जैविक कृषि में यूरोप से सीख ले भारत
विक खाद्य पदार्थों पर यूरोपियन यूनियन की एक रिसर्च बताती है कि आमतौर पर मिलने वाले खाद्य पदार्थों के मुकाबले जैविक खेती के प्रोडक्ट्स में 40 प्रतिशत ज्यादा एंटी-ऑक्सीडेंट पाए जाते हैं। एंटी-ऑक्सीडेंट वो तत्व हैं जो शरीर की कोशिकाओं को नुकसान करने वाले कणों से आपकी रक्षा करते हैं। इसी रिसर्च का सुखद परिणाम है कि यूरोपीय देशों की जैविक कृषि में क्रांतिकारी बदलाव आ रहा है। इसके फलस्वरूप साल 2016 में यूरोप 23 फीसदी की वृद्धि के साथ विश्व में दूसरे स्थान पर पहुंच गया। यही नहीं अमेरिका व यूरोप में जैविक कृषि के साथ जैविक उपादों की खपत व डिमांड भी सर्वाधिक है। विश्व में सिरमौर होने के बावजूद इन देशों में जैविक उत्पादों के उपभोक्ताओं की मांग व आपूर्ति पर्याप्त नहीं हो पा रही है। इसके लिए इन यूरोपियन देशों में जैविक उत्पादों के आयात की बेहद सरल सरकारी नीतियां बनाई गई हैं। यूरोपियन संघ की बेहतरीन नीतियों का नतीजा है कि वहां हर साल जैविक कृषि का दायरा तेजी से बढ़ रहा है। वहीं, दूसरी ओर भारत की बात करें तो यहां कृषि योग्य भूमि का लाखों हेक्टेयर रकबा होने के बावजूद देश में जैविक कृषि को लेकर किसानों की कोई खास रूचि नहीं दिख रही है। जैविक कृषि के प्रति भारतीय किसानों की अरूचि के पीछे यहां की नीतियां जिम्मेदार हैं। एक रिपोर्ट से पता चलता है कि जैविक उत्पादन के मामले में 2.7 मिलियन प्रोडयुसर्स के साथ भारत विश्व में सिरमौर है, बाजजूद इसके यहां जैविक खेती में सालाना वृद्धि महज एक फीसदी है। ऐसा नहीं है कि भारत जैविक खेती के मामले में अमेरिका व यूरोप को पछाड़ नहीं सकता, मगर इसके लिए यहां सरकारी नीतियों में ठोस बदलाव की जरूरत है। एसोसिएटेड चैंबर ऑफ कॉमर्स एंड इंडस्ट्री ऑफ इंडिया (एसोचैम) और ग्लोबल कंसल्टेंसी फर्म अर्न्स्ट एंड यंग के अध्ययन से एक बात साफ है कि अधिकांश जैविक किसान कमजोर नीति, बढ़ती इनपुट लागत और सीमित बाजार के कारण संघर्ष कर रहे हैं। जैविक भोजन के लिए मौजूदा प्रमाणीकरण प्रणाली उनके लिए चीजों को मुश्किल बना रही हैं। प्रमाणन प्रणाली न केवल बोझिल और समय लेने वाली बल्कि महंगी है। कई प्रमाणीकरण प्रणालियों और जैविक उत्पादन और बिक्री को विनियमित करने वाले कई मंत्रालयों पर भ्रम को खत्म करना महत्वपूर्ण है। यह बात भी सही है कि किसान परंपरागत रासायनिक खेती से जैविक खेती को अपनाने को तैयार हैं मगर उन्हें जैविक फसलों के शुरूआती कम उत्पादन व अधिक लागत की भरपाई के लिए सहायता की दरकार है। वहीं, जैविक कृषि के लिए उचित मार्गदर्शन और प्रशिक्षण की कमी किसानों में अरूचि का मुख्य कारण है। जैविक उत्पादों की खरीद-फरोख्त के लिए मार्केट उपलब्ध नहीं होना जैविक कृषि में धीमी रफ्तार का दूसरा पहलू है। जानकारों का मानना है कि किसानों को जैविक कृषि के प्रति प्रोत्साहित करने के लिए भारत सरकार ठोस योजना बनाए। इसके लिए जैविक उपज के विपणन को सुनिश्चित करने के लिए घरेलू और वैश्विक आपूर्ति श्रृंखला के साथ किसानों को जोड़ना होगा। विशेषकर प्रशिक्षण लागत, प्रसंस्करण और इन्वेंट्री होल्डिंग लागत और पैकेजिंग, रसद और वितरण लागत में वृद्धि, कार्बनिक खाद्य उत्पादों की उच्च कीमत में योगदान को लेकर नीतिगत निर्णय लेकर उन पर अमल करने की जरूरत है। यहां तक कि जैविक उत्पादों की बिक्री के लिए बेहतर बाजार खोजने के लिए वर्तमान निर्यात नीति में सुधार किया जाना चाहिए तभी भारत में जैविक कृषि के उत्पादन, विपणन व निर्यात के बाजार को और अधिक विकसित किया जा सकेगा।

What did my farmer have to do to use the EU organic logo?
