Gujarat likely to get relief from unseasonal rain after March 23: IMD

The India Meteorological Department (IMD), the central government’s weather department, has predicted that parts of Gujarat will continue to experience unseasonal rains during this week until March 23rd after that the state is expected to get relief from unseasonal rain. According to the IMD bulletin, “Light thunderstorms with lightning and surface wind less than 40 kmph (in gust) accompanied with light rain very likely at isolated places in the districts of Gujarat region namely Ahmedabad, Anand, Aravalli, Banaskantha, Patan, Sabarkantha, Bharuch, Dangs, Narmada, Navsari, Surat and the social fabric of India” It said the members were also involved in unlawful activities against the idea of India. To present its case, the Centre had examined and presented 100 witnesses and also shown two videos justifying the activities of the organisation and its members. In October last year, the government set up a tribunal comprising Justice Sharma to adjudicate if sufficient grounds were available for declaring the PFI and its eight associate groups unlawful. Invoking the UAPA to effect the ban, the ministry of home affairs had said the PFI and its affiliates were linked to terror groups like the ISIS.

The Inter-Services Organisations (Command, Control and Discipline) Bill 2023 was introduced in the Lok Sabha last week. The Bill empowers the Commander-in-Chief or the Officers-in-Command of inter-Services organisations to exercise administrative and disciplinary powers as laid down, over persons of individual services in their establishments. Disciplinary action would, however, only be taken under the Army, Navy and Air Force Act as applicable to an individual. Hitherto, the practice has been that if a naval officer/other rank were to commit an offence at the Defence Services Staff College Wellington, an inter-Service institution, the Commandant, a three star General, would repatriate the officer/rating to a naval organisation, where he would be tried under the Navy Act 1957. The Commandant, being an Army Officer is not so empowered. The Bill rectifies this anomaly and is a step that has been long overdue. The Bill simplifies procedures and facilitates expeditious disposal that will save time and public money by avoiding multiple proceedings. But it does not rectify the lack of a level-playing field in terms of delivery of justice, as persons can be proceeded against only under the Act of their respective Service. A common offense by a group consisting of Army, Navy and Air Force personnel cannot be tried under a common code as certain provisions in the respective Services Acts are dissimilar. Delivery of justice could vary even though the offence is common. The Army Act 1950 provides for four types of courts martial – General, District, Summary General and Summary Court Martial (SCM). The SCM can try personnel below the rank of Junior Commissioned Officer (JCO) and can award punishment of dismissal and imprisonment up to one year. The Air Force Act 1950 does not provide for an SCM. The Navy Act has only one type of court martial during peace and a disciplinary tribunal during war. Under the Navy Act, the convening authority nominates the president of the court martial. Under the Army and Air Force Acts, the senior most officer is the presiding officer.

The Central Bureau of Investigation (CBI) said on Tuesday India’s request to extradite Mehul Choksi continues to be under ‘active consideration’ of the Antigua and Barbuda authorities, with the agency’s statement coming a day after it came to light that Interpol has removed its red notice against the fugitive diamantaire. “The extradition request remains fully unimpacted by Red Notice-related communications with Interpol,” the CBI said in a statement, Terming Interpol’s decision as ‘faulty,’ the CBI further said it will exercise available remedial and appellate options within the international police organisation to get Choksi’s red notice restored. The agency further noted that Choksi, who is wanted in India in connection with the PNB fraud case and who acquired Antigua and Barbuda’s citizenship in 2017, was located in the Caribbean island long before Interpol, in December 2018, put him on its red corner list, as requested by both the CBI and Enforcement Directorate (ED). Interpol’s move means the former Indian national can travel out of Antigua and Barbuda, freely. Three-day-old baby found abandoned in dump yard rescued: DCW

A three-day-old baby was found abandoned in a dump yard in outer Delhi’s Nangloi on Tuesday, the Delhi Commission for Women said.

The DCW received information on its 181 Women Helpline from a person about the child. The DCW immediately informed the Delhi Police, helped in recovering the child and got her hospitalised. A team of the Commission is present with the child, it said.The DCW has issued a notice to Delhi Police and has sought an action taken report in the matter.The panel has also sought a copy of the FIR along with details of accused arrested. The Commission has also sought details of the family of the child and copy of the order passed by the Child Welfare Committee in the matter, it said. DCW chairperson Swati Maliwal stated, “A 3 day old girl child has been found abandoned in a dump yard in Delhi. Fortunately, a man saw her lying there and immediately called our 181 helpline.
