Duterte calls on NPAs to stay away during Palarong Pambansa By Lilian C. Mellejor

T

AGUM City, Davao del Norte Regional Peace and Order Chair (RPOC) Mayor Rodrigo Duterte has called on the New People’s Army (NPA) and other armed groups to stay away during the duration of the 2015 Palarong Pambansa. He, however, confirmed there is no present threat to disrupt the holding of the national games. Amid his war ning , Duterte however assured that the NPA will not create disorder in such kind of event. He also emphasized

his warning is not only addressed to the rebel movement but also to other armed groups that are operating in Davao region. “If there is trouble – it will not be from the NPAs. They do not want to do it,” the mayor told reporters

during the RPOC meeting in Tagum City Monday. The RPOC was convened to tackle the security plan for the Palarong Pambansa which will kick-off on May 3 in Tagum City where some 10,000 athletes and coaches are expected to converge. The organizers have also invited President Benigno Aquino III to grace the opening ceremony on May 4. In a scale of 1 to 10, Duterte gave Davao Region a security level of 3 in Davao region with slight disturbance. He promised Davao City’s full support in terms of funds and manpower. “We will be utilizing

available security forces,” he assured. Duterte said a low security threat level does not mean reduction of government forces. “The gathering here requires protection… we expect for anything… but we don’t expect for bombings,” he said further. He said he would respect any security plan for the Palaro. He said his policy for Davao City also applies for Davao del Norte for which the decision of the military and police on matters connected to security and public safety cannot be questioned. Davao City Police Office (DCPO) director Sr. Supt.

Vicente Danao said they have already committed 30 police officers from the Public Safety unit while 350 will secure Davao City especially during the arrival of the delegates. Davao City will be the converging point for those coming from Luzon, Visayas and some parts of Mindanao. People are also expected to tour around the city as side activity of the Palaro. The commanding officer of 10th Infantry Division, Maj. Gen Eduardo Año also assured the full security of the delegates. He said checkpoints in all strategic areas will be established. He

also assured full coordination with other army forces in Region 12 and 13. Año committed the 103rd company to augment the police and army forces to secure the Palarong event. Davao del Norte Governor Rodolfo del Rosario had earlier announced “it’s all system go” for the national games. He said there will be 18 delegations arriving before May. Delegates from Davao region, for example, are already in Tagum to prepare ahead of the games opening. Aside from athletes and coaches, relatives and friends are also expected to arrive in Davao. “China should not be allowed to bully smaller countries like the Philippines” – Mayor Duterte DAVAO City Mayor and Presidential prospect Rodrigo Duterte visits the island of Mindoro tomorrow, April 22, where he is expected to renew his call for the involvement of world powers, especially the United States of America, in resolving the Philippines dispute with China in the West Philippine Sea. "China should not be allowed to use its military and economic might to bully smaller countries like the Philippines," Duterte declared in previous statements on the issue. Duterte said now is the right time for the United States to show to its partners in South East Asia, especially the Philippines with which it has a Mutual Defense

Treaty, that it could provide them protection against a military giant like China. Duterte's trip to Mindoro island is part of his nation-wide "Listening Tour" during which he advocates for a shift from the Presidential to a Parliamentary form of government. His visit to Mindoro, however, comes at a time when the Philippines' dispute with China is at its tipping point. The Armed Forces of the Philippines released Monday new photos of the reclamation projects being done by Beijing in islets and atolls which are already well within the country's 200-kilometer Exclusive Economic Zone (EEZ).

