IT’S only natural that home buyers want to save money on the costs associated with their property purchase. “They shop around for legal/conveyancing deals, removalists and so on,� Bellarine Property managing director Christian Bartley said. “Sometimes, especially on newer properties, they decide that the recommended pest and building reports are an unnecessary expense.� Mr Bartley advised that purchasers should never take anything for granted, even on relatively new houses. “Most real estate agents have a story or two of purchasers that were wiser after the event. “The fact that a house is new doesn’t mean that a purchaser should bypass the pest report. “White ants can enter even a new home if a tradesman has been careless. They have been known to enter via formwork that has been left around concrete steps, for example. “Reports that cost a few hundred dollars could save thousands, even tens of thousands of dollars, if the damage turns out to be extensive.� Mr Bartley said that home buyers should make sure they used licensed trades people that had professional indemnity insurance. “There should be no question of the buyer being out of pocket, as long as the tradesperson is covered if they fail to analyse building faults that later become apparent. “If your building and pest report does uncover problems, that doesn’t automatically mean you should pull out of the sale. “One way to approach the issue is to re-negotiate the sale price to allow for repairs. Prudent vendors usually see the wisdom of making adjustments to retain their purchaser. “Sometimes vendors prefer to arrange for a tradesman to carry out the work before settlement takes place.� Mr Bartley said even a termite infestation did not necessarily mean a purchaser should pull out of the sale. “A surprising number of homes have had termites at some stage. It’s a case of quantifying the damage and taking a calculated risk. “However, in the case of serious structural damage which is often unquantifiable it is usually safer to give up the idea of purchase no matter how much you like the property. The ultimate choice is up to the purchaser. “Building and pest reports are a tool for assessing the property’s structural condition and ultimate suitability. JUST off the Great Ocean Road at Fairhaven last Saturday a strong crowd of more than 150 attended the much-anticipated auction of 34 Lialeeta Road, Fairhaven. The property was being offered for the first time in 65 years and is in one of the Great Ocean Road's most exclusive pockets. The Bellarine leads our region in house price increases BY DEAN WEBSTER THE median price of a house in regional Victoria increased by 2.6 per cent in the final quarter of 2013, to a new record of $320,500. According to the Real Estate Industry of Victoria (REIV), demand in the Geelong region was strongest along the Bellarine Peninsula in areas such as Portarlington, Drysdale, and Clifton Springs. Stockdale & Leggo's Joel Burden said that the Drysdale and Clifton Springs market finished very strongly coming into the New Year. “There was a big rush of interest up to Christmas, and December was our best month,” Mr Burden said. “Investor interest in the sub-$350,000 market has been very strong, locals are topping up their investment portfolios and taking advantage of the low interest rates. Affordable properties are moving well. With the low rates, some of these properties are cost neutral even when borrowing 100 per cent.” REIV chief executive officer Enzo Raimondo said that this quarter’s increase was the highest since March quarter 2013. “This quarter’s increase is in line with a strong increase in the Melbourne market,” Mr Raimondo said.
“It shows that Victorian buyers have been responding to the record low interest rates, driving ongoing increases in house prices. “Geelong, Ballarat, and Bendigo remain at their peak prices after this quarter’s growth. “Bendigo’s house price increased the most out of the three main centres with a 1.6 per cent increase to $320,000.” However, price growth was mixed across the region with the highest price growth mainly contained in suburbs with median prices above $340,000 such as Kennington and Strathfieldsaye. Geelong’s house price increased by 1.4 per cent to $410,500 and remains the most expensive of the three centres. Ballarat recorded a 0.9 per cent increase to $292,500 with growth across most suburbs of the municipality. Price growth was strongest for suburbs with a median price above $300,000 such as Canadian, Alfredton, and Brown Hill. Growth in regional Victoria’s house prices has been more evenly distributed this quarter with price growth recorded in Ararat, Wangaratta, Golden Plains, and Wellington.

Beating the heat THIS month’s heatwave was a reminder just how punishing Victoria’s summers can be. Our air-conditioned homes provide refuge from the heat, but it is also essential to be prepared for the possibility of bushfires and to develop a bushfire plan. The first step is to know whether your home is in a bushfire prone area. From July 31 last year, vendors were required to provide that information in the Section 32 statement for would-be buyers. The change, the result of an amendment to the Sale of Land Act 1962, followed a recommendation by the 2009 Victorian Bushfire Royal Commission into the Black Saturday bushfires. REIV member agents know that this is the vendor’s responsibility and that it is their role to remind the vendor to include this information. Not doing so could be potentially serious – providing an accurate or incomplete information in a vendor statement can mean the buyer has the opportunity to rescind the contract at any time before settlement. For buyers, this is extremely valuable information and should be read carefully. If you have engaged a buyers’ advocate to advise you, they should make sure you know the bushfire status of any home you are thinking of buying. While the requirement may seem relevant only to rural areas, it applies right across the state, including properties on the outskirts of major regional towns and outer Melbourne suburbs such as Frankston. Don’t make any assumptions, just because the property is near a town or in an estate. In August 2013, the state’ s Bushfire Prone Area maps, specifying areas prone to or likely to be prone to bushfire, were updated. Almost 236,000 properties were removed from the regulations as a result of the review, but another 119,000 were added for the first time. These reviews ensure the maps are as upto-date as possible, and with another having taken place in late 2013 further changes are likely. So be sure you have the most upto-date information by going to Victorian Government’s Land Channel land.vic.gov. au where specific addresses can be searched and bushfire prone area maps are available.

The tropical decor of Hugo T. Armstrongâ&#x20AC;&#x2122;s house is wild yet homely and perfectly fuses and represents the three great loves of his life â&#x20AC;&#x201C; family, music and adventure.
As the founder and proprietor of The Blues Train, a travelling mini music festival, and former director of the Queenscliff Music Festival, his house is overflowing with records and CDs, and a vintage jukebox packed with 45s â&#x20AC;&#x201C; along with historical Tahitian and nautical artefacts. Hugo shares the Point Lonsdale house with wife Desiree and their daughter Astrid, 5. It was built in 1959 by his intrepid and much-loved father, Eric, whose deep-rooted presence is felt throughout. Most of the furniture and art were his and his image and paintings line the walls. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s all my dadâ&#x20AC;&#x2122;s stuff, he sailed around Tahiti trading coconut husks, and brought back a lot of what is still here now, most of it is from Tahiti â&#x20AC;&#x201C; I love it all,â&#x20AC;? Hugo said. â&#x20AC;&#x153;Most of the other stuff has come to me in one way or another, I donâ&#x20AC;&#x2122;t go looking for anything, people will just give me presents or it was here my whole life.â&#x20AC;? The house itself is set over three levels, and Hugoâ&#x20AC;&#x2122;s 1951 Holden 4852-15 â&#x20AC;&#x201C; commonly known as the FX â&#x20AC;&#x201C; takes pride of place out the front. The car is in excellent condition and matches the house in Hugoâ&#x20AC;&#x2122;s favourite light-green hue. Itâ&#x20AC;&#x2122;s not just for show, he drives it daily and â&#x20AC;&#x201C; just as he inherited the house â&#x20AC;&#x201C; he came into a love of cars through his father, who competed in the original Grand Prix at Albert Park. The house is also the headquarters for the