He had to contact the authority responsible for organic controls in his Member State. An inspector visited his farm and checked and approved his activities. He received a certificate to confirm that he could use the organic logo on his products. Inspectors visit him at least once a year. Anyone in the organic chain who wants to use the logo has to go through controls. For example, the processor who makes me into apple juice. The retailer who sells me to you or your family.

What other activities happen on an organic farm?
My farmer also keeps livestock. The sheep and cows produce organic milk and meat. Their stalls have fresh organic straw for bedding and organic fodder to eat. This way, the animals provide the fertiliser so the soil has plenty of nutrients for the crops. My farmer has to make sure that his animals have enough room to move about and be comfortable. Their welfare must be respected.

onsumer choices play a huge role in agricultural production. In Europe, many citizens see organic products as healthier and better for the environment. Because of large European opposition to conventional, industrial farming methods, organic production and retail markets are growing steadily every year. Organically-managed pasture land, used for livestock, represents a major component of Europe’s organic land area. Cereals like corn and wheat are showing major growth, along with perennial crops like olives and grapes that are used to produce organic olive oil and wine for consumers wishing to purchase specialty products. Although conventional agriculture still represents the majority of agricultural land and crop production, Europe’s organic sector is increasing rapidly with no signs of slowing down.
Background
Conventional versus organic agriculture has been a hot topic for many years. There are many proponents of each production method, all espousing reasons why conventional farming is better than organic, or vice versa. Many consumers and countries continue to oppose specific conventional farming practices such as the use of genetically-modified organisms (GMOs). GMOs are organisms that have had their DNA modified through the selection of desirable traits and the artificial insertion of those genes into plant cells. This gene tweaking goes beyond agriculture, as for many years scientists have modified bacteria to produce lifesaving medicine such as insulin. GMO crops are widely used around the world to increase crop yields by helping combat agricultural pests and increase drought tolerance. And while these genetically engineered crops—mainly corn, soybeans, and cotton—are currently grown in 26 countries across 185 million hectares, production of GMOs is prohibited in 19 European Union (EU) countries. A clause in a 2015 EU regulation allows member-states to decide on the use of genetically-modified (GM) technology within their borders. Because the public commonly associates GMOs with conventional agricultural practices that debatably endanger human health and the environment, organic production is gaining a lot of ground across Europe.
Organic Agriculture in Europe
As of 2016, Europe is home to 12.1 million hectares of certified organic land, with 295,000 organic producers and

The top organic-producingcountries include Spain, Italy, France, and Germany. Organic sales in Europe reached 30.7 billion euros in 2016, with an average annual growth of 12 percent over the past decade. Top retail markets (all numbers from 2016) include Germany, France, Italy, and the United Kingdom (UK). Germany’s organic retail market has been experiencing an average 10 percent annual growth over the past decade, having brought in 9.47 million euros; France raked in 6.73 million euros and boasts average organic market growth of 22 percent per year. Italy’s organic retail market earned 2.64 million euros that year with annual growth averaging 14 percent, and the UK organic market displays a seven percent annual growth earning 2.46 million euros. Consumers in Europe are passionate about buying organic products, and the growing organic sector matches this demand by providing many ways to purchase goods. Trust in organic products is high, with approximately 70 percent of Europeans trusting such products on the belief that organic farming methods address their animal welfare, environmental, and rural development concerns. Trust also stems from the EU’s strict organic regulations and labeling requirements. Compliance with these rules applies to every link in the supply chain, including farmers, processors, and traders of goods. Organic products must bear a labelwhich provides more than just basic nutritional information, but also the producer, processor, and distributor company names.
