It has been a very exciting week at Villawood Properties’ Armstrong community as the last cubby houses are installed and the final landscaping is completed in the Green Street display village. Low interest rates contribute to growing home loan demand THE Victorian property market continues to go from strength to strength, according to recent data from the Australian Bureau of Statistics. More than 13,700 loans were approved in July this year – 12.5 per cent higher than the 12,249 loans approved in July 2012. Drilling further into the data, it is clear that the sharp increase in home loan demand over the last two years has caused house prices to surge across the state – especially in Melbourne, where prices have climbed by 18.5 per cent since June 2012. But while Melbourne has enjoyed a stellar lift in property value growth over the last two years, the same thing cannot be said for the rest of the state. Property values in Geelong and the Surf Coast have remained relatively stable over the last two years. While some suburbs have recorded a jump in property value growth here and there, property values are, broadly speaking, sitting at similar levels to 2012. This should be seen as great news for home buyers, especially with interest rates continuing to hover around all-time lows. It wasn’t just the number of home loans
approved that has increased overall, with the total value of all loans written growing 2.7 per cent over the month in seasonally adjusted terms. Mortgage Choice spokesperson Jessica Darnbrough was not surprised to see a significant jump in the value of all loans written, as recent research from RP Data revealed property prices climbed 1.6 per cent across the combined capital cities in July. “According to the research conducted by RP Data, property values climbed in Sydney, Melbourne, Darwin and Canberra throughout the month of July,” Ms Darnbrough said. “Melbourne led the pack, with the capital city recording a 3.7 per cent lift in property values over the month, closely followed by Darwin, which saw a 2.8 per cent increase in property values over the month.” But while some capital cities continued to perform better than others in terms of value growth, Ms Darnbrough said, broadly speaking, the Australian property market was performing incredibly well at the moment. “The property market is proving attractive to buyers at present, with home loan approvals now hovering around all-time highs.”

Living in bushfireprone areas By Enzo Raimondo, CEO REIV AFTER our chilly winter, the spring sunshine is a welcome sight. But with it and the spring rains comes growth in forests and grasslands, including on the outskirts of regional cities and towns, and thoughts turn to preparing for the risk of bushfires. So it’s vital that homeowners know whether they live in a bushfire-prone area – and since July 31 last year, vendors have been compelled to provide that information in the Section 32. The change, which arose from an amendment to the Sale of Land Act 1962, was the result of a recommendation by the 2009 Victorian Bushfire Royal Commission into the Black Saturday bushfires. Property buyers must be told upfront whether land is in a bushfire-prone area; and if the seller doesn’t know, it is the seller’s responsibility to find out and disclose this to buyers through the Section 32. The seller’s agent should remind them about doing this. However, buyers should also conduct their own due diligence to check whether a property is in a bushfire-prone area. Buyers’ agents should also remind their clients. Bushfire construction standards apply to properties in designated bushfire-prone areas in Victoria. So any building permits would require that the standards be met. But this is not only about possible building works – homebuyers need to know whether or not they are buying in a
bushfire-prone area so they can ensure they have a fire plan and that their home and grounds are prepared for the possibility of fire. And sometimes the areas designated as bushfire-prone can come as a surprise. While a regional property in a heavily forested area is an obvious candidate, some areas closer to Melbourne, surrounded by grasslands, also have this designation. The state’s Bushfire-Prone Area maps, specifying areas prone to or likely to be prone to bushfire, are regularly updated after review. The reviews ensure the maps are as up-to-date as possible, so homeowners should not assume they know the bushfire status of their home. When they were last reviewed in August 2013 more than 200,000 properties were removed, while about 100,000 were added for the first time, so keeping up to date is vital. It’s worth noting that, in the past six months, the government has announced revised bushfire safety measures for many new estates in major regional cities and in Melbourne. As a result, land owners who do not live next to a permanent grassland hazard will not need to build to a higher bushfire construction standard under the Building Regulations, provided a bushfire protection buffer is in place. To find out whether you are in a bushfireprone area, head to the state government’s website – land.vic.gov.au – where specific addresses can be searched and bushfire-prone area maps are available.
