Isle of Wight elected officials Elected officials representing Isle of Wight county residents and their neighbors locally, statewide and nationally include: BOARD OF SUPERVISORS

Values Statement: “To sustain Isle of Wight County’s stature as a community of CHOICE for people, families and businesses alike while preserving and protecting our rural heritage, our bountiful mix of natural resources and our natural beauty for present and future generations.” Isle of Wight is governed by the Board of Supervisors, an elected body of five members representing each of the county’s five election districts. The board determines all policies and ordinances that govern the county. Board members serve a four-year term.

ISLE OF WIGHT HANDBOOK

Citizens are encouraged to attend meetings of the Board of Supervisors, which are generally held on the third Thursday of each month in the Board Room at the Isle of Wight Courthouse Complex. The meeting begins at 5 p.m., with the public portion of the regular meeting beginning at 6 p.m. Citizens are invited to speak during the Citizen Comments section of each regular board meeting. Special meetings are held when needed. Work sessions are held the first Thursday of each month at 6 p.m. The agenda for regular meetings and public hearings is published five days in advance of board meetings and is available for review in the County Administrator’s Office. The minutes from board meetings are also available for review after adoption by the board. You may also review minutes and agendas online at www.co.isle-ofwight.va.us.

The Clerk of the Circuit Court is an elected position and serves as support for Circuit Court judges, maintains county records and provides specific services to citizens. The Clerk also has authority to probate wills, grant administration of estates and appoint guardians. The Clerk’s Office is where you may obtain a marriage license, hunting or fishing license or a passport. You may record documents such as real estate deeds, plats or wills, or purchase a county map. It is also a good place to conduct genealogical research.

The Commissioner of the Revenue is an elected position with responsibilities including the assessment of all taxable property within the county and retention of tax records. Dog and Cat licenses: There is a $7 fee for a spayed/neutered dog or cat or a $10 fee for an un-spayed/un-neutered dog or cat, renewed annually by Feb. 1. Those pets with a rabies certificate valid through 2021 can purchase a three-year tag for $20 for a spayed/neutered pet or $30 for an un-spayed/un-neutered pet. A kennel tag covering five to 19 animals can be purchased for $35. A rabies certificate must be presented to receive a dog or cat license. Museum keeps people coming

Fully-realized exhibits and numerous historical artifacts fill the rooms of the Isle of Wight County Museum in Smithfield. Some of those artifacts happen to be historically significant food. The “pet ham” sits between the largest ham leg — taken from a hog that weighed 900 pounds — and branded ham specimen inside a sealed case in the museum that also offers a 24-hour, seven-days-a-week video feed of the world’s oldest ham on the museum’s website. The cured ham was the prized marketing device of P.D. Gwaltney Jr., the man that helped turn the Smithfield pork industry that dated back to 1767 into a 20th-century business. It was overlooked and left in a packing house in 1902, where it hung from the rafters of a packing house for 20 years. Ever the business man, Gwaltney gave the ham a brass collar and advertised it

as the world’s oldest Smithfield ham to promote the preservative powers of his smoking method. The ham will celebrate its 116th birthday in July 2018. “It actually had a chain that he would bolt to the floor so no one would steal it, and it was insured for $5,000,” said Museum Curator Tracey Neikirk. The museum was founded in 1976 when citizens two years prior longed for a place where the county’s history could be preserved. “We’re here to document this history and share that with the people that come to visit us and for future generations,” said Museum Director Jennifer England. The Isle of Wight County Board of Supervisors appointed residents to collect and catalog artifacts, and the museum first opened in the 18th-century Gaming House on Main Street. The dry goods store adjacent to the museum was purchased in 1990 for yet another expansion. “You can never have enough space in a museum,” Neikirk said. Exhibits are filled with Native American and colonial artifacts and records, plus fossilized whale vertebrae in the “Isle of Wight County History in 40 Objects” exhibit alongside nostalgic items like a vintage Smithfield baseball jersey. Visitors can stroll the museum’s recreation of a country store filled with recognizable brands of old. The museum holds programs throughout the year, ranging from children’s activities that teach Isle of Wight symbols to walking tours of historical battles. Those enjoying the Battle of Smithfield tour, for instance, will be able to walk down Church Street to where a cannon fired a clean hit on the Union gunboat Smith-Briggs. “We try to relate history to everyday life by just looking right outside the museum,” Neikirk said. Isle of Wight County Museum is located at 103 Main St. and is open 10 a.m. to 4 p.m. Monday through Saturday and noon to 4 p.m. on Sunday. Admission is $2 for adults. Big things are happening at Windsor Castle Park. The park in Smithfield was originally part of the 1,450 acres of land owned in 1637 by Arthur Smith. The Smiths owned the property for generations and, in 1752, Smithfield was established with a portion of the property granted by Arthur Smith IV. Joseph Luter III, former chief executive officer of Smithfield Foods, gifted the park to the town in 2010. The Windsor Park Castle Park Foundation has been conducting a threephase, $5-million restoration of the historical buildings to satisfy Virginia Department of Historic Resources mandates. The foundation also has an ongoing capital campaign to raise $500,000 in order to integrate a play area for children into the park’s landscape. The area is popular for weddings and photography, and Smithfield VA Events leases land at the park for three annual fundraising events. All but one of the outbuildings has been rehabilitated. Two barns have been fully reconstructed as maintenance and

