Duterte to conduct own probe on Paquibato incident

AVAO CITY -- As the Philippine Army (PA) and progressive human rights and farmers groups continue to dispute the truth behind the Paquibato incident last June 14, Mayor Rodrigo Duterte will conduct his separate investigation if there was massacre or encounter between the New People’s Army (NPA) and the Army troops. While he has yet to receive reports from the Army, Duterte said he would like to determine whether it was (massacre) true or not. The mayor is expected not to investigate the Army. “I cannot investigate my own men,” he said, emphasizing that he is 100 percent pro-government. “If I have a divided loyalty, then I will tell the people I have compromised my people. I’ll just have to resign,” he said. The city council is set to

investigate the incident in Paradise Embac, Paquibato District, that resulted in the death of three civilians and the wounding of a 14-yearold child. Councilor Karlo Bello, chairperson of the City Council Committee on Human Rights, said they will conduct an ocular inspection and a committee hearing on the incident in view of the conflicting reports of the Army and Karapatan rights group. Though open to a probe, 10th Infantr y Division (ID) spokesperson Vergel Lacambra, however, dismissed claims it was a massacre or strafing but a legitimate encounter when the soldiers tried to implement a warrant of arrest against Leoncio Pitao known as Kumander Parago who was reportedly in the house of Aida Seisa, a peasant leader in Paquibato.

Lacambra said the Army troops were acting on the information about the presence of armed men under PBC 1, SMRC led by Parago and Nelson Anggoy Alias Upaw. Lacambra said the troops on security patrol were fired upon by the NPAs as they approached the vicinity, prompting the government troops

to retaliate, triggering a fifteen-minute firefight. The alleged slain rebels were Ruben Enlog, Randy Canlasa and Oligario Olimbo, all residents of Barangay Paradise Embac. Enlog is chairperson of the Nagkahiusang Lumad na Mag-uuma sa Paquibato (NAGKALUPA/ United Indigenous Peasants of

Paquibato). Karapatan had investigated the incident which they claimed as an attack on Seisa, secretary general of Paquibato District Peasant Association of PADIPA. Hanimay Suazo of KARAPATAN-SMR had condemned the attack on the hapless farmers and civilians. (PNA)

Quintayo said the NCIP is working closely with the Department of Education and the Department of Social Welfare and Development in addressing the education children in Talaingod and other areas in Davao del Norte following the closing of the Salugpungan schools in the area. She explained that the DepEd is looking closely on the legitimacy

The education we provide to children must be provided on the rules given by the DepEd. The NCIP collaborates only with DepEd to ensure that the subjects being taught are culturesensitive. DESPITE the onset of the rainy reason and impending threats of flooding due to stronger typhoons, disaster risk reduction and management officials in Cagayan de Oro are confident city residents will no longer have to go through the horrible experiences they had in December 2011. City Disaster Risk Reduction and Management Council’s vice-chairperson for disaster response Teodoro Sabuga-a, during a MediaKonek forum at the Cagayan de Oro Press Club yesterday (June 24, 2015) said that if ever a Sendong-

like typhoon hits the city again the damage would be minimal and casualties will be isolated. “We have mitigating measures in place and these include early warning devices, evacuation centers are identified and acquired equipment that we need in responding in dispatch,” Sabuga-a said, adding that many disaster-prone riverside areas have already been declared no-build zones. Final report of the National Disaster Risk Reduction and Management Council (NDRRMC) in February 2012 showed that Sendong left 1,292 deaths and over P2 billion damaged properties across three re-

increasingly shameless and unabashed display of greed displayed by political dynasties as they turn politics into a monopoly and a family enterprise. A family’s stranglehold on public office blocks the opportunity of other citizens to take their turn at the wheel of public service, which is especially reprehensible where mediocrity marks the dynasty while talents abound in the constituency. Not only does a selfish dynasty make a travesty of the democratic ideal of equal opportunity and fairness, it deprives our electoral system of a level playing field, exposing them to be bereft of statesmanship. Exploiting legal loopholes, defying the constitution, they position their members for never ending reign. And they pre v ai l b e c au s e t h e y can dominate elections with superior funding and logistics—derived from their increasingly larger take from the system (social, political, economic)—which they employ with devastating effect against would-be challengers. ***** This isn’t just a politi-

before it. Ireland, Portugal, Spain and (to a degree) Italy have filled the beds. They have taken the medicine, and followed the prescribed routine. Not one has fully recovered. But then again, none of those countries were ever lethally sick - at the worst, they suffered declines of 5 to 10 percent of GDP, and have been more or less stable for the past few years. Greece is a special case. She was a weak patient to begin with. Her institutions were not strong. Her industries were not

