2022 has been a year of ups and downs. As soon as lockdowns and alerts were lifted, rising interest rates and inflation hit. Lurching from one crisis, we are now in a “cost of living crisis”.

uring the pandemic, consumers settled into their homes. They prefer, for the most part, to work from home at least some of the time. Linked to WFH is food-at-home, a trend that has continued well beyond the pandemic, with consumers liking the offerings from supermarkets. Deli grab-and-go, ready meals combined with the latest fastest delivery times are providing consumers with an enticing option to the rising prices at restaurants. Space to watch in 2023. The duopoly ComCom report this year has promised a Grocery Commissioner to hold the industry to account. Watch this space as the nuts and bolts are hammered out, and we learn what this will mean for suppliers and retailers. NPD has been a bit of a curate’s egg this year - some good but many less than inspiring options. The lifespan on-shelf of a new product is getting shorter; in a crowded marketplace with lots of competition, there are far too many “me-too” products launched.

For our team, the Inspire+ NZ Artisan Awards were once again a success with over 1000 entries, followed by the annual PitchMe panel meeting to hear from the 11 finalists selected. We appreciate your support and look forward to working with you in 2023. 2023 is a big year for SupermarketNews, a magazine that has its roots back in 1923 when its predecessor was published under the auspices of The Master Grocers Association. 2022 will go down as one of the most eventful in both the history of the Food & Grocery Council and the industry as a whole. And hard on its heels, 2023 is looming as one of the most significant.

ong before I took over as chief executive in October, after Katherine Rich stepped down after 13 and a half years (a major event in itself), the industry was dealing with Covid and related issues, including staff shortages and international supply chain problems. It all started in January when FGC revealed the Government was commandeering Covid Rapid Antigen Tests (RATs) imported by some member companies. This caused quite a furore but resulted in more transparency around the official ordering of a product that

was to become part of our everyday lives. FGC also worked with retailers and Customs to help members smooth out the lingering kinks in the supply chain caused by the mixture of the huge pent-up demand from the lockdowns across the world and the war in Ukraine. Together, these pushed up fuel prices and freight costs (some of the latter by as much as 500 percent), as well as the prices of basic commodities such as wheat and vegetable oils (before the war, Ukraine produced 46 percent of the world’s cooking oils). It was as a result of Covid that we were picking up changes to Kiwis’ supermarket shopping habits, as they tended to put more emphasis on health and healthy eating by reading labels more closely. However, once inflation really started to climb in the second half of the year, research showed some of that was undone as many began seeking cheaper staples, with private-label offerings


on the rise. Shopping at more than one store in search of specials also became more prevalent. Online is now firmly part of Kiwis’ shopping options, while we’ve also seen a continuation of shoppers’ focus on sustainability that is helpful at driving better practices. There were four major moves on sustainability during the year. Firstly, the Government published its vision for transforming recycling: a container return scheme, where beverage containers are returned to a collection site in exchange for a 20c refund built into the price of the drink; improved kerbside recycling, so the same materials are recycled by all councils; and separation of businesses’ food waste. This work is ongoing. Second, FGC and the Australian Packaging Covenant Organisation have joined forces to push the uptake of the Australasian Recycling

Label in New Zealand. This on-pack labelling scheme helps consumers recycle correctly and supports brand owners to design packaging that is recyclable at end-of-life. Third, FGC and The Packaging Forum are working on a stewardship scheme that will require producers, brand owners, importers, retailers, and consumers to take responsibility for collecting and dealing with plastic packaging. And lastly, leading food businesses have joined together in the Kai Commitment project, which helps businesses reduce food waste by identifying cost savings and new revenue streams from preventing or reusing food waste. These are New Zealand-leading initiatives and FGC members are to be congratulated for the big part they are playing in the sustainability drive. But the issue to rule them all in 2022 was the Grocery Market Study.

