usiness is booming in De Soto, Kansas—a good thing, to be certain. With this economic upswing comes growth in the De Soto Chamber of Commerce. Just ask chamber executive director, Sara Ritter. “In years past, we have averaged about 10 to 15 percent growth yearly. When a lot of other chambers were declining in growth, we were increasing. We have steadied our growth and we continue to get about 8 to 10 new members a year.” The De Soto Chamber currently consists of Ritter; her assistant, Karen Rodgers; and a five-person, all-volunteer board of directors. Ritter is also the executive director of the De Soto Economic Development Council (EDC). While under the umbrella of the chamber of commerce, the EDC has a slightly different mission. “My role for the EDC is to recruit new businesses to the De Soto community, and working with existing businesses to expand operations within De Soto,” Ritter says. She works alongside an 11-member EDC board, including representatives from the city. The chamber currently supports 140 businesses, “We are currently going through our membership drive and our membership recruitment campaign,” Ritter reports. “Our goal is to get those numbers even higher this year.” To aid with recruitment efforts, the chamber recently unveiled a new website, which allows businesses to apply for membership online. Current members also advocate for the chamber through an incentive program; rewards for successful recruiting include credits toward a vacation provided by a local travel agent, who

is, of course, a chamber member. Ritter has found recruitment incentives to be an extremely effective method of supporting the chamber. “The best salespeople to help promote the chamber are our existing members,” she says. “They can talk with other business owners and speak directly to the benefits.” The benefits of membership are vast. Members can sponsor monthly luncheons at their place of business, and these lunches offer exposure, as well as a platform for promotion. Members also receive publicity from email blasts and other forms of unique marketing. “We hold cash mobs,” says Ritter. “We get a group of people together equipped with signs that say ‘Think Chamber First’ and ‘Shop Local.’ We surprise a business, and everybody will go shop with that business. This creates an influx of revenue and highlights chamber members supporting chamber members. We really try to think outside of the box, as far as connecting the business community with the residents of De Soto.” Ritter is confident the chamber will reach its expansion goal, not only because of the recruitment and the benefits, but also due to the excellent De Soto School District. “De Soto is fortunate to have one of the best school systems in the state of Kansas. That’s a huge quality-of-life attraction for people looking to move to the area. We’ve seen businesses locate here for just this reason.” Along with the exceptional school district, the suburban atmosphere and proximity to the metropolitan area also draw entrepreneurs. Historically, local business owners would take turns leading the chamber, but over the years, the need for a paid administrator emerged. Ritter has been with the organization since 2002 when she was hired as the full-time executive director. In terms of future growth, “Both the chamber board and the EDC board realize that we really want to take this organization to the next level. In order to do that, we need more manpower and more resources. We are past due for that,” Ritter says. “My hope is that we will add at least one (if not two) more employees to be able to share some of those responsibilities and continue to grow the chamber.” The De Soto Chamber of Commerce is ready and willing to help every type of business flourish—from hometown shops and services to international companies—with the goal of development and growth for all.

D

e Soto sits at a crossroads of economic boom and population growth, making it an optimal place for new businesses, young families, and empty-nesters. Tucked into the northwest corner of Johnson County, the small city has seen an uptick in new businesses and housing developments, resulting in overall economic growth and a rise in population. The housing boom and the city’s cultivation of large and small businesses alike are the byproduct of hard work and effort from city officials and the city of De Soto. More specifically, the economic growth in the city marks the culmination of years of work by members of the De Soto Economic Development Council (EDC). As the city’s champion for economic development, the De Soto EDC looks for ways to attract and retain businesses and residents, which stimulate the city’s economy. “Our goal is to attract and recruit companies to the area, as well as work with the existing businesses to make sure they remain viable and grow and expand in the De Soto area,” says Sara Ritter, executive director of the EDC. Staying true to the community, while pushing the city forward, is a delicate balance for the EDC, which hopes to bring in new commercial businesses while nurturing existing businesses that are staples in the community. “Economic development is all about change,” Ritter explains, “and smaller communities are not necessarily good change agents. But planned growth lets you maintain your identity.” The work of the EDC is nothing if not planned. Their strategic plan is informed by numerous studies and surveys, including the Community Housing Assessment Team (CHAT) study, downtown revitalization study, multi-family housing study, hotel feasibility study, and city surveys, among others. All of the recent studies commissioned by the EDC have worked like a domino effect, validating the findings of the study that preceded it. What they found was simple: De Soto needs more housing.

es, which often include incoming workforce, De Soto needed plenty of housing options. “We had to have housing because a lot of these businesses— whether they’re large or small—want (employees) to live in the community they work in,” Ritter says. “We need to make sure we have diversified housing to meet those needs.” And De Soto has risen to the challenge. There are currently five subdivisions under construction or adding new housing. De Soto also has a new apartment complex with another to be completed this summer, totaling well over $50 million in capital investments. The EDC has supported residential developments of all kinds, providing a variety of options for people relocating to De Soto for work or otherwise. “If we don’t have all types of housing, we don’t fill a void,” Ritter says. “By diversifying, you have all different kinds of demographics and per-capita income that helps businesses succeed.”

