Behind the scenes are technocrats commanding their officials and foot soldiers to submit operational plans to govern their day-to-day activities to ensure the political mandate is carried through successfully and so that the lectorate receives their socio-economic deliverables.

The new Financial Year starts, as the Provincial Government views from its rear mirror of the progress made, with confidence to do even more. It holds its head high and shoulders up to get more investors into the province as it did a history and attracted more than R46 billion investments within a year, the biggest achievement the Provincial Government ever attained during the democratic dispensation.
The province enters this Financial Year with a world class and technologically advanced Forensic Laboratory, none like it in the country at this stage! It is poised to speed up the arrests, prosecutions, and sentencing of perpetrators of crime in the province. Eventually the quick processes will result in the decrease, among other social ills, acts of Gender Based Violence and Femicide (GBVF) and create safe communities and social cohesion through the reduction of crime rate.
Checks and balances in the governance and administration of the province are in place. This is yet another brick laid on the course that seems to bear fruit as in the past years the province’s audit outcomes have been in the higher trajectory and saw an increase in unqualified reports. This will be sustained to improve on government expenditure, curb corruption, and ensure every cent goes the people of the province at the right time.
Indeed, the province has a good story to tell, and to build on. This will all be possible by the Provincial Government joining hands together with business through Public-Private-Partnerships (PPP), with Inter-Faith Organisations and Traditional Leadership to inject moral regeneration in our communities, civil society, and their entire electorate to take part in building the Eastern Cape we want!

R171 Billion
Investments have put food on the table to more than 21 000 families in the province
The heightened drive by the 6th Term of Provincial Administration to attract more investments into the province has raked the cumulative total of R171 billion that created more than twenty-one thousand jobs in various sectors of the economy in the last few months.
This campaign was underpinned by the strong Economic Recovery Plan and decisive moves on sound economic policies to make the environment conducive for the investors to change the economic trajectory of the province.
The latest investment attracted was the SAB’s Ibhayi Brewery where they are investing R510 million for plant expansion that will lead to more jobs. The project has created jobs for the Gqberha communities and contracted 28 companies for civil construction; 8 Small Medium and Macro Enterprises (SMMEs), and a Community Liaison Officer to represent the community to ensure their involvement and to leverage on opportunities that may arise.
According to SAB, the investment will add 14 000 additional jobs in the beer sector and will add R2.5 billion
to the country’s GDP per annum, accelerating economic growth for the Eastern Cape province.
Eastern Cape Premier Lubabalo Oscar Mabuyane commended SAB for following through on the commitment made during the Presidential Investment Conference and for benefitting the surrounding communities through this expansion project.
To expand more on the investments already yielded, during the State of the Province Address (SoPA) recently, the Premier said “To sustain the momentum on economic growth and job creation we need more investors to locate in our province. We therefore aim to use economic diplomacy as an instrument to attract foreign investors. It is our belief that through pursuing international partnerships we would be able to attract more foreign direct investors that would create jobs for our people” Said the Premier.
Plans are afoot to visit Ghana, Tunisia, and Egypt. The province has also established an Eastern Cape Economic Development Fund which it will recapitalise with business to unlock future investments.

Oscar Mabuyane has announced a R100 million injection towards the Provincial Government Isiqalo Youth Fund for over the period of three years, an initiative aimed at supporting young entrepreneurs get their businesses off the ground.
Premier Mabuyane was delivering the State of the Province Address in Bhisho Legislature recently.
He said, “We are confident this investment in the young people of our province will give us better returns in terms of job creation. We are calling on young people to grab this opportunity with both hands and ensure that they invest in their businesses for sustainable growth.”
Isiqalo Youth Fund beneficiary, Asisipho Qokota, who recently received funding for her business AsieThandie Beauty Bar based in Venterstad; had this to say:
“I started operating my business at home and when I learnt about Isiqalo Youth Fund, I applied through the Office of The Premier. I was trained in Beauty Academy for three months. In addition, I was funded with a fully equipped beauty and spa container erected in the land availed to me by the municipality.”
She further thanked the Provincial Government for the opportunity. Meanwhile during his State of the
Province Address the Premier made a call on more young people “to grab this opportunity with both hands and ensure that they invest in their businesses for sustainable growth”.
Isiqalo Youth Fund is one of the provincial government’s youth focused programmes. It seeks to provide support to Eastern Cape based young entrepreneurs through the provision of financial and nonfinancial support, to enable them to actively participate in the stimulation of the socio-economy of the province. Registered businesses owned by young people who are Eastern Cape citizens are encouraged to apply through the Office of The Premier.
In his address, the Premier emphasised on government’s commitment to ensure that youthowned businesses benefit from government programmes including preferential procurement policy. He called on all state institutions to fasttrack the implementation of youth responsive planning and budgeting framework, “so that the province can improve from the current baseline of 8% to the 30% target stipulated in the national youth policy by the end of this term”. Over 3 900 Eastern Cape youth owned businesses have benefited from these provincial government programmes, to the value of R203 million as at December 2022.