From March 8, when the Commerce Commission tabled its final report, to November 22, when the latest piece of legislation emanating from it passed its first reading in Parliament, it’s been all go. We all now know the report delivered a very solid step forward on the issues FGC had raised over many years – that competition in the market was not working well, stifling innovation, consumer choice, and genuine competition, and creating an environment that was difficult for suppliers. The recommendation to establish a Code of Conduct was, of course, the highlight for suppliers, but so was the recommendation to create a Grocery Commissioner with the power to monitor, seek information, and even make further recommendations to the Government should it find competition isn’t being enhanced. These recommendations to improve wholesale distribution and land availability to encourage new retailers, moves around promotions, and unit pricing, were all picked up by the Government, and have resulted in the Grocery Industry Competition Bill, which was introduced into Parliament in November. And so, to 2023. It will be a busy start for FGC, with submissions on the bill closing on January 8. FGC will be seeking to make an oral submission, which will likely be heard in February, and the select committee is due to report back to Parliament by 23 March. That’s when we’ll see with more certainty the changes that will shape the food and grocery sector into the future. The bill is expected to be passed into law around July. Outside that, inflation is predicted to go higher and remain there for much of the year, so we can expect to see a continuation of the buying trends evident in 2022: shoppers will look for quality on selected items, while many will continue to look for specials at more than one supermarket, and many will still prefer to do it online where they can. Thankfully, international freight rates are now dropping to more sensible levels, so there could be easing on some prices, and that would be welcomed by Kiwi families and businesses alike. On a personal note, it’s been a great couple of months at FGC and I look forward to supporting our members and the industry through the challenges ahead in 2023. n

NZ POTATO INDUSTRY PROVIDES SUSTAINABLE STAPLE 2022 saw the NZ potato industry experience navigate a return to some kind of normal after the pandemic years. Through it all we have continued to deliver the best NZ potatoes and produce the best NZ potato products.

T

he biggest challenge for our industry is how to both adapt to the climate crisis and mitigate any threats from it, such as extreme weather events and changing climate. Potatoes will play a major role in helping sustainably feed Aotearoa and the world, using less resources and requiring less land. More than that we also need to navigate the multiplicity of changing regulations and most especially those that are climate related. The high yields per hectare of potatoes make spuds an impressive food staple. Potatoes are low in calories, high in fibre, a source of protein and loaded with vitamins like Vitamin C and potassium.


Potatoes score very well on environmental impact, producing less CO2, lower nitrate leaching and requiring less water to produce than legumes, wheat, or rice. Spuds also require less area to grow, and 5kg can be produced in 1m², about ¼ of the area for equivalent in rice and much less than needed to produce a kilogram of legumes. The Barilla Center’s (sic) double food pyramid depicts the nutritional value of food and its environmental impact, with potatoes appearing in the base layer of the nutrition pyramid denoting high nutritional value and in

the tip of the environmental pyramid denoting low impact. New Season potatoes are in store now. It is the happiest time of year for spud lovers and the busiest time of year for our growers, in Northland, Pukekohe, Manawatu and Canterbury. Not only do our growers provide the best food for NZ consumers, but we also farm in a sustainable way, and we have strategic targets of net zero emissions by 2035. We are a +$1-billion-dollar industry and we ensure our grower levies are used to continue to improve potato breeding, environmental management, sustainable practices and to encourage healthy consumer choices.

he pandemic that refuses to entirely go away is still having an impact on grocery operators, as its ripples continue to be felt in the supply chain. Inflation is as much of a challenge for grocers as it is for their customers, as they strive to maintain reasonable prices and deliver good value amid their historically tight margins. Grocers operate in a complex marketplace in which the only constant has been change. Navigating these volatile times is a tremendous accomplishment that will help independents through tough marketplace conditions that have lingered throughout 2022. Overall sales for independent grocers have been something of a rollercoaster, with peaks in April and July and valleys in March and