It all comes back to our housing Conducted in 2004, the CHAT study has been the catalyst for everything the EDC has done up to this point. The CHAT study identified a primary issue in the community’s approach to economic growth. For a long time, business and industrial development was viewed as a revenue producer, while residential development was looked at as a revenue consumer. The study, though, determined business and residential development are not mutually exclusive; they work together to spur economic growth. To attract new business-

Building toward the future The CHAT study might have spurred residential development, but all of the studies conducted by the EDC have laid groundwork for the city’s strategic plan and shown a path forward. Looking ahead, the EDC will identify future areas for development of businesses, including a possible industrial park. The EDC members also will meet this year with established businesses to discuss expansion potential and how the city can help. Much of the EDC’s progress won’t be visible at first. A lot of the work they do is behind the scenes, pitching new businesses and seeking out development opportunities wherever they can. Visible or not, immediate or prolonged, the EDC will continue working to develop De Soto at every opportunity.

Steve Chick, a senior building official in De Soto, says the increase in diversified housing has been aided by cheaper development costs compared with nearby cities as well as affordable lot prices for any style of home. “If you want a lot in a smaller subdivision, we have it available,” Chick says, “but then we’ve got the availability of buying 2, 5, 10 acres, and coming in and putting your home on it.” No matter what kind of home potential residents are looking for—apartments, duplexes, single family homes, homes with large acreage, senior living communities—De Soto has it all, and that’s an important selling point for everyone, businesses and people alike, looking to make a home here.

There’s a lot to love about living in De Soto.

A

t his annual address, De Soto Mayor Rick Walker characterized the state of the city as “outstanding,” and for good reason. The city ended 2018 in the best financial position in its history, new construction and property values are in a continued upswing, and a new broadband internet service has come to the city in areas where service was not previously available. With this kind of prosperity and growth, the 6,000 or so residents have a lot to be happy about. Sales tax collections in De Soto were up 11 percent from 2017, which was followed by a 13 percent increase from the previous year. The city also collected more than $500,000 in delinquent property tax, which resulted from the sale of a dormant residential subdivision that is currently being developed with new homes. In 2019, four new subdivisions will provide 122 single family homes and 17 two-family homes. In addition, a Class A apartment complex set on 21 acres will contain 342 one- and two-bedroom units as well as 23 villas. Amenities will include a 25-meter lap pool, splash pad, bocce ball court, putting green, outdoor grilling area, and dog park. The total projected investment is estimated to be $55 million. Also planned is a 7,200-square-foot commercial building on Commerce Drive, which will house an indoor youth sport training facility that will include indoor batting cages, team and private facility rentals, camps, fitness classes, private and group instruction, as well as other activities. Due to open to the public by August 31, the building will be converted yearly for fireworks sales the week prior to the Fourth of July. New fiber optic broadband internet networks are being constructed by two new service providers to bring gigabit service to the city, including service to areas south of K-10 where there is no existing provider. De Soto entered an agreement with Baldwin City-based RG Fiber to provide internet services throughout the community. The arrangement includes free internet and

phone service to City Hall and free Wi-Fi in public spaces, including the De Soto Community Center, parks, and downtown. De Soto-based Zoom Fiber also began construction on a citywide fiber optic network last fall and will provide gigabit internet services in the community. “We look forward to our partnerships with RG Fiber and Zoom,” Walker says. “We are excited to deliver solutions that will have such a direct impact to quality of life and economic viability in our city. I am excited to continue the progress we’ve made as a community and welcome the opportunities ahead.” Working with a consultant, the city overhauled De Soto’s City Parks and Recreation’s master plan, which hadn’t been updated since 2006. A new park board was created to implement the plan’s recommendations, which include a trail to connect existing parks and pedestrian corridors throughout the community, bathroom and equipment upgrades at existing parks, a sports field complex to house soccer (and possibly baseball programs) plus new classes for all ages and special community events. Residents who want to get involved in their community can look to a new city-community partnership. Volunteer De Soto, Inc., works with both the city and citizen volunteers to provide services and assistance to residents who, due to disabilities, special needs,

