A note from the editor

This section is called FYI. In other words, for your information. It contains everything you need to know about Suffolk, from where to call to get your utilities hooked up to whom to call if you’re wondering when that pothole in front of your house will be fixed. This is a helpful guide whether you’ve just moved here or you’ve lived here all your life. You can find a church, learn about educational opportunities and discover where to obtain a building permit, a hunting permit or a passport. FYI, as an acronym, has been around for quite some time. But with the advent of the internet, text messaging and social media, there’s an entirely new lexicon of online lingo to figure out.

Take IRL, for example. It means “in real life” and usually refers to getting to know someone in the real world that you only know electronically. You’ve got a classic example in this section with Tim Kelley, who most folks know as the voice of Suffolk but may never have met, despite the fact he’s been living in Suffolk for the better part of two decades. Kelley admits to being shy, but his voice is well known to people who have ever needed to call for any city services. It’s his voice that answers the phone tree system in most city departments and makes the experience of listening to “press 1 for…” as pleasant as possible. You can find a lot of infor-

mation on social media, and the way a few local entities are using social media to advertise their business and services might surprise you. You can read all about that in this edition. BTW (by the way), did you know the city of Suffolk has an app for its cemeteries? When you download this app on your phone, you can get directions via GPS straight to any grave in Cedar Hill or Holly Lawn cemeteries. You can also view photos and a biography of the deceased, if they have been uploaded by family members, genealogists or historians. We hope you’ll keep this edition around for a while and use it for your own information or pass it to a new neighbor.

Every time someone calls a city government phone number they hear the same smooth voice, but not everyone knows who is speaking on the other end of the phone. Tim Kelley is the voice of the city and the assistant director of Media and Community Relations for the city of Suffolk. Working for a city’s media relations department wasn’t Kelley’s dream when he began his undergraduate degree in broadcast journalism at Louisiana State University. As a high school athlete, Kelley knew he wouldn’t be a professional athlete, but he wanted to stay in the world of sports in any other way that he could. This led him to sports journalism. “I always enjoyed English, and it was one of my stronger subjects,” Kelley said. “I decided to go into journalism, and it seemed a natural fit.” The journalism department at

LSU gave Kelley three options — print, broadcast and advertising — but he felt more at home in broadcasting. He already liked working with video, and he decided to dive in and try being in front of the camera. Kelley was shy prior to going to college, but being in broadcast journalism and maturing gave him the approachable personality he has today. “Being in a more social setting helped bring me out of my shell a bit. I still get nervous depending on the situation, but the more you do things, the more of a natural fit it becomes,” Kelley said. The dream of sports journalism was starting to come true once Kelley graduated from LSU and he landed a job as a sports broadcaster at a small television station in Louisiana. He spent seven years at the small station before taking a different job in Panama City, Fla., at an ABC affiliate. Being in the television industry and in front of the camera ended after Kelley took a job in

Southern Pines, N.C. “My son was born, and I wanted a normal job,” Kelley said. “I used to work from 1 to 11 p.m., and it didn’t work out too well for me.” The next step for Kelley was to transition to station management. The change brought him behind the camera and gave him more stable work hours. Kelley’s professional journey brought him to Suffolk to work as the video production coordinator in 2003. “There was really nothing

keeping me in North Carolina, and I loved the area in Suffolk,” Kelley said. “It gave me the opportunity to do something different.” Kelley was a one-man team when he first came to Suffolk, and he had the opportunity to help the city grow and have his ideas heard. With other people’s retirements and advancements and some reorganization, Kelley moved up the ladder as well and became the assistant director for the department in 2011.

The position has given Kelley the chance to be the jack-of-alltrades he enjoys being. Part of his duties include overseeing all Freedom of Information Act requests, media releases, personnel operations in the office and assisting around the city. “I like the ability to help people, and a lot of what we do is customer service,” Kelley said. “It’s just what we do, and we have a positive impact on their lives or help them solve a problem or at least they understand See IRL page 19

By the way, did you know that the city of Suffolk has an app to help people more fully explore the cemeteries it manages? The app launched in 2016 and covers Cedar Hill and Holly Lawn cemeteries. More than 13,000 people are buried in these two cemeteries — about 8,200 in Cedar Hill, about 5,000 in Holly Lawn — that are right off North Main Street in the downtown area. “I think it’s important, because there’s a lot of people that are doing the genealogy now,” said Sheril Davenport, cemetery superintendent for the city. “They’ll find them online, but they want to come take pictures of the cemetery, too.” In the app, people can search for a person they believe is buried in the cemetery. If they find a match, the app will lead peo-

