Introduction The Delta Lloyd North Sea Regatta is organised by Jachtclub Scheveningen in conjunction with Stichting North Sea Regatta, for monohulls sailing under the IRC and ORC Club handicap (with short and long distance courses), monohulls one design classes and multihulls. The regatta starts on Tuesday 31 May with the Vuurschepen/Harwich race for IRC en ORC Club class boats from Scheveningen to Harwich followed by the RORC North Sea race from Harwich to Scheveningen starting on Friday 3 June. On 10, 11, 12 and 13 June the races will take place in 6 fleets on the North Sea off Scheveningen harbour. 1. The Rules 1.1. 1.2. 1.3.

The Regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). The prescriptions of the Dutch National Authority will apply. Specific rules for each fleet are included in the fleet sailing instructions

2. Schedule of races and first warning signals The schedule of races on this page shows the time of the first warning signal of the day for each fleet, the number of races to be sailed and the location of the race area for each fleet on each day of racing. For further information on combination of classes in starting groups, and starting sequences for starting groups see the fleet’s sailing instructions. The schedule also indicates the provisional allocation of classes to fleets. Any changes to this allocation will be announced by posting on the official notice board before 20:00 (local time) on the day before they will take effect.

Boats may enter for these long distance races without participating in the full North Sea Regatta.

3. The R.O.R.C. North Sea race The R.O.R.C. North Sea race is organised by the Royal Ocean Racing Club in England. For information see the notice of race and sailing instructions of the R.O.R.C on www.rorc.org.. Entering for the RORC North Sea Race must be done on the RORC online entry system REMUS.

5. Protests and requests for redress 5.1.

Protest forms and protest time limits: Protest forms are available at the race office either in Scheveningen at the regatta office or at the beach regatta office (Fleet C) or in Woolverstone (For Vuurschepen/ Harwich race) and shall also be delivered there. For the Vuurschepen/Harwich race the protest form should be delivered to the race officer as soon as reasonably possible after the finish. For fleet C the protest time limit is 30 minutes after the last boat has finished the last race of the day. For all other races and fleets the protest time limit is 60 minutes after the race committee signal boat has arrived in the harbour. The arrival will be indicated by a sound signal of approximately 10 seconds, made by the race committee signal boat. The same protest time limit applies to all protests by the race committee and jury and to requests for redress. This changes RRS 61.3 and 62.2. Protest notices: Notices will be posted as soon as possible after receipt of the protest form and in any case within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury office in the sequence as posted. Notices of protests by the race committee or jury will be posted to inform boats under RRS 61.1(b). Exemptions for breaches of SI and the rules, and resulting penalties: Breaches of the following instructions will not be grounds for a protest by a boat. This changes RRS 60.1(a): • SI-A&B 1.10, 1.11,10.7, 10.9, 13, 20, 22, 23 and 24; • SI-C 1.2, 10.5, 19 and 20; • SI-D 1.2, 10.6, 18, 19, 20, 21, 22 and 23 • SI-E 1.2, 10.8, 18, 19.2, 21 and 22 Penalties for these breaches, or breaches of a measurement or equipment rule may be less than disqualification if the jury so decides (This changes RRS 64.1), except for breaches of certain Safety Regulations, as indicated in the SI of each fleet under that heading. Penalties for those breaches will be as indicated in these SI, applied by the RC without a hearing. (This changes RRS 63.1) Rules 60.2 and 60.3 are amended in that both the RC and the jury may protest a boat as a result of a report by an interested party, where that interested party has been prevented from bringing a protest by the rules or the SI. Reopening of hearings: On the last day of the regatta a request for reopening a hearing shall be delivered

