PML-Q President Chaudhry Shujaat Hussain has proposed that the government should set a deadline for all leaders to bring back to Pakistan their looted money from abroad. And those failing to do so should be disqualiďŹ ed for good for any public office. In an exclusive interview with Sunday Plus magazine of The Nation, he said even the relatives of such people should be disallowed to contest any election. Following are the excerpts of the interview:

Ashraf Mumtaz: It was because of Gen Musharraf that you could become prime minister and your cousin Pervaiz Elahi stayed as Punjab chief minister for full five years. But now you are distancing yourselves from him. Why? Ch Shujaat Hussain: We have not left him. It’s the other way round. He was still in power when he had decided to get rid of us. One day he called us to the presidency and told that he wanted to give some comfort to Asif Ali Zardari. He asked us (me and Pervaiz Elahi) to step down from our positions. He told us the remaining people will be accommodated by Zardari. Sardar Farooq Leghari (now late), Makhdoom Faisal Saleh Hayat, Ch Amir Husain, Khurshid Kasuri, Hamid Nasir Chattha, Humayun Akhtar Khan, Manzoor Wattoo and some others were also present in the meeting. He could not convince us why we should leave our positions. However, this created a gulf between us. We had advised him not to do three things: action against judiciary, Lal Masjid operation and action against Akbar Bugti. He had his own plans. He did not follow our advice and had to face the consequences. These three things were responsible for his downfall. AM: What future do you foresee for Gen Musharraf in politics? CSH: Politics is not Gen Musharraf’s domain. We had advised him not to launch a party. Now that he has worked against our advice, he stands exposed. This has helped us. No important person has joined his party. This is a setback for him. As for his future, I think he doesn’t stand any chance. No retired military man who joined politics has ever succeeded. This is because in politics you need quite a different kind of temperament. In army, they issue orders, but in politics you have to go by the orders of your workers. AM: Many people say that the country will not need any foreign assistance if our leaders bring back to Pakistan the money they have deposited abroad. Do you agree with this view? CSH: Yes, I agree. Pakistan will not need assistance under the Kerry Lugar Act if all parliamentarians pay tax and bring back their money. If the parliamentarians pay tax, the treasury will not get much amount but it will certainly deprive the tax dodgers of any justification not to pay. Tax payers want their money used properly. But when they see their money being misused, they feel discouraged and stop paying.
The parliamentarians should be a role model for others. But it is regrettable some people show as their tax even what they pay in excise or custom duty or sales tax. What is more important is their personal income tax. I paid an amount of Rs 788,212 in income tax this year. Other politicians should also let the nation know how much they paid. AM: Some people are of the view that political leaders having assets abroad should not be allowed to hold any public office in Pakistan unless they bring back all their wealth. What’s your opinion? CSH: I fully support the view. I think the government should set a deadline for everyone to bring home their money abroad. And those failing to do so should be disqualified for any public office for good. Even their family members should not be allowed to contest any election. But there should be no baseless propaganda against anyone. AM: How do you see the PPP-MQM confrontation and the PPP-PML-N differences? CSH: In fact, the clash between the PML-N and the MQM started when Mian Nawaz Sharif delivered a hard-hitting speech against the MQM leadership. Then what Ch Nisar Ali Khan said added fuel to the fire. This prompted the MQM leadership to come up with a response. And now both sides are trading allegations against each other. It’s not clear what will happen in the days to come. The only thing which can be said with a degree of certainty is that the MQM-PPP alliance is unnatural. It doesn’t seem to be working. AM: The law and order situation in various parts of the country is very bad. Targeted killings are going on in Karachi and even in Balochistan. As a former interior minister what will you advise the government to do to bring the killings to an end and improve the law and order situation? CSH: Maintenance of law and order is a provincial subject. The situation cannot be improved when the administration’s grip has weakened. The only way to set it right is that the provincial government should stop victimizing their political opponents and focus their energies and resources on law and order. At present, police officials are being used against the opponents of the rulers. This is happening in Punjab. Officials try to keep their boss happy. They feel exhausted. They are fed up with the way they are insulted by the chief minister.

