Healthy debt grows wealth WITH CHRISTIAN BARTLEY FROM BELLARINE PROPERTY
MOST home owners are so focused on the race to pay off their home loan that they overlook the advantages of staying in debt. “In placing all types of debt in the ‘avoid at all costs’ category, people throw the baby out with the bathwater,� Bellarine Property managing director Christian Bartley said. “Used wisely, debt is a wealth-producing mechanism. For example, most people would not be able to buy their own home without borrowing the bulk of its value and buying at today’s price, rather than saving the total cost and buying at tomorrow’s price. “The fact that property prices pull ahead faster than consumers can save is, of course, one of the main reasons people buy property in the first place.� According to Mr Bartley debt falls into two basic categories – healthy and unhealthy. “Many people get into unhealthy debt at an early age to buy consumer items that either disappear or devalue over time, and debt has become synonymous with poverty rather than wealth. “Yet most people who are wealthy would testify that with judicious use of ‘healthy’ debt or borrowings they have actually increased
the buying power of their income over time.� Mr Bartley said that even people who borrowed to buy their first home were sometimes reluctant to re-mortgage themselves to buy more property for investment. “Yet borrowing on their equity is precisely the way to start building wealth. “A home owner’s debt, or more particularly their debt to equity ratio, is a matter of perspective. For example, take a property valued at around $580,000 with $200,000 left on the loan. Calls to reduce barriers to development BY DEAN WEBSTER THE peak body representing the urban development industry has called on the federal government to use the 2014/15 Budget to help boost investment in new housing and improve affordability for new home buyers. In its 2014/15 pre-Budget submission, the Urban Development Institute of Australia (UDIA) recommended removing barriers to new land supply, increasing investment in infrastructure, reducing unnecessary red tape, and reducing excessive taxes and charges on new housing. Despite record low interest rates, the dream of homeownership is still out of reach for far too many households, according to UDIA national president Cameron Shephard. “We’re calling on the federal government to work with state and territory governments to address the problems holding up investment in new housing,� Mr Shephard said. “These include constraints on land supply, poor investment in urban infrastructure, excessive red tape, and hefty taxes and charges. “In addition to improving housing affordability, increased investment in housing will create new jobs, improve business activity, and add to government revenue. “This boost to the economy and budget bottom line will be particularly crucial over the coming years as the mining investment boom winds down.� The Housing Industry Association (HIA) also urged governments to reduce the bureaucracy burden on the housing industry.
Victorian executive director Gil King said that HIA considered it was the responsibility of all levels of government, federal, state and local to improve and ensure housing affordability. “There is an urgent need for taxation reform with Commonwealth leadership,� Mr King said. “As a priority, they should assist all states and territories to remove stamp duties on housing and engage in a continuous process of wider taxation reform. “Furthermore it is imperative that the federal government implements a Commonwealth guarantee to back state and local government infrastructure investment supporting large-scale residential development, including underwriting innovative and alternate funding mechanisms.� The UDIA is also calling for the government to retain and commit additional funding to federal housing supply initiatives such as the National Rental Affordability Scheme and the Housing Affordability Fund.

How interest-free loans work BY ADAM CHALMERS, DIRECTOR, KONNECT FINANCIAL SERVICES
INTEREST-free loans can work in a number of different ways: • Pay by instalments – regular payments are required each month. • Buy now pay later – you are not required to make any minimum repayment. What you need to know Minimum repayments – in most instances, the minimum repayment will not be sufficient to repay the loan during the interest-free period. If you wish to repay the loan within the interest-free period, you will need to make additional payments each month. In some instances, you will need to make arrangements with the financier to make these additional payments otherwise the additional amount may be held in credit against future minimum payments. Interest rates – Interest will start to be charged at the end of the interest-free term, usually at a very high rate. It is not uncommon for these interest rates to be in the high 20 per cents or even higher. Worse
still is that penalty interest may be charged for not paying the balance off within the interest free period. No discount – Ever notice when you buy an item with an interest-free loan that the retail attendant will never discount the purchase price? This is because the retailer is not generally the financier and there is a third party. The retail store will normally share a percentage of the sale price with the financier to ensure that the financier receives some payment in the event that you repay the loan within the interestfree period. How to take advantage of interest free loans Work out the numbers – Ask the retail assistant what discount would be available for a cash sale then determine the monthly charges to calculate how much the interest free loan will actually be costing you. Consider if utilising your home loan redraw facility to purchase the item at the discounted price will be cheaper. In many instances if the item is less than $1,000 it very well could be. Repay during the interest free period – Make sure you repay the loan within the interest free period to avoid default interest or extremely high rates of interest. If it is unlikely that you will

