August REIV vacancy rates ANOTHER month has passed with very little change or improvement in the availability of rental homes in Victoria. The August release of the REIV’s residential vacancy rates showed that a mere 1.7 per cent of rental homes were vacant, the same as in July this year and slightly better than this time last year when it was 1.4 per cent. This is in stark contrast to the first half of the last decade when rental homes were much more available; for instance, in August 2003 the vacancy rate was 3.6 per cent. Unfortunately, due to insufficient investment and construction of residential homes, the Melbourne market shows no signs of returning to vacancy rates like that in the short- or medium-term. Renters will find that this translates into higher rents and higher competition to secure the home of their choice. Within the city the most difficult place to find vacant homes for rent was in the outer suburbs, where a vacancy rate of 0.8 per cent was recorded, down from 1.3 per cent last month. The vacancy rate in the inner suburbs – those within 10 kilometres of the CBD – was 1.8 per cent, very close to the 1.9 per cent recorded in the middle band of suburbs. Vacant rental homes in regional Victoria remain scarcer than in the city. The Geelong region recorded a vacancy rate of 1.4 per cent and Ballarat recorded one per cent. Bendigo recorded a rate of 0.4 per cent. The vacancy rate has now been below 0.5 per cent in Bendigo for 12 months, making it the most difficult place to rent a home in Victoria.

Building numbers continue to rise MORE than 57,000 homes will be built throughout Victoria this year according to the Housing Industry Association’s Victorian State Outlook. “Victoria is forecast to see a 25 per cent increase in housing starts this year, to a level of 57,172,� said HIA Victorian executive director, Gil King. “The strong result largely reflects increased first home buyer grants that were specifically targeted for new housing, and were particularly generous in regional Victoria, where much of our state’s recent housing activity has occurred.� “Healthy home building activity is forecast to continue next year, with the number of homes started forecast to be 54,025 in 2011, still a very high level.� From an already-solid looking base of 41,924

dwellings in financial year 2008/09, the number of housing starts in Victoria grew by 30 per cent in 2009/10 to reach a level of 54,369. On a financial year basis, HIA forecasts 54,686 starts in 2010/11 (up from 53,000 as of the previous Outlook report released in late June 2010). Housing starts are forecast to reach a level of 52,294 in 2011/12 (compared to a forecast in the previous Outlook report of 48,800). “There appears to be enough forward momentum in Victoria’s new home building market to take it into another year of growth in housing starts in 2010/11,� King said. “However, if Victoria wishes to maintain a building and affordability edge over the long-term,

the government must ensure steady land supply and low taxes and levies on housing.� In the lead-up to the state election HIA has called on both major parties to remove and/or reduce housing taxes such as stamp duty, and maintain ongoing land supply for housing. Other items on HIA’s wish list include: • Ending excessive regulations that increase red tape and push up the cost of new homes • Making finance more easily available for housing • Introducing better planning processes to reduce holding costs and delays; and • Increasing industry skills and training to ensure a future workforce.

Rate hold welcomed, but with a warning MORTGAGE Choice, Australia’s largest independently-owned mortgage broker, has applauded the Reserve Bank of Australia for holding off on a cash rate rise for another month, while warning new and existing borrowers to batten down the hatches for an almost certain run of rises in the near future. As talk continues of lenders looking to increase variable home loan interest rates independently of the cash rate cycle, the Reserve Bank made a mostly unexpected move last week by keeping the rate steady at 4.5 per cent for the fifth successive month. This occurs as a number of lenders are increasing rates on some or all of their fixed term loans.

“Another month with a steady cash rate is fantastic news for anyone repaying a variable home loan and those looking to enter the market,� said Mortgage Choice spokesperson, Kristy Sheppard. “However, it’s pretty much a given we’ll soon see an increase to variable rates prompted by either a Reserve Bank cash rate move or by lenders moving interest rates regardless. “The vast majority of economists say we’re looking at several rate rises by the end of 2011. Anyone who’s not aware of this and has, or is looking to take out, a variable rate home loan needs to catch up quickly on the information out there and prepare their budget now. “Another important trend receiving little attention

thanks to the heavy focus on variable rates is that fixed home loan interest rates have been creeping up over the past three weeks. “Our lender panel’s average interest rate for a three-year fixed term home loan – the most popular – hit rock bottom in mid-September and is very much on the way up. “We have 24 lenders on that panel and 11 of those increased rates on one or all of their fixed loans over the past three weeks. “A number of these lenders have already done so more than once. “This saw our panel’s average three-year fixed rate rise by 0.14 percentage points in the past three weeks, from 7.33% to 7.47%.�
