The Supreme Court on Monday sought the Gujarat government’s response on the bail pleas of some convicts sentenced to life imprisonment in the 2002 Godhra train coach-burning case. A bench headed by Chief Justice DY Chandrachud was told by Solicitor General Tushar Mehta, who appeared in the matter on behalf of the Gujarat government, that it was not “merely a stone-pelting” case as the convicts had bolted a bogey of the Sabarmati Express, leading to the death of several passengers on the train. ”Some are saying their role was just stone pelting. But when you lock a bogey from outside, light it on fire and then pelt stones, it is not just stone pelting,” the top law officer told the bench, also comprising justices PS Narasimha and JB Pardiwala. “Alright, you examine this. Granting relaxations, the government on Monday said the 30-minute daily obligatory public service broadcast by private broadcasters could be embedded in programmes telecast by other television channels. In an advisory, the Ministry of Information and Broadcasting also said the public service broadcast content need not be of 30 minutes at a stretch and could be spread over smaller time slots. “The time for which the public service broadcasting content is telecast in between commercial breaks shall not be accounted for the 12-minute limit for commercial breaks,” the advisory said. The private broadcasters have to submit a monthly report on the Broadcast Seva Portal. In November last year, the ministry had asked the private television channels.

Mughal Garden in Delhi

University’s North Campus has been renamed as ‘Gautam Buddha Centenary’ Garden, an official said on Monday. The garden does not have a Mughal design, was the rationale given by the university behind the rechristening, which was done on January 27. The Rashtrapati Bhavan too had on Saturday changed the name of its famed Mughal Gardens to ‘Amrit Udyan.’ A university official, who did not wish to be named, said that the coinciding of the name change was a matter of chance, and that the varsity had come to the decision after a prolonged discussion with its Garden Committee.

”The competent authority of the University of Delhi has approved the name of the garden (opposite the Vice Regal Lodge) with the statue of Gautam Buddha in

its centre as Gautam Buddha Centenary Garden,” said Registrar Vikas Gupta, in a notification dated January 27. The Gautam Buddha statue has been standing in the garden for at least 15 years. The official said the garden was neither built by the Mughals nor has it a Mughal garden design. A typical Mughal garden -- based on Persian architectural design -- features canals and pools along the axes, as well as fountains and waterfalls, and over time also came to incorporate such features as terraces, and water channels lined with concrete or blue tiles.

The US-India Initiative on Critical and Emerging Technologies or iCET was launched by Prime Minister Narendra Modi and US President Joe Biden on the sidelines of the Quad summit in May 2022. The first meeting of the iCET will take place in Washington D.C. on 31 January between National Security Advisor Ajit Doval and his counterpart Jake Sullivan. The dialogue presents an opportunity for the two nations to further strengthen the upward trajectory of their defence ties and create momentum in trade. The significance of the iCET lies in its assertion of “outcome-oriented cooperation” as it is led by the two nations’ national security advisors. The dialogue focusses on dual-use and deep technology areas of strategic importance such as artificial intelligence (AI), quantum computing, 5G/6G, biotech, space, and semiconductors. Further, the success of a similar initiative called High Technology Cooperation Group (HTCG), which was launched in 2002, gives hope too. HTCG started the process of greater strategic cooperation that eventually led to a review of export controls on dual-use technology, thereby increasing bilateral trade. The iCET has a similar opportunity to lay the foundation for the future of US-India strategic engagement and innovation. The iCET has its work cut out for the first meeting. Although no details have been divulged, a sharp focus on high-priority issues surrounding the technology areas outlined is expected. In AI, the US and India can emerge as leaders by establishing norms and standards for ethical AI and data use. India’s space industry is getting liberalised and has been undergoing reforms ever since it was opened up to the private sector. The anticipated space policy and law will further drive reforms. The two countries need to ensure that regulatory uncertainty and export/import controls in the space sector do not culminate in the industry cooperation falling short of its potential.

A court in Gujarat’s Gandhinagar on Monday convicted self-styled godman Asaram Bapu in a woman disciple rape case registered against him in 2013. Sessions court judge DK Soni reserved its order on the quantum of sentence for Tuesday.

the complainant’s statement and Ila Benarjee’s (witness) statement,” the judge noted during the proceedings. Police opposed the bail application, saying “India has been defamed internationally because of the incident”, to which the judge said, “It may be disgusting but that is another matter, let’s not get into that. Let’s go into how the law deals with it.” The prosecutor also claimed Mishra did not cooperate in the investigation and that he had switched off all his mobile phones. The judge asked how the accused came to know about the FIR in the case, to which the prosecution said it was “through media”. The judge further asked the prosecution how the media knew about the FIR.

Delhi HC sends to SC pleas to recognise same-sex marriages

Hitting out at those who moved to the Supreme Court challenging the Centre’s decision to block a BBC documentary on the 2002 Gujarat riots, Law Minister Kiren Rijiju on Monday held the petitioners responsible for “wasting the precious time of the apex court.” Veteran journalist N Ram, activist lawyer Prashant Bhushan, and others moved the top court challenging the central government’s decision to block the documentary named “India: The Modi Question” on social media. A bench headed by Chief Justice DY Chandrachud took note of the submissions of the petitioners, seeking urgent listing of their separate PILs on the issue. On Twitter, Rijiju responded to a news report and said, “This is how they waste the precious time of Hon’ble Supreme Court where thousands of common citizens are waiting and seeking dates for Justice.”

Odisha’s health and family welfare minister Naba Kishore Das became the first minister in the state to be assassinated in the state and the second lawmaker after the killing of BJD MLA Jagabandhu Majhi by Maoists in 2011. While Das was killed in Jharsuguda district allegedly by a police officer, who is suffering from mental disorder, on January 29, 2023, Majhi died in firing by Maoists during an official function in Nabarangpur district. The Odisha government allocated personal security officers (PSOs) to all lawmakers after Majhi’s killing in 2011, a home department official said. The attack on health minister Das at Gandhi Chhak in Brajarajnagar of Jharsuguda district, reminded people of the vulnerability of public figures in this insurgency hit state. Jagabandu Majhi as the then MLA of Umerkote in Nabarangpur district was distributing land-ownership certificates at a village in his constituency when

three unidentified men opened fire on him and his personal security officer (PSO) in September 2011. The legislator and the PSO died in the incident. Involvement of Maoists was suspected in the attack. Similarly, two persons opened fire on the then tourism and culture minister Maheshwar Mohanty while he was driving a scooter back home from a function in Puri town on February 22, 2014. However, Mohanty survived the attack as doctors removed bullets from his left arm and back. Police investigation revealed that the attack was possibly because of a real estate dispute. The Delhi High Court on Monday sent to the Supreme Court a batch of petitions seeking to recognise same-sex marriages under various laws. A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad passed the order after it was informed by the counsel appearing in the matter that the Supreme Court has transferred to itself all petitions pending in various high courts involving the same issue. been hearing a batch of petitions filed by several same-sex couples seeking a declaration to recognise their marriages under the Special Marriage Act, the Hindu Marriage Act, and the Foreign Marriage Act. A special NIA court on Monday gave the death penalty to Ahmed Murtaza Abbasi, who is accused of the 2022 Gorakhnath Temple attack in Lucknow. Abbasi received the death penalty in Section 121 and life imprisonment in Section 307 of the Indian Penal Court. Special Judge in the NIA Court of Lucknow, Vivekanand Sharan Tripathi delivered the judgement in the case. Abbasi, an IIT graduate and a chemical engineer, tried to forcibly enter the famous Gorakhnath Temple from the southern gate on April 3 and attacked security personnel with a sickle. He injured two Provincial Armed Constabulary (PAC) constables and tried to snatch their rifles after rushing towards

the temple’s security post but was overpowered by other security staff. Police arrested Abbasi on the spot. Abbasi was also arrested in 2014 by Bengaluru Police for being in contact with ISIS propaganda activist Mehdi Masroor Biswas. “He was influenced by terror orgs radical preachers & ISIS-terrorism promoters,” the ADG added. Dutch health technology company Philips will scrap another 6,000 jobs worldwide as it tries to restore its profitability and improve the safety of its products following a recall of respiratory devices that knocked off 70% of its market value. Half of the job cuts will be made this year, the company said on Monday, adding that the other half will be realised by 2025. The new reorganisation brings the total amount of job cuts announced by new Chief Executive Roy Jakobs in recent months to 10,000, or around 13 per cent of Philips’ current workforce.

National Stock Exchange of India (NSE) has once again emerged as the world largest derivatives exchange in 2022 by number of contracts traded based on statistics maintained by Futures Industry Association (FIA), a derivatives trade body. NSE is ranked 3rd in the world in equity segment by number of trades (electronic order book) in 2022, an advancement from previous year when it ranked 4th as per statistics maintained by the World Federation of Exchanges (WFE). The calendar year witnessed the benchmark equity index –the Nifty 50 touching lifetime

high of 18,887.60. Significant strengthening in liquidity was witnessed in most of the product categories including equity, equity derivatives and currency derivatives. In the equity segment, Exchange Traded Funds (ETFs) daily average turnover stood at Rs 470 crores in CY2022, an increase of 51% YoY. Sovereign Gold Bonds daily average turnover in secondary market stood at Rs 7 crores in CY 2022, an increase of 59% YoY. Government securities which have been made available in equity segment of NSE is also seeing significant growth, albeit on a lower base with volumes touching daily average turnover of Rs 3 crores in last month.
