6th Cinemagis festival in Northern Mindanao kicks off By Stephen J. The opening day includes the announcement of nominees for various Cinemagis awards, the spe-

cial screening the celebrated film, “Crossfire” by of Arnel M. Mardoquio and the preview of Cinema Rehiyon 6, the flagship program of National Commission on Culture and the Arts (NCCA) in celebration of the National Arts Month in February. This year’s Cinemagis offers a rundown of entries produced by students and professional filmmakers with varying themes, showing at the Xavier University

SAN FRANCISCO, Agusan del Sur— The local water utilitiy here has stood firm that the large cracks found at the top of Mt. Magdiwata is critical because of continuous soil erosion which might develop into a major landslide that will bury many parts of the town center. The San Francisco Water District (SFWD) issued this rejoinder to refute claims by a team of foresters from the local government who inspected the area in the mountain that it is just normal that there were soil movements of the sloppy surface because there have been “ kaingin (slash and burn)” activities in the past. Mayor Jenny de Asis also berated the SFWD for distributing false and exaggrated press release to the local media that has caused panic to the people still reeling from the difficulties of being affected by recurring floods brought by Tropical Depression Agaton. But Elmer Luzon, SFWD general manager, maintained that continuous rains will soften the soil above the two creeks that merged into just one waterways below where the cracks were found that would more likely develop into a landslide of soil, water and boulders of rock cascading down below the populated areas. Believing that a 12-year program is an adequate number of years for learning basic education, President Benigno Aquino signed, approving K+12 Basic Education Program. The current administration have this in mind, that education should be a central strategy to improve the lives of Filipino people, contributing to the rise of Philippine Economy. Further, a change of country’s educational system will enhance the learning of every Juan dela Cruz, which will be his tool to be successful. This is the main reason why Aquino’s administration is standing firm in changing the old system. K to 12 is implemented through collaboration among Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) and other stakeholders. This program is muchneeded change for the country’s educational system, according to those who are in line of K to 12. They believe that 12-year basic education

will produce better-trained graduates who could be globally competitive. Early before K to 12 implementation, Philippines is the last in Asia and one of the three countries worldwide, other than Angola and Djibouti, having ten-year pre-university cycle. This ten-year of education before having college education is composed of six years and four years in elementary and secondary education, respectively. The program implementation and even period before it, K+12 Basic Education Program faced numerous questions and critiques. Lined-up negotiations have been made in order to inform the masses about its advantages and benefits. It’s already three years after K to 12 was first implemented and until press time, its still bringing its endeavour in lifting Philippine Educational system. Through it, Philippines can be at par and at sync together with other countries, giving wide opportunities and more success for Filipinos that would help towards nation-building.

Weather patterns in the Philippines are dictated by the prevailing winds the habagat ( southwest monsoon) which runs from May to October,and the amihan ( northeast monsoon ) which prevails from November to early May. But patterns have been screwy of late with rains arriving later and lingering into December. January is expected to be the coolest and least humid month. However, an unexpected Low Pressure Area surfaced near Mindanao and brought about cloudy days with more rains. That's because it's an area of rising air, as air rises, it condenses into clouds and rains. And it could get into a really disturbing

weather especially to the students.. How does Low Pressure Area affects the students ? Not only does it give rainfall and causes more sickness, it also results to tardiness and lack motivation to go school. Thus, it also affects the students study and their performance in school. With much luck, from low pressure area to tropical depression ( Agaton ) the archipelago is now under heavy rainfall and dark clouds for almost 2 weeks now. The Office of the Civil Defense-13, quoting the state weather bureau in its Situational Report No. 26, said that Caraga Region still experiences cloudy skies with moderate to occasionally heavy rains and gusty winds which