An additional R967.7 million in 2023/24 financial year and R3 billion over the 2023/24 MTEF has been allocated for the compensation of employees and service backlogs, including antiretroviral therapy, TB, medicine and other goods and services.
• The provincial health department has re-prioritized its budget and made available R544 million over the MTEF towards maintenance and acquiring much needed health machinery and equipment.
• R2.8 billion for Social Development to protect the social welfare of people (R15.7 million of which is set aside for the rollout of social behavioral change programmes to assist with crime prevention & R15.7 million for Gender Based Violence (GBV) initiatives, mainly for the provision of psychosocial and victim empowerment services.
• R115.1 million for Community Safety to bring about social cohesion in communities and will be directed towards crime prevention mobilization across hotspot areas in the province.
• R993.3 million to Sports, Recreation, Arts and Culture to develop, promote and transform the talents of especially the young people, including at school level.
• R5.6 billion to, inter alia, continue with construction and resealing of provincial roads, including roads that connect to economic and social amenities. Of that amount, R2.5 billion has been allocated to continue with phased implementation of Wild Coast Meander Route, upgrading of a road to Siphethu Hospital, upgrading of R61 road via N2 to Clackeburry and construction of Middleburg Integrated Traffic Control Centre Phase 1 Menties Road and N9 Intersection.
• R470.2 million for the 26 rural bridges construction that are under the Welisizwe Programme.

EASTERN CAPE ON COURSE FOR BETTER AND ACCESSIBLE HEALTHCARE SERVICES FOR ALL
He emphasised on progress and impact of the scaling up of healthcare programmes targeted at children and women. He stated that these have seen immunisation of children under one year reach a high of more than 82%,reduction in under five years’ mortality rate and reduction in deaths due to diarrhoea, pneumonia and severe acute malnutrition. He also mentioned a significant drop in the rate of deaths of mothers.
Premier Mabuyane said, “We remain cautiously optimistic that the efforts of encouraging women to book before 20 weeks of pregnancy, training staff on emergency steps and the investment in machinery, as well as equipment are starting to show that we are providing better and safer care for pregnant women the province”.
He reiterated government’s commitment to accelerate the rehabilitation service
for cerebral palsy patients through the Rehabilitation Centres of Excellence in the province which include Nelson Mandela Academic Central Hospital, Cecilia Makiwane and Frere Hospital academic complex; as well as Dora Nginza Hospital.
“To this effect, critical posts have been filled and R4, 5 million has been invested in rehabilitation services including specialised machinery and equipment. We have resourced the establishment of a second oncology facility in the Nelson Mandela Central Academic Hospital. This is a significant step towards equitable access to health care services and it provides a referral catchment for cancer patients on the eastern side of the province” , said Premier.
Speaking on the recent judgement on medico legal, Premier Mabuyane said the high court has offered government relief on unsustainable cash out-flows, in terms of lump sum payments. He also said that the judgement further imposes responsibility and obligation to strengthen public health care systems and reaffirms the responsibility that officials, must serve diligently and act ethically
World Class Forensic Lab for the Province
Eastern Cape Forensic Laboratory has the latest advanced technology than any other laboratory of its kind in South Africa!
“Madam Speaker, in response to the scourge of Gender Based Violence and Femicide (GBVF), in the previous SOPA, we pronounced on the establishment of the Provincial Forensic Laboratory. We are pleased to announce that the Forensic laboratory is now operational which will improve our ability to resolve cases of GBVF.” Said Premier Lubabalo Oscar Mabuyane during the State of the Province Address (SoPA).
The Premier, led by MEC for Community Safety Xolile Nqatha, visited the laboratory to witness the promise to the people fulfilled. This is good news for the province and will see speedy processing of GBVF and other crimes’ cases. The wheels of justice will definitely turn faster with this kind of technology!
Before, material that needed examination from acts of crime such as DNA and ballistic tests, would be sent to the Western Cape for this purpose. This prolonged the period of concluding cases of crime as samples of items would be packaged, sent to and back from Western Cape laboratory before they could be presented as exhibits and evidence of crime committed in GBVF, murder, burglary, and other crimes.
The highly advanced technology will not only determine the DNA of an individual or fingerprints found on a firearm. But will also go to the extent of determining the most unique elements of individuals such as gender. Because of this advanced technology, the laboratory will serve other places bordering the province where the technology of those places cannot perform some tests. This elevates its status to a regional laboratory.