The Greek patient is in a bad way and needs a potent remedy to make a swift recovery. But, as James K. Galbraith, author of “The End of Normal: The Great Crisis and the Future of Growth” stated today: Europe’s financial hospital seems to have forgotten its Hippocratic Oath. A modern hospital is equipped with a variety of specialized wards. One of them is the intensive care unit, or ICU. Here go those who are especially sick and in need of the most devoted attention. The existence of the ICU recognizes that illness and operations do not affect all patients in the same way. Some, who are robust, recover quickly. Others who are weaker, or older, or sicker, may require different treatments and more help. Europe’s financial hospital has been busy for five years, dealing with victims of the world crisis and of the lending binge that came

competitive. She binged on those pre-crisis loans. And when the collapse came, Europe and the International Monetary Fund (IMF) prescribed an exceptional dose of the standard drugs - perhaps three times more than was given to anyone else. The results were toxic. Greece has lost over a quarter of her income, she has 29 percent unemployment and her government has no cash reserves. In any modern hospital, this patient would be on life support. Transfusions would be given. Intravenous hydration, a feeding tube and an oxygen mask would be supplied. The doctors would not be embarrassed; on the contrary, they expect that in certain cases, the routine treatments do not work. They expect that in certain cases, more is required. But today’s Europe is a hospital with no ICU. Instead, the doctors have kept the patient in the ordinary ward. Every few days,

they come in and check the charts. They see that there has been no change. And so they lecture the patient. She must exercise! She must take still more of the medicine! She must not expect special treatment! After all, they point out, look at the other patients! See how much better they are doing! And on and on. And then the doctors depart. This is inde e d t he struggle between Greece, Europe and the IMF. The outcome cannot be known, and in the end, history will judge. But I do believe together with James Galbraiths that when history does judge these matters, her sympathy will be with the patient Greece. Committees of squabbling doctors, jealous of their power and stuck in their ways, do not come off well. +++ Email: doringklaus@ gmail.com or follow me in Facebook or Twitter or visit www.germanexpatinthephilippines.blogspot.com.

It is very bad, very reprehensible. It defies our Constitution and causes disrespect for it. It offends our ethical values. And because it trashes our manners and sense of propriety as a people, it is so un-Filipino. All this negativity it is due to the preponderance of political dynasties throughout our Republic. Would that they would listen to an appeal to patriotism! Is it so unreasonable to ask for idealism to temper excessive indulgence in a selfish political urge? In other words, can the dynasties abstain from their excessive and voracious aggrandizing of power and control? cal problem. It is a cultural and moral problem for our society. Capturing and monopolizing political power enables them to amass such resources that they can manipulate the system and the people to further their fortunes and their superior status. It is gross political opportunism. But they seem incapable of recognizing it as such—much less appreciate how it corrupts society and politics starting with the jurisdiction they dominate. It is abusive. It is uncivilized. It is selfish. So rampant has this aggrandizing pursuit of political office become that it is portraying Philippine politics as hopelessly corrupt and immoral and unrestrained by social or political values.

Daily Inspiration Are Honorable “Never pay back evil with more evil. Do things in such a way that everyone can see you are honorable.” Romans 12:17

Juvy Sarraga

It happens fairly often, someone will be inconsiderate or mistreat you. In that split moment you have one of two options. You can choose to return evil or

you can be honorable. Your response is a reflection of how you view God. If you think God will stand by and let this go unnoticed, you will respond with evil. Or if you believe God’s righteous anger will pay them back, you will respond honorably and leave the rest up to God. How will you choose to respond in the moment you face mistreatment?

Agri products in Normin post solid growth in Q1 THE Production of agricultural products in Northern Mindanao fared well during the first quarter of 2015.

The National Economic and Development Authority (NEDA) in the region reported during a media forum last week that the region’s production of palay, corn and coconut posted favorable outputs during the first three months of the year. The volume of palay produced was registered at 180,694 metric tons (MT), 2.78 percent higher than the volume of palay production in the same quarter of 2014.