DOH RHO 10 activated health emergency response units

CAGAYAN DE ORO CITY - The Department of Health Regional Health Office 10 (DOH-RHO 10) today activated the Health Emergency Response Units in order to address calls of assistance from the local government units in light of the reported scores of flashfloods, landslides and other emergencies brought about by heavy rainfall caused Typhoon Agaton. DOH-RHO 10 Director III, Dr. Adriano P. Suba-an, convened the Crisis Committee earlier and directed the mobilization of Health Emergency Response Units in four (4) different clusters, Medical/Dental, Water, Sanitation and Hygiene (WASH), Nutrition and Mental Health Psycho Social Services (MHPSS) and immediately ordered deployment of five (5) teams to affected areas. Five teams were deployed to the following areas; Lanao del Norter particularly to the Municipality of Linamon and Kauswagan; Iligan City, Gingoog City and two (2) in Cagayan de Oro City where there now six hundred families being evacuated as of press time. The teams will conduct a Rapid Assessment of the needs at the CROPS LOST. In Cagayan de Oro and Iligan City, medicines for Leptospirosis were already given at the evacuation centers and Anti-Tetanus vaccines were also administered. Hygiene kits and water containers (Jerry Cans) are now being readied in case the evacuation will continue. In a report to the Director IV, Dr. Aristides Tan, Dr. David Mendoza of the Regional Surveillance and Disaster Response Unit (RESDRU 10) revealed that there were five (5) confirmed deaths already in region 10, four (4) from drowning and one (1) from electrocution. Scores of missing persons are also being reported from Misamis Oriental and Cagayan de Oro but still has to be confirmed. At press time, DOH RHO 10 is also looking for sources of additional drugs, medicines and other important logistics in case the local government units will request for augmentation. Grapes are the main or the famous source of red wine. Among all the variety of grape the best source of red wine is the cabernet sauvignon. Cabernet sauvignon was the variety of grape that was hugely planted in areas where the climate is perfect of its growth. Since the year when the cabernet sauvignon, many countries had started planting it because of its great demand but then in Portugal wherein there are native wine plantation, the country ignored the cabernet because they don’t want to be a part of the circus the cabernet had made. The climate of the certain country or region greatly affects the growth of the grape. In places where there is too much sun, the grape had a hard

time ripening. Today, there is global warming; the result of this, this type of grape would have a hard time ripening and producing wine. Cabernet sauvignon is a rare variety of grape, not all countries can have it because the climate of a certain country will really affect the growth and the ability of the grape to ripen. This type of grape needs to be processed carefully because the end result of this kind of grape is really a great buy wine. Although many people are not into the kind of wine checking, still we can’t deny the fact that there are many wine enthusiasts in the world. These wine enthusiasts are the ones that can identify and can give great compliment with regards to the cabernet sauvignon wine. Maramag LGU pushes anti-wastage ordinance By RUBY LEONORA R. BALISTOY

M A L AY BA L AY C I T Y, Bukidnon — Polic ymakers of the local government unit (LGU) of Maramag in Bukidnon has crafted an ordinance that would help address the country’s problem on rice wastage. This, after the National Food Authority (NFA) sounded the call of the Department of Agriculture (DA) to encourage the general public to be prudent in rice consumption. Jos eph D. Palmada, chair man of t he committee on agriculture in Maramag’s Sangguniang

Bayan, said their proposal intends to help minimize wastage of rice in the food service industry and boost economic prosperity in the locality. “O nce enac te d, t he ordinance would require re st au r ant s , f a st fo o d chains, cafeterias, and caterers, to include onehalf cup serving of cooked rice in their menu,” he said. It also requires canteens in schools, hospitals, offices, and other related food service industry operating in Maramag town to include half-cup rice s e r v i ng du r i ng c at e rings and plated meals,

he added. The ordinance provides that any food service provider found violating the stated law shall be fined P2,500.00 and take the brunt of license or business permit revocation. Palmada explained the policy was not meant to discourage people from eating rice, but to ensure that they will be served only the quantity they could eat to avoid leftover. It can even help those who are at times short of budget because the price of half-cup in the proposed ordinance is also

half the price of ‘one cup serving,’ Palmada said. Citing the DA’s data, he said Filipinos throw away at least 2.5 tablespoons every day or about P6.2 billion worth of rice wasted every year, which is enough to feed 2.6 million Filipinos every year. “I hope more people would take in having halfcup of rice available and/ or default in the fo o d service industry, which is in support to the rice self-sufficiency program of President Benigno S. “Let’s give our teachers a break,” lawmakers appealed as they proposed to reduce their working hours from the standard mandator y eight to six hours per day. “While teachers’ pay has been increased by recent enactments of law, they still desire higher pay and shorter working hours. Their present work schedule has left them stressed out and exhausted much to the detriment of our students,”a proponent said. A l ower h ou s e bi l l proposes a six-hour workday for public school teachers and exempts them from compliance with the Civil Service mandated eight-hour workday for government workers. It will also be a great reprieve for teachers given that any wor k p er for m e d i n excess of six hours a day shall be considered as additional compensation of at least twenty-five percent of their regular remuneration. The bill shall exempt teachers from Civil Ser vice Rules which prescribed the generally established rule on an eight-hour workday. Section 3 of the bill states that “any teacher engaged in actual teaching may be required to render more than six hours of