Permanent Pastures
Europe’s agricultural economy is growing every year, bolstered by an increasingly diverse organic production industry. The cultivation of crops, orchards, and the production of livestock all play important roles in the organic sector. Permanent pasture, which is used for grazing livestock, currently represents about 58 percent of total organic land at 5.1 million hectares. Organicallymanaged permanent pasture area is highest in Spain, Germany, the UK, and the Czech Republic, with at least 400,000 hectares managed in each country. Pastures often require little maintenance, relying on grazing animals to preserve plant diversity and recycle nutrients back into the soil via manure. Pasture systems are also easier to convert to organic status compared to more intensive crop production because of the lack of inputs and maintenance necessary for pasture upkeep.
Cereals
Cereal crops—like barley, corn, and wheat—are currently grown on 1.6 million hectares across Europe, representing almost 20 percent of organic land area. The European top three producers, Germany, Italy, and Spain, currently sow approximately 200,000 hectares each. Although France grows slightly less than 200,000 hectares of organic cereal crops annually, the country produces the highest cereal volume in the region. The difficulty

of managing pests—mainly weeds—in the production of cereal crops limit widespread adoption of organics since the use of synthetic chemicals is prohibited under organic standards. Nevertheless, organic cereal production is increasing across Europe as demand for products like organic corn and wheat grows.
Perennial Crops
Perennial crops currently represent about 15 percent of the EU’s organic land area, with 1.3 million hectares in production. This category describes crops which have a growing period longer than one season, meaning they are not replanted after a single harvest. Examples of crops in this category are olives, grapes, nuts, and citrus fruits. Olives and grapes are both highly important for Europe’s agricultural sector—olives are pressed into organic oil, and grapes fermented into organic wine, attracting local and global consumers who seek these specialty products. Organic olives currently represent around 34 percent of all organic perennial crop land, with almost 500,000 hectares in production. Spain, Italy, and Greece currently have the most land dedicated to organic olive groves, with 197,000; 179,000; and 47,000 hectares in production, respectively. Organic grapes are produced on 281,000 hectares total across Europe, representing 21 percent of total perennial organic crop land. Spain, Italy, and France currently cultivate the most organic grapes, with land dedicated increasing steadily over the past 10 years.
Conclusion
Organic production is an increasingly important component of Europe’s agricultural sector. Land area classified as organic has grown substantially over the past decade as consumers look to purchase more organic produce, dairy products, meat, and specialty goods like olive oil and wine. The push for organic agriculture stems mainly from opposition to GMOs, as well as public concern for health and the environment. Member-states of the EU can now individually decide to opt out of GMO cultivation, with many choosing to do so. The European Commission (EC) has implemented an action plan which aims to analyze organic policy and increase the adoption of organic farming by better informing farmers of such policies and initiatives. The plan also looks to increase organic farming research and implement the integration of organic food in schools. In Denmark, the Organic Action Plan was started in 2015, with the Danish government investing 147 million euros to help farmers transition to organic production. The plan has a few priorities, including doubling the country’s organic land area by 2020, increasing organic product sales, and supporting higher use of organic food in public kitchens. emand for organic foods in the USA, the Europe, and Japan is growing rapidly (20 per cent per annum) though market shares remain quite small. There was a US$ 19 billion market for organic foods in the world in 2001. And it is growing and was estimated to be between US$ 23-25 billion in 2003. In some markets like Switzerland, Denmark and Austria, it accounts for more than two per cent of the total food sales (Yussef and Willer, 2003). People in a few countries even want to wear clothes made from organic cotton (Dhaliwal, 2003). During the 1990s, organic food sales in U.S grew at an average rate of 24 per cent per annum. Although a quarter of the consumers in USA purchased organic foods, the market share was

quite small (1 - 1.5 per cent in 1996). The U.S. was the largest single country market for organic foods with sales worth $ 4.2 million in 1997. The other major markets for organic foods are Japan, Germany, China, France, the United Kingdom (UK). (7 per cent of total food sales) Austria, Netherlands, Sweden and 10 Denmark (3-4 per cent of retail food market) (Thompson, 1998). In fact, in China, organic food accounted for 6 per cent of total food sales in 1995 with no imports. On the other hand, in U.K., Canada, Germany and Netherlands, more than 60 per cent of the organic foods was imported. The average retail premium in various countries range from a minimum of 12 per cent in Australia to as high as a minimum of 30 per cent in Canada and China. In fact, Canada and
