PROPERTY NEWS Why Buy in Spain? Spain has a great variety of landscapes, from mountains and lakes in the north to sandy beaches, olive groves and vineyards in the south. The drive from Burgos in the north-west to Malaga in the south-east takes you through so many different panoramas; you could be forgiven for thinking you are driving through several different countries. For years the southeastern Mediterranean coast has been one of Europe’s most popular holiday destinations and is the place of choice for most British second homes. However, in recent years the north-west (Galicia) with its craggy shores on the Atlantic is attracting a large amount of attention amongst buyers looking for more rural retreats away from the tourist hubs of the Costas - at more sensible prices.

Only in the last two or three decades, and since Spain’s entry into the European Union, have things really begun to move ahead and to modernise. For those who live in the countryside however, life remains quite traditional and unchanged, blissfully so to visitors who look back to a more intimate and unspoilt village life that is long past in most countries. People are also attracted by the relaxed and slower way of life in Spain and the culinary delights like paella and tortillas are legendary... and affordable. Overall, there are loads of reasons that Spain is the number one destination for Britons buying abroad.

Legalities Based on news stories about property buyers in Spain having their property demolished, I think it’s safe to say that buyers now realise that it’s not only imperative to get a solicitor, but it’s absolutely necessary to get a good solicitor. Another vital factor is that you need to find a solicitor who is independent from the estate agent, developer or company showing you the properties, so that you know the solicitor is working for you and not the property professional. Some solicitors may draw up a contract of sale which is in favour of the estate agent (or end seller), and the reason behind this is quite disingenuous. By safeguarding the agent the solicitors will be assured of retaining their valuable business. Compare your one transaction to the many the solicitor stands to gain from the agent or developer and you will understand the clear conflict of interest here.

Getting Started Buying a property and living in Spain is straightforward if you are a national from another EEC (European Economic Community) country. If however, your nationality falls outside the Euro zone you may be able to buy a property but there might be time restrictions as to how long you can stay in the country. Furthermore, there are

certain guidelines as to work permits for non EEC nationals. You can find out information pertinent to you by accessing the Spanish Embassy website or through a variety of internet websites. Finance In Spain purchase costs could be 10%+ over and above the purchase price and when considering the dramatic changes in currency exchange rates, this percentage could climb much higher. So, if your property price is £100,000 it could cost £110,000 (or more) by the time you complete and take possession of the property. It’s important from the start that you clearly understand how much a property will cost you as this will determine what price range you can look at. While researching the Internet, attending property trade shows and emailing estate agents, start to

investigate what is included in the property price versus what gets added on. In Spain the purchase price includes the estate agency fee (usually 5%, but nowadays maybe 3%). For all property and land, 10% of the purchase price is paid as a transfer tax that goes to the Spanish Treasury. In addition, there are notary fees and a land/ property registration fee, which varies according to the purchase price of the property. Also consider solicitors and mortgage fees. Solicitors usually charge 1% of the purchase price + VAT at 21%.

Make sure that you have done your homework and that you are using a reliable and trustworthy solicitor. This may include asking for personal referrals - and these must not include your developer or agent - or using specialised Spanish websites. If the solicitor does not fully comprehend English or you have any reservations at all - move on and find someone else. Your solicitor will review the sale agreement, verify titles, and carry out other checks to ensure that you’re protected. They, or a notary, may be responsible for paying any taxes and registering the property with the land registry if this is required. Charges vary for legal and notary services but can cost around 1% to 2% of the sale value of the property. In Spain the cost is determined by the government. You need to bear in mind that the legal system in Spain may not work in your favour if trouble strikes, so it is of paramount importance that you hire qualified people who can ensure that you do not have to take legal action. Don’t put yourself in the position of needing legal redress. You may have the law on your side but the legal system abroad can keep you tied up for years and cost a fortune. Make sure you - and your solicitor - get it right from the start and the purchase will move forward easily, most purchases in Spain do, you only hear about those that don’t.

Spanish market remains stable with demand up from foreign buyers British buyers have contributed the most to a steady growth in overseas buyers demand for property in Spain as the housing market remains stable.

the European Union following the forthcoming referendum vote in June creating uncertainty about the UK’s future in Europe, and a weaker Pound in the short term, could encourage British buyers to sit on the sidelines for the next few months.

