Geelong council follows Surf Coast’s green footsteps BY DEAN WEBSTER THE City of Greater Geelong (COGG) has been acknowledged by the Green Building Council of Australia for their commitment to reducing energy usage in council facilities, which follows on another local council’s commitment to sustainability. Green Building Council of Australia chief executive Romilly Madew congratulated COGG at the first of three clean technology forums happening at the Geelong Yacht Club. Ms Madew is an experienced advocate for green building, sustainable communities and cities, both nationally and internationally. “The City of Greater Geelong is leading by example through its commitment to sustainable upgrades for a number of the buildings it owns and manages, and through the pursuit of a 5 Star Green Star – Public Building PILOT rating for its new Library and Heritage Centre,� Ms Madew said. “We applaud the City of Greater Geelong’s leadership, and are excited to be working with the council to help realise its vision for a community that meets world-leading social, economic and environmental benchmarks.� Through the Geelong EcoCHALLENGE program, COGG is continuing to undertake works to reduce energy use and greenhouse emissions in all its facilities including projects at the National Wool Museum, City Hall, the North Zone Works Depot, Waterworld, Splashdown and the new Geelong Library and Heritage Centre development. Acting mayor Bruce Harwood said the council’s green building projects were part of a strategic plan to

reduce the carbon footprint of Greater Geelong. “All of these projects are supported by council’s Sustainable Building Policy,� he said. “This policy is in place to manage the social, environmental and financial aspects of council buildings and provide clear commitments to achieve sustainability standards. “We hope that through these projects we can lead by example and encourage other individuals and

businesses to make energy-smart changes in their homes or workplaces,� Cr Harwood said. Surf Coast Shire recently built the first 5 Star Green Star civic building in regional Victoria, as its headquarters in Torquay. Surf Coast Shire’s civic building is part of the council’s approach to reduce climate change risks and achieve its target of a 30 per cent reduction in greenhouse emissions by 2020.

AT ITS meeting last week, the Reserve Bank of Australia Board decided to lower the cash rate by 25 basis points to 2.5 per cent, its lowest since 1959, meaning a possible savings of $50 off the average mortgage payment. Reserve Bank Governor Glenn Stevens said that the Australian economy has been growing a bit below trend over the past year and is expected to continue in the near term as the economy adjusts to lower levels of mining investment. The unemployment rate has edged higher and recent data confirms that inflation has been consistent with the medium-term target. With growth in labour costs moderating, this is expected to remain the case over the next one to two years, even with the effects of the recent depreciation of the exchange rate. The pace of borrowing has remained relatively subdued, though recently there are signs of increased demand for finance by households. Urban Development Institute of Australia executive director Tony De Demenico said this was great news for home owners, especially those looking to get into their first home. “This recent interest rate reduction gives further incentive when buying a property, and along with

the $10,000 first home owner grant it will be the consumer that benefits,� he said. Governor Stevens statement also explained that the Australian dollar has depreciated by around 15 per cent since early April, and although it remains at a high level it is possible that the exchange rate will depreciate further over time, which would help to foster a rebalancing of growth in the economy. At last week’s meeting, and taking account of recent information on prices and activity, the board judged that a further decline in the cash rate was appropriate. The interest rate reduction will assist investors jumping back into the property market according to

THE reduction in the number of vacant homes in all three key regional centres has led to a tightening in regional Victoria’s vacancy rate in July 2013. Regional Victoria’s vacancy rate fell from 3.7 per cent in June to 3.4 per cent in July. This lower vacancy rate translated to increases in rents for both houses and units. The weekly rent for a house increased from $295 to $300. The weekly rent for a unit increased by 10 per cent from $228 to $250 but remained at the same level as a year ago. Ballarat recorded the largest reduction in the vacancy rate from four per cent to 2.9 per cent. This was followed by a reduction in Bendigo from 3.1 per cent to 2.5 per cent and a fall in Geelong from 5.5 per cent to 5.2 per cent. The REIV also started publishing median weekly rents for Geelong, Ballarat, and Bendigo in July 2013. The median weekly rent for a house was highest in Geelong at $308 followed by $300 in Bendigo and $273 in Ballarat. The median weekly rent for a unit was $285 in Geelong and $235 in Ballarat. No median unit rent in Bendigo was published this month. There were increases in vacancy for other regional towns. The largest increase in vacancy was in the Shepparton and Goulburn region which increased from 2.4 per cent to 3.7 per cent. The highest vacancy rate was recorded in Latrobe Valley – South and West Gippsland region at 6.7 per cent, an increase from 6.5 per cent in June. UDIA calls for action on exorbitant government charges BY DEAN WEBSTER ACCORDING to the Urban Development Institute of Australia (UDIA), exorbitant charges levied by governments on new housing are adding as much as $65,000 to the cost of a new home, worsening the housing affordability crisis and locking young families out of home ownership. UDIA National is calling for the establishment of an inter-governmental agreement to ensure that local infrastructure charges are benchmarked between jurisdictions and applied transparently. “There are a range of inefficient, unfair and excessive government taxes and charges driving up the cost of new housing throughout Australia,” UDIA National president Julie Katz said. “UDIA research indicates that infrastructure charges alone can be as much as $65,000 per dwelling, massively adding to the cost of a typical new home.” Charges are not applied transparently and as a result are often much more than the cost of the infrastructure they are supposed to fund, there can also be wide variations in charges for the same or similar infrastructure between jurisdictions. “In many cases, the level of infrastructure charges can be the difference between a new housing development going ahead or not,” Ms Katz said. “Unreasonable charges aren’t just hurting new home buyers, they’re affecting businesses, jobs, and the wider economy.” UDIA Victoria executive director Tony De Demenico concurs. “There are massive costs incurred on home owners with 45-50 per cent of the cost of new property made up of local, state and government