(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; (b) not later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS 66. Restrictions for appeal: 5.10. Protests for Vuurschepen/Harwich race will be handled by the local protest committee in Woolverstone. If dissatisfied with a decision by the protest committee, a party is entitled to a hearing by the international jury of the North Sea Regatta, present in Scheveningen from 10 June 2011. 5.11. All protests involving a rule of Part 2 will be subject to arbitration, unless the arbitrator deems the protest inappropriate for arbitration. RRS 44.1 is changed to permit a boat to take a 30% scoring penalty as calculated in RRS 44.3(c) during the arbitration hearing. RRS 63.1 is changed by adding: "The arbitrator may allow a protest to be withdrawn without the approval of the jury". After a written protest is delivered to the protest desk, one representative from each boat who was on board at the time of the incident, will meet with the arbitrator unless the protestor requests that the protest be withdrawn. No witnesses will be allowed. After taking evidence from each representative, the arbitrator will render his opinion: (c) The protest is invalid or no boat broke a rule. If the protestor agrees, the protest may be withdrawn. If the protestor disagrees, the jury will hear the protest. (d) One or both boats broke a rule. The boat(s) breaking a rule may accept a 30% scoring penalty as mentioned in SI 6.2 and the protest may be withdrawn. If not, the jury will hear the protest. (e) The arbitrator(s) decides a full protest hearing is required. In which case the jury will hear the protest. The arbitrator(s) will not be a member of the jury that hears the protest but will be permitted to observe the testimony given to the jury and offer testimony. This changes RRS 63.3(a). The abbreviation ARB will be used for an arbitration scoring penalty. This is an addition to RRS A11.

9. Disclaimer of liability Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. Neither the organizing authority nor any other party involved in the organisation of this regatta will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 10. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of â‚Ź 1.000.000 per event or the equivalent. 11. Rights to use name and likeness By participating in the North Sea Regatta a competitor automatically grants the organizing authority and the sponsors of this regatta the right to, in perpetuity, make use and show, from time to time and at their discretion, any (still) motion pictures, live, taped or filmed television and other reproductions of the competitor and its material, during the period he/she participates in the competition without any compensation.

SAILING INSTRUCTIONS Fleet A & B IRC 1-2-3 ORC club 1-2-3-4-5, Swan 45 Class, X-35, First 31.7 1.

Rules

1.1.

The general part of the Delta Lloyd North Sea Regatta 2011 sailing instructions is part of these sailing instructions. Between sunset and sunrise navigation lights shall be shown and the relevant articles of part 2 of the RRS will cease to apply and be replaced by part B -Steering and Sailing Rulesof the International Regulations for Preventing Collisions at Sea (1972). The Vuurschepen/Harwich race is classified under ISAF Offshore Special Regulations 2010 - 2011 category 3 monohulls with life raft. For the application of IRC rule 21.1.5 (d) the Vuurschepen Harwich race is not a race on consecutive days with the other races in the NSR. During the Vuurschepen/Harwich race a spare mainsail may be used as a racing replacement. This changes IRC Rule 21.1.5 (e) For the RORC North Sea race the RORC SI will apply. During races on consecutive days a spare mainsail may be used as a racing replacement when the race committee notifies so on the official notice board. This changes IRC rule 21.1.5 (e) The inshore races are classified under ISAF Offshore Special Regulations 2010 - 2011 category 4 IRC Rule 22.4.2 is deleted and replaced by “The maximum number of crew that may sail aboard a boat shall be the Crew Number printed on her certificate plus 1 . There is no weight limit. Each boat shall have affixed a hull decal of the event sponsor, provided by the organization, in the colours of her group on both sides of the hull approximately 20 cm. from the bow, in accordance with ISAF regulation 20.4.1.1 (a). IRC and ORC classes shall fly from their backstay when racing a coloured Delta Lloyd flag corresponding with the colour of the decal for the starting group. Both flags and decals will be issued by the organising authority. Swan 45, participating in the one design competition, shall comply with the class rules published by the Swan 45 Class Association. For X35 class a trysail and heavy weather jib are not required to be on board during the inshore races (10-13 June)

The RC may change the starting sequence in order to shorten waiting times. The second substitute will be shown on the starting boat. Listen on VHF channel 72 for Fleet A and VHF channel 8 for Fleet B. 6.3.

Any change to the Sailing Instructions will be posted before 07:30 LT on the day it will take effect, except that any change to the schedule of races other than changes to the group schedule (SI-A&B 6) will be posted before 20:00 LT on the day before it will take effect.

Group schedule Classes may be combined in starting groups. The group schedule will be posted on the official notice board after the entry time has expired, at the latest on 22:00 on the evening preceding the start of the first race. The race committee may change the combination of classes per start group after the first day. Such changes will be announced in accordance with SIA&B 3 before 07:30 LT, on the day they will take effect.

Signals made ashore

7.1.