The reclamation, according to the AFP, has destroyed coral reefs with total damages placed at $100-M. Vessels belonging to the Chinese Coast Guard were also involved in a water-hosing incident with small Filipino fishing boats which sailed in the country's traditional fishing waters. China is apparently turning coral reefs in the area into airstrips and small ports capable of handling military aircraft and ship, a move which has created tension among other claimant countries like the Philippines, Vietnam, Taiwan and even Malaysia. Duterte had earlier pointed out

that China's imaginary 9-dash line which stretches from its territorial waters deep into the West Philippine and the international waters violates the territorial rights of smaller countries. "This is no longer just about the small atolls owned by the Philippines which are now being occupied by China. This is already an international issue because China's 9-dash territorial sea claim in the vast South China Sea will restrict the movement of international shipping and trade and commerce," Duterte earlier said. He said the 9-dash Line that China has drawn in the South China Sea will effectively close

the international sea lanes to other countries. In a similar visit to Palawan, two months ago, Duterte said that the problem with China should be approached using three strategies. The first would be to continue the Philippines appeal for arbitration with the United Nations, he said. The Philippines could also engage China in bilateral negotiations, Duterte suggested. However, if everything else fails to resolve the issue, the next President of the Philippines should take a more assertive action to defend the country's sovereignty, Duterte stressed.

IFI deplores harassment committed by PNP, DSWD Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental

By MARK FRANCISCO, Staff member

CAGAYAN de Oro City––The Diocese of the Iglesia Filipina Independiente (IFI) in Malaybalay City in Bukidnon is calling on the government to protect the five Higaonon minors under the church’s custody from harassment by any person or group. This, after Bishop Raul Amoricillo of Malaybalay complained that the Department of Social Welfare and Development (DSWD) and Philippine National Police (PNP) personnel from Libona, Bukidnon trooped to the church’s regional office in Cagayan de Oro City last Sunday searching for the minors. The minors were among the 13 persons arrested by PNP-Libona at a checkpoint in Barangay Sil-ipon in Libona town last April 5 having been suspected of being members of New People’s Army (NPA) rebels. After the police officers determined that five of the THE lumads belonging to the Subanen tribe of Misamis Occidental sign a memorandum of agreement (MOA) with the Department of Environment and Natural Resources (DENR) in regard to the National Greening Program during arrested suspects were minors, they were immediately the IP’s Peace and Development Forum held in Oroquieta City recently. turned over to the DSWD office. Heightened security assured despite low threat level to Palaro TAGUM City––Strict security arrangements will be observed for the duration of the Palarong Pambansa on May 3-9 in this city even if the threat level to the event is considered low, Davao City Mayor Rodrigo Duterte said on Monday. Duterte, chair of the Regional Peace and Order Council of Region 11, assured the athletes and spectators of an intensified security for this year’s Palaro. Duterte, who addressed reporters before the closeddoor RPOC meeting here, said that on a scale of one to 10, the threat level is three. But the mayor said the low security threat level did not mean the government will reduce the deployment of security forces. He assured that the government will utilize all available security forces for the duration of the event. “Even if the scale is 10, three or two, the intensity of security should be the same. Every gathering here requires full attention. I don’t expect bombing but we have to be prepare. God

forbid,” he said. On Friday, Davao del Norte Gov. Rodolfo del Rosario emphasized that security measures have already been drawn out for the national games. In a press briefing in Davao City, del Rosario assured that security will cover the delegations and spectators from petty crimes. He added the police and military have identified strategic places for checkpoints. “We are very much ready to hold the Palarong Pambansa 2015,” he said. At least 50,000 people are expected to arrive in the city for the Palaro, del Rosario said. About half of the visitors are athletes, crew and their families coming from 18 regions across the country. The games will be held at the Davao del Norte Sports Complex except for the gymnastics which will be held at the Panabo City gymnasium. Duterte also asked the public to be courteous whenever the police or soldiers conduct inspections at checkpoints.

