Region 10 among top contributors of accomplishments vs insurgency PRESIDENTIAL Communications Operations Office (PCOO) Secretary Martin Andanar on Tuesday bared that Region 10 is among the top contributors of easing armed conflict in the country. He said that he is proud of the accomplishments of Northern Mindanao in exercising the whole-of-nation approach to end insurgency.

Secretary Andanar is the designated Cabinet Officer for Regional Development and Security for Region 10. “I render my highest respect to the regional directors there in Northern Mindanao because they are very cooperative and they have the initiative to pursue this goal that we are aiming for,” he said in an interview.

Lanao del Norte town hopes 50% of its population can be vaccinated this year TUB OD, LANAO DEL NORTE -Almost half of the population of this town can be vaccinated by the end of this year through its intensified vaccination efforts, according to the municipal mayor of this town. During the Network Briefing News today, September 20 hosted by Presidential Communications Secretary Martin M. Andanar, Tubod Mayor Leoncio Bagol revealed that his municipality can attain population protection by December this year. But he admitted that the limited supply of COVID-19 vaccines is the main concern as they attempt to vaccinate other individuals under the priority list. “Sa totoo lang Mr. Secretary ang problema natin dito

Of which, 7,878 individuals (21.9 percent) received their first dose of COVID-19 vaccines, while 5,314 individuals (14.79 percent) have completed their vaccine shots since the second quarter of the year. Aside from vaccine supplies, Tubod LGU has seen another factor why some of their residents don’t want to get vaccinated – vaccine hesitancy.

“We acknowledge the vaccine hesitancy. However, we have implemented strategic measures about this issue,” Mayor Bagol added. As part of the strategic measure, the local government tapped its barangay officials to be at the frontline in intensifying information dissemination of what COVID-19 vaccines can do to protect people against the virus and why it is important to get vaccinated, most especially the elders. “Lalo iyong senior citizens, pinupulong natin iyong mga lider nila para makumbinse silang magpavaccine. The provision of certified seedlings and cattle is part of the agency’s commitment in support to Executive Order No. 70, instituting the whole-of-nation approach to end local communist armed conflict (ELCAC) in said area. Medicine for heart and soul

IN Pandemic times , music helps me to overcome many daily hurdles. I learned from a psycholigian friend that music, because of its deep connections with the brain, is intrinsically meaningful to humanity as a race. We thrive off it. It drives our actions and emotions, and its influence on our brains creates a sense of unity with music that few other art forms can provide. We are beginning to understand our own love of music not only as a cognitive reflex, but as a true art form. Because of being too busy in the past, I neglected this special love. And the relation between religion and music too. The relationship between religion and music can be coined as the “spirit” of the “sound.” Both provide a means of transcending

human existence. Music has the ability to deepen the meaning of words that accompany it, both in a religious context or even on your local pop radio station you listen to on the way to work. As described by St. Augustine in Weiss and Taruskin’s Music of the Western World, St. Augustine reflects on his baptism, “The tears flowed from me when I heard your hymns and canticles, for the sweet singing of your church moved me deeply… The music surged in my ears, truth seeped into my heart, and my feelings of devotion overflowed… Yes, music has a way of filling in the gaps in thought, feeling, and emotion that words cannot do justice, which can be incredibly powerful when accompanied by a spiritual

belief. Using music for religious reasons also gave early humans the ability to experience and explore the tantalizing effects of music without committing a sin. In the present day, music is used much more widely and for purposes other than worship, which has allowed religious music to grow and expand into many types of praise that have a wider impact on many people. Music is a nearly universal part of religion because it appeals to and heightens human senses in a pleasurable way which, in turn, allows humans to praise through a medium that makes worship more enjoyable. “TAYO ang simula ng pagbabago!” This is the often repeated all-catch-phrase being drumbeated nowa-days to call all qualified voters to register and vote and participate vigilantly in next year’s electoral processes. This campaign is especially addressed to the youth who now constitutes a significant number of the population as 63% of the populace falls within the 35 year-old and below bracket. Based on COMELEC’s estimate, there will be some 63 voters during the 2022 Elections. The message is resoundingly clear: each one must undergo a transformation of the heart or spirit by shedding-off one’s apathy to become a responsible citizen by voting wisely,

and bingo, the beginning of social change! I think this is far from the truth. One’s transformation may produce a saint but has no effect in society unless oppressive structures and systems are changed. This was aptly elaborated by the late Archbishop of El Salvador, His Eminence Oscar Romero: “When I gave food to the poor, they called me a saint. When I asked why they are poor, they called me a communist.” The good Archbishop kept on asking that question to somehow enhance his constituency’s social consciousness to struggle against oppressive rule prevailing then in his country. He had to be silenced through the barrel of a gun while he was

