Torquay First National’s market report out BY DEAN WEBSTER
TORQUAY First National director Hank Moerenhout has just completed his Spring Quarterly Market Report collating information of existing and historic real estate trends in Torquay (excluding Jan Juc). Interestingly, only about 10 years ago the median house price was around $300,000 and back in 1999 around $150,000, compared to a median of
$534,000 this year. Torquay was a very different dynamic 10-15 years ago with non-residents holding up to 70 per cent of the property market in holiday and rental properties, that situation has now reversed with owner-occupiers holding about 70 per cent of the Torquay property market. This compares with a shire-wide average of 50 per cent non-residents with Lorne being at the other end of the scale with up to 80 per cent non-residents.
Mr Moerenhout ‘s report indicates there are 167 houses for sale in Torquay, averaging 191 days on the market with properties achieving a 58 per cent return over the past 10 years. Call for an urban infrastructure fund BY DEAN WEBSTER WHILE recent funding commitments to big ticket infrastructure projects have been a welcome development, the new Coalition government needs to outline how they intend to fund Australia’s infrastructure backlog, according to the Urban Development Institute of Australia (UDIA). UDIA estimates the backlog costs up to $770 billion and is urging the government to consider new ways to finance infrastructure investment, such as the establishment of an urban infrastructure fund. According to UDIA national president Julie Katz, infrastructure investment in cities around the country has struggled to keep up with population growth in recent years. “As Australia’s cities have grown rapidly over the past decade, critical infrastructure has been put under increasing strain,” Ms Katz said. “In the coming years, hundreds of billions of dollars will need to be invested in key infrastructure such as roads, public transport, community facilities, and electricity, water and communications networks if we want to ensure that Australian cities remain world class places to live and do business. “Unfortunately, funding new infrastructure through government expenditure is likely to become increasingly difficult due to the revenue challenges facing both state and federal government budgets; this is why alternative funding methods must be explored.” UDIA’s proposed urban infrastructure fund would raise money for infrastructure projects by issuing infrastructure investment products to both retail and

institutional investors. “The urban infrastructure fund has the potential to raise billions of dollars for infrastructure funding at minimal cost to the government, while providing an attractive and low risk return for investors. It offers a win-win for investors, the government, and Australian cities,” Ms Katz said. Local government bears the brunt of new infrastructure costs in growing communities with developers also contributing through a Developers Contribution Plan (DCP). Surf Coast Shire chief executive officer Stephen Wall said that it shouldn’t just be left up to local government to provide the necessary infrastructure to service growing communities. “Council averages more than 3 per cent growth a year in population and more in visitation. “Measures from state and federal government that take the pressure of meeting infrastructure needs and funding vital infrastructure projects off local governments and ratepayers are certainly worth discussion.”
IF YOU’RE a buyer looking to get bang for your buck, do your research. The Real Estate Institute of Victoria releases regular reports on the most affordable suburbs, as well as reports on suburbs which have decreased or increased in price. Where are more affordable properties usually located? Generally speaking, house prices will decrease where there is less demand; so the further you get from the CBD, the cheaper property will be. Keep in mind, however, that this might mean you’re further away from amenities such as supermarkets and public transport. What about developments? If a freestanding house is what you’re after, looking in “newly developed” suburbs can be a good way to get a lot of house for a little money. This can mean either brand new suburbs or suburbs which may have been industrial in the past but are becoming residential.

Do renters affect home price growth? HAVE you ever wondered whether living in a neighbourhood with a high number of renters lowers your home’s potential for capital growth? If you have, then you are not alone as this is a common question asked to REIV members from concerned home owners. REIV research of this relationship shows that this is not necessarily the case and could actually be the opposite. Having a higher number of renters in your neighbourhood may even improve your home’s potential for capital growth as it becomes a more appealing area for investors, not just owner-occupiers. This is the case for both metropolitan and regional suburbs. In the regional suburbs, where less than 30 per cent of households were renting, the median house price grew by 17 per cent over the past five years. In suburbs where more than 30 per cent of households were renting, the median house price grew by 27 per cent. For example, the suburb of Kennington in Bendigo. According to the 2011 Census, Kennington had a high share of renters with 36 per cent of households renting. The median house price in Kennington increased by 46 per cent from $218,500 in June quarter 2008 to $320,000 in June quarter 2013. Leopold in the Bellarine Peninsula, on the other hand, had a lower share of renters comprising 14 per cent of households in 2011. Over the past five years, the median house price in Leopold increased at a slower rate of 7 per cent from $310,250 in June quarter 2008 to $333,000 in June quarter 2013.
Should I stay away from expensive suburbs? It is possible to find properties in a lower price range in suburbs you might not have perceived as affordable. If you are open to the idea of apartment living, property much closer to the city can be an option. Buying off plans from developers also helps to reduce the price when purchasing an apartment or unit, so researching developments in areas you are interested in can pay dividends – if you can afford to wait for your property to be built. Any other tips? The key to finding an affordable property is to be flexible. You may not be able to afford a property in the suburb you love, but what about one suburb over? Or, if you are dead keen on inner city living, consider an apartment over a house to cut costs. If you research all of your options and go into the buying process with an open mind, you are sure to find your perfect match.