Everybody including government officials must submit for inspection, he stressed. “If you have questions, don’t argue with the soldier on duty, look for the commander. But I want the police and soldiers to be in full uniform with nameplates.” The City Government of Davao may provide additional financial assistance for the beefing up of security as well as augmentation forces for the event, he added. Why BBL? THE ongoing peace process between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) is among the measures being pursued to substantially reduce threat to security and peace and order in Mindanao from armed groups that foment lawlessness and instability in the South according to Presidential Adviser on the Peace Process Teresita Quintos Deles. Peace between government and MILF means peace with the largest, most organized armed group which has been fighting government for decades. Ending this armed conflict means that this organized armed body ceases to fight the government and instead becomes a partner in addressing the problems facing the country, including problems of lawlessness in the South. We could agree to that provided that there would be a sure and effective exercise of the rule of law over areas previously outside its reach and were ungovernable. Deles’ statement came after a published news report quoted a study funded by the World Bank which noted that political

violence related to rebellion and insurgency inflicts the “largest human cost” that affect Philippine development. The government had already concluded that negotiating with the MILF, which has concluded with a peace Editorial agreement and its legal iteration, the Bangsamoro Basic Law (BBL), would make efforts to address the root causes of the conflict in Mindanao more effective. That the BBL could address the threat from armed groups in Mindanao, and the peace agreement with the MILF and the establishment of the proposed Bangsamoro in the BBL would be an indispensable big step towards disarming not just the MILF but other threat groups in Mindanao is an acceptable argument. However, realization remains to be seen. Deles is positive that the decommissioning process will cover not only the MILF but also other armed groups, thus, the BBL will have a multiplier effect. We hope so. Under the Comprehensive Agreement on the Bangsamoro which the government and MILF

signed on March last year, the MILF agreed to decommission its firearms and weaponry and its 11,000-strong Bangsamoro Islamic Armed Forces (BIAF) in exchange for the establishment of a political entity with genuine autonomy to replace the Autonomous Region in Muslim Mindanao. Its fighters would undergo a normalization process so they could resume lives as ordinary citizens, and not as combatants anymore. The CAB -- a product of more than 17 years of peace negotiations between the Philippine government and the MILF -- has also made the MILF, the biggest armed group in Mindanao, to undergo a transformation from a secessionist movement to a political group with intentions to participate and field candidates in the coming elections. We agree with Deles that the challenge is tough but unavoidable and doable through a combination of MILF cooperation and government law enforcement, but the rule of law begets trust and vice versa. We can only hope that both will encourage people to choose lawful ways to resolve conflict or to sustain life.

BUTUAN CITY – The Office of Representative Lawrence Lemuel Fortun has announced the opening and acceptance of applications for scholarship for Academic Year 2015-2016 for the First District of Agusan del Norte (Butuan City and Las Nieves). The scholarship program is under the Student Financial Assistance Program (StuFAP) Tulong Dunong program of the Commission on Higher Education (CHED) in partnership with the Office of Representative Fortun. Last year, at least 1,810 students coming from the different barangays here and Las Nieves, Agusan del Norte, were awarded scholarship grants under the same scheme. All applications for the program are ranked based on the applicant’s latest grade and income bracket. The scheme also prioritizes courses identified by CHED. Fortun encouraged the students to make good of the assistance since all are given the opportunity to avail themselves of the government assistance. “Let this be a tool in attaining your success in life. Take advantage of it. Make good in your studies as your way of giving back to your parents their hard work in order to send you to college,” he said. Deadline for filing of application is on April 30, 2015. For more information, applicants may visit Rep. Fortun’s District Constituency Office at 4th Street, Guingona Subdivision, Butuan City.

