Longed for Christmas

By: JANNETH E. SEGUAR T-III CAMAMAN-AN ELEMENTARY SCHOOL

According to Mr. Google, a single celebration can make memories, special love with each other and at the same time enjoy. The kids were very excited about Christmas because of the gifts, and a Christmas party is a great way to reward students for working hard and achieving their goals at school. Because of COVID-19 pandemic, the learners were stacked in their homes for two consecutive years which made them missed the Christmas parties. It made them longed for face to face activities and see their friends and classmates in flesh.

Thus, the announcement of the opening of face to face classes of 2022-2023 made their hearts jumped for joy for their longed wish to be with their friends and classmates will become a reality. Aside from the school activities, one of the important events that they look forward to is the Christmas party. Thus, last December 16, 2022, the kids joined their first ever

Christmas party after pandemic. They were so happy and excited mainly because they were going to a party but young as they are, weren’t looking anything more than playing with their classmates.

The party started with a short program, they sang different Christmas songs, they danced and play until they dropped. It melts my heart on how they put extra efforts on their presentations and games and it moved me to see to it that this event will become memorable and happy for them. The kids were so enjoyed that it seems that they forgot everything and just go on enjoying the party. Foods did not matter but the fun they experienced. After the presentation and lunch, they exchanged Christmas gifts and were so excited opening their presents hugging their manita and manito. Kids had fun during this day and I believe that these memories were priceless and will be added to their happy memory bank.

from page 3 reported a normal flow of PUVs in their areas.

Transportation in Iloilo City is normal as per joint monitoring by the Public Safety and Transportation Management Office (PSTMO) and the Land Transportation Franchising and Regulatory Board.

PSTMO head Jeck Conlu said they are verifying information that there are groups that will be holding protests and if there are drivers and operators that will be joining them.

Nonetheless, he said that the 17 transport cooperatives in the city are all operational. This translates to over 2,000 traditional and modern jeepneys.

Bacolod City Mayor Alfredo Abelardo Benitez said there have been no reports of stranded passengers on Monday morning.

"Report from the horse's mouth said among the public commuters, no one has been stranded anywhere in Bacolod," Benitez told reporters.

"We were worried that probably Barangay Granada drivers will join the strike but obviously it did not happen," he added.

The three major transport groups in the city, including the Sentrong Samahan ng mga Tsuper at Operators Negros (SSTONE), United Drivers and Operators Center (UNDOC), and Federation of Bacolod City Drivers Association (Febacda), as well as the Bacolod Modernized Transport Group have declared not joining the transport strike.

SSTONE secretary general Jun-Jun Asis said the city government led by Benitez has been assisting them to obtain provisional authorities from the Land Transportation Franchising and Regulatory Board to continue operating the traditional jeepneys for now.

As of 10:30 a.m. Monday, the usual movement of public transport is observed along the major thoroughfares in Metro Cebu, as both traditional PUJs (public utility jeepneys) and modern PUVs ply their regular routes.

Eduardo Montealto Jr., Land Transportation Franchising and Regulatory Board-Central Visayas regional director, said although there is no transport paralysis in Cebu, his office will continue to monitor until March 10 and assess the extent of the effect of the nationwide

PRA Form No. 10.1 (LCRO) strike. The transport sector in the province pledged last week not to disrupt public transport despite the call for a nationwide strike.

However, at least 15 members of the Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide (PISTON)-Cebu headed by Greg Perez held a two-hour protest action in front of the LTFRB regional field office in Cebu City on Monday morning to express their concerns regarding the Public Utility Vehicles Modernization Program.

In Eastern Visayas, based on the initial assessment and coordination by the different police provincial offices, none of the local transport groups have expressed interest in joining the transport strike, said Philippine National Police Region 8 Director Francisco Marbil.

Despite the assurance from various transport groups in the region, "we will continously monitor for any possible changes and disturbances as well as provide assistance to the public," Marbil added.

In Caraga Region, the biggest transport group in the Caraga Region also refused to take part in the protest.

“We are not joining the strike, all our cooperative members will be on the streets to provide transportation services to the people of the Caraga Region,” said Juanito Ubas, chair of the Caraga Federation of Transport Cooperatives (CARFEDTRANSCO),

He added that CARFEDTRANSCO has 18 transportation cooperative affiliates in the different provinces in the region, including Butuan City.

