Farming overlooked in safety THE team at SafetyZone@YCM says farming is one of the most dangerous yet overlooked industries within Australia when it comes to taking the necessary steps to protecting staff, visitors and family members. Andrew Learey, from the Geelongbased OHS consultants, said the number of incidents were not small and they certainly were serious. “There are about 50 deaths annually on Australian farms – 12 per annum in Victoria – as well as about 47 reportable work-related injuries (needing hospitalisation) per day. “The major causes for these troubling statistics have been shown to be vehicle incidents, being hit by moving objects and body stress injuries such as sprains or breaks.â€? He said many of the injuries and fatalities in farming could be prevented by following three simple rules: Know your machinery • ATVs are by far the largest killer on farms in Australia, due to crush injuries sustained by drivers rolling them whilst driving across hills. ROPS (Roll Over Protection Systems) should be insisted upon for all new ATV purchases. • Regular maintenance of tractors, bikes, utes and other machinery is a must. • Risk assessments for machinery purchased for use around the farm are also a must, especially if it has been engineered for a specific site use.

GREAT OCEAN REPORT JULY 2013

WITH MARTY MAHER FROM GREAT OCEAN PROPERTIES OUR July report is always a summary of the property market performance of the towns in our main service area of the Surf Coast, for the past financial year. The 2012-2013 financial year showed a strong recovery in real estate activity on the coast. This was driven by the accumulation of interest rate reductions, making money very affordable. The RBA dropped interest rates in June 2012, then in October and again in December. We saw many people putting their plans to purchase a coastal lifestyle property on hold over the previous two years and take a wait-and-see approach, due to negative sentiment, fuelled by overseas economic events. However, by the second half of 2012, with cheap money available and increasing activity in the metropolitan markets indicating the worst was behind us, buyers were ready to engage and they have. If we look at the performance of the individual towns, it is a picture of increased activity across the board. For our statistics, we have traditionally tracked single dwelling houses, that is, an unattached dwelling standing on its own allotment. Aireys Inlet recorded 34 house sales for the financial year which was up from 26 the previous year. To put this into perspective, the most sales ever recorded was in 2001-2002, with 44 sales. The median house price dropped slightly from $680,000 to $664,000. With the usual low number of samples, this should be seen as a steady result. The top sale for the year was $1,350,000. We group Fairhaven, Moggs Creek and Eastern View together to make the statistics compare like with like each year. They are geographically similar and attract a similar buying demographic. House sales doubled from 12 to 24 and were above the average of 19. The median house price rose slightly from $800,000 to $815,000 (again a steady result) and the top sale was a healthy $3,250,000. To understand why the sales numbers are so low, it is because the total number of properties is also very low. According to the Surf Coast Shire there are only 1,941 rateable properties (this includes commercial, units and land) in Aireys Inlet, Fairhaven, Moggs Creek and Eastern View combined. The lack of supply assists in maintaining values in quieter markets, but also promotes competition for properties in a buoyant market through lack of choice. Lorne showed the largest recovery in terms of activity, with 49 house sales recorded for the

financial year, more than double the previous financial year. Interestingly, the median house price was identical to the previous year at $825,000, despite the increase in turnover. This really signals that the volume of available property unsold from the previous year diluted the market enough to not force any price rises, despite the increased turnover. The top sale for the period was $2,416,000 and there were 17 sales of $1,000,000 or over. There are 2,278 rateable properties in Lorne. Anglesea is the biggest town in our service area at 3,140 properties. Therefore it always has the most activity, showing 81 house sales for the year, slightly up from 78 the financial year before. Despite the slight increase in activity, the median house price actually fell to $585,000, down from $615,000. This is really a weighting of what has been selling. Anglesea has a large residential area which is set away from the beach in a predominantly beach house buying town. This allows for the price points to remain affordable and accessible to many, which also assists the turnover. The top sale for the year was $1,555,000 and there were only four sales above $1,000,000. Looking forward into the 2013-2014 financial year and particularly the spring/summer selling season, we believe there is little to indicate that the level of activity will slow. Indeed, for the first time since the 2009-2010 financial year, we may see some price growth through competition for properties. We are already experiencing some competition for properties in the lower price ranges at our Anglesea office, and it is generally the lower price points where the trends begin. This is simply because there is more engagement at the more affordable end of the market. Other factors that should assist the coastal property market this spring/summer are: • Continued affordable interest rates. Although there is talk of lower interest rates, we feel that this is unlikely if the real estate market continues to show positive signs. The RBA will generally

take a wait-and-see approach while this is occurring. The lower dollar will also assist the large number of Australian businesses who export, and therefore lower interest rates may not be required to promote activity in this sector where they had previously. • Strong Melbourne auction clearance rates. Although not the only indicator of the health of a real estate market, they are the most visible. With recent clearance rates averaging above 70 per cent, this is evidence of a highly engaged market place. Given that most buyers come from Melbourne and they physically see successful auctions being conducted in their home suburbs, this results in positive sentiment towards buying on the coast if they have an inclination to do so. • Although volatile at times, the improved share market over the past 12 months has certainly assisted in providing general positive sentiment. Given that most people are engaged in the share market through their superannuation, the “feel good” nature of an improving market certainly assists in what are usually emotionally driven, lifestyle property purchases. • With the past summer being the best in recent times, the effect of those fond memories can act as a call to action for a lifestyle property purchase. The indications are again looking positive for this summer. With the Southern Oscillating Index in neutral territory rather than favouring an El Nino or La Nina trend, the science is currently supporting this outlook. Processes to follow for a private sale WITH the number of auctions now declining, as is the case with the winter market, focus is turning towards private sales. Private sales remain the predominant method of sale, averaging around 80 per cent of sales in a year. Therefore, one of the most frequent questions REIV members receive is about making an offer to buy a property in a private sale. If you are intending to make an offer, there are a few things to keep in mind. As the seller does not have to accept your offer, he or she may want to wait to see what other offers are made, or may want different settlement terms. This may result in a negotiation between you and the seller. The real estate agent will act as a go-between in this process. When negotiating, keep in mind that the agent is legally obliged to act in the best interests of the seller, not the buyer. This is one of the many reasons buyers may choose to use the services of a buyer’s agent to assist. As the negotiations continue, ensure your offer is in writing as a form of contrast signed by you. It must also be accepted by a fixed date and time. You can also make it subject to obtaining finance, or the sale of an existing property. If the seller accepts your offer and countersigns the contract before your offer expires, there is a binding contract. The contract sets out the terms of the sale, including the names of the buyer, seller, the real estate agent, title details, price, deposit, balance owing, and the date on which settlement will occur, which is when you can move into the property. When buying a residential property through private sale, cooling-off rights apply on the day after you sign the contract. Note that this is different to buying at auction in which case cooling-off rights do not apply three business days before, on the day, or three business days after the auction.
