Drive vs cigar smuggling

THE Bureau of Internal Revenue (BIR) on Thursday filed before Department of Justice (DOJ) 69 tax evasion charges against illicit traders who were caught selling untaxed, fake and smuggled cigarettes.

In an interview, BIR Commissioner Romeo Lumagui Jr. said the cases stemmed from the first ever nationwide raids conducted by the agency last January 25 in different parts of the country. “The total exposure we have filed today, including the penalties and fines, amounts to PHP1.8 billion based on the result of our nationwide raids against illegal cigarette [traders]. Again, it was the first ever nationwide operation in the BI history,” he said.

BUTUAN City – Five municipalities in Agusan del Sur have achieved over 100 percent of their targets in the ongoing Measles-Rubella bivalent Oral Polio Vaccine Supplementary Immunization Activity (MR-bOPV SIA) in the province. In a report Tuesday, the provincial health office (PHO) said their health teams have successfully carried out the immunization activity in the different towns since May 1 and attained a 96.2 percent vaccination rate for MR and 78.9 percent for bOP. The province has a total target of 62,647 children aged nine to 59 months, and 17,819 children aged zero to 59 months for MR and bOP immunization, respectively.

Upscale bamboo industry

DAVAO City – The Department of Agriculture in Davao Region (DA-11) has recently turned over a P20- million Bamboo Rural Enterprise and Development (BREAD) project to the Davao del Sur State College (DSSC) in Matanao town, Davao del Sur province. In a Facebook post Monday, DA-11 Director Abel James Monteagudo said the BREAD project intends to upscale the bamboo industry by increasing productivity in the region. This can be done, he said, by promoting, producing, and processing engineered bamboo as a substitute to the diminishing wood industry in the country.

ZAMBOANGA City – The city is emerging as a tourism destination in Western Mindanao with the ease of the pandemic restrictions and the reopening of mountain resorts and island beaches. This came as the City Tourism Office (CTO) noted a new influx of tourists coming to the city for leisure and business based on

the data they gathered from different hotels and other local accommodations. Data gathered by the CTO showed that 160,884 tourists have visited Zamboanga City since January. Of the 160,884 visitors, 160,419 are domestic tourists while the remaining 465 are foreigners. “They find Zamboanga City as

ARAWI City– The Marawi Compensation Board (MCB) finally signed the Implementing Rules and Regulations (IRR) for the renumeration of the victims of the Marawi Siege here on Tuesday, May 23, exactly six years after the start of the five-month urban warfare between government troops and Islamic State-aligned militants that destroyed the core of the country’s only Islamic city.

The IRR needs to be published first in two papers with national circulation before the P1 billion tax-free reparation can be rolled out to renumerate the residents who lost family members and properties during the siege, Maisara Dandamub-Latiph, MCB chairperson, said.

“Fifteen days (after publication), the real work will begin as the board will start evaluating the claims and schedule the payments,” Latiph, a lawyer, said.

Sara hails Davao City's peacebuilding initiatives

DAVAO City – Vice

President Sara Z. Duterte hailed Wednesday the local peacebuilding initiatives here that have been credited in dislodging the influence of the New People’s Army (NPA) in the city's far-flung areas. “Our story in the Paquibato District is one for the books. It is a shining example of a successful anti-terrorism campaign made possible by the collaboration of various sectors through the program Peace 911 by the local government of Davao,” Duterte said during a speech commemorating the first year anniversary of the city's declaration as an insurgency-free area. Duterte was referring to the upland Paquibato District, which for decades has been a haven for NPA guerrillas. Peace 911, which was conceived when Duterte was mayor, is a suite of economic and peace and order initiatives for NPA-influenced areas in the mountainous parts of the city. The civilian-led program, Duterte said, has