“The CARFEDTRANSCO joins hands with the government on standing against any form of transport strike that will do more harm than good,” the transport cooperative noted in a separate statement.

The transport industry in Region 12 (Soccsksargen) has rejected the nationwide strike and opted to continue normal transport operations.

George Mangansakan, president of the Awang-Cotabato Transport Operators and Drivers’ Association (ACTODA), said his group of about 3,000 members supports the modernization program of the government.

“The protest is too long, our drivers will have no income for four days, how can they survive?” he said in a radio interview.

Bravo said their group has already submitted a Letter of Intent to Elmer Francisco of Francisco Motors which manufactures the electric jeepney that will replace the iconic traditional ones.

“The jeepney modernization scheme is already mandated in 2017 and we have accepted that. That’s the reason why we enlisted our group as a cooperative in 2018 to cope up with the modernization plan,” Bravo said in an interview on Sunday.

He said their cooperative has already ordered 712 units of the electric type jeep, expecting delivery of the first 15 units in July this year.

The e-jeep will still look like the traditional jeepney with some modifications including air conditioner, GPS (global positioning system) and Wi-Fi connection, Bravo said.

The 23-seater model will use electricity and not diesel fuel, making it more environment friendly, he added.

He said each unit of ejeepney costs about PHP1.8 to PHP2 million.

Bravo said once they start using modern jeepneys, drivers shall receive fixed income and not through the “boundary system.”

Drivers will also be provided with benefits, including PhilHealth, Pag-IBIG, Social Security System and even 13th-month pay.

A “beep card” system will be used by commuters, enabling the cooperative to monitor the monthly income of each unit.

Bravo said such scheme will hopefully eradicate dissatisfaction among their members and equip them towards modernization trend.

Synchronous classes

Meanwhile, Cavite Governor Juanito Remulla signed Executive Order No. 8 on

Saturday, directing the conduct of asynchronous classes in both public and private schools in all levels in the province from March 6 to 12 due to the transportation strike.

"This is a precautionary measure as we foresee the possible effect to the commuters, if the nationwide transport strike push through tomorrow [Monday]," Remulla said in an interview on Sunday.

Remulla said the nationwide transport strike will paralyze public transportation in the province of Cavite, especially commuters, composed mainly of students and school personnel.

GMA (General Mariano Alvarez) Mayor Maricel Torres also signed Executive Order No. 13, canceling classes both in private and public schools in all levels on March 6 in anticipation of the public transport strike. (With reports from Rossel Calderon/PNA)

Police investigators identified the three suspects as Joven Aber, 42; Joric Labrador, 50; and Benjie Rodriguez, 45 - all former soldiers, reports said. They were arrested by the elements of the Police Regional Office in Central Visayas (PRO-7) at around 4:25 p.m., roughly about seven hours after the killing of the governor and eight civilians.

The local police operatives seized three identification cards of the suspects, ammos and a .45 caliber pistol. The suspects, authorities reported were cornered in Barangay Cansumalig in Bayawan City.

“The hot pursuit operations are still ongoing with the remaining suspects being pursued by joint elements of the PRO-7 and Philippine Army,” the police official said in his statement sent to the media on Saturday.

CONDEMNED

Meanwhile, President Ferdinand Marcos has condemned the ambush of Negros Oriental Governor Roel Degamo which had caused his untimely demise.

This, as the president of the republic has also vowed to bring justice to the bereaved family of the governor, along- side four of his aides who were also killed by their attackers Saturday at the governor's residence.

Police investigators said the governor was declared by Comelec as the rightful winner for the province's gubernatorial seat following a recount proceedings by the Commission on Elections. His rival, report said, was proclaimed winner right after the counting of ballots in May 2022 national and local elections, but the camp of Degamo reportedly contested the result and requested a recount.

The provinces of Lanao del Sur, Bukidnon and the city of Cagayan de Oro are bounded with boundaries where anybody could travel freely from one border to another, Navarro.

She said that aside from coordinating with local officials, Coop also directed law enforcers to tighten security in the regional, provincial, and city boundaries to check on the transport of firearms and other criminal activities.

Mambuaya NHS holds panahud ritual

By: Ferdinand L. Vinco Jr.

A culture-based basic education learning environment is one of the mandates of the Department of Education as stipulated in its mission and vision. Thus, it is imperative for every learning institution to create an equitable and inclusive school atmosphere which harnesses the identities, values, and heritage of different ethnicity.

