Building sector keeps growing

Clever budgeting helps build houses WITH CHRISTIAN BARTLEY FROM BELLARINE PROPERTY

MANY young people see buying their own home as a daunting prospect. By the time they’ve paid rent, car payments, phone bill, credit card and so on there never seems to be much left out of the pay packet for saving for a deposit. “The main quality that differentiates young people who save is the ability to prioritise expenses,� Bellarine Property managing director Christian Bartley said. “Income is not the crucial factor. Investmentconscious people recognise the difference between an asset and a liability and minimise expenditure on liabilities. A mobile phone and a credit card may be fun but they don’t put money in the bank.� Mr Bartley said that people with an eye to the future, no matter what they earn, should pay 10 per cent of their income directly into a secure interest bearing account for long term investment purposes. “Look at it as if your income has been reduced. “How would you budget? Ways of reducing expenses include paying board at home rather than leaving and paying rent, not buying new cars (they drop 15 per cent in value as soon as they leave the showroom, and if you borrow money to buy them you lose even more in interest) taking your lunch to work, taking inexpensive holidays, giving up smoking and so on. “Credit cards are useful for people who repay them on time but for many people they are

VICTORIA’S residential building sector is seeing massive growth, with multiple indicators showing a strong year ahead, Planning Minister Matthew Guy said last week. “New data shows our building industry is set for a busy year in 2014,� Mr Guy said. Economic confidence among Victoria’s builders is at the highest level since 2009, according to a new survey from the Master Builders Association of Victoria. The Victorian Building and Construction Confidence Report for the March 2014 quarter shows that builders are “feeling much more positive about their own business prospects for the next six months, expecting solid improvements in their own business activity�. The report also shows that employment intentions are in positive territory, with many builders intending to increase staffing levels over the next six months. New construction data from the Australian Bureau of Statistic shows that residential building work in Victoria has grown by six per cent to $4.1 billion in the March quarter of 2014. The value of new home construction, including houses, units and apartments, grew by 7.5 per cent in the quarter. Mr Guy said the state government’s planning policies had also brought greater competition to the house and land market, resulting in lower prices for new homebuyers. “Not since June 2010 has it been this affordable to purchase a new house and land package in Melbourne’s growth areas,� he said.

Asset markets, such as property markets and the share market, are fluctuating beasts that ebb and flow in their performance over time. The easiest way to understand why this occurs is to look at the herd instincts of the human psyche. Basically, everyone does what everyone else does. The amount of physical real estate or the numbers of total shares in existence do not fluctuate dramatically - it is the market participants (buyers or sellers) willingness to engage that fluctuates. FOMO (fear of missing out) is a major part of the Australian mindset and "keeping up with the Joneses" is a major goal. So when part of the herd starts buying and selling the rest of the herd considers it also. It is a simple analogy of what are often complex drivers, but it's basically what happens.

“Timing the market" is a saying that means buying just as the asset markets are starting to improve in their performance and/or selling at their peak before some event (usually interest rate increases or an international economic event like the GFC) occurs to change the sentiment of the market. This timing of the market has always been easily visible in the share market because of the liquid nature of the trading, but in real estate terms it is much less so and can often only be seen in hindsight. Interest rate movements have become shallower over the past 20 years due to tighter management by the Reserve Bank. The opportunity to speculate in the real estate market (buy and sell in the same market cycle) has become more difficult because the property market rises and falls are also shallower.

Add to this the costs of buying and selling including stamp duty, marketing and commission and even capital gains tax on investment properties and it makes it difficult to make a short term profit. If you want to "time the market" in real estate, the best thing is to take a twostep approach. The first step is easy. Just accept that property is a stable investment but it also takes longer to improve in value, so therefore a longer timeline is required. The second is much harder and that is to take a contrarian view of the market and resist your herd instincts. Buy when the herd needs to sell and sell when the herd is keen to buy. It is emotionally more difficult than you think as the herd always thinks it is right and will tell you at every opportunity. If we can be of any assistance please do not hesitate to call.

Opportunity beckons with seaside Lorne property BY JAMES TAYLOR A SCARCE development opportunity on the Great Ocean Road in the popular tourist town of Lorne is up for grabs and expected to generate significant interest from purchasers keen to snap up a slice of seaside paradise. OWNING your own home is the great Aussie dream, yet many first home buyers worry that they are being priced out of the market. Australian Bureau of Statistics show buying has certainly become tougher for first timers: its latest figures, for March this year, showed first home buyer finance commitments were just 11.9 per cent of total owner-occupier housing finance commitments in Victoria, and 12.6 per cent Australia wide. But while this is still much lower than the long-run average proportion of 19.9 per cent, the trend is upwards: it was an improvement on February – up 0.1 per cent – and on the historic low of 12.3 per cent in November last year. REIV and its national counterpart REIA in Canberra continue to make representations to government about the need for more help for first-time buyers – greater stamp duty concessions and a bigger housing supply, for example. But meanwhile that dream need not be out of reach – there are strategies to help you get a foothold in the property market. For those planning to buy their first house, unit or apartment there is good news too: interest rates remain at a record low, with the Reserve Bank cash rate just 2.5 per cent. That makes borrowing cheaper and repayment smaller. House prices are still cheaper in many areas of Victoria than in boom times and there are still plenty of affordable properties – if you know where to look. The latest median house price figures, for the first three months of this year, show there are parts of regional Victoria where it is still possible to buy a house for less than $200,000. Ararat, Donald, Dunolly, Churchill, Moe, Morwell, Merbein and Seymour all had median prices below this level. And there were many more towns with prices between $200,000 and $250,000. Ask yourself where you want to live? Find the kinds of homes you want, get to know the local agents and talk about what is available and what you can afford. If your preferred town or area seems beyond your reach, check other locations close by to see if they may offer a cheaper alternative. If you are looking in a large regional centre, it’s worth considering a unit or apartment rather than a house, as a way of entering the market. The key is to not over-extend your mortgage, and make sure payments are manageable, and you’ll be able to enter the property market with confidence – and in your own home sooner. You can then benefit from capital growth, with property a solid long-term investment.