Many officials have got themselves transferred to the centre and others have proceeded on leave. AM: The PML-N leaders have repeatedly alleged that the Chaudhrys looted the Bank of Punjab during their tenure. But you are unmoved. If the allegation is baseless why don’t you take the accusers to court? CSH: Nothing against us has been proved so far. In fact, not even a baseless case has been registered against us on this account. Let them register a case against us and then everything will become clear. AM: You are opposing the reformed general sales tax. If the government doesn’t impose it, how in you opinion it can raise resources, which it is expecting from the IMF? CSH: The RGST is being opposed because the government has failed to deliver. The common man doesn’t know how the RGST will benefit him. The government doesn’t have a good salesman who could sell the product to the masses. The government just talks of inflation, deficit and subsidies, terms not known to ordinary people. Had the rulers been able to explain their case, people would have got convinced to offer more sacrifices. AM: There are rumours that a political change is on the cards. Some people say that the prime minister may be changed, others are of the view that the country is heading towards fresh elections. What is your assessment of the situation? What’s more likely to happen? CSH: I think the status quo will continue. No change is going to take place. Even a noconfidence motion against the prime minister is not possible, because it’s a very difficult exercise. We had done this against the then prime minister Benazir Bhutto in 1989. Although all factors were favourable to the opposition, we could not dislodge the premier. We have concluded that it’s very difficult to remove a sitting government. The option cannot succeed even in the prevailing situation because the day someone moved a no-trust motion, Mian Nawaz Sharif will come forward to rescue the government. He cannot afford to lose the Punjab government before the elections. He knows that if people started opposing him at this stage, he will not find candidates for the polls. He also knows that whosoever took over would play havoc with the PML-N. Therefore, he will try to continue to enjoy all facilities to the last. AM: What’s the possibility of midterm polls? CSH: We will oppose such an exercise. Midterm polls don’t suit us. They suit the PML-N. But the question is why should premature polls be held at all. This is not the demand of the people. They want jobs and food. Elections are not an issue for them. 10 SUNDAY PLUS January 9, 2011
SHUJAAT SAYS STATUS QUO WILL CONTINUE AM: What’s the hurdle in cooperation between the PML-Q and the PPP? CSH: Our cooperation with the PPP is impossible. There are many people in PPP who for their own interests will not like cooperation between the two. From Gujrat and Manadi Bahauddin districts, for example, there are seven ministers: four federal and three provincial. They feel that if the PML-Q gets closer to the PPP their position may be affected. So, they will naturally oppose our cooperation with their party. We can go for seat adjustments with the PPP at the time of elections. For the time being, our policy will remain unchanged. We will not like to join the government. It’s a dirty game in the prevailing situation. We don’t like to dent our credibility. As for the possibility of our joining hands with the PML-N, it is also not possible because of Mian Nawaz Sharif’s arrogance. He thinks that anyone holding his party ticket, even a power pole, will win the election. But it’s a miscalculation. He has destroyed Punjab, which is 65 per cent of Pakistan. Punjab has become bankrupt during the PML-N rule. The financial situation is so bad that even a Rs 200,000 cheque issued by the Punjab government is not being accepted by banks. We have strengthened our party, so we will not like to join hands with the PML-N. We are not ready to accept a secondary position. I will also like to point out that there are many who have been saying that the PML-Q will disappear from the scene once Gen Musharraf is out of power. On-ground situation belies all speculations about the position of our party. We are there and getting
stronger by the day. AM: You had met Pir Pagara and merged your party with his PML (F) to form All Pakistan Muslim League. What’s the status of that party now? CSH: Pir has his own party and we have ours. We are cooperating with him. We are in contact with him through direct dialing. AM: Your party is a divided house. At the central level there is a likeminded group and in Punjab there is unification bloc. How do you plan to resolve differences with them? CSH: Let me correct you here. There are only four people in what is called likeminded group. They cannot point out the fifth man with them. Those in the unification bloc in Punjab had left us hoping that they will get ministries. But they have failed in their designs. They cannot vote against us because the law doesn’t permit them to do so. They are some 30 to 32 people. They will rejoin us at an appropriate time. At the time of elections they will certainly be with us. Already they have started returning home. Every week one MPA rejoins us. They know they will get nothing from the PML-N because the party has its own people in all constituencies. Still, if the PML-N adopts them, the disgruntled PML-N people will come to us. We have assessed the situation and concluded that in the next elections no party will get majority seats. If at present two parties put together have a majority in Punjab, in the next elections half a dozen groups will have to join hands to be able to form sim ★★★

DESTROYED PEOPLE Following are the excerpts from the interview: Q: You are perhaps the only leader calling for midterm polls. Why do you insist on fresh elections? What change will the exercise bring about? Will you contact other parties to seek their support on the issue? A: First of all, the 2008 elections were contested on PCO (Provisional Constitution Order) which was annulled by the Supreme Court on 3rd of November. So the elections were basically illegal, but my party accepted the elections as peoples’ mandate. But the moment when the NRO (National Reconciliation Ordinance) was annulled, that should have been the end of the government, which had no justification to stay in power after that. From then onwards the democratic process was stalled as conspiracies against independent judiciary started, and lawywers were divided through bribes. People sitting in the government faced serious allegations of corruption. There is virtually no democracy in the country since then. The Transparency International has clearly come out with figures that corruption in Pakistan has broken all previous records. And corruption is the single biggest factor because of which people are facing unprecedented inflation. People have to pay high prices. Taxes (indirect) are being collected through inflated prices. The corruption in WAPDA is being paid by people in the form of high electricity rates. Therefore, the fruits of democracy were never realised by the people of Pakistan. Democracy should have brought welfare to the people, but it has destroyed them. The salaried class, labourers and peasants have been destroyed

by the present democracy. The US-brokered NRO (National Reconciliation Ordinance) and the coalition cobbled together. In the light of this, legislation tasked the army to bomb our own people. Corruption, which also includes tax evasion, and the US-sponsored war on terror have made
things worse than they were during Musharraf’s dictatorship. So the only democratic way left to dislodge the government is by holding midterm elections. Our party has grown at a rate which we had never ever imagined. As far as my party is concerned, we want the government to