ple directly to the grave using GPS technology. It can also show pictures, biographies and memories of the people buried there if they have been posted by family members, genealogists or historians. Groups visiting the cemetery can also pre-arrange a self-guided tour to be uploaded into the app that they can then follow at their own pace. Davenport said the app has saved a lot of time, both for her and for visitors to the cemetery. She used to meet folks visiting from out of town on the weekend out at the cemetery to help them find their loved ones’ graves. Now, she can tell them about the app, and most people enjoy using that, she said, although she does still meet older people who don’t want to use the technology. “It’s a really easy program,” said Davenport, who has some of her own family members buried in the cemetery. One of the only flaws is that common last names match a lot of people in the cemetery. “If you don’t know the first name exactly, it’s going to give you a run for your money,” she said. The Suffolk Parks & Recreation website also has all the same features of the app except for the GPS navigation, Davenport said. To download the app, search for “City of Suffolk Cemeteries” on the app store for Apple or Android. CITY ADMINISTRATION Management of the largest city in Virginia requires an organized government body. For Suffolk, this means operating under the councilmanager form of government with an elected, eight-member City Council that sets city policy. Seven council members represent the seven boroughs of the city: Chuckatuck, Cypress, Holy Neck, Nansemond, Sleepy Hole, Suffolk and Whaleyville. Citizens directly elected Suffolk’s mayor for the first time in the city’s history in 2008, electing Linda T. Johnson. She was re-elected in 2012 and again in 2016. Her current term lasts until the end of 2020. The Suffolk City Council meets twice a month, the first and third Wednesdays, at 7 p.m. at City Hall, 442 W. Washington St. The council usually holds a work session in the mid-afternoon before each meeting. To assure citizens get to express their concerns, residents can sign up to speak during early or late appearances at the meeting. Residents can call the city clerk at 514-4018 to sign up to speak. City Manager Patrick Roberts is charged with implementing policies and procedures adopted by the Suffolk City Council. As the chief executive officer of the city, Roberts takes care of the day-to-day business with the help of his staff. The city of Suffolk also has constitutional officers, who are chiefly employed for the city by the state. These officers are the sheriff, the treasurer, the clerk of circuit court, the commonwealth’s attorney and commissioner of the revenue. TAX REVENUE Personal property taxes on automobiles, motorcycles, trucks, trailers, boats, recreational vehicles and airplanes in the city are assessed by the Commissioner of the Revenue. The taxes are prorated on a monthly basis. The tax rate, as set by the Suffolk City Council, varies according to property type. The due date for personal

property taxes is Dec. 5. Land and buildings in the city of Suffolk are assessed by the city real estate assessor at 100 percent of fair market value in accordance with state law. Suffolk has one of the lowest real estate tax rates of any major city in Hampton Roads at a base rate of $1.11 cents per $100 of assessed value. Rates vary in special taxing districts. Hillpoint Elementary School. Education provides a foundation for Suffolk’s kids Beyond simple reading, writing and arithmetic, the demands of the 21st-century workforce place new demands on education, beginning at the preschool level. The city of Suffolk is home to public and private schools, a vocational school, and two centers for higher learning — all in an effort to educate tomorrow’s leaders today. In neighboring communities, there are also several excellent choices of colleges and universities for the recent high school graduate or adults returning for a diploma. Across the city, there are 11 public elementary schools, five middle schools, three high schools and an alternative program. The area is also home to five private schools, a vocational academy and a community college. PUBLIC SCHOOLS Public schools have come a long way in Suffolk since the first one opened here in 1871. At that time, schools operated three months of the year. The first “modern” school building opened in 1893 at the corner of Saratoga and Market streets. Today, Suffolk Public Schools offers a comprehensive program for grades K-12, in addition to special programs for gifted students, students with disabilities, remedial instruction in basic skills, alternative education, preschool and vocational education. There were about 14,324 students enrolled in public schools as of September 2017. Various businesses, organizations and agencies have found that social media is a great way to get the word out on tasty beverages, family programs and adorable animals in need of “furever” homes. Owners Wes McCullough, Todd Walsh and Eric Langhorst of Decent People Taproom in North Suffolk have been active on Facebook and Instagram since the doors opened in February. The business features 44 self-serve taps of beer, cider and wine that are regularly shared online. “Our social media strategy is basically an extension of our mission and values to let people know who we are, what we offer and what’s going on as far as events are considered, like live music and trivia,” Langhorst said in a phone interview. Restaurant specials and spe-

cial events are posted on both platforms at least once a day. Langhorst said it seems like Facebook has a broader reach with users sharing and liking content, even though he’s a visual person who prefers the picture and video scrolling of Instagram. “It’s easy to think of likes as successes, but that’s not how I see it,” he said. “To me, it’s getting the confirmation from people that walk in.” Beverage Manager Danielle Bennett has been running the social media pages with an aim to better inform customers. She said people are still surprised that they serve wine and even more shocked that there’s quality food. “That’s why putting out food specials has become an important, every-day type of thing just to let people know that we’re not a typical tap room with just pretzels and French fries,” she said in a phone interview. “We

but we have one big event each month — if not two — and do live music quite frequently,” she said. Measuring the effectiveness of social media advertising is tricky, which is why Suffolk Public Library Community Relations Coordinator Angie Sumner uses features like Facebook Insights to analyze which library posts get the most views, comments and shares by users.

“It gauges what people like to see and how they’re interacting that way. It also helps us keep up and pay attention to what people are commenting on,” Sumner said in a phone interview. Sara Johnston, who does most of the society’s social media work, said it’s also useful for advertising

He loves his job, but there are days that he misses the world of sports broadcasting. “There are days when I do miss it and the excitement of it,” Kelley said. “The only thing I miss about it is the environment.” While everyone hears Kelley’s voice seven days a week, 24 hour a day, on city phone systems and reading announcements during City Council

meetings, he enjoys his weekends outside of the office in Suffolk. His free time is filled with family, four-legged friends and video games. Kelley has been spending his summer with his wife and dog and getting his son ready to go off to college for his freshman year. Occasionally, he finds himself playing NBA 2k18 or Battlefield 1. Though retirement is way into the future, he has found a love for Suffolk that will probably keep him here even after he retires from the city. “Geographically, I like the area and I like where Suffolk is going,” Kelley said. “I could see myself staying past retirement.”