Editor : RUEL PELONE

Except for Misamis Occidental, all the provinces in the region posted production growths during the period. The good performance in Bukidnon, which cornered 69 percent of the regional total, was attributed to the availability of irrigation and rainwater as well as the installation of new irrigation facility in Malaybalay City. The decrease in irrigated areas caused by the repair of NIA dike and non-cultivation of some farms in Bonifacio, on the other hand, contributed to the negative production in Misamis Occidental. Corn production also rose by 5.34 percent to 307,848 MT. Increases were more pronounced

in Camiguin and Misamis Oriental for both white and yellow corn varieties. The decline in productions noted in Lanao del Norte and Misamis Occidental were due to intense heat during reproductive stage and usage of second generation seeds. Coconut production likewise went up during the quarter. A total of 428 million nuts and 101,899 MT of copra were produced during the period. Green nut production posted the biggest gain at 15 percent due to the increase in demand for the higher-priced buko for juice, coconut meat for buko salad, and processed coconut delicacies such as buko pie.

Meanwhile, fish production in region grew by less than one percent compared to the last year’s first quarter level of 35,822.33 MT. The increase was brought about by the good performance of the commercial and municipal fisheries which accounted for 54 percent of the total fish production in the region. A total production of 9,514.52 MT and 10,076.66 MT were registered by the commercial and municipal sectors, respectively. Commercial fishing grew by 2.79 percent due to the unloading of large quantities of frigate tuna, tulingan and Indian sardines while production in municipal fishing increased by 3.8 percent due to

abundance of ‘in-season species” and good weather condition. Aquaculture production, which accounted for 46 percent of the total fish production of the region for the first quarter, decreased by 2.63 percent from 16,857.63 MT in 2014 to 16,414.30 MT in 2015. Seaweeds which contributed bulk of aquaculture production declined by five percent as a result of low salinity affecting the alvarezii variety and presence of ‘ice-ice’ disease due to incursion of sea grass in Lanao del Norte. Fish produced through marine fish-caging also went down by 41 percent due to the damaged cages in Misamis Oriental as a result of Typhoon Seniang. (APB/PIA-10)

Pag-IBIG and Bureau of Immigration join hands to promote OFW membership The Pag-IBIG Fund and the Bureau of Immigration (BI) have joined forces to promote Pag-IBIG programs by displaying and distributing co-branded information materials in airports across the country. Earlier this year, PagIBIG and BI inked a Memorandum of Understanding to promote the Fund’s different benefits and programs for OFWs through the display and distribution of co-branded materials. “By virtue of R.A. 9679, or the Charter of Pag-IBIG Fund, all Filipino workers, including OFWs, are mandated to register with Pag-IBIG. Vice President Jejomar C. Binay, who, at the time was also the Chair-

man of the Pag-IBIG Board of Trustees, directed us to find more ways to reach out to OFWs and inform them of the privileges of being a Pag-IBIG member. I would like to thank BI for this collaboration and for helping us to create awareness of our programs among our OFW-members through the strategic display of co-branded materials. It will be placed in selected airports where there is a high concentration of OFWs leaving the country. We hope that this understanding will be the start of a mutually beneficial partnership,” said Pag-IBIG President Atty. Darlene Marie Berberabe. Commissioner Atty.

This is one of the 10 commandments of God. Take note, if one of the laws is violated, all laws are violated automatically. James 2:10”For whoever keeps the whole law and yet stumbles in one point, he has become guilty of all. This means that you need to abide all the laws of God for your salvation. Do not think that if ever you committed one grievous