But as far as people of Pakistan are concerned, the government is taking them into a state where they have virtually reached a point of no return. So for the sake of people we say that the only solution to bring the country
out of present crises is through midterm polls. Midterm elections would bring about a bigger revolution than the change that took place in 1970. PML-N again in the next election? A: According to a British Council survey, 90 per cent people under the age of 30 want change in the country. The electoral rolls were last updated in 2006. Since then four million voters are coming every year, and by the next elections there will be 24 million new voters who will be using their vote for a change. The PPP is sitting in power with the support of only eight million voters, while 24 million new voters would upset the previous voting trends in favour of a change. The youth will bring about a change, and change means Tehrik-i-Insaaf, which is the only party that has not been tested so far. The PTI would make coalition with people who are not corrupt. The new voters who comprise the youth and are 24 million in number would be voting for PTI, the only party which has stood
Q: Do you feel any threat from forces of status quo who might try to block your move to bring about revolutionary changes in the country’s system of governance? A: The status quo situation is crumbling in Pakistan. It has been exposed like never before by the media. Forces of status quo only come into play when everything is going well in Pakistan. But country is facing continuous crisis after crisis. People today are facing greatest problems in the history. People want change due to rampant corruption, rising inflation and collapse of law and order. These issues are going to push the country towards a change through ballot and the forces of status quo won’t be able to stop this change. for principles. The days of PPP and PML-N are over. They are in power today and they have disappointed the people. Now the people want to get rid of them. They have tested both the parties. The PPP is in power in Islamabad and some provinces, the PML-N is ruling 60 per cent of Pakistan (through the Punjab government). It would be for the first time that next elections would be taking place under an independent media, while an independent Election Commission and free judiciary would also ensure transparent elections. Pakistani news channels never had such an active part in Pakistani politics as they are now. In 2008 there was a clampdown on TV channels. Major anchors were banned on television. The 2008 elections were some sort of controlled elections. They were in fact pre-arranged. We would go to the Supreme Court for an independent Election Commission. All by-elections were rigged. Even parties sitting in government alleged rigging. Pakistan would enter into a golden age of genuine democracy when the next elections would be held under an independent Election Commission, independent judiciary and free media. When you could not win even a provincial seat after some 15 years of setting foot in the field, how can you be expected to perform better at national level? A: The PTI swept 60 polling stations with a ratio of 70: 30. In rural constituencies, however, the government managed to use police, patwaris and fake votes to rig the elections. A private TV channel detected an Election Commission officer stamping ballot papers in favour of PML-N candidate three days before the polling day. This stamp was produced on one of the TV channels. In Pakistan, unless the EC is independent, one cannot defeat the provincial government in by-elections. In fact, we never thought we would win, rather our participation in the by-election was meant for preparing for bigger contest ahead – the general election. The PTI is being organised at union council level. We will surely go for local elections, but this is not the time for making alliances but we are in contact with like-minded people. Q: Where do you expect to give better electoral performance? A: The PTI would mainly concentrate on Punjab and Khyber-Pakhtoonkhwa especially in urban areas. Our party would definitely make alliances in other provinces as well. In fact, the actual battle for the federal government will be
our resources. We should also ask America to pull out of Afghanistan to restore peace in both the countries. Unless we convince the US to quit Afghanistan, foreign investments will not increase due to security situation. Our government will continue to apply cuts on development expenditures. Hence in the nearest future our economy does not seem to be improving. Q: What remedies would you prescribe to bring back the money that has been transferred abroad over the years by various leaders? Do you know such politicians and bureaucrats? A: It would be a huge amount. But unless there is clean government in Pakistan it won’t be possible to hold such people accountable. The government should institute cases against the people who have accounts in foreign countries. The US government is also taking action against its citizens having bank accounts in foreign countries. Q: Would you like to suggest any short term solutions to end loadshedding? A: It could be overcome by controlling electricity theft and through better management. A huge theft of electricity is going unchecked in Pakistan. ★★★

It all started in the earlier time of the year when Naseem Hameed brought the record of fastest women of South Asia. It is definitely a year to celebrate the glorious moments. Surprisingly, this time it was not the cricket that took the limelight but other sports like tennis, squash, wrestling, boxing and hockey that kept Pakistan’s flag high in main championships. Hockey’s highs and lows Hockey team dismal performances shattered the hopes of the followers of hockey. The debacle at World Cup by getting at 12th position was the worst moment that even led hockey players to the extreme disappointment, following the mutual resignation of the team. The passion did not drain and learning from the mistakes, once again after the span of 20 years the hockey players held victorious in the green field at the Asian Games. Qasim Zia has bee awarded membership of the International Hockey Federation (FIH) executive board. Qasim won the seat after securing maximum votes in the FIH Congress meeting held in Switzerland. Former Olympian Qasim got 36 votes out of total 65. This is the first time in the history of Pakistan hockey that Pakistan has won an FIH seat with highest margin. As well as it is the first time in the history of Pakistan’s hockey that the central contract has been given to the players, unveiling the brighter side of the game.
Cricket controversies It was an unfortunate year for Pakistan’s cricket and fans as it was disappointing to see the team in a pool of controversies. It began with the allegation of spot-fixing after a newspaper report revealed players had been bribed to bowl pre-determined no-balls in the fourth test against England. British police questioned test captain Salman Butt and pace bowlers Mohammad Amir, Mohammad Asif and Wahab Riaz as part of the investigation. Butt, Amir and Asif were suspended from all cricket by ICC. The ICC says it is investigating Pakistan’s role in the third one-day against England for suspicious “scoring patterns”. The news sparks angry reaction from PCB chief
Ijaz Butt as Pakistan had won the match. A war of words breaks out after Butt told a television channel: “There is loud and clear talk in bookies’ circles that some English players were paid enormous amounts of money to lose (the third one-day) match.” The England and Wales Cricket Board reacts angrily and threatened legal action. In the latest controversy to hit Pakistan cricket, wicketkeeper Zulqarnain Haider went missing after the fourth ODI against South Africa in Dubai. Haider, who fled from Dubai to London, became afraid of the receiving threats from unidentified people following Pakistan’s victory in the fourth ODI. Zulqarnain, who has played just one test and four ODIs, said that he had gone to London because he felt safe there and knew that in Britain the law protected those in the right. The Pakistan Cricket Board (PCB) said on Monday the player had not informed them he was planning to leave the hotel nor had he told them the reason for his sudden decision. In the tennis arena, it is appreciative that another talent is in making to follow the legacy of Aisam. Squash revival It was not a promising year for Pakistan squash but a huge victory at Asian Games 2010 brought back the glimpses of glorious state of Pakistan squash. Unfortunately the squash team didn’t win any major title in
past many years. Farhan Mehboob laid the foundation of Pakistan victory by beating Malaysian star Ong Beng Hee by 3-0 in just 23 minutes. Aamir Atlas Khan took revenge of his defeat in individual final against Azlan Iskandar as he defeated the Malaysian star in 44 minutes final. Iskandar showed resistance in the start as Atlas had to work hard for victory in the first two sets.
Wrestling –a beginning For the first time in 40 years, Pakistan achieved the gold medals in wrestling in 2010 Commonwealth Games. Azher Hussain and Mohammad Inam achieved the winning slots in the 55 kg and 84 kg freestyles. The last achievement was in 1970 Commonwealth games when four gold medals came.