won the hearts of the people of Paquibato through the implementation of projects and programs and providing opportunities for the residents to become productive. Under Peace 911, the former mayor said Paquibato residents have benefited from livelihood projects, skills trainings, capacitated women, and built their confidence as individuals and as a community. “Peace 911 is an empowering tool. An education tool. This allowed the people of Paquibato to unmask their enemies. Peace 911 ushered in the development of Paquibato while addressing the fundamental issue of poverty,” Duterte said. For years, the Vice President recounted that the NPA had taken advantage of poverty in far-flung areas, "feeding on their misery as they advance their violent cause." “Let us look back at Paquibato when it was still under the shadows of the NPA. Most children were not getting enough nutrition, and many were out of school — a

vulnerability exploited by the NPA for recruitment,” Duterte said. With the success of the peace efforts, Duterte thanked Irene Santiago, the creator of Peace 911, as well as the local leaders and the people in the communities "who finally saw the light and exorcised themselves of the influence of the NPA." Finance chief welcomes urgent certification of Maharlika Fund bill

Benjamin Diokno welcomed President Ferdinand R. Marcos Jr.'s move to certify as urgent Senate Bill 2020 that seeks to create the Maharlika Investment Fund. "We welcome the certification of urgency of the Maharlika Investment Fund bill," Diokno told reporters in a Viber message late Wednesday. "This is the best possible time to establish the fund." The proposed bill is

currently under the period of interpellations.

Diokno said the Maharlika Investment Fund would strengthen the economy’s resilience through investment-led growth.

"This is especially pertinent now amid a possible slowdown in the world economy, which the IMF (International Monetary Fund) predicts will grow by a mere 2.8 percent this year," he said.

Diokno noted that while the country's macroeconomic fundamentals are intact, the Philippines must take advantage of robust instruments to maintain its growth momentum through investments in strategic, economically viable, and high-impact infrastructure and other development projects.

"And second, this is an opportune time to take advantage of the ample

liquidity of our government financial institutions, which have investible funds," he said.

Diokno earlier explained that the Maharlika Investment Fund is a tool to diversify the country’s financial portfolio, which includes existing institutions pursuing investment activities. The Fund will be used specifically for investments with high returns, and infrastructure development. (PNA)

Ortiz assumes presidency of Landbank

SEASONED banker Lynette Ortiz was sworn in on Wednesday as the new president and chief executive officer of the Land Bank of the Philippines after her recent appointment by President Ferdinand R. Marcos Jr. In a statement, Landbank said Ortiz took her oath as the 11th president and CEO of the bank before Department of Finance (DOF) Secretary and Landbank chair Benjamin Diokno at the DOF building in Manila.

She succeeds Cecilia Cayosa Borromeo who held

the post for four years.

Before her appointment in Landbank, Ortiz served as the CEO of Standard Chartered Bank Philippines.

She also held various senior posts in risk management, treasury, corporate finance, and capital markets in foreign and local institutions.

“I recognize the highly important role of Landbank in nation-building, and I am keen to contribute and infuse ideas and innovations that will further fortify the Bank in fulfilling its social mandate. I hope to bring in

a fresh perspective drawn from my experience working in global organizations,” she said.

Ortiz has spearheaded several landmark transactions in both domestic and international capital markets for Philippine and Association of Southeast Asian Nations (ASEAN) issuers.

She serves as 1st Vice President on the board of the Bankers Association of the Philippines and is a member of its executive committee. Ortiz pledged that Landbank would continue

to support agriculture and other key industries, expand financial inclusion, deliver assistance to marginalized and vulnerable sectors, and support other players in advancing inclusive development agenda.

“With the support of the entire Landbank team, we will work to make our operations more dynamic and responsive to address the changing needs of our highly diverse customers and stakeholders, while remaining viable and competitive,” she said. (PNA)

Father of Orphans

Think a minute ... Tragically, fathers are becoming a vanishing breed. Statistics show that millions of children are growing up like orphans because their fathers simply reproduce themselves and leave, rather than staying home to love and raise their son or daughter. A family expert who has studied modern life says: “The vanishing father is perhaps the number one problem of the changing family today.”