7th PAF Wing (Reserved) also bared that this is the second time that Butuan City and Caraga region conducted the Regional Convention in line with the National Reservist Week. "Right now, we have less than 150,000 full-time reservists serving the population in the region. That is why we are inviting the private industries to provide us naval and air assets to be used during calamities and emergencies. We are also inviting the citizens to be part of the armed forces so we can beat the enemies in times of conflict. We also give focus on the welfare of our reservists," Plaza expressed. Plaza further revealed that as a reservist particularly the enlisted men (noncollege graduate), they were given the opportunity to avail of the free education and trainings to learn the

skills of a military. “Reservists have no salary during peace time. It is during wartime mission when we are called to active duty that we are entitled for remuneration," she said. Also, BGen Paolo Leo Ma G Miciano, Commander of Army Reserve Command disclosed that the AFP continues to advocate for more incoming reservists that could extend help to the citizenry in times of disasters/ calamities and emergencies. "I'd like to point out that as far as the AFP is concerned, we are continuously looking for potential reservists from different sectors. Not only in the schools where we trained students in the ROTC program but we also want to train those retirees who want to join the forces, as well as other individuals who already have jobs but want to serve the citizens as reservists," stressed Miciano. The closing ceremony of said celebration commenced with the entrance of colors by the Caraga State University (CSU) Advance Cadets. BGen Balutan together with other officials from the Philippine Army then led the donning of ranks to newly commis-

sioned Reserved Officers and awarding ceremony. (Jennifer P. Globe myBusiness, Google collaborate on “DigPH”, 1st digital marketing convention in the Philippines for SMEs

DAVAO City -- The Department of Social Welfare and Development (DSWD) and the Technical Education and Skills Development Authority (TESDA) are set to run community based skills training in the parishes of Eden, St. Jude, Buda, St. Francis and in selected areas in Barangay Malabog, Paquibato District. Proposed courses/qualifications include Organic Agriculture NC II (National Certificate II), Masonry NC II cum Production, Motorcycle Repair, Plumbing, Carpentry, Cookery. The Special Training E mpl oy me nt Pro g r am (STEP) will be adopted as implementation guide. The capacity building initiative will be community driven and resource based to ensure clear market profitability and employability. All proposed courses are based on the result of the participatory livelihood issues analysis (PLIA) which was earlier conducted in the identified areas by DSWD Project Development Officers. TESDA will implement the training while DSWD covers the training cost which includes provision of starter kit per program participant. Part of identified training participants are Pantawid Pamilya recipients to access them to better livelihood opportunities. Meanwhile, DSWD and other line agencies continue to assist Pantawid Pamilya program participants in the region.

Globe myBusiness and Google have teamed up to help small and mediumsized Filipino enterprises grow via the first Philippine digital marketing convention for SMEs. The event, dubbed “DigPH”, brings together over 350 entrepreneurs on April 22 at Makati Shangri-La Hotel. Martha Sazon, Globe Senior Vice President for myBusiness, said: “Globe believes that SMEs are the country’s economic driving force. That’s why we continuously develop products and services crucial to their growth and sustainability. Through DigPH, we’re giving business owners another

innovative way to do business more easily. We’re providing insights into effective digital marketing strategies that will allow them to reach to new customers. We are also sharing affordable techniques to understand customer behavior and build their brand online.” Google and Globe myBusiness together with Globe Digital Advertising (AdSpark), came up with DigPH in response to recent research showing the overwhelming desire of SMEs to adopt smarter and more affordable marketing strategies to increase sales and customer engagement.

However, for a typical Filipino SME owner, marketing remains a challenge due to tight budgets and a lack of information. While digital marketing is a compelling channel to engage customers, many business owners do not know where to start and how to maximize the returns on their investment. On the other hand, Filipino consumers love using the web for both work and play. On any given day they turn to the web to shop, watch movies, listen to music, do research, or catch up with friends on a whole host of devices. DigPH aims to bridge

the gap between consumers and SME brands by equipping businesses with the know-how to reach their target market through digital marketing. Participants will learn from industry experts and SME owners in the country who are successfully using digital marketing techniques to expand their business as well live product demos and practical tips for success on digital. Among the speakers lined up for the full-day event are: Google Philippines Country Manager Ken Lingan, GroupM Digital Head Laurent Goirand, Globe myBusiness Marketing VP Barbara Dawn