At the outset of the New Year, if we look back we’ll find ample evidence to conclude that 2010 has ended amid conflicts, deadly bomb blasts, fear, discrimination, and distinctions and priorities rendered or made on the basis of gender, caste, creed or status among human beings not only in the Third World, but also in several (so-called civilised) First World countries. That has, undoubtedly, shaken human civilisation and tarnished its prosperity to its core. Obviously, one cannot forget the torture and severe violations of prisoners’ rights still committed by the US forces at Guantanamo Bay, despite President Barack Obama’s assertion to shut down the detention camp; the WiliLeaks disclosures about war crimes perpetrated by the occupation forces in Iraq and Afghanistan; the Israeli attack on Freedom Flotilla on May 31, carrying more than 10,000 tons of relief aid and 700 aid workers and activists from 50 countries to Gaza, killing 19 innocent civilians and injuring 80 in complete violation of international law and human rights; an escalation in the CIA-administered drone attacks (approximately 110) within the Pakistani territory killing over 883 people, including women and children, in 2010; and above all, Dr Aafia Siddiqui’s 86 years detention – indeed, a black spot on USA’s judicial system -- while Khalid Sheikh Mohammad, alleged for 9/11 bombings and handed over to the US by

Pakistan’s ISI on March 01, 2003, still yearns for his right to a fair trial! Despite this, Secretary Hillary Clinton, in her address to the US State Department on Human Rights Day in 2009, claimed: “When we work to secure human rights, we are working to protect the experiences that make life meaningful.” In the aftermath of 9/11 and USA’s so-called global war on terror -- particularly since Pakistan’s present political dispensation has blatantly accepted it as “our own war” -- (international) human rights violations, both by foreign and local authorities, including arbitrary detention and torture, custodial killing, abduction or forced disappearances, illegal extradition and extrajudicial execution of prisoners, have rapidly increased. Added to this, are the growing number of cases in (internal) local or domestic human rights abuses, like violence on women, children, bonded labour, religious minorities, detainees, besides human trafficking, kidnapping, theft and target killing in total violation of the Constitution of Pakistan 1973 and UN Declaration of Human Rights 1948. Nevertheless, poverty, unemployment, inflation, insufficient clean water, electricity and gas shortages, inadequate health care and education facilities, class divide, mounting corruption, drug addiction, lawlessness and insecurity - that in itself being violations - are the immediate causes for human rights abuses
in Pakistan. Consequently, this has made the life of common man miserable, indeed, wasting precious human resource. Even if the PPP-led government was ever “committed to protecting the rights of every citizen,” as claimed by Federal Minister for Information and Broadcasting Qamar Zaman Kaira rejecting the Amnesty International’s 2010 report on gross human rights violations in Khyber Pakhtunkhwa, after the 2008 general elections -- for instance, the health care bill and the Sexual Harassment Bill that were passed by Parliament -- it has severely failed to redress the grievances of the people and curb violations of their rights in letter and spirit. It is unfortunate that, according to media

