3D city model to help architects BY JAMES TAYLOR THE City of Greater Geelong has developed a photorealistic 3-dimensional model of the city that accurately represents the existing buildings and physical features in the landscape. Council’s Planning portfolio holder Cr Rod Macdonald said the 3-dimensional model would help architects to design better buildings faster and more cheaply. “The hills and valleys, trees, and manmade features such as buildings and traffic signs are all rendered in a realistic way. “Sun angles and clouds can be adjusted to
simulate conditions at specific times of the day on particular days of the year. “3D building models can be dropped into the software so that urban designers and planners can study how a proposed building will cast shadows and how vistas will be changed or improved. “We encourage architects to use the model and understand the specifics of a development site early in the process in order to expedite and better inform the design of new developments. “This can eliminate the need for designers to develop their own model of the surrounds, while ensuring that proposals are in line with the existing urban fabric.
“Ultimately, the model is a win for all parties.” Nicole Walters of Bespoke Architects said the ability to showcase architectural ideas in the broader neighbourhood context could only enrich conversations with clients, the council and neighbours. She saw Geelong’s 3D city model as a design tool that enabled her clients to get the most satisfying design outcomes, for both proposed new buildings and renovation work. “The City of Greater Geelong and the private sector both benefit from the model because it can facilitate and speed up the planning approval process.”
She said the general public would also benefit from a more contextually considered design outcome.

THE improvements in the national housing market in 2013, a year in which mortgage rates were at record lows and house prices had not yet reached the highs of 2010, were reflected in improvements across regional Victoria. But fortunes were mixed across the state, with differing rates of house and unit price growth, varying rental vacancy levels and median rental growth. REIV’s September median house price data showed the median house price in regional Victoria was stable, with a 0.8 per cent increase in seasonally adjusted terms to $308,000. However, the three main centres of Geelong, Ballarat and Bendigo continued to outperform that broader market. November’s House Price Index (HPI) showed all three at their peak. All three recorded HPI increases for the month, with Geelong’s HPI up 1.6 per cent and Ballarat’s up 0.8 per cent, although growth in Bendigo slowed – an increase of 0.2 per cent, compared with the 0.3 per cent HPI increase for regional Victoria. But it is tipped to pick up when the new Bendigo Hospital project is fully under way. Across the state, the high volume of auctions nudged 2010 records, but most house sales in regional Victoria are private sales and generally, less time on the market reflects a stronger market. So it was good news for sellers that the number of days that homes were on the market across the state fell to its lowest level in almost two years in October – just 92 days. In November that rose to 104 days, still below the September figure of 113 and well below January’s 127 days. In November, the rental vacancy rate in regional Victoria fell to 2.4 per cent, down from 2.9 per cent in October and good news for investors – this was significantly down on the 4 per cent rate at the beginning of the year.
The truth about low interest car finance BY ADAM CHALMERS, DIRECTOR, KONNECT FINANCIAL SERVICES IN TODAY’S new car market, we are seeing low rate finance deals being offered by an ever increasing number of car dealers. Rates from 0 per cent to 1.9 per cent have been on offer in recent times. When a car dealer offers you something for nothing there must be a catch, right? Well, yes and no. Before you rush out and sign on the dotted line, it’s important to understand what’s going on behind the scenes with these low interest rate finance packages. The interest rate being advertised to finance the vehicle is genuine, but these offers are typically part of a subvention system whereby the interest rate for the finance package is being subsidised by the dealer or manufacturer from the profit made on the sale of the car. This is generally why the dealer or manufacturer will be less likely to discount the price of the vehicle when purchasing in conjunction with a subvention finance arrangement. This type of
finance arrangement is usually capped at a threeyear term, resulting in larger monthly payments that can stretch the household budget, so buyers often opt for a residual or balloon payment at the end of the loan. A recent example of this was a 0.5 per cent finance deal on a new car valued at $47,500. After shopping around, the buyer was able to negotiate a price of $40,700 for the same model car with a different dealer. Even after taking out a standard car loan, the buyer was ahead at the end of the finance contract. Once a subvented finance vehicle purchase has been finalised, the dealer or manufacturer must rebate the subvented amount to the lender to enable a realistic return on the finance contract. Typically the lenders love this type of arrangement as they receive their interest upfront. It now becomes quite clear that the dealer needs to make a larger margin on the car to cover the subvented amount and maintain a normal profit margin. It’s not out of the question to expect to be able to negotiate up to a 10 per cent discount off the asking 37
price when purchasing as a cash sale and outside of this type of finance arrangement. A more prudent approach would be to negotiate a cash sale with the car dealer, leaving the low interest rate finance offer out of the equation. We often find that once a discounted purchase price has been negotiated, our clients that arrange finance through us at “normal” market rates generally end up paying lower monthly repayments (thus lower total repayments) over the term of the finance contract than they would through obtaining subvention finance. Stage one of the Stretton development, comprising 53 allotments, was released to the public recently with only 22 lots remaining for sale. Selling agent Graeme McCartney, principal of G.R. McCartney & Son, said that interest in the concepts offered by the developers and acceptance of the design guidelines had been exceptional. “The foundations of the approved plan are based on community, health and lifestyle,” Mr McCartney said.