Australia are also very active exporters of organic foods to Asia, the USA, and the Europe respectively (Lohr, 1998). The EU had two per cent of its total area and some other European countries even as high as 10 per cent of their total area under organic production during the 1990s. By 1998, 1.7 per cent of all farms and 2.2 per cent of total farming area was under organic production in the EU. Some of the countries like Sweden and Austria had 15 per cent and 9.6 per cent of farms and 7.8 per cent and 8.4 per cent of all area respectively under organic production. On the other end were countries like Denmark with 3.5 per cent of farms and 3.7 per cent of area under organic production (Michelsen, 2002). Demographic variables such as age, marital status, number and age of children and education are important variables in explaining consumer demand for organic products. The place of purchase of food and habit persistence related to age and household composition are also important in understanding where potential growth in organic food might occur. With 40 per cent of retail food expenses made on food away from home, it can also be an important determinant of demand for organic products (Thompson, 1998). For example in the USA, 80 per cent of all organic food sales were made by farmers to wholesale outlets, 13 per cent directly to consumers, and seven per cent to retail outlets (Klonsky and Smith, 2002). In some countries like Germany, there are specialist organic retailers (1800 in early 1990s) who offer complete range of organic groceries (Tate, 1994). Growth in organic food sales might be highly dependent on the ability of the industry to bring to market a consistent supply of diverse food products marketed by large-scale supermarkets which are becoming a major channel all over the world (Haest, 2003). In fact, major UK retail chains like Safeway, Asda, Sainsbury and Tesco started organic food sales in the 1980s itself. But, there is mistrust between organic producers and supermarket chains on the very ethics of organic agriculture as producers perceive supermarkets to be expensive, wasteful and only profit driven (Tate, 1994). Price premium can decline as economies of scale are attained in marketing and distribution (Krissoff, 1998) or due to rapid expansion in supply in the absence of market development for organic produce (Lampkin and Padel, 1994). Certification of organic products has emerged as an important issue in their marketing. Certification not only assures consumers that a product that is not observably different from non-organic food was grown,

“We produce organic fruit in India, but the volume is not very large compared to other countries,” states Deepak Shinday, manager of Agrotry Global. This affects exports to European countries, where Shinday believes that organic Indian fruits could have a chance. “In Europe, this type of product is highly appreciated,” affirms the manager of Agrotry Global. higher costs and losses for all involved i.e. importers, certifiers, producers, and government agencies, due to the incompetent handling of information in the chain (Bachi, 2003). The harmonization of standards can reduce the cost of obtaining information by protecting consumers and growers from fraudulent products and claims, and processors can have low cost verification of the authenticity of organic produce inputs. But, there are difficulties in harmonization as there are different stakeholders in the organic food sector with different objectives (Krissoff, 1998). The growth of organic farming in India and other Asian countries has been slow due to the emphasis given to food security rather than food safety. This is in contrast to the growth of organic farming in Latin American countries where it was encouraged by increased opportunity for export of organic products (Naik, 1999) or in Cuba where a crisis (of the fall of the Soviet Union in 1989 and the economic sanctions against Cuba by the USA for 30 years) was converted into an opportunity through shift to organic farming which meant bio-pesticides (microbial products) and natural enemies to combat insect/pest atttacks, crop rotations and microbial antagonists to combat plant pathogens, better rotations, and cover cropping to suppress weeds. Synthetic fertilizers were replaced by biofertilisers, earthworms, compost, other organic fertilizers, natural rock phosphate, animal and green manures. In place of tractors, for which fuel, tyres, and spare parts were largely unavailable, there was a sweeping return to animal traction. fair prices for farmers; redistribution of land turning state farms into into Basic Units of Cooperative Production (UBPCs), a form of worker-owned enterprise ( known as the ‘linking people with the land’ campaign); and greater emphasis on local production. Due to this shift to organic farming, Cuba now has eleventh position on Physical Quality of Life Index (PQLI) (with the USA being at the 15th position) and the Right Livelihoods Award (alternate Nobel Prize by Swiss Parliament) has been given to Cuban Organic Farming Association (Rosset, 2000). Organic farming is practiced in almost all countries of the world and its share in agricultural land and farms is growing with total organically managed are being more than 22 million hectares world wide with major part of it being in Australia, Argentina and Italy (Yussefi and Willer, 2003). Now, there are 90 countries producing organic commodities for commercial scale with more than 20 in Asia and equal number in Latin America (23) and Africa and Middle East (AME) (18) each with thousands of enterprises (60, 000 in Asia, 1.1 lakh in Latin America and 57000 in AME) producing variety of crops and agricultural produce over lakhs of hectares. And, there are global commodity chains and networks in organic trade as well which are largely driven by buyers and certification agencies (Raynolds, 2004). Asia alone has about 6,00,000 hectares under organic production which accounts for 2.6 per cent of all organic area world wide and 15.1 per cent of all organic farms world wide. India has 41, 000 acres under organic farming which is only 0.03 per cent of all agricultural land in India (Yussef and Willer, 2003).