September. Still, same-store sales for every month of 2022 have shown positive year-overyear growth. The Fresh departments have been a key area of growth and a point of difference for NGA retailers. Local fresh produce, in-store custom butcher shops, scratch-made bakery goods and culinary-inspired prepared foods are leading the way to attract and retain customers, along with a high level of customer service, as smaller grocers are less able to compete on price. The organisation is also seeing renewed growth in private-label products, which is also driven by inflation. In terms of challenges, independent grocers in the USA were among the earliest adopters of Covid precautions, meeting or exceeding local


guidance for employee and customer safety. Pandemic-driven challenges on the supply chain; a sweeping labour shortage impacting retail, manufacturing and transportation; soaring inflation; and high fuel prices drove independent grocers to innovate and pivot in a variety of ways, including alternate sourcing of products, incentives to attract workers and enhanced consumer engagement to offer valuedriven shopping guidance. In particular, the pandemic magnified long-simmering inequities in the marketplace caused by large dominant retailers, also known as power buyers, who leaned on anticompetitive tactics to shut out smaller grocers from high-demand products and goods. The merger of the USA’s top two grocery chains should raise serious questions about a single supermarket giant gaining unprecedented dominance over the nation’s food supply chain. A merger would not only put smaller competitors at an unfair disadvantage but also increase anticompetitive buyer power over grocery suppliers, which ultimately would harm consumers. Years of grocery consolidation enabled

dominant grocers to use their economic power to disadvantage smaller competitors and shut out rivals. The announced merger between Kroger and Albertsons will only increase the influence that a handful of grocery players wield over food suppliers unless clear guardrails are in place that limits their market power. Without strong enforcement of the RobinsonPatman Act, consumers are deprived of the benefits of a competitive market, where a diverse set of businesses compete to offer better prices, higher quality, better service, more locations and a greater diversity of products. Further, should the merger be approved, the divestitures must consider the broad economic realities of grocery retailing in today’s economy, and provide capable operators with the chance to buy divested assets rather than to spin off stores for the benefit of a narrow band of private equity investors and in a way that puts consumers at risk. This past year the NGA has been encouraged by the support for the antitrust reform by members of the Federal Trade Commission and policymakers on both sides of the aisle. We have recently seen the most movement and greatest chance for reform and renewed enforcement in the four decades that our association has been advocating for this issue. In addition to this advocacy, NGA supported a Farm Bill renewal process that included expansion of the Supplemental Nutrition Assistance Program (SNAP) and reinvestment in programs like nutrition incentives, which have proven to be a successful public-private partnership to enhance public nutrition and uplift communities. These programs are important to independent grocers serving urban and rural areas where food insecurity has been a problem. NGA looks forward to honouring commitments made in connection with the White House Conference on Hunger,

Nutrition and Heath to address food insecurity in the nation. Specifically, over the next two years, NGA will assist with improving access to grocery stores across the country by working to increase the number of grocery retailers authorized for SNAP online purchases with a prioritization on rural areas and areas with low food access and creating a toolkit with a list of resources and funding opportunities to support the expansion of full-service grocery stores in designated food deserts. Further, NGA appreciates bipartisan efforts to advance credit card reform legislation and reverse the trend of higher credit card processing fees (swipe fees) that add pressure to independent grocers’ already strained bottom lines. Members are also continuing to consider sustainability, using conservation methods or replacing old technology wherever possible. Additionally, many members promote partnerships with local produce growers and ranchers commuted to sustainable agriculture. Independent grocers are among the most community-minded business owners, committing significant time and resources to local organisations. We expect challenges like inflation and supply chain pressures to continue but gradually moderate in the coming year, allowing grocery operators to deliver a greater value to their customers. Independent community grocers will continue to demonstrate the skill and commitment that has made them some of the most innovative operators in the grocery industry and significant contributors to the local and national economy. n

etween inflation, an energy crisis, HFSS regulations and three different Prime Ministers, the UK has faced a year of challenges that are set to continue. Food inflation for November 2022 had the highest increase ever seen since the records began in 2005. Sitting at 12.4 percent, it was up from 11.6 percent in October. One thing that the UK does remain a leader in, however, is its number of supermarkets.