But the residential real estate market is regarded as stable. The latest index from the Housing Department shows house prices rose 1.8% last year, the first time this index has finished a year in positive territory since 2007.

Foreign demand as a percentage of the market was 13% last year, fractionally down from 13.5% the year before and foreigners bought 46,000 homes in Spain last year, 12,000 in the last quarter alone.

‘So don’t be surprised if British demand is significantly down in the first quarter of this year when the figures come out,’ he added.

Overall foreign demand was up 11% last year, and 12% in the last quarter, whilst local demand grew by only 7% in the last quarter.

At the other end of the scale Russian demand was hammered last year, down 43%, thanks to serious economic problems at home pushing the Rouble down around 16% in the last year, and 50% in the last 3 years, leaving many Russians much poorer.

While the latest index from appraisal company Tinsa shows average national prices were up 2.7% over 12 months, and by 6.1% on the coast, and 2.5% on the Balearic Islands and Canary Islands.

British buyers were once again the biggest group of buyers by a large margin with 9,956 acquisitions last year, some 21% of foreign demand last year, followed by the French with 4,116 or 9%, and the Germans with 3,445 or 7%. According to Mark Stucklin, of Spanish Property Insight, what is remarkable is how much British demand surged in the last two quarters of the year, which was not the case with other nationalities. Russian demand declined steadily throughout the year. He said that in both cases the change was influenced by exchange rates, with the Pound strengthening and the Rouble weakening. ‘The big story from last year’s foreign sales figures was the 81% increase in British demand compared to the year before. The British are clearly back to being the dominant force in foreign demand, though not yet as dominant as they were in the boom years,’ Stucklin explained. ‘Low Spanish property prices, down around 50% from the peak, plus a stronger Pound are no doubt fuelling British demand,’ he said but pointed out that fears of the UK leaving

Although the market is recovering in Spain there are still signs that pries and sales are up and down. The latest data from property portal Idealista shows that the average prices of a home in Spain fell by 0.9% in February to €1,583 per square meter. Year on year prices were down 0.8%. Only two of Spain’s regions registered increases in the average price of property with the Canary Islands up 1.5% and the Balearic Islands up 0.3%. In Galicia the prices remained stable, while the biggest declines registered were those for La Rioja with a decline of 2.8%, Murcia down 2.2% and Castilla y León down 1.8%. The Basque Country remains the most expensive region for second hand housing, with an average price per square metre of €2,550, followed by Madrid at €2,371 and the Balearic Islands at €1,900. In contrast, the regions with the most affordable housing in February were Extremadura at €955 per square meter, Castilla-La Mancha at €968 and Murcia at €1,057.

The price of housing in Spain continues positive trend in March The average price of housing in Spain is still in recovery and in March recorded a rise of 0.8 percent year on year, according to data released by Tinsa confirming the progressive normalization in the sector. The increase comes after increases of 2.7 percent in February and 1.1 percent in January, after closing 2015 with an increase of 1 percent, thanks to the efforts of the two main markets, Barcelona and Madrid, together with Balearics. In March, the Mediterranean and Balearic and Canary Islands Costa consolidated as areas with a more settled rise of 4.3 percent in both cases. Over the short term, the report reveals that since the beginning of 2016, in the five areas analysed the average price has risen compared to the end of 2015, with an increase of 2.2 percent in the first three months of the year.

CLIMBING THE RENT The price of rental housing increased during the first three months of the year in 38 provinces, with a rise in the quarter of 4.3 percent, with the annual rise of 5.2 percent, compared to March 2015, according to a study of Idealist web. The largest increase was recorded in the Balearics, with a rise of 11.2 percent, followed by Valencia (6.7 percent), Pontevedra (5.9 percent), Huelva (5.5 percent) and Madrid ( 5.2 percent). The sharpest drops occurred in Tarragona (-8.6 percent), followed by Vizcaya (-6.1 percent) and Caceres (-1.8 percent). Regarding the price per square meter stood at the third month of the year at 7.4 euros per month and Madrid remains the most expensive autonomy (11.5 euros / m2), followed by Catalonia (11 euros / m2) and the Balearic Islands ( 10 euros / m2). On the opposite side of the table Extremadura (4.1 euros / m2), Castilla La Mancha (4.4 euros / m2) and La Rioja (4.9 euros / m2) stood as the most economic communities.