Signals made ashore will be displayed on the signal mast close to the Regatta Office of the Delta Lloyd North Sea Regatta. Signals that apply only to fleet A or B will be preceded by the fleet flag, a white flag with a red letter A or B. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ “in RRS race signal AP.”

The racing area is defined as the surface of a circle overlapping by 250 meters the circle drawn through mark 2 and the marks of the starting and finishing line. Attachment 1 to SI general part shows the approximate location of the racing areas. For the Vuurschepen/Harwich race the race area will be the North Sea between latitudes 51.45.00 N and 52.45.00 N.

The courses

11.

Change of the position of the next mark

8.1.

Three different types of courses can be laid: Type 1 and 2 windward-leeward course on Friday 10 to Monday 13 June. The courses will be set to last approximately 90 minutes. Failure of the RC to meet this length shall be no grounds for redress. Type 3 course, set around hydrographical marks and Inflatable buoys for the Vuurschepen/Harwich. The diagrams in Attachment Fleet A&B – A.1 and A.2 show the course types 1 and 2, the order in which marks are to be passed, and the side on which each mark is to be left. The description of the courses for type 3 is given in Attachment Fleet A&B - A.3. No later then the preparatory signal and until the starting signal, the race committee signal boat will display the course information, indicating the number of laps, the approximate true bearing and the approximate distance from the race committee signal boat to mark 1. This changes RRS 27.1. Mark 2 is positioned approximately 0.2 NM windward of mark 1. The sequence of this course information is shown in Attachment fleet A&B, A. Shortening with code flag “T” When a RC boat stationed near a mark to be rounded displays code flag “T” the mark shall be rounded at the side indicated in the SI continued by, “sail directly to the finishing line and finish" If code flag “T” is displayed above one or more class flags, the above applies to the class indicated only.

11.1.

To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark, if possible, as soon as practicable. The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

The finish

12.1.

The finishing line is defined as: the line between a staff or mast with a blue flag aboard the finishing race committee boat at the starboard end and an unnumbered orange cylindrical shape with white and blue Delta Lloyd logo at the port end. The finishing line for Vuurschepen/Harwich race is described in Attachment Fleet A&B - A.3.3.

Marks

9.1.

All marks are coloured cylindrical shapes with white and blue Delta Lloyd logo. The numbers and letters that may be visible on the marks have no meaning whatsoever. Mark 1, the spreader mark for mark 1 and mark 3 (or gate marks) are yellow cylindrical shapes. For course type 1 the new mark as provided in instruction 11.1 will be a black cylindrical shape. Mark 2 and the spreader mark for mark 2 are orange cylindrical shapes. For course type 2 the new mark as provided in instruction 11.1 will be a white cylindrical shape.

The start

10.1.

Races will be started according RRS 26, with the following addition: An attention signal (flag F with one sound) will be made five minutes before the warning signal for the first class to start, but not after a general recall (EV) Flag F will be removed with one sound one minute before the warning signal. The warning signal of each succeeding class shall normally be made with the starting signal of the preceding class, but it may be made 5 minutes later if the starting line has to be rearranged. Upon removal of the preparatory flag (1 minute before the start) the sound signal will be 1 sound instead of 1 long sound. This changes RRS 26. The starting line will be between a staff or mast with an orange flag on the race committee signal boat at the starboard end and the course side of an unnumbered orange cylindrical shape with white and blue Delta Lloyd logo at the port end. The race committee signal boat can be recognised by the fleet flag (SI-A&B 4.1). The starting area is defined as the area 100 meters both to leeward and to windward of the starting line and 50 meters to either side of the starting line. Boats whose warning signal has not been made shall avoid the starting area. A boat starting later than 9 minutes after her starting signal will be scored DNS (did not start.)This changes RRS A4. Report to the race committee signal boat Before the first warning signal of the first race of that day or their first race of the day, each boat shall pass the starboard end extension of the starting line, within 2 boat lengths of the race committee signal boat. Each boat shall have her sail number acknowledged by the race committee.

Race declaration

13.1.

After the Vuurschepen/Harwich race, the duly completed race declaration must be submitted to the regatta office, within the protest time limit, unless the jury has extended this time limit.

14.

Time limits

14.1.

Yeoman challenge races Boats failing to finish within 30 minutes after the first boat of her class will be scored DNF (did not finish). The time limits will be applied at the discretion of the race officer. Boats can not request a redress for the decision made by the race officer.

Protests and requests for redress

15.1.