Any resident wanting to become part of this volunteer organization or who may need assistance should sign up at www.volunteerdesoto.com. Several new businesses opened in De Soto within the last year and include a new coffee house, pizza restaurant, event space, and an RV sales company. Cause Coffee, which opened in March 2018, serves more than just coffee. It has a passion to give help and hope to those in need both locally and globally. Through educating the community on sustainable growing and fair trade practices, it focuses on sourcing ethically grown coffee, tea, and chocolate. It also donates all revenue after expenses to support teacher salaries and purchase supplies for a school in Nicaragua and to pay for clean water for a community in Uganda, Christmas gifts for an orphanage in Haiti, and food contributions for the Kansas City homeless community. “When opening Cause Coffee, I had no idea the impact of a gathering spot for the community,” said Tara Stuckey, creator of the business. “The positive feedback has been very meaningful.” You can follow the City of De Soto on Facebook, Twitter, and YouTube.

e Soto students are just some of the 7,400 students who attend the seven elementary schools, three middle schools, and two high schools in De Soto School District USD 232. Also drawing students from Shawnee, Lenexa, portions of Olathe, and unincorporated portions of the county, USD 232 covers nearly 100 square miles of northwest Johnson County. Starside Elementary School, Lexington Trails Middle School, and De Soto High School are located within the De Soto city limits. Ranked by Niche as the second best school district in Kansas, USD 232 has a lot to be proud of. De Soto High School received US News and World Report’s silver medal based on college readiness and student performance on state tests. USD 232 also leads Johnson

County in graduation rates with an impressive 97.8 percent of students earning a diploma. The De Soto Grade School was the first school in De Soto. Built in 1899, it stood where the District Service Center is currently located. In 1919, the Rural High School opened in De Soto; that former school building is now City Hall. In 1968, De Soto High School opened, and the old high school became De Soto Junior High School. In 1995, De Soto High School became Lexington Trails Middle School. That same year, the new De Soto High School opened. Multiple additions to DHS over the years have accommodated continued growth within the district. Superintendent Frank Harwood is understandably proud of what is happening in USD 232 and regularly seeks

input from citizens. Last school year, the district hosted several community forums and launched a community-wide engagement survey to solicit feedback from parents, in addition to meeting with students, parents, and employees regarding the state of the school district. “One of the most important things about leading a school district is the knowledge where you want to go,” Harwood says. “Engaging the USD 232 community was a critical part of setting a vision and mission for our future. The big question we must always consider is what we want our district to be for our students.” Enrollment in the school district has grown from under 2,000 students in 1970 to the current enrollment of nearly 7,400. The average increase in enrollment has been more than 230 students per year since 1995.

Awards and Honors The De Soto community takes pride in DHS and the honors it has earned over the years. The marching band, Scholars Bowl, choir, cross country, baseball, softball, and the Diamond Dancers teams have all won state or national titles. In addition, the school’s yearbook and newspaper have also received state honors. Already this school year, De Soto schools have qualified for state competitions in volleyball, cross country, girls tennis, gymnastics, wrestling, boys and girls bowling, debate, and journalism. The DHS football team was sectional runner-up last fall. “From the moment my family and I relocated to De Soto, we knew we joined a vibrant and caring community that supports outstanding public schools,” Harwood says. “I connect with students and parents nearly every day, and it is evident each individual is proud of the school district and the quality of education we have to offer. It is because of this wonderful community the district is moving forward with its vision and mission to maximize each student’s potential, preparing all students for their future.” In March of this year, DHS performing arts teacher Matt Bradford was announced as the Secondary Teacher of the Year. He will represent USD 232 in the 2020 Kansas Teacher of the Year program. Since 2000, the district has had two Kansas Teachers of the Year plus 15 state finalists and 12 semifinalists. Those statistics are impressive by themselves, but even more so when they are put into perspective of more winners, finalists, and semifinalists than any other school district in the region. Three De Soto teachers have also earned the Horizon Award, which is awarded to outstanding firstyear teachers. Several DHS graduates have returned to the district as professional educators, but De Soto also boasts other notable graduates as well. DHS class of 2015 graduate Greyson Jenista was drafted by the Atlanta Braves in 2018; class of 1999 graduate Jeff Beruan is a professional opera singer; and class of 1997 graduate Chris Porter is a national comic and finalist on Last Comic Standing. Class of 1976 graduate Calvin Hayden has been in law enforcement for 30 years and is currently the Johnson County sheriff.