EASTERN CAPE PROVINCIAL GOVERNMENT BOUYED BY IMPROVED AUDIT OUTCOMES AS WORK TO CLAMP DOWN ON MALFEASANCE IN PUBLIC SERVICE CONTINUES –
WHILE tabling his fifth State of the Province Address (SOPA), Premier Lubabalo Oscar Mabuyane gave a much welcomed progress report on the ongoing work by his administration to clamp down on the albatross that has weighed heavily on the neck and by extension the reputation of the Eastern Cape Province for far too long, corruption and malfeasance in the provincial public service.
Buoyed by the province’s improved audit outcomes during the 2021/22 financial cycle, the Premier was confident the Eastern Cape was well on its way to improved efficiencies in not only the administrative processes of the transversal government but would also translate into a significant shift in the quality of actual delivery of services to the citizens of the province.
Addressing a full siting of the Eastern Cape Provincial Legislature (ECPL) Premier Mabuyane recounted his administration’s efforts, “Madam Speaker, in 2022 we stood before this august house and committed to improve audit outcomes in our government institutions. I am happy to report that, the provincial government and its entities has for the 2021/22 financial year received the highest number of clean audits in the history of the province, achieving 14 clean audits”.
The Premier further outlined that in local government there had also been an improvement in the audit outcomes with 50% of municipalities on unqualified and 4 on clean audits.
“We are taking lessons to accelerate Operation Clean Audit. It is also important to note that irregular expenditure in the province decreased from R3 billion
in 2020/2021 financial year to R1.35 billion in 2021/2022”, said Premier Mabuyane.
The Premier said his government was committed to conduct Lifestyle Audits of not only political leaders in government but also civil servants “as part of our quest for clean governance for a corruption-free administration”
“I am glad to report”, the Premier said, “that lifestyle audits for Premier, Members of the Executive Council and the Director General were conducted by the State Security Agency. The lifestyle audit will be cascaded to local government. Heads of Department and Senior Management Service have completed the annual financial disclosures, these have been analysed and there were no adverse findings”.
The Premier conceded that special focus would now have to be placed on lower levels of the civil service towards “prioritizing Supply Chain Management officials. We continue to rid our system of any employees (who trade with government) to eliminate any chances of public servants trading with government”.
Driving home his Anti-Corruption message the Premier concluded, “Our anticorruption machinery agencies are at work and investigations of reported cases are at different stages. The work of these agencies is starting to bear fruits as we can now report that of the 95 reported cases, 49 have already been referred to the courts of law. The Special Investigating Unit has completed investigating the 748 Personal Protective Equipment (PPE) cases referred to them. Of these PPE transactions, 200 cases were found to be irregular. These have been referred for consequence management by respective institutions.

R50 MILLION LIFELINE YET AGAIN FOR PROVINCE’S STRUGGLING UNIVERSITY STUDENTS
R50 million is on the cards for struggling Eastern Cape university students studying in the province. This was announced by Eastern Cape Premier Lubabalo Oscar Mabuyane while delivering the State of the Province Address at Bhisho Legislature.
The plans to avail this financial assistance comes at the backdrop of Premier ’s intervention of the same last year. Premier Mabuyane provided student debt relief amounting to R50 million for students in four local universities; Fort Hare, Nelson Mandela, Rhodes, and Walter Sisulu. During his address, Premier called the intervention “a sign of a caring government”.
“Many young people in our province carry the heavy load of student debt. This
affects their aspirations to improve their lives and those of their families. We must remember that when families send their children to school, they want them to have a better life.” He said.
In 2022, the R50 million contributed towards the student’s registration and historic debts. Priority was given to students who did not receive registration fees from NSFAS but qualify for it, those who study Agriculture, Science, Technology, ICT, Engineering, those who completed their studies the previous year but could not graduate, and the money targeted at least 55% female students.

IMPROVED MATRIC RESULTS “STORY OF GOOD PROGRESS”
Eastern Cape Premier Lubabalo Oscar Mabuyane has titled the province 77, 3% matric pass rate achievement as “a story of good progress”. He was delivery the State of the Province Address in Bhisho recently. Premier Mabuyane stated that the improvement by the 2022 class of 4% was among the key highlights of the province.
“There is no better way to start 2023 than the achievement of the matric class of 2022. The 77.3 % was achieved because of the successful implementation of the Education Turnaround Plan adopted in this term of government.” Premier Mabuyane said.
He also highlighted the improvement in the quality of the results in the province, with the number of Bachelor passes increased by 2.5 % from 34.3% in 2021 to 36.8% in 2022. District performance in 2022 took a new turn, with no District below 70% at all.

Access to early childhood development is gaining more momentum and in the increase in the province. It targets the two (2) years of exposure prior to Grade 1 to form a solid foundation for the education of the child in the province. Thousands of ECD Centres have been registered.