DepEd Order 22 series of 2011 on Adopting the National Indigenous Peoples (IP) Education Policy Framework spelled out the policy statement of the agency describing the directions it will take in strengthening its IP education. Among which is to implement stronger affirmative actions to eradicate all forms of discrimination against IPs in the country.

Pursuant to this Mambuaya National High School has been strengthening its partnership with the Indigenous Peoples community in the barangay where it is situated. As the institution caters students who are belonging to the Higa-onon Tribe both inside and outside the locality, efforts to promote cultural awareness has long been part of their learning programs. This is to nurture respect for human rights and cultural diversity among its learners, teachers, and other stakeholders. from page 1 of the major tribal groups in the neighboring town of Bunawan to declare X64 and its trading arm Komo Diti Trading Limited as persona non grata for failing to pay at least US $4,837,221 intended to cover the costs of the company's operations and the royalties of indigenous peoples groups. from page 1

As one of the actualizations of this ideology, the Mambuaya National High School annually invites the Higa-onon Tribe of the barangay to perform the Panahud Ritual. This year, it was integrated during the first flag raising ceremony for SY 2022-2023. The ritual was headed by the Regional Baylan Datu Insangka Intul-aw Intunda (Mr. Renato Rampatan) and Tribal Chieftain Datu Kawilihan Mansikampo (Mr. Benedicto M. Del Puerto). The said ritual aims to give respect and thanks to the Magbabaya as the creator of all things and implore for his help to drive away the evil spirit which might be lingering around the school campus.

The conduct of the said activity does not only showcase the culture or “Batasan” of the Indigenous Peoples community but also to educate learners, teachers and other stakeholders on the values, identities, and heritage of these individuals whose cultural system is duly recognized as one of the universal human rights.

"The recent incident of X64 refusing to pay the gold and silver proceeds was a sign that that good faith no longer existed, coupled with declaration of persona non grata (against X64) by numerous tribal groups with whom the corporation has established very good relationship," Villanueva said.

In an interview, Villanueva recounted how foreigners were present in the board when he first joined the Philsaga Board in August 2009 as its Corporate Secretary. He was informed by the late former president, retired Army colonel Samuel G. Afdal, that this was done to honor the shareholders of Medusa Mining Limited (now known as X64), who worked hard to raise money and turn Philsaga into a significant mining firm.

40% of the grandparent firm is owned by X64. Australian mining corporations are recognized as industry leaders in terms of corporate governance, safety, and mining standards, and their advice is greatly appreciated.

But foreign directors are not involved in the company's management or financial matters. Up to the most recent occurrences, Filipinos and Australians cooperated under the tenets of good faith and trust. This practice was continued when Villanueva took office.

Villanueva reassured the populace that every effort is being made to safeguard the livelihood for its 5,000 employees.

The indigenous groups that had permitted Philsaga to operate in their ancestral territory, as well as the host and nearby villages, were specifically urged to lend their support. He also appealed to the workers' families.

In order to preserve the business and the way of life of the residents of Agusan del Sur, he also requested assistance from the military, police, and local governments at the province, municipal, and barangay levels.

PNP chief General Rodolfo Azurin Jr said they have gathered reliable information from the four arrested suspects that will help identify the mastermind of the planned killing of the Governor of Negros Oriental and eight others.

"The continuing investigation into the death of nine persons in Negros Oriental, including Governor Roel Degamo, has uncovered promising leads from evidence and testimonies that will establish the circumstances surrounding the incident and the iden- tification of key players in this multiple murder case,” Azurin said.'

Barely four hours after the killing of the governor inside his residence, four of the suspects were arrested in Bayawan City after the PNP tracker team found the getaway vehicles abandoned by the suspects.

Police investigators identified the three suspects as Joven Aber, 42; Joric Labrador, 50; and Benjie Rodriguez, 45all former soldiers, reports said. They were arrested by the elements of the Police Regional Office in Central Visayas (PRO-7) at around 4:25 p.m., roughly about seven hours after the killing of the governor and his men. The fourth suspect was found in separate operations, the police said.

The local police operatives seized three identification cards of the suspects, ammos and a .45 caliber pistol. The suspects, authorities reported, were cornered in Barangay Cansumalig in Bayawan City.

“The hot pursuit operations are still ongoing with the remaining suspects being pursued by joint elements of the PRO-7 and Philippine Army,” the police official said in his statement sent to the media on Saturday.

