Davao del Norte Lumads cancel plan to return home as paramilitary attacks renew

During the dialogue, General Aurelio Baladad, commander of the Armed Force’s Eastern Mindanao Command (Eastmincom),

said “it is prohibited to encamp in schools and public buildings.” “Please tell us, the Mayor (and R eg i ona l Peace and Order Council Chair Rodrigo Duterte), the barangay captain if it happens,” said Baladad. However, Indao said that the Army’s 60th and 68th Infantry Battalion were in fact the ones who “armed, trained and ordered the Alamara.” Kerlan Fanagel, secretary-general of Pasaka, asked then “who is in control of the Alamara.” “If they are not the ones behind the Alamara, then why not disarm them as civilians are not supposed to have firearms? So who is really in con-

trol of the areas where Army units are present?” he said. This was not answered by military officials. But Duterte said during the same dialogue that he “will not stop soldiers to go anywhere” but said to the Lumads to “call me if they do something wrong and I will call them.” Indao said that with Baladad’s and Duterte’s assurance, the Talaingod Manobos were supposed to return to their homes beginning Friday. “But how can t he y do that now when they are being attacked and even their villages are being evacuated,” he said. NPA fighter killed in Tagum City encounter

TAGUM CITY -- Troopers from the Army's 46th Infantry Battalion have successfully foiled an ambush attempt by New People's Army (NPA) fighters n Barangay San Agustin, Tagum City, Davao Del Norte, killing a rebel in the clash Friday morning. 10th Infantry Division spokesperson 1st Lt. Joel Villanueva said. He expressed gratitude to Coca-Cola and the local government of Quezon City for their concerted and focused effort around entrepreneurship education. The STAR program was designed to economically empower the target women beneficiaries by providing them with the necessary knowledge, skills and attitude to transform them to become successful entrepreneurs.

Since the program started in 2012 up to December 2014, about 30,000 women scholars have graduated. In implementing it, TESDA and Coca-Cola have been forging partnerships with local government units that select the women beneficiaries. TESDA nominates qualified trainers for the program based on qualifications outlined on the mechanics for implementation.

BBL must be for peace and justice

Congress must enshrine and protect the people’s aspirations for peace and justice as envisioned in the 1987 Philippine Constitution when it considers changes to the proposed Bangsamoro Basic Law. (GPH) peace panel chair Professor Miriam CoronelFerrer referred to the statement of the framers of the Philippine Constitution which states that “the decision on the Bangsamoro will ultimately rest on what the people want of our country. And what the deliberations and the overwhelming vote in the plebiscite for the Constitution tell us is that they dream of a free people in a democratic society where peace and justice reign.” According to the statement of the Constitutional framers, “the core principle of the 1987 Constitution in mandating a special status for the autonomous regions is human development.” Definitely, it is the aim of the BBL to fulfill this intent. To address the human development of the Bangsamoro people, which will in turn redound to shared prosperity and shared security for the entire country. In this regard, we look up to our legislators for

wisdom and guidance, in crafting a good legislation for the Bangsamoro peoples. An effective way to give members of the House of Representatives and the Senate a deeper understanding of the principles that lie behind the proposed Bangsamoro law is “if our legislators see the BBL within the context of the Bangsamoro’s historical and legitimate aspirations.” The creation of the Bangsamoro will also realize the mandate of the Constitution for social justice for our brothers and sisters who have historically been marginalized politically, culturally and socially. “It is in this regard that we will welcome the enhancement of the BBL without diminishing its substance or purpose as set out in the CAB,” the chief negotiator added, referring to the Comprehensive Agreement on the Bangsamoro signed between the government and Moro Islamic Liberation Front on March 27, 2014. The establishment of the new Bangsamoro government shall be accompanied by the decommissioning of MILF weapons and combatants. This is a victory for the Filipino people.

The people of Cagayan De Oro have manifested a strong resistance to the proposed conferment of awards to a Moro leader and officials of the Office of the Presidential Adviser for Peace Process. (OPAPP) here. A Doctorate of Humanities (Honoris Causa) would be conferred on OPAPP Secretary Teresita Deles and the Fr. Masterson’s Award to Mohagher Iqbal, chief negotiator of the Moro Islamic Liberation Front (MILF) and Prof. Miriam Coronel Ferrer on the occasion of the 75th Commencement Exercises of Xavier University, a Jesuit run university, this year.. Residents have reacted to the university’s announcement of conferring the awards to the three “leaders.” The university officials have extolled the

members of the peace panel for contribution to “social development and in pursuing lasting peace in Mindanao.” “We do not disapprove to the conferment of the awards, but giving the awards at this time when the emotions are high due to the killings of 44 Special Action Force (SAF) in Maguindanao that involve the MILF is ill-advised,” City Councilor Ramon Tabor said. Tabor, who is an alumni of Xavier University, also expressed the sentiments of other alumni who detest the announcement by the university officials. DENR-13 set aside P71 million for mangrove rehab BUTUAN CITY- DENR Caraga regional director Nonito M. Tamayo, on Monday, has announced that about P70 million was set aside for the rehabilitation of mangroves and beach forest in 1,938 hectares coastline and beaches in Surigao del Norte, Surigao del Sur, Dinagat province and Agusan del Norte. Director Tamayo said the DENR shall rehabilitate the mangrove and beach forests particularly in the disasterrisk areas since they are considered effective natural defenses against calamities. He said several teams of forest technicians were sent in those provinces to conduct site development, assessment and mapping were the mangrove propagules will be planted. Even the beach owners along the coasts of Surigao del Norte and Surigao del Sur including Siargao have been asked to participate in developing a beach forest. The rehabilitation program shall be supervised by the Ecosystem Research and Development Cluster Office headed by Forester Maricar Aguilos.