special olympics On April 13, 2019, De Soto High School’s National Honor Society held its second service project this year in collaboration with Special Olympics Kansas. NHS provided volunteers and a facility to host a powerlifting tournament. Volunteers filled out score sheets, helped with weigh-ins, loaded weights onto bars, and handed out medals, among other tasks, all while getting to know the competitors. Athletes gathered in De Soto from all over the region and ranged in age from 18 to 50. One of the local athletes, Topekan Allison Nichols, is 25 years old and has competed with the Special Olympics since she was 8 years old. Nichols’ involvement with the organization includes powerlifting, track, swimming, bocce, bowling, cheerleading, softball, and— her favorite—volleyball. Nichols enjoys competing at these events because she loves “to mingle, compete, and just have fun.” Senior NHS member Alyssa Perry connects with the event and athletes on a personal level. “This NHS project was definitely more special to me. I had an uncle who had Down syndrome who lived with my family when I was younger. He was a part of these kinds of events too,” Perry says. “It left me feeling more mindful about how I should be spending my time. Spending my time doing this on a Saturday is so rewarding, fulfilling and makes a difference in so many people’s lives.”

DE SOTO RESIDENTS CAN EXPECT IMPRESSIVE CHANGES TO THEIR INTERNET.

W

hen it comes to securing the best technological experience, De Soto residents aren’t letting any grass grow under their feet—or above their internet connection. The De Soto City Council has been working diligently for the past two years to bring high quality, fast, and widely accessible internet access to all residents. From 2006 to 2016, there was little doubt that the town might be lagging as far as high-speed data networks were concerned. During these years, only two internet companies provided services within the community, and those services were characterized by slow internet speeds, poor quality, and challenging, limited availability. The area of De Soto south of Kansas Highway 10, which makes up about one-third of the community and includes many rural residents and rental communities, had no access to wired internet service, according to city administrator, Mike Brungardt. “If they wanted internet services, they would have to rely on cell phones or satellite services,” Brungardt says. “There were newer homes going in, newer subdivisions, and the people moving into those homes never imagined that they couldn’t get internet.”

The two internet providers seemed content to offer the limited services and had no plans of developing new infrastructures. This inadequate service was beginning to have an impact on the community. “It was a competitive disadvantage from an economic standpoint, not just affecting the residential component, but the larger businesses that might want to come to town. We heard from a number of companies that just couldn’t locate here because they needed data services that weren’t available,” says Brungardt. “Also, there was some concern with the school district. They had students they were sending home, expecting them to

do internet-based homework that they couldn’t do. We know that City Hall isn’t responsible for education but we also know that the school district is one of our best economic tools. It’s a fantastic district. People want to locate here because of the schools. When we heard from the schools that they were having trouble getting kids to do homework that was something we wanted to address, as well.” These diverse challenges motivated the De Soto City Council to act, and in 2016, the council formed a broadband committee, consisting of members of the city council, its staff, and the community. The committee had two goals: provide services

throughout the community and more effectively position De Soto in the digital marketplace. Brungardt says that the committee tried to engage with the existing service providers throughout 2016 and 2017. “We knew they were already here. Could we encourage them to extend south of K10? Though we knew before we asked that if it was economically viable for them to do so, they would have done it already. It didn’t pay for them to extend to the south. It is a rural, residential area. Lots are larger. Houses are more spread apart. In terms of housing density, you can see why it didn’t make economic sense to provide service down there.”

In spring 2018, the city council took a new approach and requested proposals from multiple service providers, including the existing providers, as well as from other providers doing similar work with fiber networks in surrounding communities. Through this process, RG Fiber, out of Baldwin City, Kansas, was selected to build new infrastructures and provide quality connections. “Their proposal included connection with city buildings, free public Wi-Fi in certain spots, and the construction of conduit throughout the unserved area,” Brungardt says. RG Fiber has been contracted to supply service to southern residents within one year. Work permits were finalized in January 2019, making January 2020 the target date for completion. RG Fiber will also work to upgrade services in areas with existing internet access. “The contract says work expeditiously to provide that within 24 months, but that’s not a hard deadline,” Brungardt says. In addition to the increased coverage area, the new network will offer significant economic and educational benefits. Brungardt cites many of those day-to-day perks: “Free internet service and a phone system to City Hall, which will save about $1,200 a month. Free public Wi-Fi to the community center and gym, free public Wi-Fi to the pool, and free public Wi-Fi to two city parks and to downtown.” Feedback from residents has been positive. “RG Fiber is very active on social media and there is a lot of conversation,” says Brungardt. “People are really excited, wanting to make sure they are on the list. In the past, people have been upset about $300 satellite bills, data caps, and not being able to download an email attachment. The people living in the unserved areas have not been in the digital age and they are excited to catch up.” 27