While consumers in markets with less competition must manage the hand dealt by a few businesses, chains in the UK remain competitive and allow customers excellent variety in times when prices are key. Aldi, Lidl, Tesco, Asda, Sainsbury’s, Morrisons, Ocado, Waitrose, Co-op, and M&S have almost all reported a drop in profits this year, as they are not passing the cost of price inflation onto customers. The 2022 holiday season saw the annual supermarket price competition, which dropped bags of some vegetables down to as little as 19 pence. Helen Dickinson, Chief Executive of the British Retail Consortium, has noted the numerous challenges and said 2023 looks to be much the same. “The UK economy has been buffeted by soaring inflation, political instability, and a weak pound. Households have faced inflation rates not seen in over forty years, as the war in Ukraine drove up food and energy prices. Rising costs and falling sales volumes have also meant an increasingly challenging year for retailers. As competition for the limited consumer spend heats up, retailers will need to focus on delivering value to their customers.” “Customers are more cautious in their spending, looking for the best value for money

in their purchases. Even higher-income households are trading down to cheaper brands, while many value brnads have seen a huge jump in demand. Retailers must respond to this backdrop by continuing to put the needs of their customers first and ensuring everything they do represents excellent value for money. And those selling more discretionary products will need to work twice as hard to show the value and importance of their products to their customers.” n

has been the most stressful and challenging year for the 3,500 community shops and supermarkets that Ireland’s Retail Grocery Dairy & Allied Trades Association represents. Energy bills jumped by up to 400 percent; labour shortages and a string of new sustainability/circular economy and proposed new employment schemes have added to the cost of doing business and have left many independent convenience store and supermarket owners wondering about the future viability of their businesses. Energy prices are the number one issue for Irish fresh food retailers at present. A relatively small supermarket is facing a bill of over €220k for energy in 2022. This is followed closely by challenges in sourcing good staff, food and cost inflation, insurance costs and new Government schemes around mandatory sick pay and auto-enrolment

pensions coming in 2023 that will add significantly to labour costs. The fallout from Brexit continues to impact on the Irish grocery sector as the UK was our biggest market for importing food and most of the EU sourced foods came in via the UK land bridge. Covid was a mixed experience for independent food shops. Many showed just why they are the vital hub in their community. Customers appreciated how they stepped up to the mark to provide essential food and convenience services in a safe and friendly environment. For others in urban areas, business districts or near schools or universities, it was extremely challenging. Covid did highlight the genuine strengths of local community supermarkets owned and operated by local people who are heavily invested in the local community. While the UK chain Tesco has 20 percent of the market and German discounters Aldi and Lidl have 12 percent each, most of the independent shops that RGDATA represents have joined buying groups over the past 30 years. They operate as part of a symbol group using their family name eg Twomey’s SuperValu and Timothy’s Londis. This has ensured that the independent sector still has over one third of Ireland’s total grocery/convenience market. To be honest, there has not been a lot to “excite” Irish convenience retailers in 2022 – it has probably been the most stressful year for


many as the horrendous increases in energy costs and input cost price inflation have created serious stress amongst even the best awardwinning fresh food retailers. Even the most upbeat, optimistic member of RGDATA is concerned about the viability of their business. RGDATA members have been engaging in many sustainability and circular economy measures over the past few years – offsetting carbon footprint by planting trees; installing alternative energy solutions; upgrading fridges and lighting, composting, segregating waste and managing food waste efficiently – our Government is introducing a Latte Levy in 2023. Retailers are disappointed that their efforts to source and use compostable cups is not being recognised, and all single-use cups will be treated the same. As a representative association, we are seeking more investment in Ireland’s composting facilities and a move to single-use compostable materials and consumer education to get them to manage waste responsibly so that compostable materials actually get composted and not thrown into mixed waste bins. A deposit/return scheme for PET beverage bottles and aluminium cans will be introduced in Ireland in February 2024. It is a producer

funded scheme and is supposed to be cost neutral for shopkeepers. As the scheme is being developed from scratch, there are a lot of concerns amongst retailers about manual handling versus investment in a Reverse Vending Machine and how it will impact their business. Negotiations about the rollout of the scheme will intensify in early 2023. For the rest of 2023, RGDATA will be focussing on getting the Government to extend the Temporary Business Energy Support Scheme, ensuring Ireland’s Deposit & Return

Scheme is fit for purpose and cost neutral for non-producer retailers. We will continue our campaign to reduce business costs, including Ireland’s high shop insurance costs and ensure that vital local community shops have a strong voice and representation at Government level. n