There are also fathers, however, who stay in the same house with their children yet still manage to make them orphans. Someone said, “The hardest job kids face today is learning to be parents without seeing any.” They may see a man living in their home, but they do not see a loving, caring father who is involved with them. So they actually grow up like orphans. “Some fathers bring their children up, while other fathers let them down.” These are fathers who support their children with food, clothing, and an education—nothing more than what an orphanage provides.

The vast Tala Estate was one of the original four estates or haciendas that composed the former town of Novaliches when it was created in 1855, first as a part of Bulacan (18551858), then of the province of Manila (1858-1901) and then of Rizal (1901-1903).

Like any other barrio in Novaliches in the 1950s-1970s, Bagong Silang was sparsely populated. It had very few houses made of nipa and bamboo materials, with the surroundings abounding with tall cogon and talahib (large weeds), grasses, fruit trees, banana, vegetable plants, and other forest growths.

Bagong Silang became a regular barangay after the issuance by Marcos of Presidential Decree No. 557 on Sept. 21, 1974, which amended the Revised Barrio Charter and replaced the name "barrio" with "barangay."

Today, Bagong Silang is considered the biggest in the country in terms of population of over 245,000 and a land area of 574 hectares, according to the Philippine Statistics Authority (PSA).

and supervision of the city of Caloocan, Bagong Silang belongs to the Roman Catholic Diocese of Novaliches (RCDN) as decreed in 2002 by the Vatican through then Pope and now Saint John Paul II.

Taking cognizance of the rapid increase in the population of the barangay, former Caloocan City Mayor and now Rep. Oscar Malapitan of the city's first district filed House Bill No. 5819 in Congress seeking to divide Bagong Silang into six barangays.

Malapitan said the proposed law has passed final approval in the House of Representatives and has been transmitted to the Senate, where the Committee on Local Government chaired by Senator J.V. Ejercito has approved and submitted it for plenary deliberations and corresponding approval.

By the way, very little is known of the fact that sometime in the early part of the 1970s, then-First Lady Imelda R. Marcos proposed to the erstwhile National Housing Corp. (NHC) the full-scale development of a big portion of the Tala Estate into a plantation of various tree species suitable for conversion into logs.

Under the proposal, the timber to be derived from the plantation would be used by the NHC, which was established in Tala by the national government in 1968 to manufacture housing components needed for the construction of lowcost housing for homeless Filipino families in Metro Manila and other developing

regions of the country.

The proposed tree plantation, however, did not prosper beyond the preparation of seedlings to be planted because of a number of intervening events that haunted the second Marcos administration.

The NHC was already producing various housing components like posts, doors, windows, roofing, and flooring materials, etc., when the so-called "First Quarter Storm" of January 1970 broke out.

It was soon followed by numerous rallies and demonstrations, sometimes turning into violence, carried out by militant groups seeking to destabilize and overthrow the government.

Such destabilizing incidents did not stop even after Marcos declared martial law in the entire country in September 1972, saying it was "a final recourse to combat two principal sources of dangers to society and the government – a rebellion mounted by a strange conspiracy of leftist and rightist radicals , and a secessionist movement supported by foreign parties."

The destabilizing events continued to haunt the government, particularly after the assassination of former opposition Senator Benigno S. Aquino Jr. at the Manila International Airport upon his return from a three-year self-exile in the United States on Aug. 21, 1983.

With the seemingly unending disturbing events, Marcos was forced to call

for a snap presidential and vice presidential elections on Feb. 7, 1986.

The polls proved to be very problematic, ending with both the administration and opposition candidates claiming victories during the vote canvassing.

The escalation of violence caused by such an impasse eventually forced the Marcos family to leave Malacañang after the so-called four-day People Power Revolt that ended on Feb. 25, 1986.

This in turn catapulted the widow of the slain former senator, Mrs. Corazon C, Aquino, to the presidency until June 30, 1992.

During the Cory administration, Barangay Bagong Silang was used by the National Housing Authority (NHA) as a relocation site for numerous informal settlers from Intramuros and other areas in Metro Manila, including those along Commonwealth Avenue in Quezon City.