storage buildings. Work on the manor house is upcoming and will include repairing the dormers, rebuilding the front and back porches, removing modern-day stucco and replacing the roof. All of the work on the manor house has helped solve a longstanding mystery. Puzzling details were discovered early on in the restoration of the Windsor Castle manor house. Plaster was being removed from basement walls when site superintendent Roger Ealy noticed something odd in the brick patterns. Scars of removed bricks indicated intersections of walls long removed. Further inspection revealed English brick bonding that was common in the colonial era, but in stark contrast to the manor’s decorative details characteristic of the Greek Revival period in the 1840s. “We realized we were in a much older house than it appeared on the outside,” Ealy said. Household hazardous waste may be taken to the Isle of Wight Transfer Station, 13191 Foursquare Road, on the third Friday of each month from 9 a.m. to noon. Additionally, there is a curbside cleanup day in the spring and fall that allows citizens the opportunity to dispose of appliances, yard debris and other items that may be cluttering up their attics and yards. It was at that time Captain John Smith first came to an area just north of present-day Smithfield to trade beads for 30 bushels of corn. The town of Smithfield grew up around the Pagan River, a tributary to the James River, and was incorporated in 1752 by Arthur Smith IV. Smithfield is a charming town with a revitalized downtown full of 18thand 19th-century architecture. Across the nation and the world, the town is known for its ham products. Driving through historic downtown Smithfield with the windows down is an experience. No matter what street you turn down, you can catch a whiff of a faint ham smell in the air. Smithfield is known as the ham capital of the world, and the city has welcomed that title with open arms. Strolling through downtown, visitors will eventually see eight fiberglass statues of pigs, and each one of them is decorated to memorialize the town’s history. Smithfield 2020 put together a public arts project that would allow for folks to submit their own samples of painted pigs for a jury to vote on, and eight of the sub- Cultural Pig by Jennifer Lycke missions were chosen to be made full sized. “This was a competition, and we invited people to submit their designs,” said Isle of Wight Arts League Director Sheila Gwaltney. “The goal of the project was to create an opportunity for economic vitality.” Every person that submitted a design had to submit a flat design on the provided porcine template and design on a provided papier-mâché pig. There were 15 total submissions. The eight artists, including Gwaltney, took two to three months and over 200 hours of work to paint and varnish their full-size pigs. “The pigs are 54 inches from snout to tail. It’s the size of a market hog,” said Gwaltney. While four of the pig statues were housed at the Art League building on Main Street, the other four artists took their pigs to their home studios, or in some cases their dining room tables. The first pig to be seen when driving into historic downtown Smithfield is “A Walk Through the Pork” Sweet Swine of Avon by Brenda Joyner which was painted by Abigail Ketcham. The pig features landscape scenes of Windsor Castle Park, with its emphasis on gardening and the landscape.

The next porcine statue sits proudly in a garden next to the Visitor and Arts centers. This pig, named “Cultural Pig,” was painted by Jennifer Lycke, and it celebrates the arts with a painting pig on the side. A Shakespearian pig, painted by Brenda Joyner, is tucked away In historic Hayden’s Lane. The “Sweet Swine of Avon” features depictions of Shakespeare’s works for the group of women that used to meet, and continues to meet, to study the “Sweet Swan of Avon.” The most intricate pig sits next to the Isle of Wight Museum, and the pig has been named “Magnolia.” Lois Chapman Tokarz covered the pig in historical photos and painted pearls. “We used an auto wrap on the picture pig, because if one corner comes up, it’s human nature to pick it off,” Birth of Ham by Mallory Jarrell Gwaltney said. Two porcine statues sit at Smithfield Foods headquarters, one on a hill and one located by the water. “Birth of Ham” pays homage to Smithfield hams with a play on the famous “Birth of Venus” painting. Venus was replaced with a ham, and the ham is flanked by two pig angels as they float above the Smithfield landscape and the Pagan River. Mallory Jarrell is the artist. “Steamboat Swillie” pays homage to Capt. O.G. Delk, one of the first steamboat captains in Smithfield. Catherine Minga even painted Delk’s famous hairstyle on the pig statue. Gwaltney’s pig, “Swine and Roses,” sits at Smithfield Station, and the porcine statue is adorned with wines, flowers and good food. The final pig on the map is located at the entrance of Windsor Castle Park. The pig, “Windsor Castle Pork,” was painted by Cil Barbour, and it features the historic homes at the park and the trails citizens can travel. Smithfield was happy to welcome its own line of statues similar to the mermaids that Norfolk has and other Windsor Castle Pork by Cil Barbour characters in other areas. “We wanted a little something here, and we wanted something that appealed to the younger generation,” Gwaltney said.