Around 8,000 people have disappeared throughout Pakistan. The most affected provinces are Balochistan and Khyber Pakhtunkhwa. Above all, justice delayed is justice denied, either due to political affiliations (like Dr Firdous Ashiq Awan’s blatant support for the criminals because the Sialkot Tragedy took place in her constituency) or corruption in the justice system, which is one of the major reasons for the increasing crime against humanity. More so, even Haji’s were not spared last year. The Haj corruption scandal, in which the pilgrims were ill-treated and overcharged for accommodation, during their stay at Makkah and Madina by the Ministry of Religious Affairs, in violation of their rights clearly depicts that corruption is rampant in state institutions. Some key facts and figures related to human rights violations in Pakistan in 2010 are:
GENDER-BASED VIOLENCE: WOMEN
reports, local and international human rights organisations, and expert opinion, corruption and violence -- a major instrument in the violation of people’s constitutional rights -- in Pakistan has intensified under the present political dispensation compared to previous years. The Human Rights Commission of Pakistan (HRCP) Sindh, reveals: “Target killings [in Karachi] claimed 260 lives in six months [of 2010], while 156 people lost their lives in the corresponding period of last year [2009]….32 policemen were killed in 2010, while 25 died in 2009.” The Quran states: “The killing of one innocent person is equivalent to massacre of all humankind because it’s like opening the
floodgates that creates a situation beyond anyone’s control; while saving one life is equivalent to the rescue of all humankind.” In this context, while recalling the horrific incident in which two youth were brutally tortured to death on August 20, 2010, in public in Sialkot, Punjab, as the police watched, can we call ourselves Muslims living in an Islamic State??? And what does Allah Almighty say about the heartless crowd that stood silently encouraging the perpetuators of the violent act and watching the innocent boys bleed to death: “Help ye one another in righteousness and piety, but help ye not one another sin and rancour.” Then in many cases, either the police help the criminals in their violent acts or are themselves the law-breakers.
In Pakistan, gender bias, especially violence against women, is a major social ill that is increasing rapidly due to police attitudes towards the victim, lengthy procedures and weak prosecution. Perhaps, there is a little improvement in the status of women living in the urban areas, but the condition of the women in the rural areas remains the same. Human rights abuses on women are divided in two major categories: Physical and Psychological. According to statistics from January to June of 2010, there were 4,069 cases of violence against women. Of these, more than 1,000 women were abducted; 719 were murdered; 548 were raped by one or more assailants; 285 committed suicide; 280 were killed in the name of honour; while 246 were victims of instances of domestic violence. A report published in TheNation on September 21, 2010, said: “…the incidence of rape rose by 10 percent and gang rape cases increased by 12 percent in the first eight months.” Province-wise: Over 2,400 cases were reported from Punjab, 1,070 from Sindh, 998 from Khyber Pakhtunkhuwa and 313 from Balochistan. Generally, “the numbers of cases registered were less in Khyber Pakhtunkhuwa and Balochistan provinces because of a strong tribal culture and lack of access to the media.” Unfortunately, the bills against domestic violence introduced in 2006 and acid throwing have not been passed by the National Assembly. Besides this, the committees that January 9, 2011 SUNDAY PLUS 27
REPORT were to be established after the passing of the Harassment Bill are yet a distant dream. To reduce violence against women, it is important that a Special Court should be established to specifically deal with such cases in order to provide speedy justice. CHILDREN/MINORS
There is an increase in child abuse cases in Pakistan, for instance crimes like corporal punishments in schools or madrassahs, sexual abuse, domestic violence, and “recruiting them in ‘laskhars’ supported by the government” in the conflict zones. The reason is because although the Child Protection Bureau exists, it is non-functional. Reportedly, “a total number of 1,216 children were sexually abused during the first half of this year, including 331 boys and 885 girls” that reveals “that one-third of girls have been sexually abused as compared to boys.” Mohammad Azhar Siddique, an advocate and human rights activist, said “Lengthy procedures in cases related to child custody and guardianship, if the parents are separated or divorced, is, indeed, a violation of the child’s rights that is normally ignored, as he has to stay in the court for long hours till the proceedings end.” ETHNIC VIOLENCE OR VIOLENCE AGAINST MINORITIES:
“2010 has been a difficult year for the minorities in Pakistan and the government meaningful measures to curb the promotion of faith-base hatred and violence” (HRCP). Certainly, violence against minorities must be stopped. Recently, cases related to the abduction of Hindu women and children, in Sindh, forced conversions, and harassing and killing of minorities in Punjab and Khyber Pakhtunkwa have been reported. HUMAN TRAFFICKING AND BONDED LABOUR:
Trafficking in persons and exploitation of bonded labour is a constant problem in Pakistan. “Victims of human trafficking may be forced into not only labour but also begging, sex work, drug smuggling, and organ donation,” US State Department report on Pakistan [2010]. POLITICAL/SECRETARIAN VIOLENCE OR TARGET KILLINGS:
During 2010, the Human Rights Commission of Pakistan has reported that 1,300 persons died in secretarian violence or target killings. The motives behind such killings are normally political.

