Barangay Council, represented by ABC President Councilor Yan Lam Lim and the Department of Education (DepEd), through City Schools Division Superintendent Ms. Elena Borcillo, to identify and conduct an inventory of internet cafes and other amusement places regulated by the RCB within their respective barangays and school vicinities.

According to Atty. Beda Joy Elot, chair of RCB, after completion and submission of the corresponding inventory, the board, through its committees will conduct an actual ocular inspection of establishments identified to be violating the existing provisions of the 1994 Codified Ordinance on internet cafes.

If warranted, the board will recommend the revocation of the corresponding business permit/s as a matter of due course.

Groups support Duterte on fight vs. rice smuggler

DAVAO City––Militant groups backed Mayor Rodrigo Duterte on his press to uncover more smugglers of rice through the wharf here, and for emphasizing on the plight of farmers as victims of the cartel and smuggling.

The Kilusang Magbubukid ng Pilipinas (KMP) and Kilusang Mayo Uno (KMU) of Southern Mindanao openly expressed their support to Duterte’s action.

“I am elated at Duterte’s reaction. He announced the sharpest statement against the smugglers,” KMP regional spokesperson, Pedro Arnado, said.

Arnado said smuggling “burdens the lives of the farmers who were already struggling for survivor, for the government has declined its responsibility to them.” “ The government, through its agencies, is telling the people that our rice stocks are small. Small because they based it on the declaration of the Bureau of Customs and most of the smuggled rice don’t pass through the customs.”

Arnado added.

Because of this Customs declaration on the small supply of rice, government has no other recourse but to allow the increase of the price of rice.

According to Arnado, “the Aquino administration, together with its allied capitalists, use this reason to justify the increase on the price of rice.”

“That is why the prices of rice in the market nowadays are very much expensive unlike those of previous months,” he said.
