Existing property drives lending recovery BY DEAN WEBSTER ABS housing finance data released recently showed a reasonably healthy increase in home lending for owner occupiers in Victoria in July 2013, according to the Housing Industry Association. HIA executive director for Victoria Gil King welcomed the positive update. “These figures are good news for Victoria’s housing industry. “But the upward momentum is mainly with

existing property rather than new home building.” HIA estimates that lending for the construction or purchase of new homes increased by a seasonally adjusted 7.6 per cent in July, but the number of loans was still 12.3 per cent lower than in July last year. Over the three months to July, the number of loans for new housing increased by 1.6 per cent, but was down by 9.2 per cent when compared to the same period in mid-2012. Conversely, lending for existing property was up strongly on levels a year ago both for the month of July 2013 (+25.5 per cent)

and the quarter (+13.5 per cent). “It is important we see evidence emerge over the remainder of 2013 that new home lending is recovering in a sustainable manner, at this point we don’t have enough of that evidence,” Mr King said. Yellow Brick Road Geelong/Torquay principal Stuart Baker said that while refinancing has definitely picked up in the last few months due to historically low interest rates, they are also starting to see more existing house purchases. “What is interesting is that over the last month,

we have had significant increases in the number of enquiries for financing vacant land, with the intention of building in the near future,” Mr Baker said. “We attribute the quiet spell prior to this to first home buyers bringing forward their purchase preJuly 2012. “With interest rates at historically low levels, a change of government and with first home owners grants targeted at new home builds, all indications are that this level of inquiry will continue to grow in to the medium term.”

Does your property have a false bottom? WITH CHRISTIAN BARTLEY FROM BELLARINE PROPERTY VENDORS aim to sell their property for the highest possible price. As part of the marketing strategy, they usually add a percentage to their projected final price as a negotiating factor. “Many vendors think that their final or bottom price is cast in concrete,” Bellarine Property managing director Christian Bartley said. “They think that telling an agent ‘I’m not taking any less than $x’, will make the agent work harder to achieve $x.” Mr Bartley said that vendors who insist on an arbitrarily set figure often have the opposite effect from what they intended. “Firstly, if agents think your expectations are more than the market will bear, you risk making them think it is not worth putting too much effort into your property, because you will never accept the offers they are likely to get. “Secondly, if the figure you have in mind is not the true ‘market value’, you are unlikely to achieve it. If you tell your agent to discourage purchasers who are not prepared to ‘go that high’, you may end up throwing the baby out with the bath water. In among the purchasers you turn away may be the one who, in the heat of negotiations, would have paid the most.” According to Mr Bartley, just as vendors sometimes come down further than they initially intend in order to sell their property, so too many purchasers actually extend themselves more than their first stated price range in order

to secure that special property. “If purchasers realise up front that their figure doesn’t match yours, they usually decide it’s not worth making an offer. “If you don’t get that initial offer you can’t negotiate to a higher position. Agents and vendors alike sometimes overlook the importance of the negotiation process in achieving the highest possible price.” According to Mr Bartley, agents who disclose their vendor’s rock bottom price are probably not skilful negotiators and prefer to avoid the negotiation process. “Furthermore they (and therefore you) miss out on crucial information,” he said. “It is valuable to know what purchasers are prepared to pay. Budding buyers must research auctions BY DEAN WEBSTER AS THE spring auction season hots up, Consumer Affairs Minister Heidi Victoria has urged property hunters to do their research before entering the spring property market. Ms Victoria said prospective buyers needed to do their homework before bidding on a property. “Buyers need to understand the different rules that apply to auctions and private sale. If you buy property at auction, you cannot make the contract subject to conditions, such as getting finance or a building inspection. You can’t change your mind, because there isn’t a cooling-off period on properties sold at auction.” There are strict rules about how an auction is run and Consumer Affairs Victoria sends officers out into the field during peak auction periods. Officers look out for whether auction rules are displayed and followed; whether disclosures are made on late and vendor bids; and whether the sell price and on-the-market price are recorded to compare against estimated selling prices later. Among the tips for prospective buyers at auction: • Research the market value of property in your preferred areas by searching the internet, attending auctions, speaking with agents etc. • Use the agent’s estimated selling price as a guide only, the agent represents the seller but must be fair and honest with buyers.

• Ask the agent to justify their advertised price based on their knowledge of the market. • Remember, the seller is unlikely to set their auction reserve price until the day of the auction, the reserve price decided on the day might be above the advertised price. • Do not allow emotion to cloud your judgment and be realistic about the likely selling price. As part of Consumer Affairs Victoria’s spring real estate education campaign, seven new videos will help home buyers and sellers prepare for the Victorian property market this season. Ms Victoria said the 30-second videos provide quick tips for buyers and sellers, ahead of what is expected to be a stronger spring market. “For buyers, the videos cover pest and building inspections, knowing how much you can afford, the auction process and understanding private sales. August rental update THE rental market in regional Victoria tightened for the third consecutive month in August 2013. The vacancy rate decreased from 3.4 per cent to three per cent with decreases observed in all three key regional centres except for Bendigo. Of the three main regional centres, Ballarat recorded the largest decrease in vacancy from 2.9 per cent to 1.5 per cent in August. This translated to rental increases for both houses and units. The median rent for houses increased by 2.6 per cent to $280 per week while the median rent for units increased by 6.5 per cent to $250 per week from the previous month. The vacancy rate in Geelong fell from 5.2 per cent to 4.7 per cent in August. This marked the third consecutive month of decreases but it still has the highest vacancy of the three main regional centres. The median rent for a house increased by 7.1 per cent to $330 per week and by 5.3 per cent to $300 per week for units. After two months of decreases, Bendigo recorded an increase in vacancy from 2.5 per cent to 2.9 per cent in August. Bendigo also recorded a 6.4 per cent fall in the median rent for a house to $281 per week. Other regional centres that recorded a decrease in vacancy include Shepparton and Latrobe Valley. Shepparton’s vacancy rate fell from 3.7 to 2.1 per cent while Latrobe Valley’s vacancy rate fell from 6.7 to 6.5 per cent. Warrnambool and Mildura recorded increases in August. Warrnambool’s vacancy rate increased from 5.9 to 6.9 per cent while Mildura’s vacancy rate increased from 2.5 to 3.5 per cent. Both these towns have had steadily rising vacancy rates since the beginning of the year.

Participants at the LookBook Design Series events that hit Geelong on Sunday October 20 will get the opportunity to meet with some of Metricon’s talented home and interior designers and learn directly from them about award winning design in their display homes.