VIOLENCE AGAINST DETAINEES:
Mr Siddique said: “Jails are a state within a state.” Violence against prisoners perpetuated by the police and law enforcement agencies mostly include custodial killings, tortures, abductions or forced disappearances and pretrial and prolonged detentions. He maintained: “Pre-trial detentions, disappearances, and extrajudicial killings, especially of individuals linked with terrorists groups, occurs because the law is ineffective. Many cases are a result of political victimisation, business rivalries, etc. Moreover, disappearances occur because the law enforcement agencies are unable to complete their investigations within the legal timeframe, that is, according to the law, a period of 14 days physical remand for criminals and 30 to 90 days for suspected terrorists). Besides this, the prisoners are not provided even the basic necessities of life like healthy food, clean water and proper medical facilities.” Reportedly, “around 8,000 people have disappeared throughout Pakistan.” The most affected provinces are Balochistan and Khyber Pakhtunkhwa. The nationalists groups in
Balochistan claim that around “6,000 persons have disappeared, whereas the remaining disappeared people are from Sindh, Khyber Pakhtunkhwa, Punjab and Azad Kashmir.” Abdul Raoof, 36, Homeopathic doctor, for example, was kidnapped, allegedly by persons from the intelligence agencies from his clinic in Rawalpindi on December 11, 2010, a day after he had participated in the International Human Rights Day conference on missing persons jointly organised by several human rights groups (AHRC). Undoubtedly, as this is just one example of the negligence of the incumbent leadership, there are many more cases that go unnoticed or are not reported. OPPRESSION OF FREE SPEECH:
Oppression of free speech or violence against the journalists is increasing in Pakistan. The year 2010 was declared as “the world’s deadliest country for the press”, according to the Committee to Protect Journalist’s special report on December 15, 2010, since eight journalists lost their lives in the line of duty. Besides this, several cases have been reported in which journalists have been harassed, abducted and brutally tortured by the law-enforcement and intelligence agencies. The abduction and torture of a senior journalist on September 09, 2010, allegedly by the intelligence an agency is one example. We may keep recalling and recounting the human rights violations committed in 2010, but that’s not going to help. The government and the law enforcement agencies have miserably failed to control the deteriorating situation. At the same time, the executive should avoid interfering in judicial decisions, whereas corruption in state institutions, including judiciary that denies citizens’ their right to justice, should be checked and eliminated. Provision of basic facilities like food, water, medical, education should be the government’s top agenda. Last but not least, international violation in the Pakistani territory by CIA must be stopped, while all the perpetrators in this crime - starting from Jonathan Banks, CIA’s station chief in Islamabad -- should be tried in the International Court of Justice. However, law and order maintained by the government and the law enforcement agencies during Ashura on December 17, 2010, in all the four provinces, is surely commendable. While it may not be easy for those who have lost so much in the last year, yet the message for 2011 is: We should keep our spirit high, make the right decisions and hope for a better year, which may bring true peace, harmony and prosperity back to this conflict-ridden world.

olitical, economical and security crises have dampened the spirit of a common man and led to a rise in criminal activities of Pakistan in 2010. These criminal activities include drug trafficking, money laundering, forged currency printing, extortion, murder for hire and fraud. Many criminal operations engage in human trafficking, corruption, black marketeering, political violence, terrorism, abduction etc. Such activities have made the life of a common man insecure and fearful. Our law and security agencies have failed to stop these activities due to influential backing and poor sources available to them. According to the data available with The Nation, street crime, rape/gang rape, abduction/kidnapping for ransom, murder, car/vehicles theft, robberies, dacoits, vehicles snatching, and the incidents related crime occurred across the country. The victims and eyewitnesses do not trust police personnel and avoid cooperating with them fearing that they might be blamed or punished for the crime they have not committed. The government of Pakistan especially the Punjab has invested a hundreds of billions of rupees on good policing, prosecution and courts in the name of reforms to secure the life and property of the innocent people but so far

nothing has been done to improve the plight of the people. In the last 10 years, crime in Pakistan has increased almost by 55 percent. According to the official figures, in Sindh and Islamabad, the crime rate has risen to 110 percent and 120 percent respectively during the years of 2000-2010. There has been a major increase in the crimes of murders for honour killing and abduction for ransom especially in Sindh and Khyber Pukthunkhaw provinces where record increase was noticed in the last ten years. If we analyze the official figures of the last few years, we see the crime increased by 50 percent in Punjab; about 48 percent in Sindh, 51 percent in Balochistan while Khyber PK had the lowest figure of 30 percent. Overall, the crime rate in Pakistan increased by 35 percent whereas in the last three years of the PPP-led government the crime increased by 25 percent throughout the four provinces in Pakistan. It is worth mentioning here that these crime figures do not include the mounting incidents of terrorism, which also claimed thousands of innocent lives. The government remained mum over drone attacks, which are the main reasons of crime, as they have triggered panic and frustration among the masses and have led to the killings of families

The crime figures show that in the year 2000, the number of countrywide registered crime reported were almost 401,167, which rose to 526,917 during Musharraf’s regime, at the end of 2007, the rate of crime reached 29 percent and by the end of 2009 it touched the figure of 603,626, which is a 15 percent increase in 2009 while the cases registered during 2010 were reported to above 650000 incidents with an increase by 35 percent. Alone in Punjab, the reported crime figures in 2000 were above 23,325 which rose to 344,561 by the end of 2007, 374400 in 2008, 383379 in 2009 and ultimately touched the figure of 47, 6185 showing the increase of 20 percent in Punjab whereas the Sindh province showed extreme deterioration against the total recorded crime of 45,189 in 2000, it touched the figure of 62,414 till 2007 and above 630000 in 2010 and when compared with 2000, the 2010 figures of Sindh showed an increase of 120 percent during the last ten years. In the province of Khyber PK, the total reported crime in 2000 was almost 92,928,