GENERAL Santos City -The Department of Labor and Employment (DOLE) in Region 12 is targeting to generate around 70,000 job vacancies for the upcoming Labor Day job fairs in the area. Ofelia Domingo, DOLE Region 12 director, said they are currently finalizing negotiations with various companies as well as local and overseas job placement agencies that have signified to join the May 1 job fairs. She said the activity will be conducted in two shopping malls in this city and one in nearby Koronadal City. “We’ve already enlisted

80 employers for the three job fairs and we’re also receiving positive feedbacks from the other entities,” the official said. In this city, she said the KCC Mall of GenSan has already agreed to host anew one of the scheduled job fairs. Domingo said they have yet to finalize with the management of the SM City mall here for the simultaneous hosting of a similar event. “We’re still evaluating whether we could hold it again at SM as our central office required that all venues for the May 1 job fairs should be labor law-complaint,” she said.

She said such requirement was earlier relayed to the regional office through a directive issued by Labor Secretary Rosalinda Baldoz. Sec. Baldoz personally declared the KCC Mall here as the country’s first-ever labor law-compliant mall during her visit to the city last month. She unveiled a marker that distinguished the mall as a recipient of the DOLE’s Tripartite Certificate of Compliance with Labor Standards (TCCLS) Award. The TCCLS is given by the DOLE to companies that show commitment and exemplary adherence to

ADMIT it, both Clint Eastwood and Arnold Schwarzenegger are aging. This is not a pre-eulogy of sorts but they’re really legends in the industry. I’m now 36 and since childhood back in the 80s, I have heard how legendary they already

were at the time. Imagine from 1971 to the present, Clint has already directed 37 movies! But before he became a director, he was already a well-known star of Westerns. Those Westerns I have watched in reruns back in childhood at our cousins’

Sa dihang nakamatmon nako’g buot, the first Clint Eastwood movie that I watched with my father was In the Line of Fire. It was followed by Absolute Power. And that was 20 years ago. Ok, sideline that for a minute. Let’s talk about Arnold Schwarzenegger. Before he became governor of California and before he became The Terminator and Conan the Barbarian, he was Mr. Olympia. And that was in the 1970s when the Village People were ruling the airwaves and when someone who turned up to be The Chameleon was born. I could not recall seeing an Ah-nuld movie in the 1980s

but the first time I saw him in Terminator 2 in 1992, I knew already that he was legendary. Now the sons of these macho men are recently emerging in Hollywood. In fact, 29-year-old Scott Eastwood is currently being adored by Cagayanons as the star of The Longest Ride. But prior to his starring role which made him famous nowadays, Scott already appeared in his dad’s films Flags of Our Fathers, Gran Torino, Invictus and Trouble with the Curve. Scott was born in Monterey, California and raised in Hawaii. His sister Alison Eastwood is also a beautiful actress whom I have watched in Midnight in the Garden of Good and Evil and Absolute Power. So much of her. Back to her brother Scott, well he first acted in Enter Nowhere in 2010. Now being famous due

to The Longest Ride, I know that Scott Eastwood will have a long way to go in Hollywood. Now let’s read about Patrick Schwarzenegger. For a while there, you would think that he’s John O’Connor, the one hunted down by The Terminator… haha! Well Patrick Schwarzenegger started getting into the acting foray in 2006 via The Benchwarmers. Then in 2013, he starred in an Ariana Grande music video. In 2015, he became famous for being Miley Cyrus’s boyrfriend. Well there are other examples of inter-generational Hollywood icons who are working in the cinema industry at the same time. Think about the father and daughter tandem of Jon Voight and Angelina Jolie. As a college student in the 90s, I have come to know Angelina

The Chameleon

Mark Francisco first before I knew that Jon is her father. You see, the first Angelina Jolie movie that I saw was The Bone Collector opposite Denzel. And this was released in 1997, the same year that her dad’s movie Anaconda was released. Of course, there are more father-child tandems currently working in Hollywood.