So that was how Bagong Silang became the largest barangay in terms of population and land area in Metro Manila and the entire country instead of being a tree plantation or logging concession area. (PNA)

God, not us nor the world, defines reality

“I GAVE them your word, and the world hated them, because they do not belong to the world any more than I belong to the world.” (Jn 17,14) These words are part of the priestly prayer Christ said just before his arrest that led to his passion, death and resurrection.

They remind us that it is God, whose word Christ faithfully transmitted to us, who defines reality. It’s neither us nor the world that define reality. Apart from God, the only thing we can accomplish is to distort reality. Apart from God, we would be building up a bubble that sooner or later would just burst.

That is why, Christ asked the Father to “consecrate them in the truth,” since “your word is truth.” (Jn 17,17) May we always be aware of where we can find the truth and how we can go along with the objective reality that is proper to us.

At the same time, Christ already warned us that

because the world has its own ways that do not concur with God’s word, that is, with the truth, those of us who try to follow God’s word and who avoid worldly ways, would meet misunderstanding if not persecution.

In this, we should be ready. We cannot underestimate the pressure and the subtle, deceptive tricks that the world would exert on the followers of God. Nowadays, the mixture of good and evil is such that we are often left confused.

That is why we should just try our best to follow what Christ once said. “Be shrewd as serpents and simple as doves.” (Mt 10,16) It’s indeed a most intriguing piece of advice, but we just have to try it out.

Hard and even impossible as it may seem, we just have to try our best to achieve such condition, obviously with God’s grace, because as Christ himself warned us, in this world we would

be like sheep in the midst of wolves. We just have to be clever without compromising our human and Christian integrity.

Definitely this is a combination that will be very challenging for us to develop. But we can always try, like taking one step at a time in pursuing this goal. For this, we may have to spend some time studying on how to develop it, coming out with some plans and resolutions along the way.

Truth is, we cannot deny that we are in an increasingly complicated world. There are now many smart people around, quick to rationalize their actions. This is especially true among our political leaders, who in their quest for power, will do everything— mostly unfair means and reasonings—to gain or keep that power.

But it would be a disaster to us if we respond to this complicated mess with our own version of convoluted

self-justifications. This happens when we start thinking, judging, reasoning and concluding without God or, worse, when we think God’s clear commandments are already obsolete, irrelevant, a drag to our interests, etc.

Definitely, in our effort to apply this piece of advice in our life, we would encounter situations that can dirty us. We cannot avoid having to deal with some forms of evil. It is therefore important that we are clear about the distinction between a morally tolerable cooperation in evil and the immoral and sinful one.

THE Employers’ Confederation of the Philippines (ECOP) on Monday stood firm on its position that any legislated wage hike will only benefit formal sector workers, who number only about 8 million individuals while leaving the rest to suffer from higher inflation.

ECOP President Sergio Ortiz-Luis told the Philippine News Agency that informal

sector workers, who constitute the vast majority of workers, will not be covered by the P150 per day salary increase being sought by the labor sector.

He emphasized that while the estimated 42 million informal sector workers do not stand to make more money, they will nonetheless be forced to deal with price pressures created by a congressionally-

mandated pay hike.

“It (wage hike) is highly inflationary, but will not help farmers, fishermen, vendors, tricycle drivers, and those engaged in small family businesses,” said the business leader.

Ortiz-Luis said it is doubtful that most microenterprises can afford to pay a steep wage hike in view of the fact that “many of them

can’t even afford to pay their employees’ 13th month pay.

ECOP’s leadership was reacting to Finance Secretary Benjamin Diokno’s recent warning that a P150 per day wage hike could potentially add 1.4 percentage points to the government’s inflation projections this year.

The proposed salary increase can bring the 2023 inflation rate up to 6.9 percent

DA eyes white onion importation this month

ORDERS for the importation of white onion will likely be issued within this month as part of the government's efforts to ensure there's ample supply in the market, the Department of Agriculture (DA) said Friday. In an interview with journalists, DA Assistant Secretary Rex Estoperez said they are currently in talks with stakeholders to finalize the exact figure, but noted that the initial volume will be 8,800 metric tons.