which rose to 109,201 in 2007 and finally climbed to 124,274 in 2010 and the comparison between the 2000 crime figures and the 2010 figures show a total increase of 31 percent in the Khyber PK. In Balochistan province, the total recorded crime in 2000 was above 7,750 and the cases in the province increased to 11,545 in 2010. The increase in the crime rate in Balochistan in 2010 when compared with 2000 was reported with 51 percent. Notwithstanding the efforts and measures taken by the federal and provincial governments and the tall claims of police and other law enforcement agencies for busting criminal gangs, the crime rate in the country is increasing day by day and it is said to have increased to 35 percent during the last year in Pakistan. It seems that the establishment of rapid response centres, anti car lifting cells, anti dacoit cells, citizen police liaison committees, Mohafiz squads, blocking snatched mobile cells, Madadgar-15, anti terrorist squad and improvement in the highway patrolling by four provinces, Pakistan police and the law enforcement agencies have ironically failed to control such incidents and the situation of law and order have deteriorated. During the last one year (2010) in Punjab, 476185 cases were reported under different charges with 20 percent increase only in one year. According to official documents, about 5836 cases of murder were registered with 600 police stations in Punjab in 2009 and the number with 6437 in 2010. Total 224 cases of kidnapping for ransom were reported in 2009 but the rate increased as about 257 cases have been traced in 2010 so far. “Above 2352 cases of dacoit were traced in 2009 but the ratio increased up to the alarming level in 2010 as about 2893 cases have been registered so far,” official documents claimed. Once again the Punjab police failed in tackling the robberies bids as total 13968 cases were registered in 2009 but such cases also increased as many as 19244 cases have been reported in 2010. According to the documents, about 13919 people were picked during 2009
while the rate rose up to the pathetic level as 15699 people have been kidnapped in 2010 over different reasons. Murder is a serious crime and in 2009 at least 6140 people were gunned down while total 6437 innocent persons have been killed so far. Rape/gang rape, another heinous crime, also remained on rise as total 2311 women were raped in 2009 and the number also increased in 2010 as about 2803 women have to faced this kind of crime. Moreover, above 285 innocent women/girls were victimized of gang rape in 2010 while the number was 249 in 2009. According to the analysis of police reports regarding these crimes, Faisalabad, Sheikhupura, Rajanpur, Multan, Gojranwala, Jhang, Lodhran, Khanewal, Sahiwal, Pakpattan, D.G Khan, Muzaffargarh, Bahawalpur, Bahawalnagar and Rahim Yar Khan districts were considered to be the safe heavens for the hardened criminals who remained on rampage during this year and committed heinous crimes. Whenever, we asked Tariq Sleem Dogar, Inspector General of Police Punjab (April 2009 to December 31, 2010) about the improvement of law and security situation in Pakistan he gave us an unsatisfactory response and we were left on our own to conclude that criminal situation in Pakistan is deteriorating than ever. Lahore: Now if we talk about the crime rate in provincial capital the situation is worse. About 65 people have been gunned down in 2010. More than 2000 cars and 50000 motorbikes have been lifted/snatched, 26000 mobile phones have been snatched, more than 1000 houses of victim families were looted on a gun point and about 18000 families were robbed but the provincial police remained silent about it. They have doing nothing except giving protection cover to the politicians, elite class, sensitive installations and other governmental institutions. In some cases, the SHOs, and other senior police officers were directly/indirectly involved in committing crimes. SP Mansorul Haq, now deputed in Faisalabad, allegedly mishandled a girl and an SSP, deputed in Lahore, tried to
save him by backing his point of view. According to the reported crimes, SHO Shafiqabad and SHO Shahdara Sharif Sindhu were allegedly involved in patronizing the robbers in committing criminal acts. However Capital City Police Officer Haji Mohammad Aslam Tareen, DIG Operations Rao Sardar Ali Khan and the Chief Traffic Officer (CTO) SSP Caption (r) Syed Ahmed Mobin pledged of taking strict disciplinary actions against the involved police officials/officers throughout the year. New Plans: Introducing a unique idea to curb crimes next year, CCPO claimed that the entire police deployed on protocol duties would be withdrawn in order to strengthen the functioning of the department. “The era of terror strikes is over as the terrorists’ network has been smashed. We are planning to shift the police deployment from sensitive installations and protocol duties to the field. We will adopt this new strategy in 2011 so as to control street crimes,” Aslam Tareen told this reporter during a brief chat. Terming Rudy Giuliani, Ex-Mayor New York, USA, as his role model, Aslam Tareen claimed that as a commander of Lahore Police he would lead the Lahore police on the same pattern to purge the menace of crimes. He also spelled out his priorities for the year 2011, and said that he would focus on street crimes and a comprehensive strategy would be implemented in the City in this regard. According to the police chief, efforts would be made for effective liaison among the Investigation and Operation Wings, Traffic Police, Crime Investigation Agency and other small wings of police department in order to achieve practical outcomes.

The exhibition was organised on an area spreading over 23,000 square metres with over six hundred exhibitors from the world. Over 70 types of fighter and commercial aircraft were displayed in this arena. akistan Air Force, one of the front line air forces of the world, continues to add to its fleet the best possible air machines in view of its requirements, and endeavours to gain par excellence. On invitation of Government of China and PLAAF, Pakistan Air Force participated in the 8th China Aviation and Aerospace Exhibition-2010, organised at Zhuhai, a southern coastal city of China neighbouring Macau. The exhibition continued for six days and was graced by the participation of eight heads of different air forces of the world. PAF contingent comprising equipment and personnel participated in this show with great fervour and enthusiasm. Three JF-17 Thunder aircraft and ten K-8 aircraft, along with PAF Airmen, including five lady officers participated in the show. The initial three days of the show remained committed in seminars and conferences, where high officials of aviation related companies and firms, participated and showed interest in the activity.