Fresh Gospel of the day (April22, 2015-Wednesday) John 6:35-40”Jesus said to them, “I am the bread of life; he who comes to Me will not hunger, and he who believes in Me will never thirst. But I said to you that you have seen Me, and yet do not believe. “All that the Father gives Me will come to Me, and the one who comes to Me I will certainly not cast out. For I have come down from heaven, not to do My own will, but the will of Him who sent Me. “This is the will of Him who sent Me, that of all that He has given Me I lose nothing, but raise it up on the last day. “For this is the will of My Father, that everyone who beholds the Son and believes in Him will have eternal life, and I Myself will raise him up on the last day: I am the bread of life; he who comes to Me will not hunger, and he who believes in Me will never thirst: This is referred to the Holy Eucharist that can satisfy our individual soul. THE EcoWaste C oali tion, a toxics watchdog, announced Saturday that parents, if not careful, may be unintentionally exposing their kids to health damaging chemicals lurking in some polyvinyl chloride (PVC) plastic swimming toys. The group urged parents to take precautions after receiving the results of laboratory tests it had commissioned to determine if locally-sold kiddie swimming floats comply with national and international regulations on phthalates. Phthalates are synthetic chemicals added to PVC plastic to make it pliable and hard to break. These chemicals, known to disrupt hormone functions, have been linked to reproductive and developmental health problems, especially among vulnerable children. The U.S. C onsumer

Product Safety Improvement Act of 2008, the European Union’s REACH Restricted Substances List, and the Department of Health Administrative Order 2009-0005 as amended in 2011 ban phthalates BBP, DBP and DEHP in amounts greater than 0.1 percent in children’s toys, and further ban phthalates DIDP, DINP and DnOP in concentrations above 0.1 percent in children’s toys that can be placed in a child’s mouth. Test results from SGS, a global testing company, showed three of the four swimming floats bought by the EcoWaste Coalition from retail stores in Quiapo, Manila for PHP50 to PHP129 each and sent to the laboratory for analysis exceeded the 0.1 percent limit for phthalates in children’s toys. “It’s lamentable that

some swimming toys containing excessive levels of toxic chemical plasticizers in violation of national and international regulations are being sold in the market,” said Thony Dizon, coordinator of the EcoWaste Coalition’s Project Protect. “Children’s safety from drowning is a top priority as they frolic in the water to beat the summer heat. We need to keep them safe from drowning, as well as from toxic pollutants that can put their health at risk,” he said. As per laboratory test results: 1. A yellow and orange swim ring with sun design, costing PHP59, had 19.6 percent DEHP and 1.29 percent DINP. 2. A blue swim arm band, costing PHP50, had 19.4 percent DEHP. 3. A blue and white “baby boat” float with a yel-

low steering wheel, costing PHP129, had 17.5 percent DEHP and 0.78 percent DINP. The fourth sample, a yellow inflatable ring labelled “phthalate-free,” costing PHP99.75 and procured from Toy Kingdom Express at SM Department Store in Quiapo, Manila, passed the regulatory limit for phthalates. “We’re happy that the product’s claim of being phthalate-free is true. This proves that swimming floats can be manufactured sans toxic phthalates and that parents have the option of buying safe swimming toys for their kids,” Dizon said. The government had earlier warned that “phthalates in children’s toys particularly those made of soft plastic materials or PVC have been found to leach out from the toys when they are sucked or chewed

as commonly practiced by children.” “Phthalates may cause adverse health effects such as liver and kidney wounds, reproductive abnormalities and immune system defects,” the government said. To stop the trade of toxic swimming toys during the summer months, the EcoWaste Coalition urged the national and local health authorities to take swift action against manufacturers, importers, distributors and retailers of such toys that do not comply with the government’s toy registration, safety and labelling requirements. The group will submit on Monday the laborator y test results to the DOH through the Food and Drugs Administration for regulatory action. A report from the Philippine News Agency