"These are ballpark figures. The consumption is around

4,400 metric tons [per month] so if [we import good for] two months, that's 8,800 metric tons. That's what we are looking at now," he said.

Estoperez explained that the majority of the initial volume that will be imported will be allotted to institutional buyers.

Data from DA's Agribusiness and Marketing Assistance (AMAS) price monitoring showed that the retail price of white onion in the National Capital Region (NCR) is currently at P160 to P200 per kilogram (kg),

significantly higher than the P90 to P150/kg recorded in April.

Estoperez said DA is doubling its efforts to make sure that prices of onion will not go back to an all-time high of P600 to P700/kg.

"One of the drivers of inflation is the price of onion, therefore, we cannot sacrifice that it will go back to steep prices. We are considering all measures to bring down prices," he said.

Latiph said the Department of Budget and Management had already allotted the P1 billion reparation fund.

MCB member Atty. Mabandes Diron Jr. said the government would pay P35,000 per square meter for concrete buildings and P18,000 per square meter for wooden houses destroyed during the war.

Diron said the board is authorize to give a P350,000 compensation package for a family whose member was killed in the crossfire during the fighting.

Another MCB member, Atty. Moslemen Macarambon Sr., said the board, however, would be strict, and will require claimants to provide supporting documents.

“If they say their hardware store was burned down, they must present invoices of their stocks. No document means no pay,” Macarambon said.

After waiting for six years, 47-year-old Jaslia Abbas is elated that she would finally be compensated for her house that was destroyed in the fierce gun battle between government forces and the combined Maute and Abu Sayyaf groups.

The militants seized Marawi in a bid to establish it as a province of the Islamic State in Southeast Asia.

Abbas, a mother of six children, said she could finally rebuild her destroyed home in Barangay Moncado here, which she left in 2017 to live a nomad’s life, transferring from one evacuation camp to another.

“I have waited for six years for this. I pray that the money will bring some closure to the pain of uncertainty I bear all these years,” Abbas said.

Drieza Liningding, chair of the Marawi Consensus Group, said at least 5,000 families are still living in temporary shelters six years after the Marawi siege, and that they are still struggling to get back their lives.

Jubahib earlier said he is supporting the proposed measures in Congress that seek to expand the franchise of the Aboitiz-owned Davao Light and Power Company (DLPC) to IGACOS. These measures are House Bill (HB) 5077 filed by Davao del Norte 1st District Rep. Pantaleon D. Alvarez, HB 6740 of Rep. Margarita Ignacia B. Nograles of PBA Partylist, and HB 7047 of Rep. Sandro L. Gonzales of MARINO Partylist.

These bills were filed after President Ferdinand Marcos Jr. vetoed HB 10554, which sought to amend Republic Act 11515, extending for another 25 years the franchise granted to DLPC.

HB 10554 would have placed Tagum City, IGACOS and the municipalities of Asuncion, Kapalong, New Corella, San Isidro and Talaingod under the franchise area of DLPC.

These areas are being serviced by NORDECO, which has an existing franchise for the mainland until 2028 and IGACOS until 2033.

DUTIES & RESPONSIBILITIES

The Assistant Governor is an important role in Rotary

and acts as a liaison between the district governor and the individual clubs within the district. The primary responsibility of the Assistant Governor is to assist and support the clubs in achieving their goals and objectives while upholding the principles and values of Rotary.

One of the key duties of an Assistant Governor is to provide guidance and support to the clubs within their assigned area. This includes visiting each club at least twice a year, attending club meetings and events, and providing feedback and advice on club activities and projects. The Assistant Governor also works closely with the club leadership to develop strategies and plans that will help the club grow and improve.

Another important responsibility of the Assistant Governor is to help the district governor with the implementation of districtwide programs and initiatives.