However, the last three days were dedicated for the masses, where people belonging to different strata of society enjoyed the display of variety of air planes and equipment; including fighter and commercial air machines of different kinds. There were spectacular moments when aerobatic teams of different countries performed their feats during air display. On the opening ceremony, PAF’s JF-17 Thunder appeared in the air just after the departure of J-10 aerobatic team of PLAAF. The manoeuvres performed by PAF JF-17 Thunder won the whole hearted applauses of the witnessing masses. The long clapping, cheers on their faces and gestures manifested their level of happiness. Owing to the marvellous manoeuvres and flying feats displayed by PAF pilots the spectators were spell bound. The famous “SHERDIL” team exhibited its professionalism by performing different aerobatics and provided great pleasure and happiness to the masses. The people at the arena were

immensely pleased rather thrilled by the performance of PAF air crew as they displayed different manoeuvres and flying feats. The SHERDIL formation got the biggest applause. The public at the show acclaimed PAF pilots for their flying tactics, manoeuvres and handling of aircraft. Their longer clapping, waving hands and various gestures were the manifestations of their happiness. It was for the first time that PAF SHERDIL team comprising nine K-8 aircraft participated in any air show. Air Chief Marshal Rao Qamar Suleman, Chief of the Air Staff Pakistan Air Force, attended the show on 16th November, 2010. While talking to media he expressed that Pakistan-China joint production of JF-17 Thunder fighter jet has bright prospects in the international aviation market. It has many added features which make it much more attractive than any other fighter aircraft of its category. He also commented that it has a low price tag and lower maintenance and operational cost as compared to other planes of its category that makes it attractive for the buyers. To a question regarding further expansion of cooperation between Pakistan Air Force and China, the PAF Air Chief replied that the two brotherly neighbouring
Countries had a long history of cooperation in all fields particularly the defence. He expressed the confidence that with the passage of time these bonds of friendship would further consolidate. Pakistan, having the second biggest fleet of aircraft after host China, is participating for the first time in this exhibition. While talking about the aircraft, PAF Air Chief, commented that it had all state-of-the-art features. He particularly mentioned its supreme avionics essentials for a modern combat aircraft. There is likely to be big demand of this type of aircraft in the international market, as it meets all the requirements that are needed by a modern air force, at a very affordable price. JF-17 Thunder was said to be the star of the show as during the air show, it was greatly applauded by the witnessing masses while performing agile manoeuvres. PAF pilots also earned praises for their velour, zeal and zest. Their handling of aircraft and manoeuvrability was highly appreciated by the witnessing masses. The closing ceremony was, indeed a scene that manifested Pak-China friendship as the pilots met pilots; the ground crew interacted with their counterparts and expressed their whole-hearted good wishes for each other. Their gestures were full of meaning and eloquence and made the meaning more clear. It needs a special mention of pilots form PLAAF who whole heartedly praised PAF pilots for their skills and professionalism displayed during the show. PAF’s participation in 8th China International Aerospace and Aviation Air Show at Zhuhai has brought the two countries even closer.

The Pakistani fashion circuit in the year 2010 broke all taboos and hosted a series of fashion weeks displaying an array of talents along with fresh and deemed designers amongst local enthusiasts and international buyers. The local fashion industry is rapidly expanding and now there is no looking back! Sunday plus got up close and personal with some of the designers about the year that went by and their fashion resolutions 2011. We at Sunday Plus salute our fashion fraternity for braving the unthinkable endeavours even during these tumultuous times.

Review the year 2010 for the fashion industry of Pakistan… I think the best thing to happen in 2010 were the PFDC Sunsilk Fashion Weeks, the first of which was held in Lahore in February and the second in Karachi in November. These fashion weeks gave designers huge platforms to showcase their work, to get them into the habit of making bi-annual collections and showing the rest of the world that fashion in Pakistan is and can be even bigger than it is as a business. 2. Your fashion resolution 2011… Our resolution at The House of Kamiar Rokni is always to keep innovating. We are committed to creating new and exciting garments for our clients. 3. Upcoming trends for 2011… In terms of 2011, the trends shall be leggings, churidars, shorter shirts and tunics. 4. Since 2010 the Pakistani fashion industry has been on a shining path since we are bringing in a lot of business and awareness. For me personally it was a brilliant year. 2. Your fashion resolution 2011… I will be further expanding my collaboration as a Creative Director for the fashion studio, Crimson. My fashion resolution this year is to launch it in Karachi, Islamabad, London and Dubai. 3. Upcoming trends for 2011… As the international economic scenario is improving, happier moods are prevailing and everything is different. Brighter colours such as orange will pave its way. As far as silhouettes are concerned different designers will have different silhouettes. 4. Your personal resolution for the upcoming year 2011… In this New Year 2011, I would like to reduce some weight.

Your fashion resolution 2011… My fashion resolution is the same as my company Teejays which is “Style makes man, man makes revolutionary fashion.” This year the collection states the evolution of Teejays revolution. 3. Upcoming trends for 2011… Who you are is what you wear. So I just want to tell everybody not to follow every trend that is in. It is best to put more emphasis on cuts, simplicity and your own personal style. 4. Your personal resolution for the upcoming year 2011… I want to continue contributing innovative ideas at Teejays.

International buyers and journalists were present and these fashion weeks were professionally held despite its infancy. 2. Your fashion resolution 2011… My fashion resolution is to stick to my roots and tradition in whatever I design, traditional or western. My designs will always have a Pakistani touch in it and I want to contribute to what has been left by others. 3. Upcoming trends for 2011… The year 2011 will be the phase wherein everything will be en vogue from culottes to churidaars. There will be variations in lengths. Shorter lengths will find its way this year but longer lengths will also not fade away and is here to stay. 4. Your personal resolution for the upcoming year 2011. Personally for me it was dream come true as I had never thought that I would receive such huge response. I am one of those few lucky students to get such an opportunity. So this year I want to work and contribute more and further expand my label.