Switzerland Organic supermarkets are on the rise
T
he turnover of organic produce reached a new record last year in Switzerland. With 2,707 billion Swiss francs [2,700 billion USD] in 2017, according to the statistics of Bio Suisse; this represents an increase of 8.1% compared to last year. The Swiss have spent an average of 320 francs per household on organic products. The main players in the country are Coop and Migros. These two distributors account for three-quarters of the market and are already well established in German-speaking Switzerland. But the growing popularity of organic produce in French-speaking Switzerland has attracted new competitors. For instance, the French giant Bio c'Bon opened several stores this year in Lausanne, Renens, Nyon and Geneva. This craze has inspired others. Sonia Ziamni, an entrepreneur from the disctrict of Vaud, wants to create her own distribution network. She opened her first Ôbio store in Montreux and is about to open her second point of sale in Geneva. As many others, she also aspires to conquer all of Switzerland.
NOS: Volume of Russian market for organic products is €160 million
According to the National Organic Union of Russia, the volume of the Russian market for organic products is €160 million. And 80% of this volume comes from imports. “The volume of the Russian market is also small and amounts to about €160 million. At the same time, Russia itself produces only slightly more than 20% of the organic products it consumes, and 80% is import. Very few organic products are imported from the EEU countries to Russia, less than 1% of the import volume,” said NOS Executive Director Oleg Mironenko at the round table discussion themed ‘Prospects for the Formation of a Unified Organic Market of the EEU: Developing Coordinated Regulatory Approaches’. The Russian market of organic products is growing annually by about 10-15%. At the moment, Russia is actively involved in the creation of an interstate standard for all EAEU countries. “This standard was approved and put into effect on January 1, 2018 and we had a hope that other countries will join this intergovernmental standard. Unfortunately, today we state that only Kyrgyzstan and Russia have introduced this standard in their capacity as national standards, while other countries are still in the waiting period, ” added Mironenko. Problems are evident even in Sikkim, which was recognised as the country’s first organic state in 2018. A survey by Delhi-based Centre for Science and Environment shows that the state's transition to organic farming is yet to become a true success. The survey found that the phasing out of chemicals in Sikkim was not complemented by a simultaneous increase in availability of and access to organic manure. Farmers also complained of low productivity during the transition from conventional chemical farming to
organic farming. Pest attack on organic crops is another reason cited by the farmers for low productivity and demanded education and training to deal with it. The problem of pest attacks increased after the conversion to organic farming, but the state is yet to maintain data on this, which is needed for plant disease management. Similarly, nearly 98 per cent farmers in Rajasthan are aware of ecological hazards of conventional chemical-based farming, but fear of decline in production and unavailability of organic inputs in the market discourage them from switching to organic farming, says a 2015 study conducted by the Consumer Unity and Trust Society.
Organic farming fraught with hurdles
According to the Indian Council of Agricultural Research, productivity on an average dips by 6.7 per cent in the first year, and the government needs to have a plan in place to support farmers during the transition. The report on Doubling of Farmers’ Income by Ashok Dalwai committee, too, echoes the concern of the farmers who claim up to 30 per cent drop in yields when embracing organic. It takes about a decade to attain pre-conversion yield levels, according to the committee report. To ensure marketing of organic produce, connecting farmers with the domestic and global supply chain is extremely important. But a new ICRIER study found the supply chain to be underdeveloped. As a result, the small and mid-sized farmers located in hilly regions and tribal belts find it extremely difficult to access the market.