repay the loan then: consider using a redraw facility on your home loan to repay the loan as it will be a much lower interest rate; or, refinance your home loan to consolidate the interest free loan into your home loan. Be aware, unless you repay additional monthly payments and have the goal to pay this portion off as soon as possible, then you may actually be adding this debt to your 20-year home loan. A long-term investment FOR property owners, news of price rises is always encouraging, less so when we hear of the occasional market dips. But worrying about short-term price variations overlooks the fact that property is, ideally, a long-term investment and it is long-term data which shows just what a good investment it is. The REIV has collected median house prices for more than 20 years. So while comparisons with previous quarters are interesting and indicate market strength, it is comparisons with the previous year or even five years which are more significant for capital gain. Median prices for the 2013 December quarter show healthy growth in some parts of the state and the market beginning to recover in others. But even in the few areas where there was negative growth, comparisons with five years ago tell a different story. On the Bass Coast, for example, between the December 2012 and 2013 quarters the median house price fell by 1.7 per cent, yet over the five years from December 2008 it rose from $255,000 to $380,000. And in Hepburn, where the median fell by 13.7 per cent between the December 2012 and 2013 quarters, the median price actually rose from $247,200 to $330,000 in those five years. In areas which showed one year median price growth, the comparisons were far more substantial over five years. In Ararat, for example, the median house price of $179,750 was up 14.9 per cent on the same quarter in 2012. Five years ago the median was $131,500. In the Central Goldfields, with a December quarter median of $225,000, the one year growth was a healthy 19.7 per cent. And five years ago the median was just $155,000. The December 2013 median of $318,750 for Baw Baw was 9.9 per cent higher than the December 2012 median. Five years ago the median price was $217,500. The City of Greater Shepparton median of $262,746 was 7.2 per cent up on the previous year and compared with a $254,250 median five years earlier. The City of Greater Geelong’s December median of $410,500 was 6.6 per cent up, yearon-year, and $319,000 five years ago, while the City of Greater Bendigo was up 4.9 per cent for the year, with a median of $320,000 in December 2013 and $238,000 in December 2008. The City of Ballarat was up 2.6 per cent over the year – its December 2013 median was $292,500, compared with $235,000 five years ago. Secondly, why does it cost so much? Landscaping is a construction industry and with any built structures you are looking at considerable material costs. Any landscape quote will be at least half materials and every single piece of your landscape is exposed to the elements for its entire life and needs to be built to survive them. Your house probably cost more than $200,000 to build and just think about how long it would last without a roof. Your soft landscape also requires proper planning and preparation or don’t expect the living elements of your garden to thrive and grow for you. Particularly in the initial stages, it takes time and effort. Thirdly, why should you spend that much? Obviously, I am biased, but if the cold hard facts of increased (and ever growing) property values aren’t enough to sway you, then spend a little time
envisioning your landscape as an outdoor extension of your house. You can’t tell me that the kids won’t go outside more often if they have an exciting garden to play in, or entertaining friends and family won’t be even more pleasurable in a well-considered entertaining space.

Last, but definitely not least, why is it you should pay a landscaper to do what numerous TV shows have taught me I can do myself? This one I could go on about for hours, but look at it this way: landscapers spend four years becoming qualified and a great many more becoming highly skilled, and if you spend just a little time looking at the landscapes around you, the benefits of quality design and construction should start to speak for themselves. Landscaping is always going to be a sizeable investment and an experienced and creative landscaper will ensure your budget stretches as far as possible, but no matter what you’re hoping to spend, doesn’t your investment deserve the skills an experienced landscaper can offer?