celebrating a mass early morning. In the Philippine context, social change has been so elusive to those who have dreamt and struggled for it. Fourteen years of Martial Law and two people power revolutions have not made a dent in the societal set-up. True, there were “changing of the guards” but the tentacles of greed that rendered the country dry of its natural wealth and consigned many in the slum areas have remained as formidable as ever. Salute to our educational front-liners WHEN we talk about front liners, the first persons to come into our mind are our medical health workers doctors, nurses, and allied medical staff. These are the people who, on a daily basis, go out and risk their lives to take care of the sick and to keep us safe and healthy. And we truly appreciate and respect them for their handwork and commitment to their profession. But there is another group of front-liners who, amidst this health crisis, has also shown a great deal of loyalty to their professional calling. As we celebrate National Teachers’ Month this September, I would like to give tribute to the dedication, sacrifices, and true

heroism of our Educational Frontliners, who displayed extra courage and resiliency, during this pandemic. For most of us, next to our parents, our teachers were our idols, role models, and aspirations. Many of us dreamed of being a teacher when we grow up. I have always wanted to be a teacher. Though I did not take up Education for my undergrad course, I am thankful that I got to realize my dream. First, was when I was hired as a College Instructress at my Alma Mater Centro Escolar University. And when I landed several corporate positions involving training and education. I just love the opportunity to inspire hope, stretch the

imagination, plant the seed of learning and cause my students and trainees to take action. Never mind the long hours spent preparing for the lessons. As it has done to other professionals, the ongoing pandemic has also taken its toll on our teachers. As they are expected to be the source of learning, to lead the change, and to “show and tell” their students, the pressure to quickly learn, adjust and adopt was on the shoulders of our teachers. He was also rejected by 40 hospitals and those rejections, according to the immediate family, also contributed to the untimely demise of the singer-composer. Dela Rosa was the original composer of “Pusong Bato” which became a hit song many years ago, and it was first sung by Aimee Torres. On September 14 in her Facebook page, Alon’s daughter Justine dela Rosa said: “Hello po, humihingi po kami ng kahit kaunting tulong pambili lang po ng oxygen para sa aking papa na si ‘Alon.’ Nandito po kami ngayon sa district hospital. Any amount will do po and prayers na rin po. Salamat po.” Later, around 5:00 p.m. her daughter also asks for help again. She said her father needs oxygen. “ASAP: Need Oxygen Tank na may laman. at Private Hospital na rin po around QC na may avail na room po, please.” Her daughter also said three hours after that her father badly needs a hospital room. “Badly needed, private hospital with available room. Or baka may kakilala po kayo na tao na marrefer nyo po sa amin. MANILA - Implementing the Supreme Court’s Mandanas Ruling in 2022, which will increase the share of national government tax revenue of local governments, will bolster development in the countryside, Presidential Communications Secretary Martin Andanar said on Friday. The Supreme court ruling in July 2018 affirmed that LGUs are entitled to a “just share” of all national taxes collected by the government and not just those collected by the Bureau of Internal Revenue (BIR). This was supported by President Rodrigo Duterte when he signed Executive Order No. 138 last

June 2021, which prepares LGUs and the national government on the Devolution Transition Plans (DTPs). The DTP will serve as the roadmap to ensure strategic and systematic actions as LGUs take full assumption of devolved functions and services. “The term ‘game changer’ has now become a cliché but really the Supreme Court’s Mandanas Ruling and President Duterte’s subsequent EO 138 are just that,” Secretary Andanar said during an episode of the Cabinet Report. He reiterated PCOO’s commitment and support in decentralizing government by highlighting the potentials of LGUs,

through their untapped and underdeveloped resources, which were featured in the Network Briefing News. “More than seeing the potential we need to empower them to act on it and that to me is what devolution brings--the power, the authority, the responsibility, and the resources to make what our people dream for themselves happen all across our 7,641 islands,” he said. Shift of power, authority from NG to LGUs According to the Department of the Interior and Local Government (DILG) Secretary Eduardo Año, with much responsibility and power, LGUs are now in the position to

chart the destiny of their people and their community. This will also allow the national government to shift to its oversight functions. He said there will be a 38% increase in the allotment given to LGUs which translates to more or less P260 billion. “The national government will be able to focus on macro and strategic priorities in addressing existing development issues. It will shift from rowing to steering, meaning focusing primarily on development policy, service delivery standards, capacity building, providing technical assistance, and LGU compliance monitoring” he said.

