The 10 per cent range A COMMON misconception in the process of selling and buying a home is that the price range used to market a property must be no more than 10 per cent. This is not the case. If an estate agent chooses to use a price in an advertisement the main rule is that it must be based on comparable sales evidence and not be below what the vendor has advised their estate agent they will accept. With those factors in mind, the law allows the estate agent to choose the best range to market the home. They can choose any range. The REIV recommends to its members that the range be no more than 15 per cent. The REIV also recommends that its members use one of three methods when displaying prices in advertisements: no price, a single price (mainly used in private sales), or a range of no more than 15 per cent. The REIV thinks that the use of terms such as ‘price plus’, ‘buyer inquiry range’ or ‘starting bids at’ should be banned. Confusion arises because the range on a sales authority – the contract between the vendor and estate agent – must not be more than 10 per cent, and because nothing in the law limits what the home may sell for; that is determined by demand on the day. RSS enables changes of information to come direct to the consumer, making sure you are aware of any new developments at any time and all it takes is a click of a button.” RSS is a way for web content publishers to make news, blogs, and other content available to subscribers. By using RSS, web publishers can make content and updates of interest available for download by subscribers automatically by sending this information to a single site or reader such as MS Office. RSS readers allow the consumer to subscribe to RSS Feeds and then read content or follow links for additional information. Whenever you see a link to a feed or an RSS icon, just click on it. There is no registration process or any fee.

Home ownership becomes harder

THE DECLINE in housing affordability continued through the early months of this year with higher house prices, increased interest rates, and the removal of the first home buyers’ boost, according to the latest HIA-CBA First Home Buyer Affordability Report. Melbourne housing affordability fell in the March 2010 quarter, dropping by 10 per cent to be 33.2 per cent lower than 12 months ago; regional Victorian affordability dropped 9.2 per cent through the quarter to be 26.7 per cent lower over the past 12 months. HIA Victoria regional executive director, Gil King, said that further interest rate rises in April

and May will likely mean that the June quarter result will see affordability crash to the record lows experienced when interest rates were above nine per cent in 2007. “With the Reserve Bank insistent on further rate rises, housing affordability will once again be a key issue in the mortgage belt regions of Australia,” King said. “We are yet to see the required level of cooperation between all levels of government to deliver critical housing infrastructure without hitting new home buyers. “Higher interest rates, exorbitant infrastructure

charges, an overly restrictive and time consuming planning system continue to fuel Australia’s affordability crisis. Overcoming these issues will go a long way towards restoring housing affordability in Australia.” Affordability deteriorated in most capital cities and regional areas in the March quarter. The largest falls were recorded across Victoria (-10 per cent and -15.9 per cent for Melbourne and regional Victoria respectively), Western Australia (-6.6 per cent and -14.2 per cent in Perth and regional WA respectively) and regional New South Wales (-12 per cent).

WRECK OF THE ‘JOSEPH H SCAMMELL’ CONT.: Extracts from ‘History of Torquay’ by James A Baines 1938 A gang of laborers, with lorries, engaged by Captain Douglas, arrived at the scene at daylight on Monday to salvage cargo from the beach on behalf of the Underwriters, and at once set to work collecting the cargo from the beach and placing in it stacks, but they did not calculate on the extra high tide, which that night washed most of the salvage cargo back to the sea again. This tide also had the affect of turning one half of the vessel bottom up. During the same night the mainmast and several of the spars floated ashore, and were landed nearly high and dr y on the beach. The work of salvaging was continued throughout Tuesday. Portions of the bow of the ship was washed ashore at the mouth of Bream Creek, and a quantity of the cargo drifted onto the beach in the same locality.