Abejo, for IFI to take custody of the teens as she felt that the minors would be more secure and taken care of in the church premises than in her own abode. The IFI hierarchy decided to bring the kids to their regional headquarters in Cagayan de Oro City. Then the incident last Sunday happened. “It is for this reason that

the Iglesia Filipina Independiente condemns in the strongest terms the assault being mounted against her and of her leaders by supposed rights promoter and authorities of the land – the Libona, Bukidnon Philippine National Police and the Libona, Bukidnon Department of Social Welfare and Development – even as she was only doing her Chris-

tian mandate of helping the weak and the needy,” Amoricillo said. The bishop then held a courtesy call yesterday with Libona Mayor Leonardo Genesis Calingasan who vowed to look into the case and summon the DSWD and PNP personnel, whether they breached out of their jurisdiction and went to Cagayan de Oro City to

chase the minors. Yet Amoricillo said this is not enough and the government should look into it that such incident would not happen again.

room shortage in the city would be eradicated and the emergency two-shift class scheme would be eliminated in each public school campus. “Unlike in other local government units, we have to kneel and cry that they’d support us in constructing new rooms. Here in Cagayan de Oro, it’s the local chief executive himself doing the initiative,” Luistro said. “You have an excellent mayor here. He has the heart and vision for education.” In a span of two years since he took office, Moreno and his administration were able to negotiate and pur-

chase with landowners for the sites of the more than 300 classrooms. For her part, city schools division superintendent Elena Borcillo is grateful that her office has its own building at last after 62 years of existence. The two-level building is situated in the 1.7-hectare Fr. William Masterson School complex, named after the visionary Jesuit who purchased idle and remote lands in the 1960s. Those areas in Luzon and Mindanao are now considered prime growth zones economically and geographically. In his speech, Luistro

likened Moreno to Masterson, saying that the classrooms that his administration had constructed would affect the succeeding generations. After the ceremony, both Luistro and Moreno immediately proceeded with the Senior High School Summit at a nearby venue. The Senior High School Summit gathered education stakeholders from all walks of life in the city, including parent association’s leaders and private school representatives, to discuss the transition of the current batch of ninth graders into senior high school students by 2016.

Fund (SEF), which is not an income,” he said. “Therefore, if we deduct the P159 SEF, the income of the city in 2014 is only P2,281,635,377.24,” Elipe said. Elipe said the City Accountant furnished the Office of the Vice Mayor of the copy of the 2014 Executive Report to COA only on April 18. “If it is true that the city has an operating income of P2.7 billion where is P418 million, why was it not included in the report to COA?” Elipe asked. For his part, Councilor Ramon Tabor said that what is more prevailing is the actual figure reflected in the report to COA. “A mere statement which should not have done won’t

prevail. Tulobagon kana nila sa katawhan ngano nga namakak sila,” Tabor said. In defending the mayor, Councilor Roger Abaday said: “We should not intervene in the affairs of the COA, it is their job.” “It is still premature to say that there is losing or missing amount because COA will do its audit even to the last centavo. In this case, let us wait for the COA,” Abaday said. Councilor Leon Gan said: “We cannot anymore afford to wait for the COA.” “What is proper here is anytime we can ask the finance officer pertaining to the financial status of the city,” Gan said. Councilor Teodulfo Lao, whose request was still afforded to comment on the

special report for the last time, said: “Kung duna man galing kasaypanan ang chief executive, dili man ang City Council and mo-action niana, ang COA man ang responsable ana busa kinahanglan gayod nga hulaton nato ang COA niining tanan.”