produce safe, quality and market-ready processed food products where they would be able to display and sell their products in leading supermarkets and stores nationwide,” Soria said. He added that the success of this project would generate more investment, employment and income for the ARBs. The CPWASH project, on the other hand, would be the vegetable processing center’s source and storage of clean water. “There are three significant things that give impact to these projects. First, the opportunity to increase the income of our ARBs. SOME students are not exactly raring to go back to school. It is not just the grade schooler’s fear of Covid-19. There’s also their experience last year as the pandemic forced a drastic switch to distance learning nationwide. It was hard to learn on their own. Especially vulnerable is the public school sector. The firefight, which lasted for several minutes, left five members of the communist party dead after clearing operations made by government forces. Government forces, the report said, encountered 15 heavilyarmed communist rebels under the Headquarters Forces Neo (HQF-NEO), Regional Sentro De Gravidad Compaq (RSDG COMPAQ), and Guerilla Front 89 (GF-89) of the North Central Mindanao Regional Committee (NCMRC). The casualties on the rebel’s side have not been identified yet, according to military reports yesterday. Many struggled, and many are still struggling under the new normal. With the schools closed and face-to-face meetings not allowed, the first thing they had to learn was how to conduct their classes online. The majority had to receive training through webinars for distance learning. For the younger teachers, migrating to the digital platform did not pose a major challenge. But for those in the older generations, it was a major source of concern. But still, they gave it their best shot. Some had to spend extra hours learning while others had to reach out and seek additional help from their fellow teachers and even from the younger members of their families, just to make sure that they are ready for the new teaching methodology. Not only do they have to consider their own personal challenges and limitations, but they also had to consider their students’. Realizing that the new methodology may be challenging for some of their students, some teachers even collaborated and took the initiative to create more efficient class programs/sessions, and come up with self-paced modules so they can help their students learn better at a pace more comfortable for them, whether they do it online or thru printed modules. They do not stop looking for ways to give their students more appropriate and effective learning delivery modalities, as they have students who have resources and those who have very limited means. The struggle is much greater when we consider those in the far-flung areas. For those using the online platform, internet connectivity is the biggest problem. We have seen in the news, how some teachers have to climb up the trees or hike hills just to get a good internet connection to attend the required webinars or conduct their online classes. Add to this, is the need for them to shell out their own money for internet connection, which was not part of their budget pre-pandemic. Sure, there’s some WIFI allowance from DepEd, but we also know that this is not enough. It’s a totally different story of sacrifice for teachers who have to distribute the printed modules to their students who do not have access to online classes. Due to the geographical conditions, some of them have to either take long motorcycle rides or walk for hours (some to include crossing rivers) just to deliver the printed modules to their students. n one TV interview that I saw, a teacher from Bukidnon said that “pandemic should not be a reason for my pupils to stop learning. If it means I have to trek several miles every day so I can provide learning materials to my students and guide their parents, I will do it without any hesitations”. Let’s not forget the fact, that most of these teachers were already doing these house visits since last year when there were still no vaccines available. Even today, we still have a lot of teachers in the remote municipalities who remained unvaccinated due to lack of available vaccines ( though some by their choice), yet continue to risk their health and lives whenever they do the house visits or even just reporting to school and distributing modules to the parents. And the list goes on… A big thank you to our countless teachers who have their students’ welfare and best interests at heart and are working passionately and tirelessly to ensure that their students receive the education they rightfully deserve. We are grateful that, pandemic or not,

you continue to be fueled by your mission to touch and make a difference in the lives of your students and influence their future. Your resilience, passion, and commitment during these trying times have become a source of inspiration for all of us. Bill Gates could have not said it perfectly, “Technology is just a tool. In terms of getting the kids to work together and motivating them, the teacher is the most important”. The question is, will the next leaders have the political will to reform a quasi-feudal society and to replace the dominant paradigm, that has sacrificed our people and our resource base to the altar of greed and profit, with an alternative development model that is for the people and pro-environment? We all know that our country is facing an alarming ecological crisis that unless soon averted will lead to our accelerating drive towards environmental disasters as our natural resources are already seriously depleted. Out of the 17 million hectares of dipterocarp forest a century ago, we only have less than half a million hectares. The ideal forest cover is 54%, now it is less than 10%. Seventy percent of our mangrove forest destroyed, 40% of our watersheds are seriously eroded, 50% of fishery over-fished, degraded or polluted and 75% of coral reefs severely damaged by destructive fishing, industrial pollution and siltation. Of the 13 major bays in the country, 10 are already biologically dead to the detriment of the coastal communities that are now becoming the “poorest if the poor.” Of the 25 major rivers, 15 are already dried-up or polluted as our country has lost our dipterocarp forest, the invisible “water dam.” Why have we allowed our paradise to become a “lost Eden”? Should we now change individually, have a sort of an awakening, so that we can effect social change? It behooves upon all of us to have a little reckoning and revisit the past in the eyes of some social scientists stating that ecological degradation could be traced to the country’s colonial past. For 400 years until 1946, the Philippines had been an outright colony of imperial powers. And since 1946, we have lived as a nation-state sovereign and independent, but so under the overwhelming influence of highly developed countries that have exploited our resources. Thus, when we gained our independence in 1946, the condition and mechanisms of what would give way to the massive plunder of our natural resources were well entrenched in the national structure. It would just then be a matter of time when the beauti-

The foreign debt incurred by the present dispensation is greater that the foreign debt incurred by the combined debts of the past administrations. Debt servicing alone eats up a significant portion of our national budget. In our frenzy to pay our debt, we relentlessly exploit our natural resources, i.e., timber exporting denuding our forest, cash exports depending heavily on polluting pesticides and fertilizers, commercial fishing destroying our coral reefs and mine tailings polluting our rivers and bays. With this simple analysis and truism, now please tell me, who among the crop of candidates vying for this or that position, has the political will to effect social transformation for us Filipinos to regain back our ecological integrity, food security and make life better for our poor but struggling people. Following the adage said by former President Bill Clinton while running then for US Presidency, “It is the economy, stupid!” in the same breath do I say, it is not the leader, but the socio-political-economic structure!