Instructions for protests and requests for redress are set out in the general part of the Sailing Instructions (SI-GEN 5).

Arbitration

Arbitration will apply as set out in the general part of the sailing instructions (SI-GEN 6).

17.

Penalty system

17.1.

Vuurschepen/Harwich race Boats scored OCS in offshore races will be assessed a 20% scoring penalty as defined in RRS 44.3 RRS rules 44.1 and 44.2 are changed so that only one turn is required, in the same direction, including one tack and one gybe.

Scoring

18.1.

The low point scoring system (RRS Appendix A) shall apply with the following alterations: For the overall Delta Lloyd North Sea Regatta results, the scores of the Vuurschepen / Harwich Race and/or the North Sea Race will be recalculated with the following changes: § Only boats, competing in the inshore races, will be scored. § Low point scoring will be used. § Boats will be reassigned to classes in accordance with the Noordzee Club rating bands (NOR 3.1). All races will count to calculate the final result when less than 7 races are sailed. When 7 or more races are sailed the worst score will be discarded, when 11 or more races are sailed the two worst scores will be discarded with the exception that the results of Vuurschepen / Harwich Race and North Sea Race shall not be discarded. This changes RRS Appendix A2. For Yeoman Challenge North Sea Regatta Trophy all races will count to calculate the final result when less than 5 races are sailed. When 5 or more races are sailed the worst score will be discarded. When 9 or more races are sailed the two worst scores will be discarded. This changes RRS Appendix A2. For practical reasons the races for Yeoman Challenge North Sea Regatta Trophy are numbered 3 to 12. The finishing order of boats in handicap classes is the finishing order on corrected time.

For races 3 – 12: The corrected time for ORC will be calculated according to the time on time triple number system UD. The applicable handicap will be shown on the race committee signal boat at the warning signal: L means time on time light wind M means time on time middle wind H means time on time strong wind If due to severe change in wind speed the given handicap will not represent the situation of the race, the race officer may decide to change the handicap and will show this at the finish. For Vuurschepen/Harwich race: The corrected time for ORC will be calculated according to the time on time triple number system (CR).The applicable wind handicap will be determined after the finish of the race. Any decision by the race committee in connection with the application of the triple number system will be no ground for redress. This changes RRS 62 1a. Safety regulations

19.1.

Only for the Vuurschepen/Harwich race: Before leaving the harbour, each boat must submit a completed crew list to the Regatta Office. A boat that retires should report this to the race committee signal boat on VHF channel 72 for fleet A or on VHF Channel 8 for fleet B or to the regatta office immediately upon return to the harbour. Life rafts: all boats participating in the Vuurschepen/Harwich race and the RORC North Sea race must carry a life raft, capable to carry the boat's complete crew. VHF: It is recommended that boats participating carry a VHF radio with channels 8, 10, 14, 16, 21, 72 & 77. Upon leaving & entering the harbour, channel 21 must be standby.

Use of different sail number

20.1.

Requests to use a different sail number while racing shall be lodged with the regatta office in writing not later than 2 1/2 hours before the start of the first race. The RC will only consider such request(s) if it is convinced that the original number cannot, be applied to the sail concerned and only if the replacement sail number is not used by another competing boat.

21.

Equipment and measurement checks

21.1.

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection. The measurer can be recognised by a yellow flag and can be in a committee boat or ashore. Competitors are bound to follow the instructions of the measurer.

22.

Support boats

22.1.

Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.

23.

Haul-out restrictions

23.1.

Boats shall not be hauled out after Friday the 10th June 12:00 without written permission of the international jury.

24.

Radio communication

24.1.

The Starting/Finishing boat will use VHF channel 72 for fleet A and VHF Channel 8 for fleet B as a means of supplying information. The content of information given over the VHF channel is service to the competitors and will be no ground for redress. A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats, except for safety messages. This restriction also applies to mobile telephones.

25.2.

EMERGENCY PROTOCOL In case of man overboard during the inshore races immediately call VHF 72 (Fleet A) or VHF 8 (Fleet B). Rescue will then be alarmed. In case of personal injuries needing hospital attendance call VHF 16 (Netherlands Coast Guard) Boats will be directed to the lifeboat harbour for the ambulance. Call VHF 72 (Fleet A) or VHF 8 (Fleet B) to inform the race committee.