GUEST EDITORIAL teaching upon payment of additional compensation at the same rate of his/ her regular plus at least twenty-five percent of his/ her basic pay.” Said section further states that “teachers who are not engaged in actual teaching but render more than six hours work shall likewise be entitled to the additional compensation provided in this Section.” The said exemption from CSC rules is also in observance of Book V of the Administrative Code of 1987 which also states that “Officers and employees of all departments and agencies except thos e covered by special laws shall render not less than eight hours of work a day for five days a week or a total of forty-hours a week, exclusive of time for lunch.” Further, Section 5 states that “notwithstanding provisions of existing law to the contrary, co-curricula, out-of-school activities and other activities of any teacher outside of their normal duties shall be paid an additional compensation of at least twenty-five percent of his/her regular remuneration after the teacher has completed at least six hours of work.” “The role of our teacher in moulding our youth and contributing to national

development cannot be undermined,” the authors said, stressing that “it is therefore only right that their needs and welfare be given utmost priority by the government. The Magna Carta for Public School Teachers or Republic Act No. 4670 provides that teaching hours for teachers shall not be more than six hours. The Department of Education (DepEd) issued Memorandum 291 s. 2008 allowing teachers to allot six hours for actual classroom teaching per day while the remaining two hours to be spent in teaching-related activities. While strictly speaking the essence of the law is respected, this memorandum requires from them a total of eight hours a day. Reducing the number of working hours, the authors explained, will allow the teachers to rejuvenate, in mind and body, and allot more time for them to innovate and enhance classroom teaching. HB 2684 seeks to reduce the working hours of all public school teachers, whether engaged in actual classroom teaching or not, to a sixhour workday for a total of thirty-hour workweek. HB 2684 has been referred by plenary to the House C ommittee on Basic E du c ati on c h ai re d by Rep. Kimi Cojuangco (5th District, Pangasinan) for proper consideration and action.

The plague--relief goods in Cebu The Philippine Connection Jan J.I. Degeest are corrupt. But recently, things changed. I thought. The images of the earthquake in Bohol and Cebu, the typhoon over Leyte and Samar, the destruction of Tacloban, Ormoc and so many other cities and villages, it was a punch in the face for my fellow citizens. People were in need, the images of children, crying, hungry and lonely, it chocked my country. A nation was dying and needed our help. A nationwide humanitarian action started, people could donate money to big concerns like the Red Cross or

Doctors without Borders. Two weeks, the Philippines were hot news. And suddenly, the media circus slowed down, other topics became more relevant: the civil war in Syria, the Olympic Winter Games in Russia, the Belgian Soccer competition... The Philippine disaster was old news, our conscience was silenced by a fifty Euro banknote. The world is turning faster and faster and life goes on. Our daily difficulties took over and as for now, no one talks anymore about the typhoon. As far as I know, international aid is still going on in the area, but

DIPOLOG CITY – The Philippine Charity Sweepstakes Office (PCSO) will soon establish a district office here in partnership with the provincial government of Zamboanga del Norte. A memorandum of agreement will be entered into between the provincial government of Zamboanga del Norte and the PCSO through its General Manager Margarita P. Juico to effect the establishment of the district office. The provincial government will execute a Deed of

Usufruct in favor of PCSO granting the latter with a usufructuary right over an 81.35-square-meter office space situated within the compound of the Zamboanga del Norte Convention and Sports Center (ZNCSC). Under the contract of usufruct, PCSO has the right to use and make improvements therein but ownership of the said office space still belongs to the provincial government. The PCSO district office shall also shoulder payments for water, electricity and telephone bills incurred in its operations.

Moreover, PCSO cannot construct permanent structure without the consent from the provincial government. The provincial leadership has looked at this as a positive development especially in addressing the health care needs of the people in the entire area.
