Introduction This report has been compiled by COWI Ltd to document the developmental contributions by the United Nations Children’s Fund (UNICEF) in the reconstruction of schools and health centers in six districts in Northern Uganda that were affected by the insurgency in the past 20 years. It portrays the reconstruction efforts for works executed by UNICEF with funding from the government of Japan in the then districts of Gulu, Amuru, Kitgum, Pader, Lira and Oyam. It is important to note that other districts have since been curved out of the six districts and it shouldn’t be surprising to find that some of the institutions dwelt on in this report are now actually found under different districts. The project was implemented by UNICEF with funding from the Government of Japan and was executed under the supervision of COWI Ltd. The project construction activities commenced in August 2009 and were substantially completed in June 2010.

Project background Two decades of armed conflict between the Uganda People’s Defense Forces (UPDF) and the Lord’s Resistance Army (LRA) resulted in a complex humanitarian situation in northern Uganda, notably in Acholi and Lango sub-regions characterised by massive internal displacement of people. More than 1.8 million people were forced to shift from their homes by the insurgency to the more secure Internally Displaced People’s (IDP) camps where the Uganda government forces offered them protection. This led to drastic deterioration or even outright collapse of infrastructure particularly schools and health centers due to abandonment and lack of main-

tenance. The existing facilities were abandoned while temporary facilities were set up at the IDP centers till the insurgency subsided. With positive developments in 2006, the humanitarian situation in northern Uganda gradually improved and by the end of September 2007, more than half of the formerly displaced people had been repatriated with over half a million settling permanently in their original villages. The return has certainly not been smooth as almost all families had to return to destroyed, damaged or dilapidated facilities and infrastructure and in most cases, a stark lack of institutional, social and economic structures. Not only did the conflict disrupt the provision of critical social services such as primary health care and education, it also contributed to the breakdown of traditional community structures for support and assistance. Through the Child Friendly Environment and Community Empowerment (CFE) project, UNICEF with support from the government of Japan embarked on a comprehensive rehabilitation process that saw the revitalization of two of the most critical services impacting the survival and development of children in these regions. These comprised services in primary schools and the health care facilities. In October 2008 UNICEF with funding from the government of Japan contracted COWI, an engineering consulting firm to offer technical expertise in the aspects of design, planning, tendering and post contract supervision of rehabilitation and construction of new facilities in 72 schools and 24 health centre facilities in the 6 districts. The project was aimed at improving education, hygiene, sanitation and

safe water access especially by the children in these areas. The total project cost was approximately USD 5 million (12 billion Uganda shillings) and covered 4 districts in the Acholi sub region (i.e. Amuru, Gulu, Kitgum, and Pader ) and 2 in Lango subregion (i.e. Lira and Oyam). In all, 72 primary schools and 24 health centres were targeted to be improved. This project was effectively completed in November 2010.

Project objectives and achievements The overall objective of the project was to ensure that after the conflict, children and women were placed at the centre of the recovery and development process in northern Uganda, and that the facility based structures of the formal sector are strengthened with the ownership and participation of communities:The project has so far achieved the following:1. A remarkable improvement in access to primary education by the children in the region through provision of sound classroom structures, scholastic and recreational materials. 2. A remarkable improvement in the provision of safe and clean water in schools and health centres with improved sanitation through provision of sanitation and hand-washing facilities 3. Improvement in teachers’ commitment and morale through provision of decent staff houses and sanitation facilities. 4. A remarkable improvement of health care service delivery

About Kitgum District At the time of Uganda’s independence in 1962, the Acholi sub-region formed what was then known as Acholi District. This was later divided into East Acholi and West Acholi districts in 1974 which were subsequently renamed Kitgum and Gulu respectively in 1980. The map below shows the location of Kitgum district in relation to its neighbouring districts. Kitgum district comprises two counties of Lamwo and Chua counties and until recently it also comprised Pader region which has now been broken off

to form an independent district, Pader district. The district had a population of 283,546 people projected to grow to 331,334 by the start of the CFE project in 2008 with 163,757 male and 167,577 female. It is an exclusively agricultural district with mainly subsistence farming being practiced.

