Property investment: the plain sailing guide WITH CHRISTIAN BARTLEY FROM BELLARINE PROPERTY
INVESTORS who insist on the highest rent that the market will bear often end up with a greater level of vacancy once tenants have time to make comparisons and find a better value option. “The key to both negligible vacancy and tenant harmony is setting rent at 95 per cent of market value,” Bellarine Property managing director Christian Bartley said. “At the end of the year, even a few weeks’ vacancy usually means a lower net income than if rent had been set at 95 per cent. “Investors whose properties are good value get more inquiry and can afford to be more selective when deciding who will rent their property.” According to Mr Bartley, references are crucial when developing a tenant profile but the bottom line criterion is: do you believe they would be able to pay ‘x’ dollars per week for ‘y’ weeks? “An investor’s managing agent is the person with the expertise to advise on the tenant’s ability to meet their lease obligations. “But many novice investors don’t know what to ask of their managing agent. “If you can tell them up front what your needs are, it’s much easier to keep abreast of what’s happening and avoid confusion.” According to Mr Bartley, a managing agent should provide a monthly statement of all income and expenses with cheques banked directly into investors’ accounts. “Ask for an annual written report of state of repair (internal and external) and cleanliness as well as a mid-year written kerbside report of state

You should also receive a six monthly written report of the existing rental value and the local area vacancy rate and an annual written report of the current reasonable selling price of your property. “Landlords should carry out an internal inspection of the property themselves once every two years so that they can visualise its state of wear and tear when maintenance and repairs are discussed.” According to Mr Bartley, it takes three to six months for investors to get to know their agent and how he/she operates. “Until then require all expense items to be referred to you (other than emergencies) prior to the agent spending any money. HIA welcomes reforms to workplace safety rules THE Housing Industry Association has welcomed recent announcements by the state government regarding changes to WorkCover premiums and workplace safety regulations both of which will take effect on 1 July 2014. HIA’s Victorian executive director Gil King said the Victorian Occupation Health and Safety Regulations 2014 had reached a sensible balance between ensuring the safety of workers and overregulation. “A number of burdensome administrative regulations that were proposed to be introduced have been dumped. “Furthermore, the requirement for record-keeping for Construction Induction Cards will be removed. “The proposed amendments would have done
nothing to improve workplace safety, however, they would have raised the level of bureaucratic red-tape to a high level.” In another important development for the home construction industry, the project value threshold for principal contractor duties will be raised from $250,000 to $350,000. “This reflects the increased project costs since the 2007 regulations were first introduced without any subsequent adjustment to the threshold,” Mr King said. “Updating the value to $350,000 will maintain coverage at the equivalent proportion of construction projects that were intended to be covered back in 2007.” The state government reduced the Victorian
WorkCover premium by 2 per cent as of July 1. This amounts to an estimated saving of $40 million for employers. The existing average premium rate of 1.298 per cent of payroll will fall to an average of 1.272 per cent. Mr King said the reduction in premium should be welcomed by all employers. For the first time, an additional premium discount of 5 per cent will be offered to employers who pay their annual premium by August 1, and this has also been extended to smaller employers who pay the minimum premium. “All in all, this has been a very good week for those seeking sensible workplace safety outcomes,” Mr King said. Selling in winter We often get asked “When is the best time to sell your property?”. Like anything in real estate there are no absolutes, it is a judgement made on the basis of probabilities of many factors. Winter is generally regarded as the low season for selling on the coast.

This judgement is mainly made on the decreased foot traffic that the coast experiences at this time of year. Interestingly, the Internet search figures show that outside of January, the numbers remain relatively stable year round. What this indicates is that there is a spike in passive buyers (and dreamers) in the holiday season, but that the amount of truly active buyers does not fluctuate year round dramatically.
There are three key deciding factors as to whether your property would sell well in winter. The first is the type of property it is. If your property enjoys very good northern light that gets flooded with low winter sun, or if it has a warm cosy feel that benefits from an open fire blazing - then winter is your season. If your property is in an exposed position that is subject to strong cold winds then maybe it's not. The second factor is the amount of competition that you have from other properties that are for sale. In winter, stock levels are generally lower and this can really make your property stand out to potential buyers.

The third factor is the overall state of the market and this varies from year to year. Currently interest rates are low and the property market is active. IT’S that time of the year again – that is, the end of the financial year. And while many of us will be focusing on finalising tax returns, and considering whether (or not) we may be receiving a refund, it also provides a good chance to review our financial planning. This includes considering our position in the property market. The new financial year is a good time to plan changes – to downsize, upsize, move from an apartment to a house, make that tree change or seachange, move to a better location or house with more suitable features, or buy for the first time. These are big decisions requiring planning, so coinciding them with wrapping up your finances for the 2013-14 financial year and that fresh start from July 1 can be helpful.