charges,” he said. “There’s also the inequity of the developer contributions that are passed on to land purchasers. “Governments need to look at other fairer ways of funding infrastructure like infrastructure bonds and tax incentives.” Ms Katz also said the funding of new community infrastructure through up front infrastructure charges on new homes is also highly inequitable, as it forces a small section of the community, new home buyers, to cover the cost of infrastructure that benefits the wider community. “Benchmarking infrastructure charges around the country and making them public will put pressure on governments to ensure that charges imposed on new homes are both fair and reasonable,” Ms Katz said.

Growing a fun garden WITH DAVID CHAPPLE, LANDSCAPE DESIGNER – STONE CIRCLE LANDSCAPES

Designing a garden that is interactive, engaging and exciting for children need not mean sacrificing a pleasing space that functions well for the adult members of the family. their own activities. A seating bench overhanging a groundcover for ‘oldies’ is a gangplank for the little pirates out there and a retaining wall to boring old mum and dad can be a jetty to launch that pirate ship or an army dugout. Sandpits for archaeological digs and mulched areas for exploration adventures all add to an imagination wonderland. Play time can be included in the day-to-day chores by bringing kids into the vegie garden; it’s a perfect way for kids to get their hands dirty (and eat worms). I haven’t discussed ‘ye olde’ cubby house or climbing frame – I’m not against them, kids love them and there are some great choices in the prefab range. These structures can be blended into the garden seamlessly with a little effort and forethought but remember, kids aren’t children forever, and little consideration into what becomes of the cubby in 10 years is consideration well spent.

THE underlying principles of creating beautiful, practical and productive gardens and entertaining areas follow certain common themes - no matter what the size of person. Perhaps I’m saying more about myself here, but don’t we all like a bit of mystery and intrigue, places to run about, secret places to hide or cosy up in and fun things to do, all laced with beautiful colours and textures? Let’s face it - as we get older, the running about tends to be swapped for sitting by the fire and our preferred colour palette may be a little more subdued, but what we want in our entertaining spaces now isn’t that far removed from what we enjoyed way back then. We will break down the ideas behind children’s gardens (for big and small kids) into some categories, so we can better understand them. We will touch on the spatial and textural elements, detailed finishes and activity based elements for a child-friendly garden.

SPATIAL DESIGN: Think about setting out you garden so as to break it up a little. You can create separate areas with low walls or screening plantings which not only gives children a sense of security and of being hidden, but it allows you to leave the children to their games without interruptions. Low walls or chest-high plantings also give the youngsters a feeling of privacy while still allowing you to keep an eye on their goings-on. For those with older children, or those happier to give them more free rein, a higher screen can create exciting dynamics in your garden. When creating pathways, leave small winding pathways between structures and plantings.

TEXTURES: Your garden should be rich and exciting, and I don’t mean plastic, rubber and lurid colours; children were enjoying nature long before fast food chains got involved! Combine drifting areas of lawn and garden with rocky outcrops and low walls for climbing and hiding. Organic textures such as recycled timber and natural stone walling add a warmth and character to any space while hard surfaces such as paving and decking are great places to ride scooters or hold tea parties.

PLANTS: These are as important (if not considerably more) to the landscape texturally, they can create the pathways, screens and hidey holes that the built

landscape can’t. Choosing an appropriate plant palette is a highly skilled field but a little research can take you a long way. When choosing plants, take into account what you want in shape, size, colour and texture, not to mention the plant’s wishes such as its sun and water requirements, and will it tolerate being picked from and stomped on?

DETAILS AND FINISHES: These should be considered right through to construction, and as kids will always find a way to bump their head or scrape a knee, there is no need for us to make it easier. There is always a fine balance between exciting and hazardous, safe and sterile; but a little care and thought should yield a happy compromise. Obvious considerations such as hard surfaces near fall zones, sharp edges on structures, water and fire safety should all be looked at, along with less thought-of rules such as no blind corners on the scooter race track or planting of thorny and ‘sticky’ plants at eye height.

ACTIVITIES: Fun in the garden need not be a structured exercise. Remember imagination – it’s that thing that TV and work tries to beat out of us we grow up – well, kids have it in spades; feed that and they’ll find

REMEMBER THIS: Children are going to run all over your garden… let them! Children will hurt themselves quite well enough without help; exciting shouldn’t mean dangerous. Children like getting grubby, even the tiniest of vegie patches allow them to do so on your terms. Feed your children’s imagination and let them create their own play spaces. Children like to climb, sometimes one rock higher than the other is all they need. Children like to hide from you, give them safe areas to do so and alleviate some stress. Be creative… have fun designing and building your garden and your kids will enjoy it all the more.