The Department of Budget and Management is expected to release this month the P1 billion budget for the project on top of the P6.8 billion fund allocated for massive reforestation activities under the National Greening Program (NGP) all over the country. Director Tamayo said the DENR is pursuing the rehabilitation of mangrove areas considering the devastation caused by strong typhoons that hit 171 cities and municipalities in the Visayas and Mindanao in previous years. The mangrove forests extent in the country have dwindled to about 120,000 hectares over decades based on a study “Mangrove Rehabilitation in the Philippines” conducted by J.H. Primavera and J.M.A. Esteban. The study cited the expansion of fish and shrimp culture and pressure from growing population as the cause of decline. The authors said there were attempts in the past years to rehabilitate mangrove forests but “the longterm survival rates have been

founded to be generally low at 20 percent survival rates." The poor survival was attributed to inappropriate species and site selections. “The favored but unsuitable Rhizophora are planted in sandy substrates of exposed

Daywan, Claver, this province. The SSF Facility consists of 100 units twining machines and 10 units of weaving machines that will be used in the production of coconets or coco fibernets/geotextiles. The total project cost is placed at P550,000. Coconets are derived from the fibrous husks of coconuts. The fiber extracted from discarded coconuts husks, which is commonly called coco coir, has to undergo further twining and weaving for it to become a geotextile. The coconets are laid on the sloping areas to prevent the land from eroding and being washed away during rainfall. After about three to six months, vegetation can already be seen in geonets covered areas that makes the soil more stable. On his inspirational message, DTI provincial director Celestino L. Negapatan emphasized that the SSF project aims to improve the production capacity and efficiency of the present operation of CLACOFARMCO by way of providing necessary equipment. He encouraged the cooperative to produce more

quality products using the machines they recently acquired. On his part, Claver Mayor Eddie P. Gokiangke assured the co-operator more support and assistance from the local government unit. He emphasized that the growth of the local coconut industry will give positive impact to the community as it will increase the income of the farmer-members. SSF Coordinator, Ma. Theresa Z. School is the basic foundation of knowledge being imparted to a child. It gives a chance to children to acquire knowledge, and not only this; it’s also the school responsible in moulding the learners into a responsible individual in the society. But how could the school provide an effective teaching – learning process? Apparently, there are important fac-

tors that the school must take into consideration in order to achieve the desired objectives. DepEd has created an imperative need for schools to identify tools, strategies, and model programs that enhance the safety and success of all learners and the professionals who serve them. Because young people are legally required to attend school, school personnel have a corresponding duty to provide children with a safe, secure, and peaceful environment in which learning can occur. Achieving this end requires that every school district and each school develop a school safety plan. Development of such plans is not limited to the school alone but must necessarily involve the entire community, parents, local government

officials, civic organizations, private sectors, and other public stakeholders. Over the years since 2003, Brigada Eskwela – one of the DepEd’s major initiatives, has become a movement that has ensured the readiness of public schools for school opening. NGCP holds first technical convention for electrical engineers As part of its efforts to push for the continuous training and development of grid operations personnel, Philippine grid operator NGCP organized its first ever technical convention for electrical engineering practitioners from the power transmission and distribution industries. A total of 141 engineers -- 119 from NGCP and 22 from private distribution utilities (DUs) and electric cooperatives (ECs) -- participated in the two-day program held at the Sulo Riviera Hotel in Quezon City on December 2-3, 2014. The training program included a discussion of fundamental industry topics covering system operations, planning and engineering, operation and maintenance, as well as non-technical topics on communication and professionalism, which aim to improve the soft skills of these engineers. NGCP is accredited by the Professional Regulation Commission (PRC) as a Continuing Professional Development (CPD) Provider. The partici-

pants earned 16 of 45 CPD units required in the renewal of the engineers’ licenses. “We recognize the interconnected roles of transmission and distribution in providing reliable electricity to our customers. The best way to ensure continuous development of our people and processes is to focus on training. This technical convention is a training tool that hopes to achieve just that. It facilitates cooperation, knowledge capacity building, and technical exchange among the engineers of NGCP and our partners from the DUs and ECs,” NGCP President and CEO Henry Sy, Jr. said. NGCP’s Human Resources Department ensured that the syllabus included topics that provided opportunities for the well-rounded development of power sector professionals. The guard at Gate 4 donned us a hard hat and a reflective vest because according to him, all non-passengers who will step inside the pier vicinity must have those. He said Steag 2, which also has the capacity of 105 MW, was also placed under preventive maintenance last February 19 and is set to be completed by March 2. He said the maintenance shutdown of the Steag 1 and 2 has reduced power supply to the Mindanao grid by 210 MW, causing four-hour outages in the city. Ledesma said the blackouts are being implemented by feeder. Zamcelco has a total of 24 feeders servicing more than 100,000 member-consumers. He explained that every hour of blackout is equivalent to a power shortage of 4 MW, which means a total shortage of 16 MW for Zamcelco. He said Zamcelco has a peak load demand of 78 MW. (MindaNews)

Jaafar himself led the convoy of the BOI to the MILF main office in Camp Darapanan in Simuay Wednesday. The MILF official told reporters that the seven-man MILF special investigation body headed by a member of its central committee has nearly completed its investigation of the Mamasapano incident. He said the MILF will submit its report to the Malaysian facilitator in the peace talks once their investigation is concluded. “It is standard procedure in our negotiations to submit any documents to the Malaysian facilitator who is the neutral party,” he explained.