Alaa Primary School Alaa Primary School is located in Padibe East Sub-county and at the time of intervention had a population of 428 pupils (243 boys and 185 girls) under the stewardship of 9 teachers. Before intervention, the school had two classroom structures part of which was being used as an office, staff room and store. The additional classroom space was improvised by using tents provided by UNICEF as seen in the pictures. The tents were often blown away by strong winds or if not, the occupants were often subject to harsh weather conditions when it rained.

The school had only one toilet facility for its entire population. This was inadequate and besides, it would soon require demobilisation. During the CFE project, the following intervention was made:1. Construction of a 5-stance VIP latrine. An open tent that would be un usable during heavy rains

Alune Primary School Alune Primary School is located in Akwang Sub-county and at the time of assessment, had a population of 261 pupils (128 boys and 133 girls) under the stewardship of 9 teachers. Before the CFE project, the school had two old and incomplete 4-class room blocks with dilapidated floors, walls and leaking roofs. There was hardly any furniture for the pupils. The existing sanitation facilities were inadequate while the teachers were housed in grass thatched huts.

Aywee Primary School Aywee Primary School is located in Omiya Nyima Sub-county and is one of the oldest primary schools in Kitgum District. At the time of assessment, the school had a population of 438 pupils (223 boys and 215 girls) under the stewardship of 9 teachers. Before the CFE, some of the pupils attended classes in un incomplete structure and others under trees. Later on UNICEF provided tents, some of which didn’t have side flaps and so occupants were not shielded against wind, rain or dust. The water and sanitation facilities were definitely inadequate, pathetic and hard to maintain.

Kalabango Primary School Kalabango Primary School is located in Orom Sub-county and is one of the oldest primary schools in Kitgum District. At the time of assessment, the school had a population of 646 pupils (354 boys and 292 girls) under the care of 9 teachers. Under the CFE project, the following intervention was made:1. Kapeta Primary School Kapeta Primary School is located in Palebek Kal Sub-county. At the time of assessment, the school had a population of 744 pupils (398 boys and 346 girls) with 9 teachers. There was a shortage of classrooms, as such some of the children studied in dilapidated structures, temporary grass thatched classrooms or under trees. The teachers themselves stayed in grass thatched huts. The existing toilet facility was rundown; most of its door shutters had fallen off.

Kirombe Primary School Kirombe Primary School is found in Madi Opei Sub-county. At the time of assessment, the school had a population of 640 pupils (358 boys and 283 girls) under the stewardship of 9 teachers. The school had only one block of two classrooms with the rest of the pupils either studying under trees or in a tent donated by UNICEF. The toilet facilities were definitely inadequate while the teachers stayed in grass thatched structures. Under the CFE project, the following interventions were made:1. Construction of a new 2- Classroom block. 2. Construction of a new 5-Stance VIP toilet block.

Lalak Primary School Lalak Primary School is located in Lokung Sub-county. At the time of assessment, the school had a population of 916 pupils (455 boys and 461 girls) under the stewardship of 9 teachers. The school had two existing classroom structures that were dilapidated and required renovation. The existing toilet facility had been rundown and was not even adequate for the school population while the teachers were accommodated in grass thatched structures. Under the CFE project, the following interventions were done:1. Renovation of 2 existing Classroom blocks. 2. Construction of a new 5-Stance latrine.

Layamo Agwata Primary School Layamo Agwata Primary School is located in Palebek Gem Sub-county. At the time of assessment, the school had a population of 972 pupils (458 boys and 518 girls) with 9 teachers. Before intervention, the school had two classroom structures which were incomplete and inadequate for the school population, but were in sound structural condition. There were sufficient sanitation facilities but the teachers were staying in grass thatched structures. Under the CFE project, the following intervention was made:1. Renovation of 2 existing Classroom blocks.

Lelabul Primary School Lelabul Primary School is found in Lokung Sub-county. At the time of assessment, the school had a population of 400 pupils (167 boys and 233 girls) under the tutelage of 9 teachers. The school had classroom structures that had been rundown one of which had part of the roof blown off. The existing toilet facilities were inadequate and the teachers were housed in grass thatched structures. Under the CFE project, the following interventions were made:1. Renovation of 2 existing Classroom blocks. 2. Construction of 2 No 5-Stance VIP latrines.

