THERE is a lot of talk that location is usually considered to be the ultimate success criterion of real estate purchase, according to Bellarine Property managing director Christian Bartley. “Apart from traditionally successful locations the obvious things to watch out for in cities and big towns are areas about to be gentrified, or areas where amenities are undergoing upgrading, making them more sought after or more accessible as dormitory suburbs,” he said. Developer levy reform welcomed by the industry BY DEAN WEBSTER DEVELOPERS have welcomed a new standard approach to developer levies. Planning Minister Matthew Guy announced a move away from the existing developer contribution plan (DCP) formula where councils provide an infrastructure plan of what’s needed for a greenfield development site, then calculate a per lot rate. The government has indicated under the new infrastructure contribution plan (ICP), developers will pay up to $268,000 per net developable hectare for basic and essential infrastructure items needed in new communities. The new levies will mean a reduction in the delays to deliver local infrastructure and streamline the development processes in regional Victoria, according to Villawood Properties’
executive director Rory Costelloe, who has welcomed the news. “We are very happy to now have a set amount for DCPs,” Mr Costelloe said. “Previously, formulating the DCPs could delay a Precinct Structure Plan (PSP) for one or two years. “Now, developers have far more certainty in relation to their development costs. “This also demonstrates to land owners, that there are infrastructure costs involved in development which should be paid for from the uplift in land values, from rural to residential. “This announcement will alleviate a lot of costly time delays and frustrating red tape which previously impeded on the efficiency of delivering new developments and contributing to our growth areas.” Zeally Sands Torquay developer David

Draper was also supportive of the government’s reforms. “Providing these new levies apply to new subdivisions, then this initiative will go a long way to reducing red tape and other impediments to development that have added to the cost of a block of land,” Mr Draper said. “This will also reduce time arguing the ins and outs at VCAT or lengthy negotiations over 173 agreements. “Time’s money when it comes to developing land, and in the end if the government’s new reforms save time and reduce bureaucratic red tape, then the consumer will benefit in the end.” Following the passage of legislation, the new framework will be introduced on July 1 2015. The rental yield for this style of property in regional Victoria is now at 5.1 per cent for one bedroom units and 5.2 per cent for two bedroom units. This is good news for investors, and for owner-occupiers looking for a property that is likely to grow in popularity and value. For those looking for life in a smaller home, townhouses and apartments offer many benefits. They can be a welcome change – low maintenance, a ready-made community, perhaps a brand-new property. Dennis Family Homes general manager Richard Uden said the exact value of the extras received in each package varied according to the individual home design chosen and the location. “To be eligible for the extras packages, customers must pay a deposit on their new home before May 31, 2014,” Mr Uden said. “All packages include a variety of sought after additions to the home.” The First Impressions package includes the choice of carpet and tiles or timber look flooring throughout the home and a remote controlled sectional garage door among the extra features. Stepping up to the Feel Good Extras packages adds further upgrades including a 20mm Caesarstone kitchen benchtop, along with a Technika 900mm freestanding upright cooker and stainless steel dishwasher. Completing the Aspirations Series options is the Love The Looks package which includes all the aforementioned features plus the addition of 2,580mm (8ft 6in) high ceilings. The Inspirations Series options begin with the Welcome Home package, which includes carpet and tiles or timber look flooring throughout the home, 20mm Caesarstone kitchen benchtop and a remote controlled sectional garage door. The My Wish List package adds to this with 2,580mm (8ft 6in) high ceilings, overhead kitchen cupboards, six additional pot drawers, a 6mm glass splashback with polished edges and a Technika stainless steel dishwasher. Topping the range, the I’m Impressed package offers further kitchen upgrades including Smeg oven and appliances.