Expensive organic produce discourages customers, affects sales
Even after the produce reaches the markets, consumers find them expensive and discouraging. Rs 1,200–1,500 per month is the additional expenditure if a consumer switches to organic food, says ASSOCHAM study. Farmers say that their organic produce are usually more expensive due to higher labour cost and comparatively lower yields. According to the ASSOCHAM report, post-harvest handling of relatively small quantities of organic foods also results in higher costs because of the mandatory segregation of organic and conventional produce, especially for processing and transportation. “Specialised farmer training costs, processing and inventory holding costs (without chemical additives), and increased packaging, logistics and distribution costs (due to low volumes), contribute to the high price of organic food products,” says the report.
Multiple certification systems
Even as farmers are struggling to find a better market, the existing certification systems for organic food are making things difficult for them. The certification systems are not only cumbersome and timeconsuming, but also expensive. It is important to eliminate confusion over multiple certification systems and multiple ministries regulating organic production and sales. In fact, FSSAI is reconsidering its regulations on organic food that kicked in from July 1 this year, after farmers’ protests. The government, meanwhile, has not done enough to address the hurdles. Paramparagat Krishi Vikas Yojana (PKVY)—the Centre’s free certification programme for organic farmers—is an example. A 2018 report on the implementation of PKVY highlights that all states, except Tripura, Odisha and Karnataka, have failed to utilise even 50 per cent of their funds under the scheme. While the Centre has increased allocation for the scheme by 44 per cent for the current year, corrective measures are needed to ensure that the states become responsible and contribu¬¬¬¬te toward “organic India”. Global demand for Indian Organic food products on constant increase he demand for Indian organic food products is on constant increase world wide as India exported organic products worth $ 515 million in financial year 2017-18, from $ 370 million in 201617, say officials from Agricultural and Processed Food Products Export Development Authority (APEDA). Registering an increase of 39%, the total volume of export during 2017-18 was 4.58 lakh tonne, they added. “The major demands under the organic product category are for oil seeds, cereals & millets, sugar, fruit juice concentrates, tea, spices, pulses, dry fruits, medicinal plant products etc. Though USA, European Union member countries and Canada were the biggest buyers of organic products, many new countries like Israel, Vietnam, Mexico are also taking interest recently,” says Tarun Bajaj, GM, APEDA. He added that the equivalency granted by European Commission and Switzerland for unprocessed plant products and the conformity assessment granted by USDA has played pivotal role in increased export to these countries. The organic food export realization was around Rs 3453 crore (515 million USD). “India is also negotiating with Canada, South Korea, Taiwan and Japan for equivalency with NPOP. In addition the traceability system, Tracenet established by APEDA for certification and export of organic products also helps India to maintain the credibility and traceability of certified products.” says Bajaj. India’s strength as major hub for organic food products, ingredients, commodities and processed food at the three day Biofach India 2018 trade fair for organic food . The demand for organic agri products produced is on constant increase world wide as consumers were shunning the use of chemical fertilizers and pesticides, say officials. Under National Programme for Organic Production, area under organic certification during 2017-18 was 3.56 million hectare. This includes 1.78 million hectare(50%) cultivable area and another 1.78 million Hectare (50%) for wild harvest collection, informed Bajaj. Among all the states, Madhya Pradesh has covered largest area under organic certification followed by Rajasthan, Maharashtra and Uttar Pradesh. During 2016, Sikkim had achieved a remarkable distinction of converting its entire cultivable land (more than 76000 hectare) under organic certification, says Bajaj. More than 500 delegates comprising of exporters, processors, retail chain industry, certification bodies and producers from India and abroad will be participating in the Biofach 2018. APEDA is inviting and sponsoring more than 40 buyers from important importing countries for direct market linkages of producers with international trade. “Entire organic agriculture fraternity comprising of organic products exporters, retailers, traders, processors, ICS management bodies, certification bodies and certified organic farmer groups will be present at the three day event showcasing wide variety of organic products being produced under National Programme for Organic Production (NPOP) under APEDA” he added.