of God, only that sin you have done. The truth is no, since all laws are violated. The violator of these laws is called a mortal sinner. But take note, forgiveness is still available if he is willing to ask for it. Isaiah 1:18”Come now, and let us reason together,” Says the LORD, “Though your sins are as scarlet, They will be as white as snow; Though they are red like crimson, They will be like wool. If ever you are a mortal sinner right now, come to God because he loves you more than your sins even how grievous it is. Siegfred B. Mison, on the other hand, articulated his support for Pag-IBIG’s objectives. “Close to 70-80% travelling in our airports are Filipino overseas workers. And if they are not aware of what Pag-IBIG does, they will not be able to reap the many benefits of Pag-IBIG membership. We will help Pag-IBIG accomplish its objective of reaching OFWs by disseminating valuable information to them (OFWs),” he said. Republic Act. 10121, the Philippine Disaster Risk Reduction Management Act of 2010. Under R.A. 10121, fivepercent of barangay internal revenue allotment should be allocated as disaster risk reduction and management fund and would be utilized according to the BDRRMP. Porcadilla said that only 46 of 80 barangays in the city have formulated their plans while the rest spend their revenues depending on the priorities of the punong barangay. These, he said, covers both natural and man-made disasters. He said the CDRRMO is maximizing the utilization of its P93-million annual budget this year, which the City Council approved, a far-cry from their 2014 allocation of P130-million. “We have proposed for a P185-million budget for CDRRMO which is fivepercent from the city government’s P3.8-billion 2015 proposed annual budget, but the City Council trimmed it to only P2.606 billion,” the CDRRMO officer-incharge said. Meantime, CDRRMO weather monitoring chief Vergil J. Lago said that while the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has officially declared the start of the rainy season on Tuesday, June 23, the effects of the mild El Nino may still continue until the end of this year. “We need to prepare for both, the rains and the effects of El Nino,” Lago concluded.

under Sabugaa’s agency, the City Social Welfare and Development Office, cannot download the money yet to the farmer-beneficiaries because Republic Act (RA) 10121 requires that a barangay be declared as a calamity area first before financial assistance from the government could trickle down to the victims. Sabugaa also said it is only the City Council, which can declare a specific place as a calamity area. But the majority members of the City Council, who are in opposition to the administration, overruled their minority colleagues in delaying the passage of the measure. The majority councilors, led by Vice Mayor Caesar Ian Acenas and majority leader Ramon Tabor, insisted that specific amount of damages and the number of farmer-victims in each barangay be submitted by the City Social Welfare and Development Office before they would approve the calamity declaration. Sabugaa said they have submitted already all the required documents to the City Council last June 1 and yet the councilors haven’t

acted on it since then. He also said he has heard the majority members calendaring the measure at the committee level and has stalled there. “It’s almost the end of the month. When will they schedule it for plenary approval,” Sabugaa said. Sabugaa also criticized the City Council as using a double standard because they issued a calamity declaration in December for barangays purportedly affected by tropical cyclone Seniang despite the nonrecommendation by the City Disaster Risk Reduction and Management Council (CDRRMC). Acenas could not be reached for comment as of press time. There are 11 majority councilors in the city versus five in the minority. One, Yan Lam Lim, is an exofficio member representing the barangays. The villages to be declared as calamity areas under the proposed measure are San Simon, Pagalungan, Tignapoloan, Pagatpat, Balubal and Canitoan.

grown and harvested allyear-round and generate a very good income starting in the second month since transplantation that continues every week until the leaf ’s fourth month when the tobacco plant is uprooted to give way to another cash crop like corn or cassava or beans. Planting Virginia tobacco was just an additional income-generating crop to farmers here when it was introduced by PMFTC, Inc. in 2012. But when the tobacco multinational giant began commercial operation of it’s first-ever “continuous production operations” in the fourth quarter of last year, flue-cured tobacco leapfrog as the main crop as evidence by a spike in the number of farmers now cultivating tobacco from 113 or a total land area of 58.27 hectares in 2012-2013 to 670 farmers who are cultivating an average of 2 hectares of tobacco as of June 2015. “Tobacco planting has become a cash crop for the residents as they gained better income allowing them to send their children to college and improve their lives. It also provided employment opportunities to the community and nearby municipalities,” said Didet Danguilan, PMFTC Communications officer. For farmers here, tobacco farming is way much better than growing other crops because they are assured of a market at fixed

contracted price, farms inputs assistance, free of charge transportation for the leaf harvest to the buying station, full technical assistance from planting to growing and harvesting, and are trained to apply and observe good agricultural practices. “Tobacco is the only cash crop that contributes an enormous sum in the family income of the farmers,” the National Tobacco Administration (NTA), said. Lawyer Wilma Eisma, PMFTC Public Affairs and Contributions manager, said that farmers here see fluecured tobacco farming as a money-making machine that they are now scouting for other lands to rent or lease for tobacco. “Farmers here, when they saw that tobacco farming earns them a very good income, they look for other lands to plant tobacco like this one woman farmer who now rent/lease other farms for tobacco farming,” she said.
