A super summer for local real estate BY DEAN WEBSTER LOCAL real estate agents are fielding record inquiries as people head to the coast for holidays and lap up the hot summer weather. Bellarine Property sales consultant Ian Dart said he was rapt with the great start to the New Year. “Numbers of inquiries in the first week of January were fantastic. We’ve had double the amount of inspections compared to the same time last year. “As a result many deals are coming together and several properties are under offer with nearly 10 sales already this year.” Mr Dart said that many people have decided to make the move after holidaying here and he expected leads to continue throughout the year as a result of the influx of holidaymakers considering a sea change lifestyle. “We have just sold a $2.45 million property off the plan in Ocean Grove and all ranges of the property market are fielding enquiries. Money is cheap at the moment, this is the time to make the move. “With the long weekend coming up we expect many more enquiries, especially with eight auctions coming up in February. “This gives people a great opportunity to have a great holiday weekend and check out upcoming auctions.” The Surf Coast property market is also on the move according to Whitford Torquay director Michael Ferris. “We’re flat out at the moment. GST rules to remain for moveable homes BY JAMES TAYLOR CORANGAMITE federal member Sarah Henderson has welcomed a decision by the Australian Taxation Office (ATO) to withdraw its draft ruling about the way GST was applied to moveable homes. The draft ruling will now be withdrawn and moveable home estates will continue to be treated as commercial residential premises with the same GST rules for long-term accommodation. Tax Commissioner Chris Jordan said the ATO had considered a range of submissions from the community and stakeholders as part of the sevenweek consultation process. “We have carefully considered the legal arguments and practical implications and decided that we don’t need to change the existing GST treatment of these estates. “Our preliminary view had been that moveable home estates were not sufficiently similar to caravan parks to be commercial residential premises.

“With the benefit of submissions, it is evident that while moveable home estates have changed, they are still similar enough to caravan parks to receive the concessional treatment. “In particular, both involve letting of sites separately to the building, and provide communal facilities to residents.” Ms Henderson said it was a sensible decision by the Tax Office to stick with its interpretation of the Howard government’s GST legislation that put residents of mobile home estates on the same footing as those in caravan parks. She said residents of mobile homes and caravan parks, like most Australians on modest incomes, were struggling with cost of living pressures. “I’m pleased the Tax Office decided it wouldn’t go ahead with a change in its interpretation of this GST law. “The decision removes months of uncertainty that would have been hanging over the heads of my constituents.”

House approvals exceed government forecast “There’s been a general feel the industry is on the up and local and state planning authorities need to be on the ball to ensure the trend is not hampered by red tape. “With lower rates, stamps and the $10,000 new home buyers grant, along with a stable federal government, business confidence has improved greatly. “With our population continuing to grow, the Surf Coast, Bellarine and Armstrong Creek tick all the boxes in accommodating this demand.”

THE Housing Industry Association (HIA) has released official building approvals data for November showing the month hosted Victoria’s second highest level of dwelling approvals in 2013. The data shows there were 4,525 dwellings approved in November 2013. While this was the second highest monthly total for the year it represented a sizable fall of 17.4 per cent from the October total, which had been bolstered by the unexpectedly high number of multi-unit approvals that were absent in November. Multi-unit dwelling approval activity contracted from the October high to record 1,958 approvals in November. In a positive development, detached dwelling approvals increased by 8.8 per cent in November to 2,567, the highest monthly level the state has achieved in two years. HIA executive director for Victoria Gil King said that while the number of detached dwelling approvals was the highest seen in two years, the overall level was still not particularly high. “Indeed, 2013 is still likely to have been one of the worst in the last decade for this part of the industry,” Mr King said. “The monthly flow of multi-unit approvals continues to prove very volatile and the strong numbers in October were not carried over into November. “Looking at activity across the year provides a way to look past the volatility and multi-unit approvals in the 12 months to November 2013 were only 2.8 per cent below year-ago levels. “Victoria’s rate of population growth continued to outpace the national rate in the year ending June 2013. “Victoria’s population grew 1.9 per cent to 5.74 million, this rate of growth is above the level that
the state government’s planning strategies had anticipated. “Official population projections show Victoria’s rate of population growth is expected to be stronger than earlier estimates. “The state government must adapt planning strategies to accommodate the stronger demand for housing that comes with a more rapidly growing population.” UDIA Victoria executive officer Tony De Domenico agreed that councils and the government need to plan for this strong growth.