Regional Legislative Assembly (RLA) and from there it will be forwarded to the Department of Budget and Management (DBM) for inclusion in the General Appropriations Act to be passed by Congress for 2016,” she concluded. It was also learned that the Budgets of Lanao del Sur and Tawi-tawi were not included because they submitted lists of projects that cannot all be funded in one year. “The budgets of the two provinces were returned for further review and prioritization,” Alamia said. She said that during the Regional Planners Meeting mentioned earlier, it was clearly emphasized that only projects for funding in 2016 should be included in the Budget Proposals. wait for the Commission on Audit (COA) to submit its report to determine whether what Moreno and Elot have submitted to COA is true or, not. In his special report, Elipe even slammed Moreno and Councilor Eric Salcedo for their statements released to the media that Cagayan de Oro’s income since November 2014 reached P2.7 billion. “If true, why are the documents, signed by Moreno and Elot, submitted to COA showed that the city has an operating income of P2,441,403,628.99 only, including the one-percent real estate tax, plus the P159 million Special Education

Contempo goes into high gear with Bamboo Bay in completion

MS. BEVERLY DAYANAN President & CEO, Contempo Property Holdings Inc.

CEBU City - Contempo Properties is now going into high gear after the launching of the company’s flagship projects. Having acquired a one-hectare prime land within the heart of Metro Cebu, Contempo gathered a team of marketing consultants, architect, engineers and Contempo executives to hone a conceptual design which will introduce a novel idea of the industry to the Cebu market. Taking a consultative approach to the design process, the company started with several groups of prospective real estate buyers to evaluate their wants and needs. What emerged was a focus on the key elements of “community” that are perceived to be lacking in most projects. The idea of “good neighbors” and their impact on the quality of life in residential developments became the defining core that Contempo opted to capitalize on. Insights provided by those consulted in the market study revealed aspirations for values of discipline, cooperation and the spirit of bayanihan so familiar to the Filipino culture. These and a professionally run property management with customer service from the heart shall be the

framework of an exciting community innovation that shall set Contempo communities apart from other projects. Soon to be launched: a refreshing one hectare green sanctuary in the midst of the urban sprawl just a few meters from H. Cortes St. Within a quick drive are four malls, schools, churches, offices and entertainment hubs. Contempo Property Holdings, Inc. is an offshoot of a real estate developer’s dream to offer better living options to mobile mid-income householders. Chairman of the board and president of Contempo, Ms. Beverly Dayanan cast her eyes on this market segment after 5 years of heading a real estate development company that sold almost 3,000 house and lot packages for families looking for a start-up with low monthly amortization. She disposed of her stake in the mass housing company and established a new company,Contempo Property Holdings, Inc., to fulfill her dream of offering affordable residential projects with a difference. Contempo’s flagship project, Bamboo Bay, encapsulates all the values that aim to enhance lifestyles for people aspiring to provide their families an ideal place to live, for the children to grow up in. And more. Having heard prospective buyers express the wish to be in a community of ideal neighbors, Contempo’s focus shall be exactly that: to shape communities of good

neighbors. Tower One of Bamboo Bay was launched in November 2012. Tower Two is earmarked for 2014 launch to be followed by Tower Three afterwards. All are located in a one-hectare prime property along H. Cortes St., just minutes from 5 malls. Contempo has the authorized capital stock of P100 million and was registered with the Securities and Exchange Commission last February 2012. Beverly Dayanan was formerly in the banking industry prior to her real estate venture. Ms. Dayanan is a Cebuana hailing from Carcar who took-up pre-law as a scholar in the Univ. of San Carlos but found her calling in real estate development. The Board of Directors are Mr. Geronimo Sta. Ana, graduated Cum Laude at the De La Salle College, an MBA degree holder from the University of the Philippines, the past president of the Cebu Chamber of Commerce and Industry, and currently the governor of the Philippine Board of Investments(BOI) and chairman of the Cebu Investment Promotion Center (CIPC), Atty. Ramsey Mayol Quijano, past president of the Integrated Bar of the Phil., Cebu Chapter and partner of Quijano, Quijano, Jugao, Pedaria Law Offices; and Dr. Cheryl D. Pascual, a doctor of medicine who graduated from Cebu Doctors University with a degree in Psychology from University of San Carlos.