Attacks On Politicians

Last month, Governor Mamintal "Bombit" Adiong, Jr of Lanao del Sur in Mindanao was also ambushed by unknown attackers while traversing a secluded area in barangay Delimbayan, Maguing town.

Although the governor survived the ambush, BUT three of his police escorts and the driver of a convoy vehicle were killed in the ambush.

Also in February, Vice Mayor Rommel Alameda of Aparri and five of his people were shot dead during a highway ambush.

A mayor of Datu Montawal in Maguindanao was also ambushed along Roxas Boulevard in Pasay City last February 22, this year, but the mayor cheated death.

Galutera Guiab, the intrepid and brilliant lawyer was elected the Mayor of Wao for three full terms, from 1988 to 1998. What was so amazing during her ten-year stint as mayor was her excellent resourcefulness to access funds to build school buildings, the beautiful municipal hall, constructing bridges and road that were all well-paved, health centers and even the establishment of Land Bank. All told, her mayorship became exemplary as elected officials from different municipalities would come to Wao to learn from her exceptional and excellent performance as Wao became a “development show window.” Her leadership had also focused on bringing peace to Wao. She had indeed exemplified the essence of a transformative leader for People, Planet, Prosperity and Peace.

The 100st IB in Sitio Quarry, Barangay Mapa-ang, Maco, Davao De Oro also has a new brigade commander in Col. Felix Ronnie Babac, replacing Brig. Gen. Jesus Durante III.

Maj. Gen. Jose Eriel Niembra, commander of the 10th Infantry Division (10ID), spearheaded both change of command ceremonies.

Before his assumption, Angcao served as the deputy commander of the 1003IB, assistant chief of unified command staff for plans of the Eastern Mindanao Command

(Eastmincom), acting chief of staff of the Presidential Security Group and commander of the 73rd Infantry Battalion (73IB).

Meanwhile, Babac served as the 10ID chief of staff from 2012 to 2013 and Eastmincom chief of operations and intelligence from 2017 to 2019.

Babac led the 73IB in Davao del Sur and later Davao Occidental from Jan. 19, 2015 to Jan. 19, 2017.

He was a member of the Philippine Military Academy (Maalab) Class of 1993 and holds two master's degrees in Development and Security from the Development Academy of the Philippines and in Strategic Security Studies at the National Defense University in Washington DC, USA, where he graduated in June 2020.

In his message, Niembra encouraged both commanders to give their best shot as brigade commanders.

He also commended the brand of leadership and excellence of Yecla while recognizing the vast role of stakeholders in the recent and continuing success of peace and sustainment efforts of 10ID.

“The accomplishments of the 1003rd Brigade are difficult to achieve. Years have passed, and many commanders were here before us, but no one cleared Davao City except Brig. Gen Yecla, and with that, I commend his leadership,” Niembra said. For the 1001IB, Niembra told Angcao that he highly expects the new commander to bring more hope to the troopers, especially to the people of Davao De Oro, Davao Del Norte and parts of Agusan Del Sur.

“As I always say, being a commander is like driving a race car. You must know when to apply the break, and you must know when to go full speed ahead. Pag binigyan ka ng (If given a) chance, you go for it," Niembra said. (PNA) from

Acuzar stated.

In 2019, agency officials approved the increase of its members’ monthly contributions after obtaining the concurrence of stakeholders to implement a planned contribution increase in 2021. During that time, the agency saw the increase necessary as it projected that the amount of loans disbursed will eventually outpace the total collections from both loan payments and members’ contributions. However, recognizing the effects of the pandemic on both its members and the business community, PagIBIG Fund has deferred for the third consecutive year the increase of its contributions rates which remain unchanged since 1986.

According to Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta, the agency’s robust fiscal standing and strong collections driven by members opting to save more under the agency’s Regular and MP2 Savings programs, shall allow it to address the growing loan demand of members even without a contribution rate increase this year.

“Our strong financial position shall allow us to again postpone the increase in our contribution rates for a year. We are happy to report that even without any increase in our rates, we were able to post record-highs in 2022 with our membership savings collections reaching nearly P80 billion, loan payment collections amounting to P127.42 billion, short-term loan releases at 57.69 billion and home loan takeout amounting to P117.85 billion. And, with the continued trust and support of our members, the business community and housing industry partners, we look forward to achieving another banner year for Pag-IBIG Fund in 2023 despite not increasing our contribution rates for the 37th consecutive year,” Acosta said.