Premier Mabuyane further gave special recognition to Alfred Nzo West Education District for its 82, 7% pass rate, the highest in the province for 2022. It is followed by Buffalo City Metro, Nelson Mandela Bay Metro, Chris Hani East, Amathole West and Amathole East.
Eastern Cape matric results have steadily improved over the last few years. The province made a huge jump in 2019 of up to 76.5% pass rate. In 2020, it fell back to 68.1%; a decline that could be attributed to impacts of the Covid-19 pandemic on pupils schooling. In 2021 the province soared to 73%, an improvement 0f 4.9% from the previous year’s results.

Boosting the Provinces pass rate with one good deed at a time
The MEC for Public Works and Infrastructure Ntombovuyo Nkopane visited four (4) schools as part of government’s Back to School Campaign. The purpose of the visits was to encourage and motivate learners, educators and parents as they ready themselves for the academic year ahead. Three (3) of the schools were in Alfred Nzo Region and one (1) in OR Tambo Region.
MEC Nkopane said this comes as an understanding by the Eastern Cape Government that education is a societal matter and all should get involved to prepare for an effective teaching and learning process. Part of the MEC’s visit was to look at the school infrastructure to ensure its suitability for both teachers and leaners. She was accompanied by the Regional Directors and technicians responsible for building infrastructure in the department. The MEC gave school uniform, shoes, soccer and netball kits, stationery as well as sanitary material to learners.
The identified schools are from disadvantaged communities and continue to experience socio economic challenges. Based on the departments own community research, most of the parents of the learners in these schools are
unemployed. Some learners are from child-headed households and mainly live off social grants, but that does not stop the passion that these children have for education.
Two (2) of the schools visited were high schools. In her keynote address the MEC encouraged grade 12 learners to work hard and improve their ways of learning in order to get good marks for tertiary entry.
“There are also bursaries in place for learners who have passed their matric, which are coming from the department. We want to see a situation whereby all parents work together in ensuring that our children succeed in attaining the best possible results and setting the highest standards” added the MEC.
The Alfred Nzo regional management has since started assessing the schools, and will be assisting with renovations that will be implemented by Public Works and Infrastructure team from the region.

“The good news I am bringing the people of Nelson Mandela Metro is that Department of Water Affairs will commence with the construction of the Coerney balancing dam in September to ensure more water storage capacity.” The pronouncement was made by Eastern Cape Premier Lubabalo Oscar Mabuyane during the State of the Province Address. He acknowledged the drought crisis in Nelson Mandela Bay Metro, describing it as an inconvenience to the residents and businesses in that area.
To mitigate the challenge, he said, government has mobilised the community to use water sparingly to avoid day zero, managing demand by installing pressure reduction devices in areas where high water use is detected, as well as sourcing additional water from boreholes, ground water development and exploring desalination. Government is also working with the private sector to repair water leaks. He commended the Nelson Mandela Metro Business Chamber for the leading role they are playing on this programme. Meanwhile, water tankers continue to provide water to communities.
He said that provision of water supply for domestic and commercial use is critical for economic development.
Premier Mabuyane echoed Stats SA general household survey of 2021 which indicates the province’s progress towards achieving universal access to water, placing the province at 71%.
According to the Premier, this year the province is set to complete bulk water projects in Matatiele; Mount Ayliff; Makana; Graaf Reinet; Janseville; Kllipplaat; Misgund; Paterson; and Addo.

“In the new financial year, the last phase of the R577 million Xora bulk water project will be completed. The completion of these projects will provide water to communities and also unlock socio-economic potential of municipalities.” Said Premier Mabuyane
“We also implemented seven spring water projects in Emalahleni, Dr B Xuma, Intsika Yethu, Elundini, Mhlontlo, Raymond Mhlaba, Ntabankulu and Umzimvubu. This initiative resulted in the installation of 230 taps benefitting
a total number over 1900 households including 3 schools, 1 clinic and 3 churches. We are going to expand this initiative to other communities as water never stops coming out of taps from spring water projects.” He said.

Eastern Cape Premier Lubabalo Mabuyane took a break to meet and greet the cast of “Gqeberha The Empire”, in which some of the leading characters are from the province. The Premier was accompanied by MEC for Sport, Recreation, Arts and Culture Nonceba Kontsiwe.
The Premier finds the cast and crew of this telenovela in “action” and “cut” scenario as they were staging a wedding celebration episode. This has turned the street of “eFord” section in the New Brighton Township abuzz. This is the township that has produced and home to seasoned and nationally acclaimed actors such as John Kani, the late actor Nomhle Nkonyeni, the late musician Winston Ntshona, and many more.
Although Gqeberha has produced such icons that have graced the screens of television and cinemas, but it was from a distance. Gqeberha resident seldom witnesses these frequent acts in front of their naked eyes. Locals, especially youth, are daily exposed to these scenes and they get inspired and grab every opportunity to become part of the cast when vacancies appear, while others sell the consumables on the sideways.