Loluko Primary School Loluko Primary School is located in Orom Sub-county. At the time of assessment, the school had a population of 658 pupils (420 boys and 238 girls) under the stewardship of 9 teachers. Before intervention, the school’s existing classroom structures were in a dilapidated state. The existing toilet facility was inadequate and in a state of disrepair. Under the CFE project, the following interventions were made:1. Renovation of 3 existing Classroom blocks. 2. Construction of 1 No 5-Stance VIP latrines.

Lugede Primary School Lugede Primary School is located in Palabek Kal Sub-county. At the time of assessment, the school had a population of 391 pupils (185 boys and 206 girls) with 9 teachers. Before the intervention, the school had no permanent classroom structures. Pupils attended classes under trees or in grass thatched structures. The existing toilet facility was inadequate for the school population and staff resided in grass thatched huts.

Okol Primary School Okol Primary School is located in Mucwini Sub-county. At the time of assessment, the school had a population of 808 pupils (421 boys and 387 girls) with 9 teachers. The school’s existing classroom structures were incomplete and dilapidated. The existing sanitation facilities were inadequate and the school teachers had no permanent residential structures. Under the CFE project, the following intervention was made:1. Renovation and completion of existing classroom structures.

Onyala Primary School Onyala Primary School is located in Namukora Sub-county. At the time of assessment, the school had a population of 638 pupils (346 boys and 292 girls) under the stewardship of 9 teachers. Before the CFE intervention, the school had classroom structures of galvanised iron roof sheets on pillars with no infill walls at the sides, subjecting occupants to harsh weather conditions of wind, rain and dust. The existing sanitation facilities were inadequate and teachers stayed in grass thatched houses.

Orii Primary School Orii Primary School is located in Paloga Sub-county. At the time of assessment, the school had a population of 361 pupils (202 boys and 159 girls) with 9 teachers. Before the CFE intervention the school had one block of two classrooms in sound structural condition but not enough to accommodate the school population. The sanitation facilities were inadequate and teachers resided in run down structures. Under the CFE project, the following intervention was made:1. Construction of new classroom block.

Paibony Primary School Paibony Primary School is located in Kitgum Matidi Sub-county. At the time of assessment, the school had a population of 650 pupils (338 boys and 312 girls) with 9 teachers. Before the CFE intervention, the school had one block of two classrooms in sound structural condition but it was not enough to accommodate the entire school population. The sanitation facilities were inadequate and teachers resided in grass thatched houses. Under the CFE project, the following intervention was made:i) Construction of new classroom block.

Pany Kel Primary School Pany Kel Primary School is located in Akwany Sub-county. At the time of assessment, the school had a population of 276 pupils (172 boys and 104 girls) with 9 teachers. Before the intervention, the school had incomplete and dilapidated structures for classrooms, some of whose roofs were blown off. The sanitation facilities were inadequate and teachers resided in grass thatched structures. Under the CFE project, the following intervention was made:1. Yepa Primary School Yepa Primary School is found in Mucwini Sub-county. At the time of assessment, the school had a population of 409 pupils (233 boys and 176 girls) with 9 teachers. Before intervention, the school had rundown classroom structures that were in irredeemable condition. The pupils attended classes under temporary tents provided by UNICEF. The existing sanitation facilities were inadequate and teachers had no permanent residential structures. Under the CFE project, the following interventions were made:1. Construction of new classroom structures. 2. Construction of 5-Stance VIP Latrines.

Madi Kiloc Health Center Madi Kiloc Health Center is located in Padibe East Sub-county and serves a population of approximately 4,500 people. Before the intervention, the health center existed as an isolated out patient department without any on-site residence for staff, which greatly affected service delivery especially at night. In addition to this, the center was short on sanitation facilities for both staff and patients. Under the CFE project, the following interventions were made:1. Construction of new staff house. 2. Okidi Health Center Okidi Health Center is located in Amida Sub-county and serves a population of approximately 5,000 people. Before the intervention, the health center operated in a small dilapidated facility with hardly enough room to accommodate all the activities expected of a health center of this level. The staff house was similarly dilapidated and could not accommodate all staff. The existing sanitation facilities were inadequate.
